Dear our ICT readers, wherever you are,

It’s already towards end of year 2016. We’ve seen many improvements, challenges, regulations and technology information & communication service that were born in this year. From E-commerce roadmap to contribute USD 130 billion by 2020 that we hope won’t be just a story telling, what also took public attention at end of 2016 is Law No. 19/2016 on revised Law No. 11/2008 on Electronic Information and Transaction.

This Law will become our main topic for the last edition of ICT Magazine in 2016. Although Law No. 19/2016 is a revision for previous ITE Law No. 11/2008, with penalty reduction, particularly related to defamation and slander as regulated in Article 27 (3), this new Law is still considered a threat. After being enacted by House of Representatives, many parties have been made suspect using this law.

Other issue that we’d like to highlight in this edition is government’s plan for re-orientation and easy certification for telecommunication gadget, mobile phones, hand computer and tablets. There’s also information on termination of frequency 1,900 Mhz, used by Smart Telecom. The sterilization of this frequency is important considering 2 frequency blocks at 2.1 Ghz, used for 3G, is now unoccupied. This frequency is a limited source of high value. In this edition, we also discuss the latest update on other technology, information and communication issues.

The bill on revised Law No. 11/2008 concerning Electronic Information and Transaction was signed by President Joko

Widodo on November 25, 2016. This new Law is now legally referred as Law No. 19/2016. Previously, the bill was validated in General Meeting of RI House of Representative on October 27, 2016.

This law was noted in Republic of Indonesia State Gazette No. 251 year 2016 and additional State Gazette No. 5952 and took effect since the date of its enactment on November 25, 2016.

As explained by Acting Head of Public Relations Bureau Ministry of Communication & Information, Noor Iza, Law No. 11/2008 concerning Electronic Information and Transaction was the first law to regulate utilization of technology information in Indonesia.

Initially, this Law was meant to

improve Indonesia’s economy by becoming a legal umbrella for electronic trading and transaction (e-commerce).

Along with social media improving utilization, said Noor, some articles stated in the Law were deemed disadvantageous, even threatening freedom to express and have opinion. This was due to multi interpretation and confliction with other regulations. Polemic was inevitable after many criminal cases rose due to violation of the ITE Law.

“After going through series of procedures and activities since 2015, government and House of Representative (DPR) finally agreed to validate revision of the ITE Law,” said Noor.

The main revisions of the ITE Law, which are hoped to response to Indonesia TIK dynamics includes adding

several elucidations to avoid multi interpretation on “affronts/defamation provision” in Article 27 (3).

First, to confirm that this provision is a complaint offense instead of general offense refers to defamation and slander as regulated in Criminal Code (KUHP).

Second, to reduce criminal penalty for defamation from maximum 6 (six) years and Rp. 1 billion in fines to 4 (four) years and Rp. 750 million in fines. Further, to reduce criminal penalty for violence threat or scares in Article 29 from maximum 12 years in prison to 4 years in prison and from RP. 2 billion in fines to RP. 750 million in fines.

Third, to execute Constitutional Court decision on Article 31 (4) that provisions on procedures for interception shall be regulated in the Law. Also, to add elucidation on Article 5 in relation to electronic information and/or Electronic Records and/or the printouts as lawful means of proof.

Fourth, to synchronize provision of Article 42 (5) and (6) with provision of Criminal Code Procedure (KUHAP), i.e.: any search and/or confiscation that should get permit from Chief Justice of the District Court, to be adjusted to provision in line with KUHAP’s provision. In addition to that, the seek/arrest which should obtain Chief Justice of the District Court’s order in 1x24 hour, must be readjusted to match the KUHAP’s provision.

Fifth, to reinforce public prosecutors (PPNS) roles in Article 43 (5) by adding authority to limit or cut access related to information technology criminal act and authority to request information related to information technology criminal act.

Sixth, to add provision on “right to be forgotten” or obligation to delete irrelevant electronic information and/or document for electronic system organizer, on the request of the related person based on court’s decision.

