NOTIFICATION
POLICY FOR ISSUANCE OF NOC/EC FOR ESTABLISHMENT OF NEW
AYURVEDIC COLLEGES IN THE STATE OF HARYANA-2016
The Governor of Haryana is pleased to frame a Policy for issuance of No Objection
Certificate for Establishment of new Private Institutions offering Ayurveda
Education in the State of Haryana.
1. AIMS AND OBJECTIVES-
The policy aims at providing quality Ayurveda Education in the State of Haryana by way of
prescribing comprehensive procedure and regulation in the field of Ayurveda Education as per
the CCIM Norms to ensure uniformity and standards of Education.
2. PROCEDURE FOR APPLICATION-
A. Eligibility
a) Applications for establishment of new Ayurveda Colleges/Institutes in the state of
Haryana will be invited by the Directorate of Medical Education and Research
through Public Advertisement on the Department website and newspapers.
b) Applications received in response to the public advertisement issued by the
department will only be considered for scrutiny and issuance of NOC.
c) The Private Self Financing Educational Trust/Charitable Trust/Society hereafter
will be referred as applicant which is registered under relevant act and proposes to
open unaided self financing Ayurveda college alone should be considered for
granting NOC for permission to Ayurveda Courses before applying to Central
Council of Indian Medicine.

d) A copy of the Registered Trust Deed or Registration under societies Act should
be furnished.
e) An Endowment/Bank Guarantee as fixed by the State Government should be
provided by the Private Self-financing Educational Trust by Registration in the
joint name of the Trust/ Society and pledged in favor of the Director of Medical
Education, Haryana in his/her official capacity. This amount should be deposited
in a Nationalized Bank/ Government undertakings at least for a period of
minimum 5 years. On failure to comply this condition, the Government is
empowered to cancel the Government NOC issued for the course.
f) Solvency Certificate for Rs. 30/- lacs for a period of five years obtained from the
revenue authority should be furnished and proof should be furnished.
g) The Application form shall be submitted by the Applicant along with the
following details -
(i) Self attested copy of Registration Certificate of
Society/Trust/Private University alongwith the constitution
and memorandum of association/article.
(ii) Background detail with reference to experience in promoting
managing and operating medical educational institutions and
other details like activities in the social, charitable and
education spheres since its inception.
(iii) Personal and professional details of office-bearers of the
organization.
(iv) Bio data of each member of organization and the individual
in the prescribed form.
B. Documents :-
i. Copy of Registration Certificate of
Society/Trust/Company/Private University along with
details of constitution, memorandum of association and
other relevant details of company.
ii. Bank account Name and details.

iii. Copy of letter from Revenue Authority for area of land, its
classification and location etc.
iv. Copy of registered deed/lease gift deed in the name of the
applicant.
v. Copy of building plan of the proposed institution prepared
by any Architect and approved from Competent
Authority as designed by State Government.
vi. Copy of the resolution of the application organization
earmarking specified land and building for the proposed
institution(s)
vii. Copy of land use certificate from Competent Revenue
Authority as designated by State Government.
viii. Details of latest fund position along with photocopies of
FDRs, and relevant Bank account available with the
applicant for this proposal.
ix. All documents should be self attested.
C. Mode of application
Application Form and Fees: A sum of Rupees Fifty Thousand as Non-refundable
Scrutinizing fee of application for each course shall be paid to the office of the
Director of Medical Education in the form of Demand Draft drawn in favour of
Director of Medical Education, Panchkula or by challan along with completed
application form and all and supporting documents. The Payment of scrutinisation
fee will not confirm issuance of NOC by Government.
3. NO OBJECTION CERTIFICATE (NOC)
The Private Ayurvedic Institutions (self financing) shall be started, and additions
of new courses or programmes in Ayurveda education and increase/variation of number
of seats shall be effected with the prior approval of the State Government.
NOC would be renewable after five years provided that it has not been
suspended/Cancelled by the Government or it has not been surrendered under the Exit

