CLERK REPORT TO HARDWICK PARISH COUNCIL MEETING ON 24 February 2015

4. Matters Arising

4.1 (4.2) Briar Security – to consider report on skate park CCTV cameras and quotation

With reference to our engineers visit yesterday to investigate the power issues on the lighting pole and

cameras at the skate board park the following was found:

The removable cover at the bottom of the pole is bent leaving approximately a 12mm gap there is

mains at incoming SWA cable but the electrics have been poorly done and are unsafe, there is no

mains beyond the fused side of the lower spur. There two PSU’s one 12Vdc & one 24Vac at the

bottom of the pole that are showing signs of corrosion due to water ingress. The enclosures at the top

of the pole are unsafe and not fixed securely allowing also water ingress, plus the flexible conduits

have not been installed correctly.

Proposal of works Take the cover plate at the bottom of the pole to Andrew Klose Engineering so that it can be

straightened

Strip all the electrics at the bottom of the pole to the bottom spur

Re-cable and joint to IE wiring regs

Replace 12Vdc & one 24Vac PSU’s

Strip electrical boxes and connections from the top of the pole

Secure a aluminium plate and large adaptable box to the pole

Replace flexible conduits

Re instate equipment

Test existing equipment

Cost £730.00 + VAT plus cost of plate to be straighten

As it was unsafe to reinstate the mains we were unable to test the lighting and cameras, but a visual

inspect shows little deterioration but cannot guaranty that all units are working correctly

4.2 (4.3) To consider quotation for new litter bin including installation and emptying

A Topsy bin will cost approximately £140 depending on fixing plus installation costs. Emptying will

be £2.50 a week if it is not a replacement bin.

4.3 (4.4) Improvements at Cahill’s Corner – awaited.

The detailed designs have been requested and chased. Richard Bensley of Skanska had previously

indicated his intention to attend the meeting but has since informed us he is unable to attend after all.

He has asked to meet with Parish Council representatives.

4.4 Proposed yellow lines – to consider whether the Parish Council wishes to proceed

Andi Caddy of Cambridgeshire County Council has written: The statutory consultation for this proposed scheme has now been completed.

I have tabulated the comments received for you.

You will note 3 comments of support and 9 objections.

Can you please decide whether or not you want to proceed with the proposal?

Should you wish to proceed I will need the table filled in with your responses on the column on the right.

A report will then need to be published, and presented to the Highways and Community Infrastructure

Committee at a later date.

(7.1) Street lighting issues

Balfour Beatty has responded to the PC’s complaint as follows –

“The length of time as you rightly state is unacceptable, we have had some changes within our

working programme and this has led to an unfortunate delay in some areas across the county.

We have had some delays with regards to removing the old columns as we have come across SWA

issues (Steel Wired Armoured Cables). These cables can only be renewed by UKPN the electrical

service provider and we work alongside them to re-book the works in when we come across these

issue’s, unfortunately they can take up to 3 months to complete as UKPN have a very small specialist

team that work on these types of cables.

The areas where no lights have been installed will be because these are what we call 141’s on the

project, and these will be being placed in the exact same position as the old light so we will need the

teams in the same location on the same day to install, disconnect and remove.

We have all the works booked in with the street works team from 30th

January and envisage that the

works will be complete under the 2 week notice.

The overall effect on the village is unfortunate; we are installing fewer lights as I am sure you are

aware, we are removing some 6,000 lights in the county as part of the wider County Council project.

I would like to extend my apologies to both the Parish and the residents of Hardwick, if there is

anything more I can do please do not hesitate to contact me direct.”

Attached is a copy of a quotation that Balfour Beatty has sent to SCDC for works to SC8 Main Street.

(5.2) Resident request for permission to fill grass part of driveway – this was not on the Council’s land and

as such was withdrawn by the resident.

5. Correspondence 5.1 Hardwick Harriers – request for permission to use recreation ground

Lisa Montique of Hardwick Harriers has written:

Following the huge success from the past 2 years Hardwick Harriers Fc propose to hold a 2 day football

tournament this year to raise much need money for the club.

The dates we propose to do this are saturday 13th and sunday 14th June.

We are also in touch with the Cricket Club and Social Club to ensure these dates are ok with everyone.

Please confirm asap that this is ok with you.

5.2 Cricket Club – request that permission be granted for another team to also play on the pitch

Chris Fuller writes - “I have been approached by a cricket team that plays in the division above us to

be able to use the ground. We would be happy to agree to the ground prep, I don't think that the Social

Club would object to having some extra business, but out of courtesy I have to ask the PC if they

thought this could go ahead. There are three possible dates and these should not clash with other

events that are happening. The Club (probably me) will be responsible for any issues and the visiting

team will have public liability insurance as it is now a requirement for the league

Minutes of the Meeting held on Tuesday 20 January 2015 in the School at 7.45 pm

Present: Councillors: I Storr (Chairman), A Gill, J Stewart, R Worland, T Bhachu, C Oakes,

P Joslin, J Humphries and A Freeman.

In attendance: 8 members of the public, Mrs C Newton (LGS Services) and Mrs A Griffiths

(Minutes Secretary, LGS Services).

3. To approve the minutes of the previous meeting on 16 December 2014

RESOLVED that the minutes of the meeting on 16 December 2014 be unanimously

approved (Prop PJ, 2nd JH)

and signed by the Chairman, after the amendment of the

meeting date to 16 December.

On a proposition by the Chairman, it was agreed to vary the order of business to take

Item 7.5 at this point.

7.5 Report on meeting with Andrew Campbell Associates and wish list for Community

Facilities

The Chairman reported on a meeting with Andrew Campbell, Tony Bowman and

Fiona Coulson from the Hardwick Housing Consortium, in anticipation of a possible

application by the developers to SCDC. The S106 agreement process, whereby

developers provide community facilities in consideration of the additional impact of a

new development, was outlined. It was explained that the meeting was to discuss well

in advance a wish list of facilities the Parish Council would like to be provided for the

benefit of the village. It was stressed that no formal application had yet been

submitted, but the Council had to enter into discussions to be prepared and plan

ahead, before any application was made, to ensure that the village got what it wanted.

A two storey community building was currently proposed, on and extending beyond

the site of the old Scout and Guide Hut. The Chairman explained that the original

suggestion of a doctors’ surgery and pharmacy was not viable as this would be too

expensive for the NHS and local practices. He reiterated the Parish Council’s view

that it would not wish any development to take place unless there was a huge benefit

to the village. The Consortium was preparing costings for the proposed facilities. It

has submitted a pre-planning application to SCDC and will discuss this with the

planners.

On a proposition by the Chairman, the meeting was suspended to enable members of

the public to comment and ask questions.

A resident observed that the site had been rejected from the 2013 land availability

study as being outside the village framework, and due to lack of infrastructure. A

comment was also made that there were insufficient secondary school or pre-school

places available. The Parish Council explained that it was for the developers to argue

their case with SCDC.

The facilities being proposed would involve a village centre, which the village

needed, with meeting rooms upstairs, a café and a day centre. Approximately half of

the housing would be affordable housing. The Cambridgeshire ACRE Housing Needs

Survey had identified a need for approximately 20 houses for Hardwick residents, and

the Parish Council undertook to press for priority to be given to Hardwick residents,

their children and relatives, when housing was being allocated.

It was stressed that the proposals were still at an early stage, and the purpose of the

pre-planning discussions with SCDC was to establish how realistic the proposals

might be and whether they would proceed to the application stage. In response to a

question, the Parish Council reiterated that the village would have to receive a major

benefit if the application were to go ahead.

Mrs Caroline Newton of LGS Services was introduced and welcomed to the meeting.

Mr Hussain, on behalf of Mr Islam, provided an update on the site at 147 St Neots

Road. The original plans for a 25 bedroom hotel were no longer viable due to

restrictions on height and parking by the District Council. He sought the Parish

Council’s views as to whether it would prefer a modified application for a hotel, or a

development of commercial units on the ground floor with flats above. The Parish

Council expressed the view that it would prefer commercial premises with flats rather

than nothing on the site, which was currently an eyesore. It was suggested that

commercial viability be tested and that adequate parking should be a consideration

from the outset. Mr Hussain and Mr Islam undertook to forward any revised plans for

discussion prior to submission to SCDC, and left the meeting.

Claire Arber and Sharon Griffiths, on behalf of the Pre-school, expressed thanks for

the suggestion of using part of the school land, which they would explore further.

They will continue to look for alternative sites. The Parish Council wished the Pre-

school luck and the representatives left the meeting.

All the remaining members of the public left the meeting.

4. Matters arising and carried forward from the last or previous meetings for

discussion/decisions

4.1 (4.1) Hardwick Pre-School – to consider alternative sites

4.2 (4.2) Briar Security – to consider report on skate park and quotation if received

RESOLVED as no work had taken place because of poor weather to write asking for

the work to be completed and a quotation for any additional work to be provided in

time for the next meeting, or the Council would consider approaching another

contractor.

4.3 (9) To consider quotation for new litter bin including installation and emptying

A quotation had not yet been received. This is to be pursued with SCDC.

4.4 Improvements at Cahill’s Corner

Nothing further had been heard from Skanska. This is to be chased up.

RESOLVED to respond that the Parish Council has no objections as long as this

reduces the chances of Bourn Airfield going ahead (Prop IS, 2nd AG)

6.2 SCDC Decision Notices

6.2.1 S/2769/14/FL – Hardwick Pre-school, Hardwick Primary School, Limes Road –

Permanent retention of existing 5 bay modular building used as a pre-school –

Permission granted.

6.2.2 S/0641/14/FL – 353 St Neots Road – Erection of single storey dwelling – Permission

granted by the Inspector on appeal.

6.3 Tree Works

7. Members reports and items for information only

7.1 Street lighting issues

Concerns were expressed at the poor execution of the street lighting upgrade.

RESOLVED to write to Balfour Beatty expressing the Parish Council’s

disappointment at the length of time taken to undertake the works; the lights were not

working at the corner of Limes Road and Cambridge Road; in some places new lights

had been installed but the old ones had not been taken away; in some places, such as

Sudeley Grove, markings had been placed for a new light but none had been installed;

some posts had been installed in the middle of the pavement, for example at the

corner of Egremont Road; at Sudeley Grove there were new posts with no lights; in

places the new lights had still not been tarmaced in; the overall effect was that the

village was darker than before. The Parish Council is speaking on behalf of the

majority of residents in the village and is disappointed at the outcome. It would like to

know how the issues will be addressed and when they envisage the work will be

completed, as it was originally told that the project would last six weeks.

The position regarding Street light SC8, which is still missing a lantern and bracket, is

to be pursued again.

7.2 Village Sign

RESOLVED as the sign was in need of some restoration to find out who originally

made the sign.

7.3 Footpath between the Church and the pub

Noted that this is in need of repair. Cllr Worland has reported to CCC online.

7.4 Report on possible fly tipping at hardstanding on St Neots Road

Noted that this has now been removed.

7.5 Report on meeting with Andrew Campbell Associates and wish list for Community

Taken earlier. The Parish Council felt that the new community facilities should be

concentrated at the centre of the village.

8. Finance, procedure and risk assessment

8.1 To consider any quotes for urgent work required because of risk

8.2 To receive play area and skate park inspection reports including RoSPA reports

RESOLVED to receive the reports for the Church play area, Worcester Avenue and

Grenadier Walk play areas and note that no action was required at present. There are

no problems at the Skate Park.

It was noted that the contractors installing the swings at Worcester Avenue had left

Heras fencing behind. They are to be asked to arrange for it to be removed.

Cllr Stewart undertook to forward his report for the Egremont Road play area.

8.3 To receive the financial report and approve the payment of bills

RESOLVED to receive the financial report and that the invoices and bank statements

be checked before the cheques were signed at the end of the meeting.

RESOLVED unanimously that the payments as listed in the finance report should be

paid, plus Information Commissioner (Data Protection Registration renewal) £35.00. (Prop AF, 2nd AG)

Clarification is to be sought about the payment to HMRC.