Seventh, to reinforce Government’s role in giving protection from any type of threat as a result of misusing electronic information and transaction by inserting additional authority in Article 40: The Government shall prevent dissemination and usage of electronic information and/or document that has forbidden contents.

“Through revised ITE Law, Government also has authority to cut access and/or to order electronic system organizer to cut access related to information technology that has forbidden contents. The revised

ITE Law is expected to provide legal protection for the public. On the other hand, public must be smarter when using internet, keeping ethics in communicating and spreading information, and avoiding contents related to SARA, radicalism and porn,” said Noor Iza.

to ITE Law No. 11/2008, in particular Article 27 (3) does not seem to change as the said Article remains. This article becomes a favorite weapon to file defamation, and to threat freedom of internet expression. Government, the expected party to add several elucidations to avoid multi interpretation on “affront/defamation” as stated in Article 27 (3), in fact, only decided to reduce the punishment.

“Government should repeal Article 27 (3), and not just reduce the punishment,” conveyed a researcher from Institute for Criminal Justice Reform (ICJR) Anggara. He considered government’s argument was weak. ICJR and Legal Aid Institute (LBH) Press presumed that norms and practices of the revised provision still posed threats

to freedom of expression. Other than that, he said, there’s duplication of criminal acts as the provisions in KUHP could still get criminal acts by the internet.

Anggara affirmed, to reduce punishment does not respond to root problem, because in practice, law enforcement officers often use the existing double claims, layered charges and criminal threat to detain somebody in violation of Article 27 (3). “The problem here, those articles still incite multi interpretation and misuse,” said Anggara.

Meanwhile, Coordinator Regional Southeast Asia Freedom of Expression Network (SafeNet) Damar Juniarto, showed his disappointment to the new ITE Law.

“I am disappointed. Jokowi is a president having a visionary by paying more attention to digital world. But the reformation of ITE Law is minimal,” conveyed Damar. According to him, the revised law can still very much threat Indonesian public freedom of digital expression. This law can be an obstacle in implementing future democracy by imprisoning people for their expression under pretense of defamation, blasphemy and threats.

Long list of ITE Law Victims

Ever since the day of its enactment in 2008, ITE Law has taken victims due to its multi interpretation.

According to SafeNet record, from 2008 up to November 2015, there’s been 118 netizens who became victim of the law. In 2015 alone, Institute for Policy Research and Advocacy (ELSAM) recorded 47 victims. What is interesting, according to Remotivi record from August 28, 2008 – August 23, 2016, from total 126 reports related to ITE Law, 50 were reported by state apparatus, such as regional chief, regional legislative members, judges or prosecutors and law enforcement officers.

This ITE Law is widely used by professionals and business entities. The most often case is defamation of state officials. Moreover, other claims such as corruption and violation were also

strong reasons for reporting. Most reports were addressed to NGO activists, journalists and common people. Seeing this, we can assume how ITE Law was often used by people with power, those with positions, political power or capital owners.

The problem in ITE Law, very often, the Law, notably Article 28 (2) and Article 27 (3) are mis-appropriately used. Those articles are twisted by the reporters to punish somebody for blasphemy or defamation.

After being validated at end of this October, the list of victims is getting even longer. Non active Governor of Jakarta, Basuki Tjahaya Purnama or Ahok, was suspected for blasphemy. He is mentioned to have violated Article 156 KUHP juncto Article 28 (2) Law No. 11/2008 on ITE. Although later, Article 28 (2) was deleted from indictment but on the other hand, one of Ahok’s speech uploader, Buni Yani, became suspect by using article 27 and article 28 in ITE Law concerning hatred related to SARA.

Not stopping there, ITE Law was also connected to treason issue against the ruling government, followed by the so called “peaceful” massive rally on November 4th and December 2nd 2016. On December 2, Head of Public Information Bureau, Public Relations Division National Police, Rikwanto, explained

The Revision is Found only on the Elucidation Part

Public hope for improvement of some articles in ITE Law No. 11/2008 that are deemed disadvantageous, even threatening freedom of expression and opinion, cannot be fully accommodated by Law No. 19/2016 on revision of ITE Law. Because, several elucidations to avoid multi interpretation on “affronts/defamation provision” in Article 27 (3), that was expected to be clear and include in the main body of the Regulation, was only placed in Elucidation part of the law.

