Speaker Lineup 2021 Michigan Rural Health Conference The Michigan Center for Rural Health Sr. Vice-President, Member Services, National Rural Health Association (NRHA) Brock Slabach, MPH, FACHE Brock joined NRHA in 2008. He has administrative responsibility for all areas of member services, including membership, communications and meetings/exhibitions. He was a rural hospital administrator for more than 21 years and has served on the board of the National Rural Health Association and the regional policy board of the American Hospital Association. Brock specializes in rural health system development that encompasses population health and the varied payment programs moving rural providers into value based purchasing models. He’s a member of the National Quality Forum’s Measures Application Partnership (MAP) Hospital and Rural Health Workgroup and serves on the Board of Directors of Accreditation Commission for Health Care (ACHC). Brock is the 2015 recipient of the Calico Quality Leadership Award of the National Rural Health Resource Center and received the American Society of Healthcare Pharmacists (ASHP) Board of Directors’ Award of Honor for 2018. Brock earned a master of public health degree in health administration from the University of Oklahoma and is a fellow in the American College of Healthcare Executives.

A nurseat heart, Kate has dedicated her career to healthcare (4 years as an Army Nurse) and servinghealthcare providers. She joined The Compliance Team in 2012 to direct TCT’s rural health clinicaccreditation program and has fallen in love with the mission and purpose of rural. Appointedthe VP of the Clinic Division, Kate is responsible for leading the TCT Rural Health Clinic Team andsupporting providers across the country with procuring their accreditation. Her clinical expertise,depth of rural health practices and passion for delivery of the best care possible to every patienthas led to numerous speaking engagements on the national, regional and state level. Sheembraces the TCT emphasis on always delivering Safety, Honesty and Caring™ -- which alwaysputs the focus on what matters most, the best care for patients. Kate presently serves on the Boards of the National Association of Rural Health Clinics andNational Rural Health Association. Kate lives in suburban Philadelphia with her husband and close by her amazing threegranddaughters, who keep her on the move when she is not working.

Amanda Biskner is the Community Paramedicine Coordinator for Tri- Hospital EMS. She beganher EMS career in 2010 with Rapid Response EMS in Redford, MI. With 11 years of EMS experience,she has spent the last 9 with Tri- Hospital. She obtained her Paramedic license in June of 2012and graduated from St. Clair County Community College with her Associates Degree of Nursingin May of 2019. In addition to various clinical certifications, her background includes extensivecritical care provider experience as well as intensive care nursing, correctional nursing, andprivate home health care.

William Fales, MD, is a board-certified emergency medicine physician. He is a graduate ofIndiana University of Pennsylvania in Indiana, Pennsylvania. He earned his medical degree fromThomas Jefferson University in Philadelphia, Pennsylvania. He completed an emergency medicineresidency at Geisinger Medical Center in Danville, Pennsylvania.

In addition to his board certification in emergency medicine, Dr. Fales also has a boardcertification in emergency medical services. He serves the Department of Emergency Medicine asChief of EMS and Disaster Medicine and as the Program Director for the EMS Fellowship program.

Dr. Fales has clinical and educational interests in EMS, healthcare preparedness, and injuryprevention.

Tressa SacreyRHC Compliance Analyst, Health Services AssociatesTressa R. Sacrey joined Health Services Associates in May 2015 as a Compliance Analyst. Mrs.Sacrey has a Bachelor’s Degree in Education and has completed courses in Business AppliedTechnology. Key areas of responsibility include creating policies, developing emergency plans,facilitating hazard training, researching CMS regulations, conducting on-site compliance mocksurveys, and creating forms and tools to assist RHC’s across the nation.

Brian BauerAttorney, Hall Render Killian Heath & Lyman Brian Bauer is a shareholder in the law firm of Hall Render Killian Heath & Lyman, PLLC and has over25 years of experience in health law. He has extensive experience in developing Accountable CareOrganizations and Clinically Integrated Networks, and has worked with 70-75 ACOs and CINs in 35states. Brian concentrates his practice in the areas of health care business transactions,reimbursement, governance and regulatory compliance. He has served as general counsel tonumerous rural hospitals, advising them on a wide range of legal and business issues. Brian has alsoguided clients through internal and external audits, reviews and disclosures.

Christopher WilsonCommunity Paramedic Coordinator,Alcona County EMSChristopher is a firefighter/paramedic and has been in fire/ems for 10 years. He has been aparamedic for 8 years. For almost 6 years he has been with Alcona EMS performing as a roadmedic and ERT medic. For the last two years, he has been working on the Community Paramedicprogram for Alcona County EMS and recently became an instructor coordinator.

Sarah Albers, MD, MPH, FACEP,CWSPEmergency Medicine Physician and Wound Clinic Director,Marlette Regional HospitalDr. Sarah Albers is a full-time working board-certified Emergency Medicine physician and WoundClinic Director at a critical access hospital in Michigan. Dr Albers also holds a Master of PublicHealth degree in human nutrition, and sits on the American College of Emergency PhysiciansNational Wellness Committee. Jonathan Pantenburg joined Stroudwater in 2016 and brings to the firm a strong record ofleadership in rural healthcare. Jonathan has more than 15 years of progressively responsibleexperience advising profit, non-profit, and governmental entities through complex issues includingcost reduction, acquisitions, contracts, financial analysis, and operations.

As a Senior Director for the Indiana Rural Health Association (IRHA), Becky Sanders engages with theother senior directors of the IRHA Executive Team in strategic planning and guidance for the future ofthe IRHA. She works with a wide variety of healthcare providers throughout the state of Indiana andmaintains relationships with other state organizations to foster public/private partnerships on behalfof the IRHA.

