West Point is the newest “StormReady” communitySubmitted by Dr. Christopher HennenDPTMS’ Emergency Plans Specialist

Representatives from the National Weather Service’s Upton, Long Island, office traveled to U.S. Army Garrison–West Point July 9 to present garrison officials with a certificate and a plaque designating West Point a “StormReady” community. Wilfred Plumley, the deputy garrison commander, and Dr. Christopher Hennen, DPTMS emergency plans specialist, accepted the award from Gary Conte, National Weather Service’s warning coordination meteorologist.

West Point is only the third college and second military installation in New York, and the first of the country’s military academies to achieve the “StormReady” designation.

The “StormReady” program is a nationwide preparedness program started in 1999 by the National Weather Service (NWS) to help arm America’s universities and communities with the communication and safety skills needed to save lives and property before and during a severe weather event.

The program encourages communities to

take a new, proactive approach to improving local hazardous weather operations by providing emergency managers with clear-cut guidelines on how to improve and enhance their hazardous weather operations.

No university or community is storm proof, but being part of the “StormReady” program has proven to save lives.

In order to qualify as “StormReady,” West Point had to meet rigorous criteria established by the NWS and then undergo a comprehensive inspection of their systems by meteorologists from the NWS in order to prove compliance.

“The safety and security of cadets, faculty, staff, community members and visitors is always our goal here at West Point,” Plumley said. “Being a ‘StormReady’ community is an important tool in our readiness arsenal.”

West Point Garrison changes leadership

The changing of the guardians in West Point’s Garrison Command took place at Eisenhower Hall July 10 when Garrison Commander Col. Dane Rideout handed over command to incoming commander, Col. Landy Dunham, and Command Sgt. Maj. Kevin Fauntleroy handed the CSM duties to incoming command sergeant major, Command Sgt. Maj. Joel Crawford.

“For Dane, it is a reflection of accomplishment, but a relief,” Thomas Schoenbeck, Regional Director of Installation Management Command, Central Region, said. “As the commander, Dane had to think outside the box. During his tenure, he dealt with a dwindling budget and led the workforce through two furloughs, sequestration and two government shutdowns.

“For Command Sgt. Maj. Fauntleroy, you are a model CSM,” Schoenbeck added. “You made sure that what Dane wanted, it was done. There are two people who can look Dane in the eye and tell him he is wrong and you are one of them. Fauntleroy can motivate anyone to get the job done.”

Rideout described his position as garrison commander as being the best thing he has ever done in over 25 years of serving the military.

“This is the first job since being a brand new lieutenant that walking in the door, you are the least knowledgeable person in the organization,” Rideout said. “The Army has no school for garrison commanders or command sergeants majors. It is so complex and diverse, Installation Management Command,

the owner of all 74 posts, camps and stations, does not let its command teams come to the Garrison Pre-command Course until you have been in the seat for several months––simply because you won’t have a clue what they are telling you or what questions to even ask.”

Rideout went on to describe the amazing workforce that accomplished the impossible and said they were “Flat out the most stalwart collection of professionals we have ever served alongside.”

Rideout describe how the Directorate of Emergency Services answered 2,100 calls for fire or medical support, 110 calls for mutual aid, executed the first helicopter hoist mission with the academy’s 2nd Aviation and provided firefighter support to Long Island after Super Storm Sandy devastated the Northeast; Military Police have conducted more than 300 full honors burials, hundreds of color guard missions around the Northeast and produced the IMCOM Solider of the Year.

Incoming Garrison Commander, Col. Landy Dunham, is a 1993 graduate of West Point and commissioned into the Aviation Branch.

Following his commissioning, he attended and graduated from the Aviation Officer’s Basic Course and the Initial Entry Rotary Wing Course and was assigned to Fort Campbell, Kentucky, where he served in several key leadership positions to include Aviation Assault Platoon Leader, Assistant Operations Officer and Battalion Intelligence Officer for 4th Battalion, 101st Aviation Regiment, 101st Airborne Division. Dunham has served in South Korea where he served as the Platoon Leader

and company Executive Officer of Charlie Company, 52nd Aviation Regiment.

While in command of the multifunctional Aviation Task Force, Task Force Talan, Dunham deployed the battalion Task Force to Afghanistan in support of Operation Enduring Freedom. Upon his return to Fort Bragg, North Carolina, Dunham relinquished command. After a short tour of duty serving at HQ FORSCOM, Dunham departed to attend the Dwight D. Eisenhower School for National Security and Resource Strategy at the National Defense University in Washington, D.C.

Incoming Command Sgt. Maj. Joel Crawford is a native of Clinton, South Carolina and joined the South Carolina National Guard while still in high school. He attended Basic Combat Training and Advanced Individual Training at Fort Jackson, South Carolina, graduating as a Light Wheeled Vehicle Mechanic in 1987. He enlisted in the Army in March 1990.