The revision of Article 27 is as follows:

“4. Provision of Article 27 remains same as revised elucidation for paragraph (1), paragraph (3) and paragraph (4) and so elucidation of Article 27 is as explained in article by article elucidation of this Law.”

Elucidation part: 4) Article 27 paragraph (3).Provision of this article refers to

provision for defamation and/or slander as regulated by the Criminal Code (KUHP).

that police had arrested 10 persons suspected for violent plans, of which eight were suspects of treason and two were suspect of violating the ITE Law.

“We have detained 10 persons this morning between 3-6 AM,” said Rikwanto. He explained further those 8 people were violating article 107 juncto article 110 juncto article 87 of Criminal Code Procedure (KUHAP) on treason, while the other 2, JA (Jamran ) and RK (Rizal Kobar) were in violation of article 28 ITE Law.

Meanwhile, Head of National Police Public Relations Division, Inspector General Boy Rafli Amar conveyed, detain and arrest of activist Sri Bintang Pamungkas with regards to his social media content (Youtube) of provocation. “Evidence is secured by our investigator and the case is under investigation. He was violating the ITE Law,” Boy Rafli said.

Even more, activist Hatta Taliwang was arrested by the police for treason and violation of ITE Law for spreading hatred and provocation based on SARA. Vice chairman of Advokat Cinta Tanah Air (ACTA) Ahmad Leksono admitted, Hatta Taliwang was suspect for Article 107 juncto Article 110 Criminal Law (KUHP) for treason and article 28 (2) & article 45 of ITE Law.

Government through Ministry of Communication & Information has officially signed agreement with Apple Inc. This joint venture

with the Cupertino, US based company will cover research and development for technology and industry.

“We have signed an agreement with Apple, they agree to build their R&D here and is ready to recruit our people to work with them,” said Rudiantara, Minister of Communication and Information. According to him, from this joint venture, his office will be directly involved in R&D. “I will be directly involved in R&D, while for cooperation in industry will be under Minister of Industry,” he added.

This joint venture principally will become Indonesia’s opportunity to become part of Apple investment plan. “I will let Apple people explain, it’s about RP. 100billion,” he revealed.

Previously, after building several research development centers in India and China, Apple was said to build an R&D center in Jakarta by next year. It’s part of Apple’s effort in maintaining good relations with their market countries, so they allow Apple to sell their products.

Particularly Indonesia, this facility is built as their plan to sell 4G mobile phones in Indonesia, known as the 4th largest populated countries after China, India and the USA. As commonly known, Indonesia government has implemented

local industrial content (TKDN) for 4G mobile phones. In July of 2016, 2 schemes of TKDN were implemented, i.e.: software and hardware. In September, Ministry of Industry set a new scheme, which was investment.

As launched by 9to5Mac, Minister of Communication and Information, Rudiantara, revealed that Apple would confirm location for their research and development center by next month. Whereas, construction and staff recruitment would be executed in 2017. He said, Apple had mentioned their investment value to the Government, although this info was not open to public.

Apple or Foxconn?On Apple’s plan in Indonesia, instead

of succeeding in making Apple ‘bow’ to our government, it is rumored that Apple never build anything anywhere, but Foxconn, Apple mobile vendors, did, revealed an article by Bloomberg. In one article, titled “Dear Mr. Trump, About Those US iPhone” written by Terry Gou, Chairman, Foxconn Technology Group, Indonesia was mentioned. Terry conveyed, further to US president elect Donald Trump request to build a factory in the USA, he could help Trump to realize the plan. “If you look at Brazil, Indonesia, India and half a dozen Chinese provinces, you'll see that my work speaks for itself,” said Terry.

But then, Terry said Indonesia was his

biggest achievement. “Take Indonesia, one of my proudest achievements. Oh no I haven't built a single iPhone there and probably never will. During closed door discussion, they allowed themselves to believe I might invest $10 billion in a mobile-phone factory. It's not my fault some over-eager politician, keen to burnish his reputation as a can-do leader, blabbed to the media,” he said.