Becky also serves as the Program Director for the Upper Midwest Telehealth Resource Center(UMTRC). In this role, she provides technical assistance and resources for healthcare facilities inIllinois, Indiana, Michigan, and Ohio. The UMTRC serves as a single point of contact for telehealthresources through educational presentations, individualized technical assistance, facilitation, andconnections to telehealth information via the website and program staff.

Ms. Sanders has been with the IRHA since 2008. She has a Lean Healthcare Black Belt Certificationfrom Purdue Healthcare Advisors and is a National Rural Health Association Fellow. Becky previouslyworked in telecommunications for the National Exchange Carrier Association. Ms. Sanders has aBachelor of Arts degree from Indiana State University and a Masters of Business Administration inHealthcare Management from Western Governors University.

Brittany BrookshirePrimary Care Workforce Analyst, Michigan Department of Health and Human ServicesMs. Brittany Brookshire holds a Master of Public Health (MPH) degree from the Michigan StateUniversity. She is currently in her fifth year serving as a Primary Care Workforce Analyst at theMichigan Department of Health and Human Services. Ms. Brookshire helps coordinate theMichigan State Loan Repayment Program by providing support with data collection andanalysis, technical assistance as well as tracking provider recruitment and retention. She alsoprovides support as the state point of contact for the National Health Service Corps. Her priorexperience includes researching and evaluating Medicaid Policy as well as providing healthcare education.

Juliette RousseauPrimary Care Workforce Analyst, Michigan Department of Health and Human ServicesMrs. Juliette Rousseau holds a BA in Psychology and BFA in Music Performance from AlmaCollege. She has been an MDHHS Primary Care Workforce Analyst for two years coordinatingthe Free Clinic Funding Program, State Loan Repayment Program for counties with smallpopulations, assisting with the Primary Care Needs Assessment, and federal reporting for thePrimary Care Office. Her prior work includes providing services as a MDHHS Child ProtectiveServices Specialist and Foster Care Services Specialist, also providing services to residentsreceiving psychiatric services at a state psychiatric hospital as a Ward Clerk and as an ActivityTherapist Aide.

Miguelina Carela-GarciaPrimary Care Workforce Analyst, Michigan Department of Health and Human ServicesMs. Miguelina Carela-Garcia holds a Master of Public Health (MPH) degree from the Universityof Puerto Rico. She is in her fourth year serving as a Primary Care Workforce Analyst at theMichigan Department of Health and Human Services. She coordinates the designation of HealthProfessional Shortage Areas and Medically Underserved Areas/Populations by collectingprovider data, conducting needs assessments, providing technical assistance, and preparingresources to facilitate the designation work. Her prior experience includes data analysis,research, grant application, planning/evaluation, and program coordination working at thePuerto Rico Department of Health and the Veterans Health Administration in Washington, D.C.

Andrea Wendling, MD, FAAFPRural Family Physician, Professor of Family Medicineand Director of Rural Medicine Curriculum,Department of Family Medicine, Michigan State UniversityAndrea Wendling, MD, is a Professor of Family Medicine and Director of the Rural MedicineCurriculum for Michigan State University’s College of Human Medicine. She has received the Rural Professional of the Year Award from the Michigan Center for RuralHealth and was named the Outstanding Educator of the Year by the National Rural HealthAssociation in 2020. Dr. Wendling is Assistant Editor for the Family Medicine journal and afounding Associate Editor of Peer-Reviewed Reports in Medical Education and Research(PRIMER). She participates on rural workforce research groups for the National Rural HealthAssociation (NRHA) and Association of American Medical Colleges (AAMC) and has presentedand published in the areas of medical education and the rural health workforce. Dr. Wendling isa family physician in rural Northern Michigan.

Ray StoverRegional President, MidMichigan HealthRay was named Regional President of MidMichigan Health in January of 2020. His areas ofresponsibilities include MidMichigan Medical Center – Gladwin and MidMichigan Medical CenterWest Branch. Ray served as the President of MidMichigan Medical Center – Clare andMidMichigan Medical Center – Gladwin from 2009-2019 after serving as the Vice President andChief Financial Officer at MidMichigan Medical Center – Clare from 2005 to 2008. He has beenemployed with MidMichigan Health since 1990 where he has held the positions of managementanalyst, cost/budget manager and accountant.

Ray holds a Master of Science degree in Health Administration and Leadership from SaginawValley State University and a Bachelor of Science in Business Administration with a major inaccounting from Saginaw Valley State University.

Ray serves on the Board of Directors for the Mid Michigan College Foundation, MidMichiganCommunity Health Services, the Gladwin County Economic Development Committee, theOgemaw County Economic Development Corporation, and the Central Michigan UniversityMaster of Public Health Advisory Board. He is a member of the Gladwin Rotary Club, the WestBranch Optimist Club, and the Beaverton and Harrison Lions Club.

Judy Arnetz, PhD, MPH, PTProfessor; Associate Chair for Research, Director ofFaculty Development in Research, Department of Family MedicineAlso part of the MiSUPER team, Judy Arnetz, PhD, MPH, PT, is Professor and Associate Chair forResearch in the MSU Department of Family Medicine. Her research focuses on how the health,well-being and safety of health care workers impacts the quality of patient care. Dr. Arnetz alsostudies the effects of patient-centered care on the work situation of physicians and nurses, aswell as on treatment outcomes.

Cheryl Eschbach, PhD, MSDirector, MSU Extension Health and Nutrition InstituteCheryl Eschbach, PhD, M.S., is Director of the Health and Nutrition Institute at Michigan StateUniversity (MSU) Extension.
