Haryanastategovernment isgoingtolaunchBhavantarBharpai Yojanaforfarmerstocoverthepricedeficitofcrops.Subsequently,thisschemewillensurethatthebaseprice(minimum

supportprice)isfixedforvegetables.

Accordingly,govt.willprovidecompensation(bharpai)tothefarmersiftheyselltheirvegetablesbelowthefixedbaseprice.Haryanagovt.startimplementingthis government

scheme from1January2018.

Intheinitialphase,govt.isgoingtofixminimumsupportpricefor4crops– Potato,Onion,Tomato,Cauliflower.

Theprimaryobjectiveofthisschemeistoensurethatthefarmersmustnotfacethedistresssaleoftheirproduce.Moreover,govt.will

fixthebasepriceequivalenttothecultivationcost.

TheywillgettheBhavantar(Bhav +Antar)whichmeansPriceDeficit.Henceforth,govt.willlaunchthisschemefordoublingtheincomeof

thefarmersby2022.

Crisil expectsHaryanatobewarehousingnervecentre

Haryanaisemergingasanewhubforwarehousinginthecountry,withtheunifiedstructureofthegoodsandservicestaxputtingthespotlightonthestateandotherareassurroundingtheNationalCapitalRegion,accordingtoaresearchreport.

GSTwillbringaboutaconsolidationofwarehousing,promptingcompaniestoprunethenumberofwarehousesbykeepinglargerones,Crisil Researchsaidina

reportcalled'BigBoxBeckons.GSTSettoAlterWarehousingLandscapes.'

The districthasreportedthehighestnumberofroad accidents inHaryanatillNovemberthisyear,monthsafterchiefministerManohar Lal Khattar launchedtheHaryanaVisionZeroprogramme fromGurgaon withanaimtoreduceaccident

fatalitiestozero.

Ofthe10,625accidentsreportedinHaryanathisyear,Gurgaon aloneaccountsfor10%ofthecases.

Atleast1,091accidentshavehappenedinGurgaon tillNovember,followedbyKarnalwith714cases.

Sonipat hasreported713casesandCharkhi Dadri theleast,with161crashes.

In10districts,wehaveoutsourcedastudyoftheaccidentstoroadsafetyofficers.Theyarestudyingthefatalaccidentsandwillsubmitareportsoon

AfterthelaunchoftheHaryanaVisionZerocampaigninMaythisyear,111blackspotshadbeenidentifiedacrossHaryana,including13inGurgaon.

Threefactorshadbeenidentifiedforensuringroadsafety— engineering,awarenessandenforcement.

Hearingtwowritpetitionsinconnectionwiththematteroffeehikebyschools,onebytheDelhiPublicSchoolGhaziabad(DPSG)schoolparentsassociation,thePunjabandHaryanahighcourtonMonday,orderedadditionalchiefsecretary(Education),HaryanatoconstituteacommitteeonorbeforeDecember31,to

draftareportinthematter.

HaryanaGovernmentwillimplementaprojectcostingRs489crorefor“remodelingofaugmentationcanal”passingthroughthedistrictsofYamunanagar andKarnal.

TheStandingFinanceCommitteewhichmetunderthechairmanshipofHaryanaFinanceMinister,CaptAbhimanyu approvedthisproject.

Underit,thecapacityofaugmentationcanalisproposedtobeincreasedto6,000cusecfromexisting3,100cusec.

Capt.Abhimanyu saidthatthenowafteritsapproval,theprojectwouldbesendtoNABARDforfundingundertheRuralInfrastructureDevelopmentFund(RIDF).

Theprojectwouldbestartedduringtheyear2018-19andcompletedbytheyear2020-21.

Dighal,avillageinHaryana’sJhajjhar district,around70kmfromDelhi.

ListedasavulnerablespeciesbytheInternationalUnionforConservationofNature,theSlavonian grebeisdifficulttodifferentiatefromitsAmericancousin,theblack-neckedgrebe,whenbothareinthenon-breedingorwinterplumage.

Anestimated370speciesofbirdsmigratetoIndia,outofwhich175speciesundertakelongdistancemigrationusingtheCentralAsianFlywayarea,which

Forthethirdyearinarow,Haryanahasrecordedthehighestrateofgangrape peronelakhpopulationincountry,aspertherecentreportof

NationalCrimeRecordsBureau(NCRB)of2016.

Thegang-raperateofHaryanain2016was1.5peronelakhfemalepopulationofthestate.

Thestaterecordedasmanyas191casesofgangrapes in2016,which,thoughlessthanlastyear’s204,wasstillthehighestinIndia.

Asperthedata,RajasthanandDelhiarethedistantsecondandthirdwithgang-raperatesof1and0.9,respectively.

Haryanahadearnedthisdubiousdistinctionin2014and2015aswell,withgangrape ratesof1.9and1.6,respectively.Thedatabefore2014isnot

available.

Despiteseveralstepstakenbythestategovernment,heinouscrimesagainstwomenareonariseinthestate.

Thestaterecordedatotalof1,187incidentsofrapein2016,whichwas11%morethanpreviousyear’s1,070.

OverallcrimeagainstwomeninHaryanaalsoroseto9,839in2016from9,511in2015.Thisincludesa7%riseinincidentsofdowrydeathsand15%

riseincasesofkidnapping.

HybridsolarsystemstobeinstalledingovernmentschoolsofHaryana

The Haryanagovernmenthasdecidedtoinstallhybrid solarsystems inallgovernmentschoolsofthestateinaphasedmanner.

Tobeginwith,the hybridsolarsystems wouldbeinstalledin3,222governmenthighandseniorsecondaryschoolsatacostofRs236.57crore.
