The goal of CSA is to implement more effective and efficient ways for FMCSA, its State Partners, and the trucking industry to reduce commercial motor vehicle (CMV) crashes, fatalities, and injuries.
With Compliance, Safety, Accountability (CSA), the Federal Motor Carrier Safety Administration (FMCSA), together with State Partners and industry, is working to further reduce commercial motor vehicle (CMV) crashes, fatalities, and injuries on our nation's highways.

Key Findings: • The Unfair Bias against flatbed carriers is gone
• The #1 Cargo Violation is now #41 (CSA Point Contributor) in Maintenance
• HAZMAT BASIC contains sparse data on the 118 new violations added
• Wholesale re-weighting (severity) of almost all Cargo violations, severity DECREASED across the board with a single exception (a passenger violation stayed the same)
• New HAZMAT BASIC is solely focused on placards and compliance (not safety issues)
• Unintended Consequences:
• Data Sufficiency gives odd results – Alert Status for large carriers on very few violations
• Unfair Bias against large carriers who do not specialize in HAZMAT (LTL and others)