Crawford has served from a Light Wheeled Vehicle Mechanic to first sergeant. He also served as a squad leader, senior mechanic, motor sergeant and platoon sergeant. His deployments include Operation Desert Shield/Desert Storm, Saudi Arabia; Operation Uphold/Maintain Democracy, Haiti; and Operation Iraqi Freedom II/III, Operation Enduring Freedom XIV, XVI and XVIII.

Although the team of Rideout and Fauntleroy may be hard to follow, in his concluding remarks, Schoenbeck stated that whatever happens in the future, the new team with Dunham and Crawford at the helm will make good things happen.

“The garrison is in good hands,” Schoenbeck said.

Second annual West Point Women’s All-Star Softball Game

Neighborhoods throughout West Point are invited to join forces with thousands of communities nationwide for the 31st annual National Night Out neighborhood safety event from 5-7:30 p.m. Aug. 5 at Shea Stadium/North Athletic Field.

National Night Out is co-sponsored locally with Balfour Beatty Communities and the Directorate of Emergency Services and will involve more than 16,124 communities from all 50 states, U.S. territories, Canadian cities and military bases around the world. In all, more than 37.8 million people are expected to participate.

National Night Out is designed to highlight neighborhood safety, heighten crime and drug prevention awareness, generate support for and participation in local anti-crime efforts, strengthen neighborhood spirit and Fire and Emergency Services-Military Police-community partnerships, and send a message to criminals letting them know neighborhoods are organized and fi ghting back.

BBC, DES, the Directorate of Plans, Training, Mobilization, and Security, Army Community Service and other West Point community organizations will highlight neighborhood safety with a fun cookout, displays and giveaways at Shea Stadium/North Athletic Field

From 7:30-10 p.m., residents in neighborhoods throughout West Point and across the nation are asked to lock their doors, turn on outside lights and spend the evening outside with neighbors.

Some are having ice cream socials, some are having barbeques and others are just having smaller get togethers. It is up to each block that participates to decide how they want to gather together with their neighborhoods. When you register for National Night Out, command staff from DES will stop by your event to recognize your participation.

Head Women’s Lacrosse Coach Kristen Waagbo announced the first addition to her coaching staff July 11 with the hiring of Danielle Etrasco as an assistant coach. Etrasco arrives at West Point following one season as an assistant coach with Virginia Tech’s Women’s Lacrosse program.

“I am very excited to welcome Danielle Etrasco as the newest member of the Army Women’s Lacrosse staff,” Waagbo said. “Danielle brings with her valuable experiences as both a decorated player at Boston University and for Team USA, as well as serving as an assistant coach in the highly competitive Atlantic Coast Conference last year. Her competitive spirit is absolutely contagious. She is a very impressive young coach and mentor, and will be a great fit here at West Point as we look to build the women's lacrosse program.”

Etrasco spent the 2013-14 academic year at Virginia Tech, where she served as an assistant under head coach Megan Burker. While in Blacksburg, Virginia, Etrasco worked primarily with the Hokies’ attack, helping produce an All-ACC first team player and working to improve the team’s scoring output from 177 goals in 2013 to 192 goals in 2014.

In her role at Virginia Tech, Etrasco also served as the team’s student-athlete academic liaison and was responsible for developing practice plans, breaking down video and coordinating travel.

Prior to her time at Virginia Tech, Etrasco enjoyed a standout playing career as an attacker at Boston University. Along with

serving as team captain as a junior and senior, Etrasco led the Terriers in scoring during her sophomore, junior and senior campaigns, including team bests of 79 points, 59 goals and 20 assists as a senior.

Additionally, she was named to the Tewaaraton Award watch list in 2013, as one of the top college players in the nation.

A two-time Intercollegiate Women’s Lacrosse Coaches Association (IWLCA) All-American, Etrasco earned IWLCA All-Northeast Region first team and All-America East Conference first team honors in each of her final three seasons at Boston University.

In the summer of 2011, Etrasco was invited to join the United States National Team, eventually earning a spot on the 2013 World Cup squad. Etrasco won a gold medal with Team USA at the 2013 Federation of International Lacrosse (FIL) World Cup in Oshawa, Ontario, totaling 17 goals and three assists in seven games during the tournament.

“I am extremely honored to be joining Coach Waagbo and the Army Women’s Lacrosse program,” Etrasco said. “It’s an exciting time for Army and women’s lacrosse, with the opportunity to provide another Division I women’s sport to these incredible cadets, as well as helping to grow the game. West Point has an amazing amount of leadership, tradition and pride, all of which I cannot wait to be a part of.”

A native of Massapequa, New York, Etrasco also served in a coaching capacity with the Long Island Liberty Lacrosse program in Manhasset, New York, and at the Around the Crease lacrosse camp in Boston.
