Directions to Epworth by the Sea, St. Simons Island, Georgia

From Statesboro/Dublin areas: Take I-16 E towards Savannah. Take Exit 157A to I-95 S. Take I-95 S to exit 38 (Golden Isles Pkway/Spur 25). Take a left onto Spur-25. Follow the Spur until it merges right onto US-17 S. Take a left onto the F.J. Torras Causeway (there will be three left hand turn lanes and a Peaches gas station on the left corner). The causeway will take you to St. Simons Island (follow directions below). From Jesup/Eastman/Vidalia areas: Take US-341 South to Brunswick. Follow 341 all the way into downtown Brunswick (341 turns into Newcastle Street). Take a left at the intersection of Newcastle and Gloucester Streets. Follow Gloucester to the end; take a left at the light onto US-17 N. Immediately get into the right hand lane, and this will merge right,

onto the F.J. Torras Causeway. The causeway will take you to St. Simons Island (follow directions below). From Waycross/St. Marys areas: From Waycross, take US-82 S towards Brunswick. US-82 will turn into US-17. From St. Marys, take I-95 N to exit 29 (US-17/South Georgia Parkway) and take a right onto US-17 N. For both, follow US-17 N over the Sidney Lanier Bridge into Brunswick. Pass through the intersection at Gloucester Street and merge right onto the F.J. Torras Causeway (across from the Winn Dixie shopping plaza). The causeway will take you to St. Simons Island (follow directions below). For Everyone: Once on St. Simons, at the end of the causeway stay in the left lane and continue following the roundabout to Sea Island Road. Go straight through the traffic light, staying on Sea Island Road. Turn left at the first street marked Hamilton Road and then right onto Arthur J. Moore Drive. We will be in Jones Auditorium. Report of the General Presbyter CRE Russell Gladding

As we have been thinking about our new opportunities for 2015 with the new Discipleship

Renewal and Transformation Team’s Leadership, the theme for this year in Savannah Presbytery is

Re – Understanding Evangelism. To be honest we Presbyterians have been very poor in doing anything that

had to do with the E - word. So what is it that we need to do to recapture the “Going and Spreading the Gospel

to Everyone, Everywhere?” Jesus told us to make disciples of them like he did. What did he do? He said

follow me. That is what we are supposed to do as disciples in the 21st Century, as it was in the First Century.

Jesus had a group of followers who belonged to him long before they believed in him.

I believe, as do many others today, that discipleship is a journey and not a sales call. The job of Savior has been

filled since approximately 33AD. Our task is to help others see in us and hear in our voices the Good News that

was resurrected in that time forevermore. The idea is that people get involved in belonging which leads them

toward believing; it is a faith journey that is much different than for many of us when we “joined the church” in

our youth.

The task is what Jesus said to those who had followed and had come to know through Him who God is and

what God is like. We will not find these, for the most part, in our pews on Sunday. We are sent out from our

sanctuaries, outside the church walls, to invite those who are unchurched, used to be churched, don’t want

anything to do with church; to invite them to follow us in new ways. To begin a journey of service to other, to

begin new relationships, that somewhere deeply inside all of God’s children are what we all yearn for.

One new thing, and there will be others as we find our way in our journeys “outside the walls,” is a New

Worshipping Community in the Brunswick area. There is another NWC in Swainsboro that does not speak our

language but is in the midst of a faith journey in a new land. These are but two examples, but there can be

many others, as we decide to be disciples and make disciples, as we have been called to do by our LORD, Jesus.

There will be ways we can better train and prepare ourselves for this task. It will not be a smooth journey, if

Jesus’ ministry is any example. But He will be there with us calling us to life, abundant life. Will you come

and be renewed and perhaps be transformed?

Report of the Stated Clerk CRE Russell Gladding

Information:

1. The following action was adopted by the Savannah Presbytery at its Stated Meeting on October 21,

2014.

At the Winter Stated Meeting, February 13, 2015, no more than one hour be allotted for the report of the

Permanent Judicial Commission (PJC) and the discussion and voting on the amendments. This hour

shall be divided allotting five minutes for PJC report, forty-five minutes for amendments to the Book of

Order, and ten minutes for the amendment to the Book of Confessions. That discussion rotate back and

forth between pro and con positions, and no one person speak on any amendment more than once.

Unless otherwise requested we will vote by a show of hands. A simple majority of the votes cast will

determine whether the presbytery is for or against any amendment.

Without objection this will be our procedure in today’s meeting.

2. The Stated Clerk has received correspondence from: Lyons Presbyterian Church, Foot Hills

Presbytery, Dorothy R Taylor (widow of the late Cecil R. Taylor,) and Self Development of People.