He added that all he needed to do was lay out his demands and then watch while the bureaucrats and politicians argue whether they can afford to have him or risk falling short on a campaign pledge. Therefore (experience in Indonesia) Trumph and him needed to talk.

“I hear you've been telling people you're going to get Apple to build stuff in America. Well, you see, Tim Cook doesn't build things, I do. In fact, I got $75 billion in revenue from them last year,” he bragged.

From Terry’s statement, Foxconn’s intention in building their factory has been back and forth since end of SBY’s

office term. Government even confirmed that Foxconn was not serious in building their factory here as they were looking for excuses such as a requirement for a very huge piece of land.

But now, Apple intended to build an R&D center in Indonesia. Government through Ministry of Communication & Information has officially signed agreement with Apple Inc. Seeing Terry Gou’s statement, it was clear that Apple will not fund, but Foxconn. And perhaps, Indonesia is their best ‘victim’ for believing Apple will build the center.

band to enhance broadband mobile speed at national level.

It can be achieved through several ways such as technology upgrade, adding telecommunication towers and adding

bandwidth spectrum radio frequency capacity that support it. Those frequency blocks are rearranged to get spectrum sequence to enhance their use.

Rearrangement was also to maintain a certain frequency spectrum free from interference, so their utilization can benefit development enhancement, customer capacity improvement, and speed enhancement for broadband mobile service.

According to Acting Head of Public Relations Bureau Ministry of Communication & Information, Noor Iza, as part of frequency spectrum re-management at national level, PT. Smart Telecom has been requested to move spectrum 1,900 MHz to 2.3 GHz. For information, broadband 2.1 GHz is currently the main source for national 3G band with more than 90% penetration in regents/cities all over Indonesia.

“By such transfer, band 2.1 GHz will be free from interference so 3G national customers can enjoy it better, which is in coherent with Government’s future plan to provide additional broadband spectrum on 2.1 GHz band for public use,” he explained.

He also added that on December 14, in Serpong, an MOU Switch Off Radio Frequency 1,900 MHz was signed between President Director PT Smart Telecom and 18 Chief of UPT Monitoring Spectrum Frequency, witnessed by DirGen of Resources and Equipment of Post and Information Technology (SDPPI) Ministry of Communication and Information (Kominfo) and members of The Indonesian Telecommunications Regulation Body (BRTI). This MOU was signed to confirm measurement result in 18 provinces, served by PT Smart Telecom.

“Switch off is in accordance with Minister of Kominfo Regulations No. 22/2014 on utilization of Band Frequency Radio 2.3Ghz for telecommunication cellular mobile and re-allocation of band radio frequency 1.9 Ghz which applies personal communication system 1,900 Mhz to radio frequency 1.9 Ghz. Switch off is now officially on as per December 14, 2016 and move to replacement radio frequency 2.3Ghz,” he added.

He revealed, PT Smart Telecom’s effort before the switch off was among else to relocate frequency 1,900 MHz starting November 2016 by considering customer service sustainability. It was progressively executed by reducing the carriers all over the regions until only one carrier was left by December 6, 2016.

The national switch off has ended by December 14, 2016. During the meeting, Dirgen SDPPI, Dr. Ismail conveyed that the switch of 1,900 band is part of re-arrangement national cellular frequency band to get more efficient and optimum usage.

Also, further to this switch off, Ministry of Kominfo can re-manage utilization of block 11 and 12 on 2,100 Mhz, that was previously disturbed due to 1,900 Mhz usage based on CDMA technology.

Dirgen SDPPI, Ismail confirmed although the switch off had been done as scheduled, they will keep monitoring and controlling to make sure no harmful disturbances on frequency 2.1 GHz.

And so, as of December 15, 2016 00:00 PT Smart Telecom service will no longer be at 1,900 MHz. They got a replacement national frequency at 2.3 MHz of 30 MHz. This is much bigger than their previous allocation at 1,900 MHz of 6.75 MHz.

Technology advancement in mobile phone, hand computer and tablets is very fast and dynamic,

making it necessary to enhance public service in equipment and telecommunication gadget certification.

