Hawaii-Specific Vulnerabilities
• Exposure in the Pacific / Geographical isolation– Tyranny of Distance (Self Sufficiency for 7 days)– Aging and location of Infrastructure (Key bridges and
roadways)• Kolekole Pass, Karsten Thot Bridge, etc
– Poor drainage in dense populated areas (ManoaValley feeding into Kaimuki/Kapahulu ending at Ala Wai Canal)
– Honolulu Harbor (alternate port) (shipping containers)– Albizia Trees (Pahoa, Hilo, HI)
UNCLASSIFIED//FOUO
Ala Wai Canal Project
• $173 million dollar project between U.S. Army Corps of Engineers (USACE) and DLNR– Goal: Minimize damaging floods to Waikiki and
surrounding neighbors by developing new basins and 4ft. high Ala Wai Canal flood walls.
– 1% ACE floodplain could result in $318 million dollars in estimated damages and over 3,000 properties affected.

Cyber Threat to State and Local Interests
• State Actors (Russia, China, North Korea)– Limited reporting on direct system or data targeting– Espionage targeting is relevant to state and local interests– Disruption of utilities
• Cybercriminals – Pervasive and adaptive in seeking profit schemes– Ransomware; loss of PII
• Criminal Hackers – Nuisance attacks; potential embarrassment campaigns– Operations often target law enforcement websites and sensitive
data– Sony Pictures – State actor for political targeting
