October 31, 2019 News You Can Use! Happy Halloween! Halloween Yard Contest in Full Swing The Town of Silt introduces the “Halloween Yard Contest” this fall! Those Silt residents who take the time to decorate their homes and yards for Halloween will be eligible for valuable prizes, recognition by the Town and most importantly, bragging rights! As you see homes whose owners have gone the extra mile in decorating, please email a photo and address of your favorite yard to [email protected] by November 6 at 8 a.m. Trustees Pass Off Highway Vehicle Ordinance; Becomes Effective December 7 The Silt Board of Trustees passed an ordinance that will allow for the operation of OHVs on Town streets. The measure is seen as way to support economic development for Silt businesses and enable Silt residents and visitors to access Federal lands and county roads without having to trailer their machines. The ordinance will be effective on December 7, 2019. It is a first step of the Town plan to apply to Garfield County to open county roads north of Town to OHVs and the Colorado Department of Transportation to allow OHVs on River Frontage Road, Main Street and 9 th Street over I-70. information for those who want to take advantage of this new ordinance. The Board of Trustees cautioned OHV owners not to take to the roads until the ordinance has been fully implemented and they purchase a permit. Silt’s “rules of the road” for OHV operators include complying with all State of Colorado vehicular rules and regulations, obeying all town driving ordinances, being equipped with headlights and tail lights, possessing a valid driver’s license, having the vehicle registered with the Town of Silt and carrying a minimum amount of liability insurance. Safety equipment, including eye protection and helmets for minor drivers and passengers will also be required. OHVs will not be allowed on state highways or county roads not designated for such use. It is legal for the operator of an OHV to cross a state highway in order to continue driving on the other side. The Town last summer conducted a citizen survey on the issue and gained strong support. Several folks spoke in favor of the measure, while one spoke against it. The Town will publish the ordinance, required by state law and it will be effective approximately 30 days thereafter. Trustees thanked the citizens who shared their views on the issue. The Town received several written surveys and more than 80 on-line survey responses. The next step in the process is to lobby both CDOT and Garfield County to amend their rules regarding OHV use on their roads.