Policy by the Applicant. Admissions can be made by the institution only after the
institution gets all the relevant permissions from Central Council of Indian Medicine
(CCIM)/Affiliating University.
The Society/Trust/Company will not sub-let/lease out the LOI/NOC further and
will themselves use the same for establishing and running the Ayurveda Institution.
4. ESSENTIAL REQUIRMENTS
(A) Financial Status:-
i) An amount of Rs. 3.00 Crore should be available with the Applicant at the time of
submission of application as per their bank deposit/FDs.
ii) Details of latest fund position along with photocopy of FDRs, and details of Bank
account, detail of income and expenditure of last three years.
iii) Resource projections and its utilization schedule.
iv) Sources of financing of capital and operating expenditure, besides projection of
funds generated through student fees.
v) Proof of adequate working capital (Funds), in the form of either Fixed Deposits in
the Bank or latest bank Statement of Account maintained by the Applicant.
(B) Land Requirement
The applicant must have a contiguous piece of land as under:-
i) Not less than 3 acre for intake capacity upto 60 seats.
ii) Not less than 5 acres for intake capacity from 61 to 100 seats, the land shall not be
less than 5 acre and in not more than 2 plots at a distance not exceeding 2 Kms.
iii) Applicant should own the land in the name of the applicant or possessed on lease
in the name of college for not less than 99 years.
iv) The land should be free from all encumbrances.
v) The proposed institution shall operate only from the land described in the
Application Form. The piece of land and the constructed building should not be
two separate entities.
(C) Constructed Area:-

i) The College and attached hospital should have constructed area of 2000 square
meter for intake capacity upto 60 and 3500 square meter for intake capacity for 61
to 100 seats.
ii) College and Hospital should be constructed in separate buildings as per CCIM
Norms.
iii) The building must confirm to the following:-
a) The building must conform to the bye-laws of the concerned competent
Local Body/Municipal Body/HUDA, as also environmental norms.
b) The building should be planned, designed and constructed with earthquake
resistant structure, energy and green building compliance.
c) Structure/Building should be disabled friendly and barrier free.
d) Provisions for the safety measures against fire have to be followed as the
National Building code of India (SP-7 Part IV Fire Protection).
g) The building of Administrative Block, Departmental Area, Departmental
library, Departmental Blocks and Hostel Block should be as per Central
Council for Indian Medicine norms.
iv) The building plan of the College and Hospital should have been prepared by an
Architect and approved from Competent Authority of State Government.
v) The building of the Institution must be constructed on the land that has been
earmarked for the purpose of the Ayurveda Institution. The building must be
constructed as the CCIM norms as amended from time to time.
vi) Architectural master plan indicating the land use pattern, for the proposed
institution.
5. REQUIREMENTS OF TEACHING HOSPITAL
The teaching hospital should fulfill all statutory requirements of the State
Government to establish and run the hospital and shall have updated certified copies of
all permissions/clearances.

b. Requirement of beds, bed occupancy and Out Patients Department
attendance:
The ratio of students with number of beds, bed occupancy and Out Patient
Department attendance shall be 1:1, 1:1 and 1:2, respectively for under graduate course,
as given in Table-1. Distance between two beds in General Ward should not be less than
one and a half meter.

(c) Maintenance of Record of attendance of Out Patient Department/In Patient
Department patients:
i. The College and hospital shall maintain the computerized central registration
system for maintaining the records of patients in Out Patient Department and In
Patient Department.
ii. The college shall also maintain the Department wise Out Patient Department and
in Patient Department records alongwith laboratory and radiological investigation
reports, medicines dispensing register, diet register for In Patient Department
patients, duty roster of hospital staff, birth and death certificates etc to
substantiate the claim of genuine functional Ayurveda hospital fulfilling the
norms
(d) Space requirement:
The hospital shall be suitably spacious to accommodate Out Patient Department
and In Patient Department and wards in addition to reception, patients’ waiting area,
dispensing room, dressing room, clinical laboratory, radiology section, side pharmacy,
kitchen, service rooms, medical record-room, Pancharkarma therapy section, Ksharsutra
therapy section, Operation Theatre, Labour Room, Store Rooms, separate wards for male

and female, Duty rooms for Doctors, Nurses and other staff etc. required for a fully
functional hospital. The specification of built up area in the attached hospital shall be as
per CCIM norms.
(e) Outdoor Patient Department:
The hospital shall have minimum eight following Out Patient Departments-
(i) Kayachikitsa
(ii) Panchakarma
(iii) Shalya Tantra
(iv) Shalakya Tantra (two rooms for Out Patient Departments)
(a) Netra Roga Vibhaga
(b) Karna-Nasa-Mukha evam Danta Roga Vibhaga Prasooti evum Striroga
(v) Kaumara Bhritya (Balaroga)
(vi) Swasthavritta evum Yoga
(vii) Aatyayika (Emergency)
(f) *In-Patient Department:
The indoor department of the hospital shall have separate male and female wards
and distribution of beds shall be as under –