Taking that into account, Ministry of Telecommunication and Information will revise policy on Telecommunication Gadget Mobile Phone, Hand Computer and Tablet. As explained by Acting Head of Public Relations Bureau Ministry of Communication & Information, Noor Iza, substances regulated in Minister Regulation Plan (RPM) comprised of certification for Mobile Phone, Hand Computer and Tablet could be executed through document evaluation and tests.

“Global brand, non global and local brand gadget, may apply certification through both ways,” said Noor. He added, document evaluation can be done by self declaration of conformity and other way is regulated by the law. “To be included in global brand category, we propose they meet the criteria in 5 biggest

world market based on survey result independent international institution and/or has certification from testing institution with international reputation,” he explained.

Self declaration on conformity is targetted for global brand and local brand category; for global brand, it can be done only by brand holder and official distributor, appointed by brand holder, done for every type of gadget, imported for sales in Indonesia. Application can be submitted online through web e-certification and fulfill technical gadget data and attaching test result, local industrial content (TKDN) certificate from Ministry of Trade. While for local brand, they can apply certification through self declaration on conformity set by DirGen of Resources and Equipment of Post and Information Technology (SDPPI) based on supervision by team, formed by SDPPI for all local brands. Those that don’t get self declaration on conformity, must apply certification through document evaluation or attaching the test

Gadget Products Could Now Get Easier Certification

PT Indosat Ooredoo Tbk (Indosat) is collaborating with Ericsson in implementing Ericsson Revenue Manager. The 5 year contract

between Ooredoo Group and Ericsson will be applied to several groups in Middle East, North Africa, Southeast Asia and Oceania.

President Director & CEO Indosat Ooredoo Alexander Rusli explained this system to be used firstly in Indosat Ooredoo, before grand launching in 2016 and 2017.

He added, new billing and payment system will enable Indosat Ooredoo to give product service and package as required by Indonesian customers.

“Indosat Ooerdoo is a leader in Data Experience, where we provide what is required by our subscribers. Collaboration with Ericsson, we will

result and TKDN from Ministry of Trade.

In relation to this matter, DirGen SDPPI on December 16, 2016 sent letters to brand owner and telecommunication equipment to report themselves as global brand holder. “To make perfect certification process for telecommunication gadget such as cellular phone, hand computer, and tablets, we give opportunity to all foreign brand holders for telecommunication equipment and gadget to apply request

form as global brand (form is attached) to be further evaluated and get approval from Minister of Communication and Information,” the letter signed by DirGen SDPPI Ismail. Global brand holder was expected to immediately submit the required data and to be accepted latest by December 22, 2016 through service counter or via email to [email protected] or [email protected]

Submitting data as mentioned above does not necessarily get approval as global brand.

Alex revealed, the system Ericsson Revenue Manager is billing payment system Cloud base with ability to define role from Business Support System (BSS). This system offers innovation in digital telecommunication service that can give speed and efficiency from various industries. Also, software Ericsson and Cloud technology utilization will help Indosat Ooredoo in transformation process of digital business. By replacing old system to the new technology by Ericsson, Indosat Ooredoo will be able to save billing and payment cost.

Meanwhile, Thomas Jul, Head of Ericsson Indonesia and Timor Leste, revealed how Ericsson Revenue Manager will help Indosat Ooredoo in

various aspects such as product renewal and digital innovation improvement in Indonesia. Simple configuration to reduce dependence to Technical Dept, facilitate and speed launching of new services and support future proof operations in dealing with change request from customers and technology disturbances.

“We are proud to work with Indosat Ooredoo on digital transformation strategy in Indonesia. This collaboration proves Ericsson Revenue Manager can give different experience for customers. This cooperation agreement is our main target to be part of our customers’ transformation process in forming and speeding up Indonesian network society,” he ended.

E-BUSINESS

Minister for Cooperative and UKM, AAGN Puspayoga, conveyed, all small medium enterprises in Indonesia must extend their market access

and use online marketing (e-commerce), during inauguration of PLUT-KUMKM building and launching Kampung UKM Digital in Tulungagung regency, East Java.

