SUBJECT: SALARY ADJUSTMENTS FOR EXECUTIVE AND MANAGERIALPERSONNEL
SPECIFIC ACTION REQUESTED:
It is requested that the Board of Regents approve salary adjustments for executive andmanagerial personnel where compensation adjustments require Board approvalpursuant to Regents Policy 9.212 or where salaries exceed $150,000, retroactive toJuly 1, 2015, as set forth in Exhibit A. Exhibit B is provided for your information, whichcontains those individuals receiving salary adjustments but whose salaries are at orbelow $1 50,000, and requires the President’s approval.

Act 119, 2015 Session Laws of HawaF i, Relating to the State Budget, appropriatedapproximately $1,000,000 for salary increases and other cost adjustments for stateofficers and employees excluded from collective bargaining unit 7 (i.e., our executivesand managers (ElM)). Any adjustments to E/M salaries that are fully or partially paid bynon-general funds, however, will continue to be paid with non-general funds.
APPLICABLE REGENTS POLICY:
Regents Policy 9.212, Executive and Managerial Personnel Policies, provides thatexecutive and managerial salaries may be adjusted annually, based on individualperformance with consideration given to the individual’s placement within his/her gradeclassification salary range, subject to availability of funds. are intended to recognize and reward good performance; ensure executive andmanagerial salaries remain competitive with comparable university systems and localmarkets; and secure and retain quality leaders to serve in leadership ranks. In addition,Regents Policy 9.212 also provides for the granting of special salary adjustments inextraordinary circumstances such as retention and equity.
PURPOSE:
As previously stated, the legislature appropriated approximately $1,000,000 for salaryincreases and other cost adjustments authorized for state officers and employeesexcluded from collective bargaining unit 7. This effectively authorizes the University toensure that its E/M employees are kept on par with their “included” bargaining unitcounterparts. However, unlike these counterparts, it is determined that across-the-board salary increases are not consistent with the President’s vision of a highperforming organization. As such, by way of this memorandum, it is recommended thatadjustments be based on equity and performance.
BACKGROUND:
The last salary increase for the E/M class of employees was effective July 1, 2008. OnAugust 27, 2009, the Board of Regents approved a plan to temporarily reduce E/Mcompensation levels for fiscal year (FY) 2010 and FY 2011. The temporary salaryreductions effective September 1, 2009 through June 30, 2011, were triggered by thedecline in State general fund revenues and the imposed reductions and restrictions onthe University budget by the Legislature and Governor of Hawai’i. Under then PresidentDavid McClain, the E/Ms led the way in making the necessary budget adjustments. Ingeneral, the President had a salary reduction of 10% and all other E/Ms had salaryreductions ranging from 6% to 9% based on their evaluation ratings. As a whole, theaverage annual reduction during FY 2010 (partial year reduction) and FY 2011 was5.48% and 6.57%, respectively.
For FY 2012 and FY 2013, the Board of Regents approved temporary salary reductionsof 5% for E/Ms, with the President’s temporary salary reduction remaining at 10%.
The salaries for E/Ms were restored for FY 2014.
In comparison, during the same 7-year time period, the faculty and administrative,professional and technical counterparts experienced the following decreases andincreases.