(g) Rog Nidan avum Prayogshaliya Parikshan Prayogshala (Clinical Laboratory
for clinical diagnosis and investigations):

A clinical laboratory with proper infrastructure and manpower and as per CCIM
norms should be maintained in the hospital complex for carrying out routine,
pathological, biochemical and hematological investigations and Ayurvedic diagnostic
techniques on the patients referred from outdoor and indoor departments of the hospital.
(h) Hospital Staff:
The minimum staff required for a sixty bedded hospital shall be as per CCIM
norms and it shall be liable to be increased proportionately in accordance with the
increase in required bed strength. The detail as per CCIM norms is attached as
Annexure-‘B’.
(i) Allied Infrastructure Requirements of an Ayurvedic College*

a. The above indicated area may vary within + 20% within the total area of
Ayurvedic College as specified at regulation 4.
b. At the time of inspection/visitation, at least hundred fifty species of medicinal
plants should be available.
6. REQUIREMENTS OF COLLEGE.-
(i) Teaching Staff:

There shall be minimum thirty full time teachers and forty five full time teachers
appointed on regular basis for intake capacity of up to sixty students and sixty one to
hundred respectively with the addition of nine part time teachers (eight teachers of
Modern Medicine and one Yoga teacher) as per CCIM norms. The detail as per CCIM
norms is attached as Annexure-‘C’.
(ii) Requirement of technical and other staff:
Technical and other staff in various units and departments of the college shall be
as per CCIM norms from time to time. The detail as per CCIM norms is attached as
Annexure-‘D’.
7. MISCELLANEOUS REQUIREMENTS.
(1) College Website:-
Each and every college or institute shall have its own website with complete
information uploaded.
(2) Biometric Attendance:-
Provisions of Biometric Attendance should be made supported with web camera
based computerized attendance system for teaching, non teaching college staff and
hospital staff.
(3) Equipments and machinery:-
The institute shall possess minimum 90% of requirement equipment, machinery
etc. in the Teaching Department, Hospitals, Laboratories and the Dissection Hall,
Library, Pharmacy and other units of the institute in sufficient numbers.
8. INSPECTION PROCEDURE:
a. After verification of the application form and the supporting documents submitted by
the applicant institution, and after due satisfaction the Directorate of Medical

Education & Research, the said institution shall be inspected as per the inspection
procedure approved by the Government of Haryana and as per the CCIM Norms.
b. The inspection will be carried out by the inspection committee as per the inspection
proforma duly approved by the Government.
c. The inspection will be conducted within two months of receipt of application and
fees.
d. Thereafter based on the satisfactory Inspection Report the case of the institute will be
submitted to the Government for issuance of No Objection Certificate
(NOC)/Essentiality Certificate.
e. Any other requirements stipulated by the Central Council of Indian Medicine/
Government of India, Ministry of AYUSH, New Delhi should be fulfilled by the
institution.
f. The institution should get full recognition of the Central Council of Indian
Medicine/Affiliating University before the admission of students in their Institute.
9. RENEWAL OF NOC:-
To ensure quality education, safety and security of the students the State
Government will periodically review every Ayurveda College to whom NOC
has been issued.
The Applicant will submit application /representation to the State Government
for its detailed inspection before two months of its renewal.
If the institution is found running as per CCIM norms and guidelines of the
State Government, a further approval/permission will be granted to the
applicant for another five years.
10. CANCELLATION/ WITHDRAW OF NOC
In case of any violation of any of the provision of Haryana Private Health Sciences
Educational Institutional (Regulation of Admission, Fixation of Fee and

Maintenance of Educational Standards) Act, 2012/Contravention/Misrepresentation/
Misconduct/mismanagement/Non compliance of Government directions by the applicant,
NOC is liable to be suspended/cancelled after giving an opportunity of being heard. The
FDRs deposited with the Government shall consequently be encashed.
11. EXIT POLICY-CLOSURE OF INSTITUTE:-
In case, the applicant does not want to continue to run the Ayurveda College for
any reason, the Applicant can submit application in the prescribed form( Annexure-7) to
State Government along with a copy of resolution passed by the organization:-
The Applicant has to justify the reason for closing the Ayurveda college.
The Applicant will stop admissions from the next academic session and carry
through the already admitted students till they complete the ongoing course or
make suitable alternative arrangement so that studies of the students do not
suffer till the completion of the Course.
In case the institution is found not able to run/sustain itself, the NOC shall be
cancelled and the amount of the FDR submitted by the applicant shall be
encashed to continue the studies of the enrolled students/payment of the salary
of the staff and other costs of running the institute and just in case the funds
available in the Institutions are not sufficient, the balance amount shall be
recovered from the other resources of Appellant.
The Institution/organization will give due notice to staff and students.
The applicant will have to surrender the original NOC to the Government and
will intimate to all concerned bodies.
12. MISCELLANEOUS CONDITIONS:
NOC will be valid for five years initially, and will be reviewed by the Government
for continuation of another five years. A letter of NOC will be issued alongwith the
certificate after checking the case as per CCIM/State Government norms applicable from
time to time with the following conditions:-

