Role Profile – Head of Treasury and Business Planning

Purpose of role
To work with the Finance Director to ensure that adequate financial resources are in place to enable Octavia Housing to achieve its objectives.
To work with Octavia Housing’s directors and senior managers to create and update financial business plans.
To provide financial support to the Development Department in project appraisal and performance monitoring and all aspects of housing fixed asset accounting.
To ensure that proper financial controls over the Development, Major Repair and Re-investment activity of the organisation are put in place and are maintained.
To ensure that risk is quantified, documented and monitored, and to advise on changes to systems of financial control in order that risk is minimised where required.
To play an active role in the management of the Finance Directorate, Octavia Housing more widely and as appropriate, deputise for the Finance Director.

Core tasks and responsibilities
1. To take the lead in managing the Treasury function for Octavia Housing,
raising new finance in a timely fashion as required, ensuring adequate cash is available to meet the association’s liabilities as they fall due, preparing and updating the Treasury strategy and related policy and procedures, monitoring, reporting and ensuring compliance with funders covenants, and managing Octavia’s cash and deposits in a prudent manner.
2. To charge property and cash as security for loans and financial derivatives, monitoring the position to ensure sufficient headroom is maintained to cover for principal risks. Ensure all payments are made on time for all loan and derivative agreements.
3. To maintain and update the detailed financial planning models for Octavia Housing as a group, as a standalone entity and for subsidiaries and business

streams as required using Brixx. Ensure that these models are constructed in a robust and flexible manner which conform to good practice and suitable to form the financial section of the organisation’s Business Plan, and effectively measure organisational capacity.
4. To carry out scenario planning to establish the impact of principal risks
crystallising either individually or in combination. 5. To carry out regular updates and an annual review of the models, taking
account of the organisation’s annual budgeting process, regular management accounts and forecast performance, and large projects which may be agreed from time to time.
6. To be responsible for the housing fixed asset accounting of the association,
devising and maintaining suitable systems to monitor capital expenditure from the organisation’s development and major repairs and cyclical maintenance contracts.
7. To liaise closely with the Development Department on the assessment of
individual development and major repair schemes, providing detailed financial input to individual project appraisals.
8. To provide the Development Department with an effective financial service,
ensuring that standards and deadlines are effectively met and assistance is provided during the bidding rounds for capital grant funding.
9. To prepare reports for the Directors Group and Board and sub committees of
Octavia Housing on Treasury and Financial Business planning topics. 10. Together with the Finance Director, ensure that suitable financial controls are
maintained over the organisation’s Development Programme and that risk is effectively assessed and highlighted.
11. To supervise the work of the Senior Finance Officer; and to be responsible for this postholder’s support and development.
12. To prepare the organisation’s capital budget. 13. To assist the Finance Director in preparing and maintaining the organisation’s
risk map, ensuring there is an effective risk monitoring system resulting in appropriate reporting to the Directors Group and Board.
14. Play an active role as a senior manager in the Finance Directorate and the organisation more widely, working flexibly to ensure that directorate and organisational goals are met.
15. As appropriate, to deputise for the Finance Director.

Principal terms and conditions (For information purposes only)
1. Position
Head of Treasury and Business Planning
2. Salary
c.£65,000.
3. Holiday entitlement
You will be entitled to 25 days holiday per annum, increasing to 29 days with length of service.
4. Working hours
Normal hours of work are 35 hours per week based around the normal business working week. However, due to the nature/seniority of this post, there is a requirement for flexibility in meeting the full responsibilities of the post.
5. Place of work
The normal place of work will be Octavia Housing’s Head Office at Emily House, 202-208 Kensal Road, London, W10 5BN. Some travel to other Octavia Housing sites is expected to fulfil the requirements of the role.
5. Pension scheme
Social Housing Pension Scheme available after 3 months service with 5-10% employer contributions.
6. Octavia Housing operates an onsite staff cafeteria with free tea and coffee making facilities.
