1. Introduction1.1. This Handbook has been produced to provide basic infor-

mation and guidance about working in the Kingdom of Sau-di Arabia (KSA) to fellow citizens who may be interested in seeking employment in KSA. The information in this hand-book will assist you in deciding whether working in KSA is appropriate for your circumstances.

1.2. Saudi Arabia has the largest known oil reserves in the Middle East and is the largest oil producer in the Middle East. It is known to have mineral deposits of value but these have not been exploited as the oil output is sufficient to maintain the economy.

1.3. At present the economy relies in the main on receipts from the sale of oil, however the KSA Government has recently launched an initiative named VISION 2030, aimed at diver-sifying the economy amongst other goals.

1.4. The KSA economy relies heavily on expatriate labour to sus-tain itself and this situation is unlikely to change in the short term. Therefore there are plenty of opportunities for expa-triates to obtain lucrative and fulfilling employment. This is particularly so in the skilled and professional sectors.

1.5. KSA is an excellent place to live and work and families in par-ticular will benefit from being here. The reality on the ground in KSA is at complete variance with the negative image of KSA portrayed in the press and elsewhere. Expatriates and their families are able to enjoy a high standard of living in a safe environment.

1.6. KSA like any other country has it’s own laws, customs and culture and once you understand them you will find no dif-ficulty in abiding by them. There has been a significant and noticeable loosening of the rules and regulations and adapt-ing to them is much easier than it was 20 years ago.

2. Saudi ArabiaSaudi Arabia, officially known as the Kingdom of Saudi Arabia (KSA), means different things to different people. For millions of followers of Islam across the world, it is the birth place of Islam and home to Islam’s two holiest shrines (Masjids/Mosques) lo-cated in Mecca and Medina. For a large number of expatriates it is a land of opportunities. For the rest of the world, Saudi Arabia means “OIL” – the lifeline of present and future economies.Map of the KSA with the major cities in each province

2.1. Geography Saudi Arabia is an Arab sovereign state in Western Asia consti-tuting the bulk of the Arabian Peninsula. 2.1 Million SQ KMs in extent, KSA is the 13th largest country in the world. It has bound-aries with Jordan, Iraq, Kuwait, Bahrain, Oman, Qatar, Yemen and UAE. It borders the Persian Gulf on the East and the Red Sea on the West. Most of the land is sparsely populated dessert with a number of large population centres. Air travel is the most common form of travel between population centres due to the distances involved. Saudi Arabia has a desert climate with ex-tremely high day-time temperatures and a sharp temperature drop at night. Average summer temperatures are around 45 °C, but can be as high as 54°C. The winter period lasts about three months. During this period the average day time temperatures hover around 10°C but the temperature rarely drops below 0 °C.

2.2. LanguageThe official language is Arabic. English is widely spoken, how-ever all the government institutions largely use Arabic as their mode of communication.

2.3. PopulationThe population is approximately 28 million and is concentrated in a wide area across the middle of the peninsula, from Dammam in the east, through Riyadh in the interior, to Mecca-Medina in the west.

2.4. The Government2.4.1. The capital city is Riyadh.

2.4.2. KSA has been ruled by the Al-Saud dynasty since its foundation. The present ruler is King Salman bin Ab-dulaziz al-Saud ascended the throne in 2015.

2.4.3. The country is divided into 13 administrative divisions. KSA is governed by the Islamic (Sharia) legal system.

2.5. EconomyKSA ranks as the largest exporter of petroleum and possesses about 16% of the world’s proven petroleum reserves. The coun-try is also blessed with other natural resources such as natural gas, iron ore, gold and copper. KSA encourages the growth of the private sector. Of over Eleven million foreign workers, about 182,000 are Sri Lankan workers playing an important role in the Saudi economy. In the face of the current low oil prices, KSA government’s diversification efforts are praiseworthy.

2.6. CurrencyThe currency is Saudi Riyal (SAR) which is made up of 100 ha-lalah. Presently, it is fixed at SAR 3.75 per US Dollar.

2.7. Income taxAt present, all employee earnings are free from income tax and there are no restrictions placed on the remittance of employee earnings.

The KSA government has recently introduced a Dependents Visa Fee and the details of this are included later in the Handbook.

2.8. Time ZoneKSA’s time zone is three hours ahead of Greenwich Mean Time. It is 2.5 hours behind Sri Lankan time zone. For example, if the Sri Lankan time is 9.00 am, it is 6.30 am in the KSA.

Primarily for the benefit of the Sri Lankan community living in the KSA, three schools are managed as non-profit making orga-nizations in Riyadh, Jeddah and Dammam, under the sponsor-ship of the Sri Lankan Embassy. His Excellency the Ambassador is the Patron of the three Schools.

The medium of instruction is English. Sinhala and Tamil are taught as national languages. In addition, Arabic and Saudi Cul-ture is also taught as it is mandatory.

The Schools are following the British Curriculum and have class-es from play school to grade 12 (Advanced level).

Schools pride themselves in maintaining high academic stan-dards while emphasizing the importance of a well balanced ap-proach to Curriculum and extra-curricular activities.

In addition to these schools, there are number of other interna-tional schools in Saudi which you can consider to admit your child/children depending on your preference and affordability.

17. RemittanceRemittance of money to Sri Lanka or any other destination of your choice is very easy. Most Saudi Banks have corresponding banks in Sri Lanka.

18. Prayer TimesThere are five prayer times per day and each lasts 20 – 30 min-utes. All business activities come to a close during prayers, with a few exceptions such as airlines and hospitals. Do not loiter around during prayer times.

19. Dress CodeThe dress code in KSA is governed by Sharia Law. Dress respect-fully. Expat men can wear long trousers and a shirt. Shorts and vests are not allowed in public. All expat women must wear black abaya, covering their everyday clothing, when they are out in public. It is a good practice to cover their head with a head-scarf in public places such as malls, as it is common to find “Muttawas”(members of the religious police) insisting that for-eign women cover their heads too.

20. Some Dos and Don’ts in KSA

20.1. Try to avoid making judgment based on your own society.

20.2. Criticizing or complaining about the way people do things in their home country is unlikely to be well re-ceived. As a guest of the country, try to understand and respect it at all times.

20.3. Do always remember that we are in KSA to achieve economic prosperity. All our activities should be within the confines of this objective.

20.4. Learn Arabic. This will enable you to comfortably inte-grate in to the Saudi society and achieve greater career success.

20.12. Public displays of intimacy and affection with the op-posite gender are not culturally accepted.

20.13. Vehicles in KSA are left-hand drive and is a bit erratic. You need to exercise a lot of patience and tact. In short, be a defensive driver. Observe road rules to the letter. Penal-ties for traffic violations are severe, including detention.

20.14. If you are planning to obtain a driving license, please bring your Sri Lankan driving license.

20.15. Show due respect to the practice of Islam. During Ra-madhan, do not eat or drink in public during the fasting period.

21. Final ExitMost of those who come to KSA for short term assignments de-cide to stay much longer as the advantages in working in KSA far outweigh the disadvantages. Yet, someday you will have to leave this country and your exit should be as smooth as your entry:

21.1. If you decide to terminate the contract, give your em-ployer the minimum notice period. Be flexible if the employer needs additional time to find a replacement.

21.2. Return all the property that belongs to your employer.

21.3. If you have rented accommodation, give notice to the landlord in accordance with the rental agreement.