Credits including Pitch Hire fees, Advertising income, bank interest and Pavilion rent

were noted.

8.4 Appointment of Internal Auditor FY2015

RESOLVED to consider the three quotes received and to to accept the quotation of

£37.50 per hour plus 45p per mile travelling expenses from Canalbs Ltd. (Prop JS, 2nd PJ)

As speeding had occurred in Cambridge Road a Speedwatch exercise will be

undertaken.

Concerns were expressed at the safety of the cycleway into Cambridge along the

A1303. A letter is to be sent to Highways asking them to ensure the cycle lanes are

kept clear, as they are dangerous, particularly to youngsters.

Following a spate of recent burglaries, the Police advice not to leave keys within sight

of doors and windows was noted.

The Parish Council noted with regret the recent death of Howard Seaber-Shinn, a

former member of the Council. A sympathy card is to be sent to his family.

There was no further business and the meeting closed at 9.07 pm.

Minutes of the Meeting held on Tuesday 10 February 2015 in the School at 7.45 pm

1.1 To receive declarations of interests from councillors on items on the agenda

All members declared an interest in the setting of the Precept as ratepayers and that

they held dispensations allowing them to both speak and vote.

1.2 To receive written requests for dispensations for disclosable pecuniary interests (if

any)

1.3 To grant any requests for dispensation as appropriate

2. To review the budget for financial year ending 31 March 2015

The Parish Council:

• Reviewed the agreed budget for FY2015 against receipts and payments to date.

• Noted – the more detailed monitoring of income and expenditure undertaken by

the RFO of the individual transactions as detailed on the supporting papers.

• Noted – the overspend on Hardwick Happenings magazine and the advertising

receipts. The VAT position on advertising was considered.

• Noted – the underspend on salaries due to the litter picker vacancy. An

assumption has been made that a new litter picker is appointed and no Clerk

overtime is required.

• Noted – the underspends on insurance as a new contract had resulted in a lower

premium; grounds maintenance, grass cutting and trees repairs and assets

maintenance; and S137 donations.

• Noted – the overspend on general administration including affiliation fees and

general supplies.

• Noted – the overspend on street lighting. It was anticipated this might decrease

following the removal of several lights recently.

• Noted – pitch hire receipts. Pitch hire is usually 3x£250 invoiced in March. The

increased figure received during the year was due to outstanding fees from last

year being received.

facilities. RESOLVED that the new swing at Worcester Ave should be paid for by

the S106 Lark Rise fund.

3. To approve the budget for financial year ending 31 March 2016

The Parish Council -

• reviewed the draft budget as prepared by the RFO and consideration given to

the supporting notes in the report.

• Agreed with the figures in the draft budget apart from

o General Admin cancel the affiliation to LCAS and reduce the budget to

£2600.

o , Hardwick Happenings changed to £6000 in the light of the increase in

size of the publication.

• Included–

o £2000 for S137 donations. The rules for such payments were noted.

o £10,100 for special project which might include village sign

refurbishment and CCTV cameras upgrade.

o £11.00 wayleave in receipts.

• Noted that all the works identified in the Tree Survey had been completed.

The survey covered April 2013 to 2016 inclusive.

• Street lights – agreed to budget £1450. Cllr Stewart is to follow up on the

position with street light SC8 and the cost with SCDC.

• Reserves are to remain at 1.5 to 2 times annual expenditure.

4. To set and demand the precept required for the Parish Council to balance its

budget

RESOLVED to set and demand from South Cambridgeshire District Council a

Precept of £51,649, being the amount required by the Parish Council to balance its

(Summary) Objections or Comments Response 1. Having had the benefit of being in a

position to provide comment at the informal stage, now matters have moved to a formal ‘Notice of Intention’, on behalf of the local and Chief Officer, the police offer their support in respect of these proposals.

2. We are writing to give our full support to the proposal for double yellow lines in various locations in Hardwick. We will be particularly pleased to see the improvement in safety this will bring around the main entrance to the school.

