Industry Background

IATA Dangerous Goods Regulations What It Is: The IATA Dangerous Goods Regulations is based on the International Civil Aviation Organization (ICAO) Technical Instructions for the Safe Transport of Dangerous Goods by Air. It incorporates additional operational requirements, which provide a harmonized system for operators to accept and transport dangerous goods safely and e�ciently on all commercial air transport. Who Is Responsible For It: IATA is an international trade body, created over 60 years ago by a group of airlines. Today, IATA represents some 240 airlines comprising 84% of total air tra�c. The organization also represents leads and serves the airline industry in general. What It Says: Dangerous goods can be transported safely by air transport provided certain principles are strictly followed. Packaging is the essential component in the safe transport of dangerous goods by air. The IATA Dangerous Goods Regulations provide packing instructions for all dangerous goods acceptable for air transport with a wide range of options for inner, outer, and single packaging. The packing instructions normally require the use of UN performance-tested speci�cation packaging; however these are not required when dangerous goods are shipped in Limited Quantities under the provisions of Limited Quantity "Y" Packing Instructions. The quantity of dangerous goods permitted within these packaging is strictly limited by the Regulations so as to minimize the risk should an incident occur. Shipping Hazardous Materials: Hazardous materials need special handling. There are numerous regulations and requirements outlining proper care for dangerous goods while on site and also in transit. Non-compliance with hazardous material shipping regulations can be costly. Recently, the FAA proposed a $140,000 �ne against a major retailer due to improper shipping-paper declarations for the hazardous materials in their 3 oz bottles of nail colour and 5 oz containers of sun block; the nail colour should have been classi�ed as a �ammable liquid and the sun block a �ammable gas. And a leading pharmaceutical distribution company received a $91,000 �ne because they made an undeclared shipment of skin care products containing alcohol. And it’s not just problems with shipping declarations; there are many possible failure points when transporting hazardous materials as we will see below. Common Mistakes There are many pitfalls companies can encounter when shipping dangerous goods. Some mistakes include a failure to: Understand the regulations related to variation packaging and the corresponding “4GV Mark.” Ignorance is not bliss when dangerous goods are involved. Ship the package as it was tested. Each approved packaging solution must be used in exactly the same con�guration as what was originally tested. Use a leak proof bag when shipping liquids. Special bags are required in conjunction with rigid containers when shipping liquids by air. Use enough cushioning or absorbent material. A dangerous goods packaging system only works when all of the intended components are present. Cushioning and absorbents are necessary parts of certain systems. Pressure-test primary or secondary packaging when liquid material is to be shipped by air. Not all packages are suitable for air transport. Close the container with the proper torque or follow closing instructions. Packaging systems are designed and tested to work with speci�c closing torque. Not following torque or other closing instructions can violate the integrity of the entire system.

Regulatory Summary There are multiple regulations a shipper of hazardous materials needs to know. 49 CFR The Code of Federal Regulations, Title 49, governs the domestic transportation of hazardous materials for all modes of transport to, from, and within the USA. UN Model Regulations Outside the United States, the UN Model Regulations provide international guidelines regarding all aspects of transporting dangerous goods. International rules do not always harmonize with U.S. regulations, so it’s important to understand these UN guidelines if you are shipping goods outside the United States. The UN Regulations are created by the Transport of Dangerous Goods sub-committee of the United Nations Economic and Social Council. As with the 49 CFR, the UN Regulations outline the packaging, labelling, and handling requirements for shipping dangerous goods. The UN framework has been adopted and modi�ed by other organizations. For example: The International Civil Aviation Organization (ICAO) has developed regulations for the air transport of hazardous materials. ICAO is the regulatory body for all international air shipments of dangerous goods. The International Air Transport Association (IATA) builds on the UN/ICAO rules and incorporates individual airline and governmental requirements into their Dangerous Goods Regulations document. The International Maritime Organization (IMO) is the regulatory body for all shipments of dangerous goods on the high seas. Hazard Classes Every hazardous material is assigned to one of nine hazard classes as de�ned in 49 CFR 172.101 and 173. The nine hazard classes are as follows:
