High education standard is a key toemergence of a modern and developed nation,and it is an engine of growth for the nation andthe people. Thus, teachers in the educationsector have to train the youths to gain all-round academic development and knowledge.

The goal of Myanma education is tocreate the education system beneficial to theconstant learning human society. In line withthe education goal, the national educationpromotion long-term plans are beingimplemented systematically. The soundfoundations for the education sector and fineeducation environments are being created.

The national education promotion planat different levels is focusing on uplift ofeducation standard to international level andeducating all the citizens. As such, thegovernment manages to constantly turn outintellectuals and intelligentsia in the basic andhigher education sectors.

Implementing the national educationpromotion plans will provide the techniques tostudent youths to be able to overcome thechallenges from now on. KABUL, 7 June—Five soldiers with the NATO-led International Security Assistance Force (ISAF)were killed in a single day on Sunday including twosoldiers in a roadside bombing and militant attack,the alliance said in a Press release.

Three of the soldiers were killed in road accident,the statement added. “Three ISAF service membersdied today as a result of a vehicle accident insouthern Afghanistan,” the Press release asserted.

In separate incident, it said, a service memberdied following an Improvised Explosion Device(IED) attack in the restive southern region.

According to the Press release, the fifth ill-fatedservice member was killed as a result of militantattack in eastern Afghanistan.

However, the Press release did not disclose theidentity of the victims by saying “It is ISAF policyto defer identification procedure for casualties tothe relevant national authorities.”

Five NATO soldiers killed inAfghanistan

LASHKAR GAH, 7 June— Two separate roadsidebombings happened in Afghanistan’s southernHelmand Province, leaving three civilians deadand injuring 13 others on Sunday, officials said onMonday.

In the first blast, according to provincialadministration spokesman Daud Ahmadi, threecivilians were killed and seven others injured astheir car ran over a roadside bomb in Salam Bazararea of Helmand’s Nawzad District on Sundaymorning.

“The victims, include two men and a woman;while majority of the injured men are passersby,”Ahmadi told Xinhua.

Hours later, in a similar incident, a roadsidebomb struck a van of Afghan National Armypersonnel in Helmand’s Gereshek District, injuringtwo army soldiers and four civilians, according todistrict police chief Zamarai Khan.

SYDNEY, 7 June — An Australian astronomersaid here on Sunday that a bright spiraling lightspotted in the sky by people across eastern Australiawas probably a satellite, space junk or a rocket.

CHICAGO, 7 June—— Metastatic breast cancerpatients who take a new chemotherapy drug madefrom a sea sponge may live about two and a halfmonths longer, a new research shows.

The drug, known aseribulin, is moreeffective than otherchemotherapies, acco-rding to a studypresented on Sunday bya group of Britishresearchers to the annualmeeting of the AmericanSociety of ClinicalOncology in Chicago.

US researchers discover“remote control” in brain for

cholesterol regulationLOS ANGELES, 7 June — US researchers have

found that circulation of cholesterol is regulated inthe brain by the hunger-signaling hormone ghrelin,according to a study appearing online in NatureNeuroscience on Sunday.

This finding points to a new potential target forthe pharmacologic control of cholesterol levels,said researchers at the University of Cincinnati(UC).

“We have long thought that cholesterol isexclusively regulated through dietary absorptionor synthesis and secretion by the liver, “ said leadresearcher Matthias Tschop of UC’s MetabolicDiseases Institute.

“Our study shows for the first time thatcholesterol is also under direct ‘remote control’ byspecific neurocircuitry in the central nervoussystem.”

The hormone ghrelin inhibits the melanocortinfour receptor ( MC4R) in the hypothalamus and isimportant for the regulation of food intake andenergy expenditure.

Tschop and his team found that increased levelsof ghrelin in mice caused the animals to developincreased levels of blood- circulating cholesterol.This is due to a reduction in the uptake of cholesterolby the liver. —Xinhua

novel ways to treat ovarian and prostate cancer,while producing a disappointment for those with acertain form of colon cancer. Both the ovarian andprostate cancer trials could change clinical practice,with more women taking the drug bevacizumab(Avastin) to combat the disease in its advancedstages and more men getting radiation therapy forlocally advanced prostate cancer, according toresearchers who presented the findings Sunday atthe American Society of Clinical Oncology (ASCO)annual meeting in Chicago.