“Online marketing is a must. Otherwise, we will miss out. I also hope PT Telkom will organize training for UKM to enable them to do their online marketing,” he hoped.

In Tulungagung, Puspayoga gave appreciation for the birth of Kampung UKM Digital, as an effort to improve UKM performance in expanding their market access. He said, Tulungagung has potential products to be developed.

“Such extraordinary asset must be packaged optimally and should benefit public

economy in Tulungagung. We only have two options, to seize the available opportunity or to create opportunity.”

BI effort to continuously support financial service digital program (fintech) can improve financial transaction efficiency and facilitate the public to get financial access. According to Executive Director Indonesia ICT Institute, Heru Sutadi, in Jakarta, through fintech and its regulations development, Indonesia is expected to compete in financial technology era.

Moreover, Heru predicted until 2018 fintech in banking industry will grow up to two digit. While for 2017, it will grow by approximately 8%.

Meanwhile, PT Bank Permata economist, Josua Pardede, saw fintech in Indonesia can minimize fraud and cyber crime in national banking. Particularly, in the globalization era, fintech development is a priority. “Compared to ASEAN banking, Indonesia is less competitive. So, we should support fintech expansion,” said Joshua.

He also added, fintech expansion has positive impacts on national banking. Among them was to improve banking efficiency. And so, the chance to expand financial access for public is wider.

“Banking sector can create efficiency, especially how to take advantage of technology for banking and financial transaction,” Joshua ended.

Blue Bird continues to complement their application “My Blue Bird” to facilitate their Blue Bird taxi users. It is different from other online

taxi providers where the users must make a booking in advance and wait for the taxi to arrive.

Blue Bird Marketing Director, Febby Intan, explained, through new features, My Blue Bird app users can directly use the Blue Bird Taxi. Booking via application can be done inside the taxi by filling in the taxi code, and a special code will appear to be informed to the taxi driver.

“With this application, Blue Bird users do not need to wait longtime before their taxi arrive. They can just use the nearest available Blue Bird taxi and booking via application can be done inside the taxi,” explained Febby.

She added, this application which was launched in mid 2016, also applied non cash payment. Blue Bird is collaborating with Mastercard, so payment can be settled using Mastercard credit card.

Ministry of Communication and Information (Kominfo) recognized 50 websites contain ethnicity, religion, race and class (SARA) related to local Jakarta 2017 gubernatorial

election. From those 50 websites, 30 were blocked.As conveyed by Acting Head of Public Relations

Bureau Ministry of Communication & Information, Noor Iza. “We blocked 30 websites,” he said. From 50 websites, 20 other websites have negative information.

Unfortunately, those websites that may incite fidgetiness among society have not officially been reported by The Election Supervisory Agency (Bawaslu) to Kominfo. The negative contents were related to slander, defamation, and SARA related,” he said. The remaining 20 websites were still being investigated before blocking.

He explained, SARA issue was most potential to be misused during 2017 local Jakarta gubernatorial election, in particular social media campaign.

Noor Iza hoped public stay more aware on SARA related contents in social media during campaign period. “Don’t be easily persuaded and forward/share. If proven violating, the person will get penalty according to the revised ITE Law, regulated in article 7 paragraph 4, article 28 paragraph 2 and article 29,” he ended.

Bigo Live application was currently booming among young people, yet this app contained many porns. 10

Domain Name System (DNS) Bigo Live were notified by Kominfo to be blocked, revealed Noor Iza, Acting Head of Public Relations Bureau Ministry of Communication & Information. They hope by blocking some DNS owned by Bigo Live can reduce porn content transmission using streaming platform. “For now, we block the DNS after Kominfo got no response from Bigo Live,” said Noor.

Ministry office also sent email to Bigo office in Singapore, unanswered. In Indonesia, Bigo does not have a representative office. Bigo Live application originates from Singapore,

based Android and iOS. This application takes users to direct broadcast from their mobile phone, like a real presenter.

Bigo Live was owned by Bigo Ltd and has more than 40 patents in VoIP and Video technology. Since their March 2016 launch, Bigo Live became a popular application around the world, including Indonesia. This app ranks 1st in Thailand and Vietnam Apple App Store.

Regulation No. 82/2012, BPPT in this case, as Government Certification Authority, becomes digital certification organizer that functions as a reliable third party to issue, validate and manage digital certification, reserved for electronic system in Ministries/Institutions.

i-Authentic service, said Hammam, is executed by Information and Communication Network Agency (BJIK-BPPT). Digital certificate is using the latest technology and taking into account the criteria for digital certification, which is in accordance with 4 legal pillars of electronic transaction regulated by ITE Law.

“The four criteria are: authenticity, maintained integrity, confidentiality and non repudiation. By digital certification, all digital data/information transaction process is binding and valid,” said Hammam during customer meeting and launching of i-Authentic utilization on State Personnel Document, held at BPPT office, Jakarta.

BPPT Main Secretary, Soni Solistua Wirawan agreed on the same thing and mentioned that BPPT has authority as one of digital certification organizer for government institutions.

“BPPT has authority function to integrate parties who implement electronic transaction in government offices,” added Soni.

BPPT is ready to help all ministry offices and institutions, with regards to this i-Authentic service, which is naturally related to Bureaucracy Reformation Agenda.

“Such as National Civil Service Agency (BKN) for their thousands of personnel data file and document, which we will make into electronic certification,” he ended.

In the same occasion, Head of BKN, Bima Haria Wibisana hoped, collaboration with BPPT will accelerate digital process as part of bureaucracy reformation. “With this collaboration, we hope documents issued by BKN are valid, accurate and accountable,” he said.

As information, BKN, at the end of last November, launched automatic promotion (KPO) service and automatic retirement confirmation (PPO). KPO and PPO are online service which will facilitate every civil servant in proposing regular promotion and retirement, without preparing many documents (paperless) and all process can run quickly. In its implementation, BKN invites Ministry Empowerment of State Apparatus and BPPT as representatives of central government that will start implementing KPO and PPI in the coming year 2017.

Technology is the most important factor for RRI renaissance. “Main factor to visualize RRI’s rebirth is technology, conveyed Minister

of Communication and Information, Rudiantara during seminar and workshop “Redefinition and Revitalization Public Service Broadcasting in the Digital Era” organized by Public Broadcast Agency (LPP) RRI in Jakarta.

The Minister added that RRI belonged to the future generation. We are here to ensure that RRI is ready to prepare a foundation for that generation, so this is not a short term plan.

Rudiantara then explained other important factors for RRI into going towards digital era. “Those elements required to develop RRI towards digital era are human resources, finance, operations and technology.”

“RRI must have design human resources into LPP. Essentially, we will

do two things: right sizing by looking at quality and quantity. Second, to concentrate on what kind of capacity competence required by giving comparison,” elaborated Rudiantara.

Meanwhile, from finance point of view, data received by the Minister, obtained by LPP RRI alone, RRI capex in 2014 was of 37%. State Budget was allocated for salary and goods purchase 55%. RRI must be brave in developing some kind of content/program where public can listen for a certain time so people will recognize RRI.

“From performance point of view, where does RRI head? RRI has 79 locations, if RRI only wants to stay in big cities, then there’s no other way but to enter IT base. If terrestrial, they should decide which area, especially border area,” explained Rudiantara.

Vice President Corporate Communication Telkom Arif Prabowo revealed, seeing the damages due to earthquake in Pidie Jaya, Aceh, on Wednesday, December 7th, BUMN Indonesia have coordinated as fast as possible to collect and distribute aid to the victims.

According to Arif, TelkomGroup was appointed as coordinator for delivering BUMN aid, in collaboration with local apparatus built three posts, where one was functioned as main post to coordinate help from BUMN while the other two posts were functioned as general kitchen and refugee camp. Arif explained, the post was located in Pidie Jaya considering it was the most

damaged location. The post provided light medicament

and free telephone service. “TelkomGroup allocated aid of Rp. 500million. The fund can be used for operational cost the three posts during five days and storage for staple food and medicament,” said Arif Prabowo.
