A state that neglects providing essential social services such as education, health and sanitation and a private sector that is selfishly focused on profitmaximisation leave a lot of room for a third sector. Call it civil society, thedevelopment sector or the non-profit sector, the rise of this third sector hasemerged alongside the rise of market-based economic fundamentalism andthe reduction of the state's role in the social development sphere throughoutthe third world, starting in the late 1980s and reaching its climax in themiddle of the 1990s.

There are a number of Pakistani NGOs which have made an internationalname for themselves by delivering services which the state has failed toprovide. The most respectable of these is HANDS. Having delivered oneof the most successful development-led programs cum projects acrossPakistan, HANDS has used an exemplary strategy to foster awareness andcommunity participation to achieve much needed development goals. Sinceits inception in 1979, it has helped millions of people in the country toimprove health, education, livelihood, shelter and WASH.