3. I have no objections to double yellow lines outside the school on Limes Road or the top of Cambridge Road/St Neots Road. Motorists will look for the nearest alternative parking space to drop off pick up their children from the corner of Egremont Road to the zigzag yellow lines outside the school rear entrance gate. I already find, if I have been on holiday, and been out in my car upon returning cars block my drive entrance, so I cannot turn onto my drive from our village main through road Now another problem occurs with cars parking on the main through road outside 51 49 47 Cambridge Road. At school times, many buses going to and from Comberton Village College come through and long queues form to pass blocking parked cars. Yes, this does have a “natural calming effect” on traffic flow. Perhaps double yellow lines from Egremont Road corner to the “zigzag” lines outside the school rear gate is a good idea? That is if it is going ahead and Cambridge County Council with Police approve the double yellow lines both sides of Egremont Road?

4. I have lived in Egremont Road for more than 25 years and found very little traffic obstruction in this area. It will cause me problems when I have workmen or visitors to the house. To include evenings and weekends in the restriction seems unnecessary as the safety of school children is the motivation for installing these lines.

5. We object to double yellow lines in Limes Road. Any vehicle parked there is acting as a traffic calming measure, as there is always speeding down this road. People will just park further up the street.

6. Car parking would just be displaced to other areas, I have not seen or heard of any problems with the way cars are parked currently.

7. Placing double yellow lines on this road will simply move all the parking to Cambridge Road, this will be very dangerous indeed. Parking restrictions on side roads will just create chaos on Cambridge Rd that will stretch all the way down from the Beauty Salon to beyond the junction of Egremont Rd. I suggest you review these plans and focus on the main traffic issue that confronts Hardwick residents which is parking along Cambridge Road adjacent to the local shop and next to the local primary school - which creates traffic chaos on a daily basis and is a serious accident waiting to happen.

8. Where does the council propose that visitors and residents will park if not outside their homes or the properties they are visiting? Parking will be displacing to other areas, Cambridge Road for example.

Is there really a problem in these areas? Why propose lines on both sides of the road? Installing double yellow lines will devalue peoples’ homes. The real problem in terms of parking and dangerous driving and regular accidents is on Cambridge Road between the Limes Road junction and the St Neots Road junction. It would be a much more sensible use of funds to sort out the parking on the main Cambridge Road especially outside the shop. How regularly will any of this be enforced? Because I can tell you that at school start and especially at home times there are parents who park on the yellow zigzags on Cambridge Road for 30-60-minutes at a time and I have never seen anyone get a ticket. I would also like to add that I believe placing double yellows at the entrance to Cambridge Road where it joins with St Neots Road is a good idea. I have no objection to that.

9. Why are you proposing this in the first place? As a resident I’ve never had any issues with people parking along the stretch of road on our side of the road – as most of it is a parking layby anyway. Many residents rely on this parking in evenings and weekends. Will parking in the layby be restricted too? Why? Money needed to implement this change would be better spent painting parking bays in the layby to make sure

the 4 car spaces it provides are properly used rather than people parking oddly allowing only 2/3 cars to park on occasion. Why has no action been taken on this to help improve the parking situation before resulting to more heavy-handed solutions? I can only assume this is being done as a safety measure around the school. While I fully applaud this – why is a full time parking restriction needed to achieve this? Has no consideration been given to a timed restriction – maybe 8-5pm Mon-Friday. Money for this scheme would be better used fixing the terrible pavements in parts of the village. If safety is the motivation for these changes why is this not being addressed? Particularly with a set of retirement bungalows off this stretch of Limes Road and the School. Is this not a concern?

10. There are not enough spaces for the cars of the residents or visitors to this area.

11. It will devalue our property and we will have no facility for parking when our friends and family visit. At least when cars are parked outside traffic cannot speed.

12. Cars parked outside our property considerably slowed down the speed of which drivers approached Cambridge Road. Yellow lines outside our property is more of a health and safety issue waiting to happen. Children cross this road to get to school. The cars will speed which will cause a fatality. Who would be responsible? Residents do not all have access to off-street parking. Where would visitors and residents park?