Faculty:
Pursuant to the 2009-2015 Unit 7 agreement effective January 1, 2010 throughJune 30, 2011, existing faculty received temporary pay decreases for the appropriatedfund portion of their salaries of approximately 6.667%. New hires during the periodreceived a 5% salary reduction.
Effective July 1, 2011, the base salaries of all faculty members, subject to the temporaryreduction, were restored to the December 31, 2009 rate. Effective August 1 of years2012, 2013 and 2014, the faculty members subjected to the temporary salary reductionsreceived the equivalent of 25% (2012), 25% (2013) and 50% (2014) of the totalreduction of compensation in the form of one-time, lump sum payments. Thus, thefaculty received lump sum payments that totaled the amount of their pay reductions.
In addition and pursuant to the 2009-2015 and 2015-2017 Unit 7 agreements, facultyreceived or will receive the following adjustments:
o Effective July 1, 2013, 3% across-the-board increaseo Effective July 1, 2014, 3% across-the-board increaseo Effective July 1, 2015,4% across-the-board increaseo Effective July 1, 2016,4% across-the-board increase
Administrative, Professional and Technical (APT) employees:
Effective November 1, 2009 to June 30, 2010, APT employees received temporary paydecreases for the appropriated-funded portions of their salaries equivalent to 7.5%.Effective July 1, 2010 through June 30, 2013, temporary salary decreases wereequivalent to 5%. During the periods of pay reduction for fiscal years 2010, 2011, 2012and 2013, a total of 13 days per fiscal year were provided as supplemental time off daysfor appropriated-funded APT personnel, which was equivalent to the salary reduction.Effective July 1, 2013, salaries were then restored to previous levels.
In addition, pursuant to the 2013-2015 agreements, APT employees received salaryincreases as follows:
o Effective July 1, 2013: a 4% across-the-board increase (new salaryschedule). For appropriated-funded APT personnel who received a payreduction in fiscal year 2012, a maximum of 4 days as supplemental timeoff/professional development was also provided.
o Effective July 1, 2014: a 2 step adjustment (equivalent to a pay increase of4%). For appropriated-funded APT personnel who received a pay reduction

in fiscal year 2013, a maximum of 4 days as supplemental timeoff/professional development was also provided.
With regards to a successor contract beyond July 1, 2015, the University completedinterest arbitration proceedings in early July 2015 with the Hawaii GovernmentEmployees Association (“HGEA”) for Unit 8 APT employees.

OTHER COMPARABLES:
In addition to faculty and APT increases, the following salary survey information isprovided for reference purposes for both the local and higher education markets.
• Hawai’i executive data. Hawai’i Employers Council reported in its 2014 SalaryAdjustment Survey that the median for the actual increase for period July 2013 toJune 2014 in Hawaii for executives was each 3%, which is same as the reportednational median. For the period July 2014 to June 2015, the projected medianreported for executives was 3%, with the national median projected to be 3%.Specifically, the actual pay adjustments reported for previous years were 0% (2009),0% (2010), 1% (2011), 1.5% (2012), and 2% (2013).
• Higher education institutions. The CUPA-HR Administrators in Higher EducationSalary Survey for the 2014-15 academic year reported that the median salaryincrease for public institutions was 3.8% (2009), 0% (2010), 0% (2011), 1 .5%(2012), 2% (2013), 2.5% (2014) and 2.5% (2015). This 2014-15 survey wascompleted by 1,277 higher education institutions, where 48% were publicinstitutions.
RECOMMENDA11ON:
On August 6, 2015, the Personnel Committee approved the President’srecommendation to provide salary adjustments for E/Ms based on equity andperformance. This methodology results in 3 groups of personnel that are eligible toreceive increases:
Group 1: The first group of individuals were evaluated against their E/Mcounterparts and salaries are proposed for adjustment for equity, includingincreasing to the minimum base salary. There are 10 individuals in this group fora total of $65,557.
Group 2: The second group of individuals have been in their current E/Mpositions between FY 2009 and 2014, and remain in satisfactory standing. Suchindividuals will receive an adjustment of $500 for each year in their position. Thisestablishes a maximum of $3,000 for those who have been in their position sinceSeptember 1, 2009 and a low of $500 for those who have been in their positionduring FY 2014. There are approximately 157 people eligible for an adjustmentfor a total of $293,607.

Group 3: The third group of individuals have received a superior or outstandingevaluation rating for the performance period ending May 2015. There areapproximately 157 people for a total of $607,808.
In summary, a total of 182 out of 221 current E/Ms are eligible for receiving anadjustment in one or more groups.
ACTION RECOMMENDED:
It is important to recognize the achievements and performance of executives andmanagers who, as a class, have not experienced salary increases over the last 7 years.To that end, it is requested that the Board of Regents approve salary adjustments forElM personnel where compensation adjustments require Board approval pursuant toRegents Policy 9.212 or where salaries exceed $150,000, retroactive to July 1,2015, asset forth in Exhibit A. Exhibit B is provided for your information, which contains thoseindividuals receiving salary adjustments but whose salaries are at or below $150,000,and requires only the President’s approval.
