Other Reform Basics• In 2014:▫ Limit new coverage waiting period: The longest an insurance company

will be able to make you wait before your policy becomes effective is 90 days.

▫ Guarantee coverage and renewal: Health insurers won’t be able to deny you new or renewal coverage because of your past or current medical conditions, genetic testing results, or history as a domestic violence victim.

▫ End of long-standing rate rules: Insurers will no longer be able to base your premiums on your sex or salary. (Females are typically charged higher premiums than men. Also, in some cases, the more you make, the lower your premiums.)

▫ Insurers will still be able to take into account your age, geographic area, family composition (such as number of people), and tobacco use when deciding how much to charge you for your coverage.

Other Reform Basics• Reduce out-of-pocket costs for lower-income people: If your

income is at or below 400 percent of the federal poverty level (FPL is $10,830 for an individual and $22,050 for a family of four), you’re going to see a reduction in the maximum amount of money you’ll have to pay out of pocket for healthcare coverage. Here’s the breakdown:▫ 100 to 200 percent FPL: $1,983 for an individual, $3,967 for a

family▫ 200 to 300 percent FPL: $2,975 for an individual, $5,950 for a

family▫ 300 to 400 percent FPL: $3,987 for an individual, $7,973 for a

family

Other Reform Basics• Limit small group plan deductibles: If you’re an individual

covered by a small group plan, your deductible will be capped at $2,000. The cap will be $4,000 for a family. These limits will take effect in 2014.

• Mandate coverage for preventative services: If you plan to keep your current coverage for the foreseeable future, you’ll have to wait a while to take advantage of this benefit. Beginning this year, all new private insurance plans must provide coverage for preventative services and immunizations without charging you a co-pay or deductible. However, all private plans won’t be required to provide you with this coverage until 2018.

ObamaCare – New Taxes • Individual Mandate Excise Tax (Jan 2014): individuals not

seeking government health care will be taxed▫ By 2016, if you don’t have it, 1 adult per household will pay an

extra $695/yr in taxes, 2 adults will pay an extra $1390/yr, and 3 adults will pay $2085

• Employer Mandate Tax (Jan 2014):If an employer doesn’t offer gov health care, employer is taxed $2000/yr per employee (the longer the employer waits to get it, the more they pay - ex. 60 days = $600 more per employee

ObamaCare – New Taxes• Surtax on Investment Income ($123 billion/Jan. 2013):

Creation of a new, 3.8 percent surtax on investment income earned in households making at least $250,000 ($200,000 single). ▫means paying more taxes on stuff you buy (like house), stuff you

inherit, or additional ways you earn money – collecting rent, etc.• Excise Tax on Comprehensive Health Insurance Plans ($32

bil/Jan 2018): New 40 percent excise tax on “Cadillac” health insurance plans ($10,200 single/$27,500 family). Higher threshold ($11,500 single/$29,450 family) for early retirees and high-risk professions.

ObamaCare – New Taxes• Hike in Medicare Payroll Tax ($86.8 bil/Jan 2013): Employees

have to pay an extra percentage for paperwork (2.9% on first $200,000 earned; 3.9% on all additional wages)

• Medicine Cabinet Tax ($5 bil/Jan 2011): Americans no longer able to use health savings account (HSA), flexible spending account (FSA), or health reimbursement (HRA) pre-tax dollars to purchase non-prescription, over-the-counter medicines (except insulin)

The new provision imposes a threshold of 10 percent of AGI. Waived for 65+ taxpayers in 2013-2016 only.