A third trial, looking at the effectiveness ofcetuximab (Erbitux) in treating certain colon cancerpatients, found the drug made little difference totheir survival. The forming of the Rural Library Foundationwas took place in conjunction with the presenting ofcash donations on 15 May 2010 at the InternationalBusiness Centre on Pyay Road in Yangon, with anaddress by the Secretary-1 of the State Peace andDevelopment Council.

On the occasion, the Minister for Informationmade clarification to the purposes and functions ofthe Rural Library Foundation. Altogether 354 well-wishers donated cash and publications with a totalvalue of over 720 million kyats.

The Fifth Conference of the Myanmar Writersand Journalists Association was held at the Union ofMyanmar Federation of Chambers of Commerce andIndustry in Yangon on 16 and 17 May. The repre-sentatives made positive suggestions of strong andweak points in relation to the report of the CentralExecutive Committee, financial statement, report onstatistics, report of the literary fund raising board, andsubmissions to make some amendments to the basicprinciples of the MWJA constitution and procedureson principles that were carried out from 1996 to2010. They adopted the follow-up programmes.

Regarding the establishment of the RuralLibrary Foundation and the convention of the con-ference, fellow writers and journalists held an informalmeeting.

"What are the five standards?""Well, they are: (1) to help rural people

The third and fourth standards are to helplibraries get own lands, buildings and furniture. Andthe fifth standard is to equip libraries with well-trained librarians and library committees."

"What is the use of libraries if villagers do nothave the habit of reading, and they do not read? In myopinion, your association should organize local peo-ple in that regard."

"There is a saying "Knowledge is power",isn't it? So, writers and journalists associations andteachers in rural areas should organize literary move-ments such as reading sessions, debates, extemporetalks, and educative talks."

"I agree with you. Those tasks have beenadopted as the association's work programme sincethe previous four-year term. Some townships canfollow the work programme, but some cannot. Wehave to reinforce the work programme as a national

duty in this four-year term. The Secretary-1 and theInformation Minister have stressed the importance ofthat point."

"If rural libraries are always active with bor-rowers, they can help ensure human resource devel-opment. So, we have to use all possible ways toorganize local people to make sure that libraries arealways active. In that regard, the most reliableassociations are township writers and journalistsassociations. If the Central Executive Committee assignthose duties to a work committee, writes a workprogramme systematically, and carries out the tasks incooperation with township branches, and if it supervisesthe tasks of township branches, without doubt all theprogremmes will go as planned." At the conference,the Information Minister gave instructions that thefoundation, the Myanmar Writers and JournalistsAssociation and staff members of the Information andPublic Relations Department had to work in harmony.I am confident success will be achieved if workprogrammes are laid down and implemented system-atically."

"That's right. The fundamental policy of thefoundation is to serve the national interest. So, writers ofus have to take part in the tasks as a force if necessaryfor human resource development. The Myanmar Writ-ers and Journalists Association is an association thatalways serves the national interest. The associationhonours the motto "To promote the national integrityand prestige and improve the role of Myanmar literature.”So, if all work in harmony under good leadership,definitely, the association will achieve greater success."

"Personally, if rural people have the habit ofreading, that will contribute to nation-building taskswith human resource development and the develop-ment of the entire literary professionals and the literaryworld. We can serve the interest of literary profession-als, while we are serving the interest of the nation andthe people. Up to now, 55,755 village libraries havebeen established. If the libraries are all active and eachlibrary buys a copy of a book, at least 50,000 copiesof books will be sold. Then, that will benefit writers,press owners, publishers and distributors."

"So, the minister gave instructions on makingfield trips down to villages, and publication of interest-ing and educative publications for rural people fordevelopment of the whole literary world."

"Of course, if a book is not suited for ruralpeople, they will not take any interest in it. I helpedestablish a library wherever I was posted. Accordingto my experience, the most attractive books to ruralpeople were illustrated books. Magazines, and folktales and books for children were in the second place.Nowadays, journals are in demand in villages. OurVillage Journal, for instance, has a circulation of over30,000."

