Secretary of Agri ¬ culture Hays in a talk on the enforce- ment ¬ of the ilew meat inspection laws The public has no adequate pro ¬ tection against the small packer who is doing a purely state business the assistant secretary saidtotal meat inspection by which 1 mean tho In ¬ spection of plants not subject to fed ¬ eral control is open to the same ob- jection ¬ raised against the old system that prevailed before tho existing fed ¬ eral inspiration was put Into force The legislatures of tho various statues must bo brought to realize the situation and pass laws which will give adequate protection to the public They must pass laws for local or State Inspection as stringent us tho federal laws and modeled as far as possible on tho latter The situation in somo of the States is such that the small packers have been forced to give up all their Interstate business and confine them ¬ selves wholly to intrastate business The firm that does un interstate bus- Iness even through the latter be on- ly ¬ a small part of Its whole businessI must submit to the fullest spection of cattle of all its products and of its sanitary arrangements I The firm that does a purely local business selling nothing across state lines faces only the local Inspection In many instances the latter is so poor that it fails entirely to protect tho public against tho use of diseased cattle and the sale of unwholesome meat products The firm operating under local inspection can therefore undersell firms subject to federal in ¬ spection This department has knowledge- of many instances where small pack1 era gave up their Interstate business in order the escape federal Inspection j and thus be able to meet local com- petition I The situation demands drastic legislation from the State legislatures- In
