TNEI offers expert health and safety consultancy services, including operational risk assessments, HAZOP studies, Principal Designer services and CDM advice, ensuring that your projects are compliant with all energy sector health and safety requirements.

Operational risk assessmentsTNEI has a wide understanding of generation asset operations. Combining our knowledge with established risk assessment techniques and standards, we can assess and quantify risks posed to, and by, an operational asset. Our risk assessments allow asset owners to plan maintenance, employ additional safeguards where necessary and present risks to interested third parties.

HAZOPsOur team is able to undertake and lead Hazard and Operability (HAZOP) studies for energy generation systems. Our process comprises a structured and systematic examination of either proposed or operational systems in order to identify potential risks to assets and/or personnel.Our key staff members are experienced in chairing HAZOP studies, guiding design and operations teams through the process in order to achieve the required outcome. TNEI’s process follows established best practice techniques, including applying guide words and deviations to the design intent of the system.

Principal Designer servicesTNEI’s experienced and qualified consultants are able to discharge the duties of Principal Designer in accordance the Construction (Design and Management) Regulations 2015 (CDM2015). We are familiar with the requirements of CDM2015, demonstrating compliance and assisting clients with discharging their duties under the regulations.

As Principal Designer on a project we will: • Establish and manage a project risk register, identifying risks,

recording mitigation measures, residual risk and risk ownership• Chair regular design reviews to ensure cooperation and coordination

by all relevant project stakeholders, record design decisions, any necessary actions and timescales

• Produce Pre-Construction Information (PCI) packs• Liaise, coordinate and hand over to the Principal Contractor when

necessary• Prepare information for the health and safety file.

Client CDM advisorOur experienced and qualified staff are familiar with the requirements of CDM2015 and are able to guide clients through a project and help them effectively discharge their duties as ‘client’ under CDM 2015.

We can help you:• Assess the skills, knowledge and experience (SKE) of designers and

contractors• Assess and appoint a Principal Designer and Principal Contractor

and ensure that they discharge their duties satisfactorily• Ensure necessary information is provided for inclusion in the PCI • Ensure that residual risks are reduced to as low as reasonably

practicable.

Service: Principal DesignerClient: Confidential

TNEI assisted their client with the development and design of a large battery storage project for provision of Enhanced Frequency Response (EFR) services to National Grid. TNEI was appointed as Principal Designer for the project and ensured that the works were completed in accordance with the requirements of the CDM Regulations 2015. In particular, TNEI set up and managed a risk register for the project, attended several design review meetings in conjunction with other project stakeholders, ensuring design risks were managed sufficiently, produced the Pre-Construction Information (PCI) pack and managed the construction tender process, including assessing the competence of tenderers to act in the capacity of Principal Contractor. TNEI also advised the client on compliance with other health and safety legislation.

Service: Asset Risk AssessmentClient: Confidential

TNEI was appointed by the project owner to assess the potential risks posed by a meteorological mast to an adjacent buried oil pipeline. TNEI assessed both the temporary (during construction) and permanent (operational phase) states of the mast, the potential causes of collapse and the theoretical impact of the mast collapsing and rupturing the pipeline. The assessment concluded that the mast presented no elevated risk to the pipeline although a number of remedial actions were recommended. TNEI’s report presented the assessment process, a list of remedial actions and the responsible parties.

James is a Chartered Civil Engineer and Certified Member of the Association for Project Safety (CMaPS) with over 17 years experience as an Engineer and Project Manager. Since 2004 his work has focussed on renewable energy and power including development, construction, feasibility studies, design and project management of onshore and offshore wind, solar, STOR and battery storage projects.

He has worked on site on several projects holding various roles, including Owner’s Engineer, Bank’s Technical Advisor and Principal Contractor. Under the various iterations of the CDM Regulations, James has successfully discharged the duties of Planning Supervisor, CDM-Coordinator and, more recently, Principal Designer on several projects.

Now specialising in renewable energy and power, James has wider Civil Engineering experience in bridge inspections, analysis and strengthening work, surveying and structural steelwork design.