"I reckon writers, writers and journalists asso-ciations and publishers should jointly publish anddistribute periodicals books for rural people at reason-able prices."

"Now, it is the most opportune to do so.Therefore, I would like to suggest that the associationpay more attention to that point."

"I set up a library in a large village in my nativetown, and donated a lot of furniture and publicationsto it. But, the library did not make as much progress asdesired. The main cause was that local people did notread much and many of them did not have the habit of

reading. There might be some other reasons, such asthey did not have much spare time, and they weretired after a long work. The foundation or the centralassociation should form township level committeeswith township writers and journalists associations,IPRD staff members, and well-wishers to seek waysand means for sustainable development of the librar-ies. They should submit the cases beyond theircapabilities to superior level associations for somehelp. In addition, village library committees shoulddo their bit in the tasks for development of thevillages concerned."

"The tasks can be expedited if villages,townships, the central association and the foundationwork in harmony. If writers and IPRD staff memberswork together, there cannot be any particularchallenges, and it costs less, and they will get on withthe work."

"According to the Information Minister, stateand division level foundations will be formed infuture to speed up the tasks. I have learnt that whenlibraries get sustainable development, they will stepup the rural education and health care tasks that aretwo of the five rural development programmes theHead of State has given guidance on. We can say thatthe foundation is noble and reliable for rural people."

"The foundation will practise the community-based fund raising method. Our country has a popu-lation of around 60 million, so if a citizen contributes10 kyats a year, the foundation will get 600 millionkyats. Then, the foundation will be able to carry outits tasks effectively. Writers and journalists of usshould raise the public awareness through the mediato extend a helping hand to the foundation."

"In his speech, the Secretary-1 said, "Themore libraries we establish, the more we can broadenthe horizons of rural people. If the people havehigher reasoning power, they will be able to exercisedemocracy correctly. In future, we will have to set upcommunity learning centres by providing villagelibraries with Internet access. Therefore, I would sayestablishment of village libraries is a national duty ofnot only expanding the horizons of rural people, butalso building a modern, developed discipline-flour-ishing democratic nation."

"It was amazing that the donations at the firststage totalled over 700 million kyats. That implies theestablishment of the foundation is noble and is a noblework programme. The cash will be deposited in abank, and with the interest, the foundation will buy andprovide publications, buildings and furniture for thelibraries. After the establishment of the People’s Republic of China,Myanmar was one of the earliest countries that established diplomatic relationswith China. Over the past 60 years, under the guidance of the Five Principles ofPeaceful Coexistence, China-Myanmar relations have made marked progress,which has brought tangible benefits to the two peoples. Entering to the newcentury, high-level exchange of visits between the two countries was frequent.A series of new cooperation documents were signed, which had set newobjectives and direction for the further development of bilateral relations.

Economic and trade cooperation has maintained sound momentumand positive results were achieved in key areas. The two countries have alsobeen consistently supporting and understanding each other in international andregional affairs.

China values the Pauk-Phaw friendship between the two countries. First of all, I would like to express that I amvery much pleased to have the honour to extendthe opening statement at this World EconomicForum on East Asia.

We are also delighted and honoured that thisis the first time for this forum to be held in adeveloping country such as the Socialist Republicof Vietnam. It is learnt that the World EconomicForum were held in developed East Asiancountries in the past.

In this Forum, World Leaders, Ministers, pri-vate business representatives and academicianswill be discussing on the theme of the Forum‘Rethinking Asia’s Leadership Agenda’, whichaims at many areas such as economics, social,environment, innovation, regional economicintegration and networking.

The areas will include also, present challenges ofthe world such as climate change and food security.The Asian countries will have to enhance the coopera-tion. We should deliberate to find solution on howAsian countries will be able to lead in resolving theglobal issues in the future and in what areas we shouldneed to be prepared and also how to cooperate amongourselves. These deliberations will be supportive forthe plans of action of our countries, region and for theworld as a whole.