i) NOC is not a letter of permission for admitting students. The applicant has to
apply for permission letter, for starting any Degree course and admitting
students in the School/College, to CCIM/University concerned as per
requirements.
ii) No financial assistance/grant in any case, in any form will be given by the
State Government. The institution will have to bear all the recurring and non
recurring expenditure for all times to come from its own resources.
iii) The building intended for Ayurveda education will not be used for any other
purpose.
iv) The Institution shall, at its own level, seek affiliation from the University in
the State of Haryana/CCIM before making admission and provide copy of the
affiliation/approval so granted to the DMER, Panchkula.
v) All the conditions of affiliation prescribed by the affiliating University/CCIM
will have to be met by the applicant. The applicant will recruit the staff as per
Government/ University/CCIM guidelines and pay the salary to the staff
through Cheque or RTGS.
vi. Tuition fee and other charges to be taken from the Students will be as per the
norms of the affiliating University/CCIM/State Government.
vii. Before admitting the student, the applicant will deposit the amount of Bank
Guarantee as fixed by the State Government.
viii. The FDR shall be renewed at the time of renewal of the NOC or well before
the expiry date whichever is earlier.
ix. In case the institution is not found to run/sustain itself, the NOC is liable to be
withdrawn after hearing the Institution and FDR submitted by the applicant
shall be forfeited so as to continue the studies of the enrolled
students/payment of the salary of the staff and other costs of running the
institute. In case the funds available in the School/College are not sufficient,
the balance amount shall be recovered from the other resources of applicant,
promoters and organizations.

x. Any contravention of the above stated conditions shall result in withdrawal of
the NOC and legal action against the defaulting Trust/Institution/Promoters
would also be initiated.
xi. The Applicant is further directed to apply for renewal of NOC well before
expiry of five years as per the conditions explained in the policy failed which
the NOC will be withdrawn by the Govt. and the same will be informed to all
the concerned authorities.
xii. The institute has to comply with the provisions of Haryana Private Health
Sciences Educational Institutional Act, 2012.
xiii. The Government can impose any other conditions at any time, which shall be
binding on the Institution/applicant.

meetings, seminars, conferences, symposia, examination,
counseling etc. The hall shall have adequate electrical
and sitting arrangement and audio-visual system facilities

(4) Central Library: A central library shall have seating
capacity for at least hundred students, adequate number of
shelves or almirahs, sufficient space for keeping stocks,
separate reading room for teachers, librarian’s room,
photocopier or video room computer with printer and
internet facility. The library shall have proper light
arrangement, fans/coolers, drinking water arrangement
and toilet facilities. The library shall have two thousand
five hundred books of different titles of Ayurveda,
modern medicine and allied sciences at the time of first
admission of students. The number of books shall
increase to five thousand and seven thousand five
hundred respectively before the admission of second and

Ayurveda medicines like Churna, Vati, Guggulu, Asava-

1. The above indicated subdivided area among various components may vary within +
20% but the total area of an Ayurveda College should be as per the area mentioned at
regulation 5.

capacity of sixty one to hundred students will correspondingly increase keeping in view
the total requirement of area as mentioned at regulation 5.

Note:
i. Apart from above, one Yoga teacher in the Department of Swasthavritta and Yoga
and eight Consultants of Modern Medicine as specified at the Schedule-IV (SL. No.14 to
22) shall be engaged for teaching on part time basis.
ii. The deficiency of teachers shall not exceed more than 10% of total requirement
with availability of at least one teacher in each department for seeking conditional
permission to undertake admission.
iii. The provision of Post Graduate qualification in allied subjects under regulation 12
of the Indian Medicine Central Council (Minimum Standards of Education in Indian
Medicine) (Amendment) Regulations, 2012 shall be applicable also for the post of higher
faculty (Professors and Readers) for a period of five years.