The global economic crisis of the past 2 yearshas caused downturn in economies, negative impacton monetary and financial markets, decline inproduction, export-deficit and unemployment prob-lems in both developed and developing countries.You may be aware of the recovery of Asia in spiteof the crisis. Moreover, it is remarkably noted thatAsia is in the leading role in the global recovery.The economic growth rate of the Asian countrieswas forecasted at an average growth rate of 7%,which is far more than the globally estimated growthrate of 4.1%. However, countries should maintainthe momentum to regain the status of their economicgrowth before the economic crisis.

There are opportunities and challenges to achieveeconomic well-being in the world economic system.We should collectively work towards elimination ofsocio-cultural tensions by using win-win strategiesfor the further development of various areas andshould enhance cooperation among the countries toachieve the sense of community.

It is my sincere belief that the enhancement ofcooperation will bring more benefits at regionallevel. With our consolidated synergy, we willhave more competitive advantages; thereby ourcompetitiveness will become higher even beyondAsia.

The world today is facing adverse effects ofglobal warming and climate change. We needcollective effort to fight against these challengesfor the sustainable development of the environment.It is firmly believed that East Asian countries willactively participate in fighting against these chal-lenges.

The more the environment is deteriorated, themore we suffer from poverty, since poverty anddegradation of environment is interrelated. Theclimate resilience activities should target towardssustainable development.

This is a time when East Asia has recoveredfrom the global economic crisis, but for the sus-tainable growth of the world economicinfrastructure, countries around the world shouldput collective efforts. Employment is also one ofthe factors for the sustainable development of acountry.

Our youths are Asia’s future and it is thusnecessary to develop their talent in order that theyshould be qualified to become knowledge workerswith innovation and creativity in this knowledgeage. Job opportunities and spiritual motivation aremuch related. The spirit for competition and mo-tivation will drive them for innovation and creativity;thereby it will support their excellence. It is a timefor us to nurture Asia’s group of excellence withgood practices and systems, which will build Asia’sdevelopment.

The East Asian countries should review thequality of their economic growth. There are com-mon factors among the East Asian countries onone hand and on the other, they differ from one toanother with respect to such as size of domesticmarkets, economic situation and development sta-tus. We should work to narrow the developmentgap among the East Asian countries. There are stillpotentials for development such as favourablegeographical conditions, abundant naturalresources, and considerable human resources inthese countries. Due consideration should be ex-tended to small economies so that there will beprosperity and mitigation of risks, which will leadtoward balanced growth among the East Asiancountries. In this context, we will have regionalstability, progressing toward global security.

The countries in the Asia region have diversepolitical, economic and social conditions. By hav-ing common understanding amongst these diversi-fied conditions, it is important that we have to haveone voice in the international arena. It is alsoimportant to strengthen our existing institutionalmechanism, to enhance cooperation and also topromote trade and investment within the region, sothat the role of Asia will be placed in the forefrontin international community.

The ASEAN has issued ‘Leaders’ Statementon Sustained Recovery and Development’ duringthe 16 th ASEAN Summit last April. We havecommitted to ensure financial stability andsustained recovery, to enhance ASEAN economicintegration, to foster infrastructure development,to promote sustainable development, to strengthenthe network of social security systems, to enhanceeducational cooperation, to intensify dialogue withprivate sector and lastly, to narrow the developmentgap in ASEAN.

ASEAN’s existing processes will be strength-ened by enhancing the cooperation under ASEANPlus 3 and ASEAN Plus 6 programs. It is witnessingthe importance of ASEAN’s central role in drivingforward the East Asian process. Our concertedefforts will be needed to enhance the role of ASEANin cooperating with international community.

I would like to stress that the Union of Myanmar,as one of the Asian countries, is actively participatingin the activities of regional organizations. We willclosely cooperate with other countries in the regionin implementing regional development projectsand programs and global matters as well.

In conclusion, unity within Asia is vital for there-enhancement of the role of Asia and the leadingrole of Asia in international agenda. The East Asiaregion should review the global economic structureof governance and in this respect, I wish we willhave exchange of views for best outcomes andadvices from our constructive deliberations at thisWorld Economic Forum.