Copies of these are attached to this report.

3. Hosts of Presbytery Meetings are needed for May and October, 2016 and 2017. Please advise the

clerk if your church would like to host one of these events

4. That a Service of Remembrance be scheduled for the May 19, 2015 Stated Meeting for Minister

Members and Church Officers who have died since the last service held in October 2013. Please

send your names of these to Beth in the office.

5. Welcome the following guests to our meeting today and offer them the privilege of voice during our

meeting: Sherri Bozardt.

6. Minutes from the installation of TE Jeff Garrison (Skidaway Island Presbyterian Church) and TE

Kathi Parchem (Frederica Presbyterian Church) are attached.

7. The Board of Directors of the Swainsboro Apartments has transferred the ownership of the

Apartments to Presbyterian Homes of Georgia effective November 19, 2014. This will continue to

be a ministry of Savannah Presbytery under the name Swainsboro Presbyterian Apartments, A

Presbyterian Homes of Georgia Retirement Community.

Recommendations: 1. That the action requested by the Lyons Presbyterian Church in compliance with the Book of Order

G-2.0404. be granted so that Ruling Elder Carl Sharpe is allowed to serve for another three year term

on the Session.

2. That the Presbytery, through its Council, appoint a Committee on Bills and Overtures to study the

recommendations contained in the letter from the Foot Hills Presbytery, along with any other

pertaining issues as presented by the Stated Clerk received from members and commissioners of this

body. That this Special Committee bring a report and any recommendations, should there be any,

back to the Stated Meeting to be held at White Bluff Presbyterian Church on May 19, 2015.

Dear Fellow Presbytery, Synod and General Assembly Leaders,

Greetings from Foothills Presbytery in the beautiful foothills of the Blue Ridge Mountains in South Carolina! As I

announced at the Fall 2014 Polity Conference, in the aftermath of the 221st General Assembly a diverse group of Ruling

and Teaching Elders came together to form a General Assembly Reform group. Coming from a breadth of theological

and ideological perspectives there was a great agreement among us that the Presbyterian Church USA needs to enter

into a time of reformation and modernization. The group discussed at length both the dysfunction in the denomination,

but also the serious need for the Presbyterian Church to update its practice to meet our 21st century context. In this

regard the group considered as many as ten different overtures aimed at reformation and modernization and a plan to

engage every presbytery, synod and the General Assembly in a sustained process to accomplish this. Attached below

you'll find the fruits of our labors:

1. B-A-P (Background, Aim and Plan)- which details the process we hope the presbyteries and synods engage

2. The Church's Social Witness- a paper that describes the present state of the Church and our hopes

3. Six Overture drafts (the many ideas discussed reduced to 6 draft overtures)

4. Feedback form

As is noted in the B-A-P document, it is our desire for you to pass this packet on to the Bills and Overtures committee of

your presbytery, to the Clerks of Session of your congregations, and to other groups that might foster conversation and

discernment. If, as we hope, this work inspires many conversations, we have chosen a traditional mail-in form for

response, so as to make the official engagement as manageable as possible. We trust that we will find some deep

agreements. We earnestly desire ways to improve upon these offerings. And where there are serious disagreements,

we are most interested in hearing those and hearing alternatives which will aid us in the cause of reforming and

modernizing the Church. Likewise we hope that our offerings inspire many of you to create overtures and send them to

us and all for reflection.

Hopeful in Jesus Christ, we would like to gather for General Assembly in Portland next year with a renewed commitment

and a new clarity about what it means to be Reformed and always being Reformed by the WORD of God. In that Living

Hope we commend our work to you and pray that the Presbyterian Church USA will find new strength and purpose for

the days ahead.

5. The charge to the congregation was given by the Rev. Bob Brearley.

I am pleased to inform you and the people in the Bonded Women group that the Presbyterian Committee on the Self-

Development of People has awarded your group a grant of $15,000 ($200 for Security deposit, $2,400 for Rent @ $400

for 6 months, $1,800 Utilities $300 for 6 months, $1,100 for Improvements cost, $1,950 for Liability Insurance, $650 for

Blind Stitch machine, $2,900 for 2 Industrial Serger Machines with table, $1,450 for 1 Industrial Straight Stitch Machine

with table, $1,750 for Operating supplies and $800 for 1 Embroidery machine). The payments will be quarterly, three

months apart. We are excited that you asked us to enter into this partnership and pleased that we could respond. If a

different payment schedule is needed please let us know (include a clear rationale for the needed change).

From our side of the partnership, we request that you keep us abreast of your group’s activities and the project’s

development by: providing quarterly narrative reports and financial statements on the project; clear pictures of your

group in action (preferably on electronic files); and a final report when the funding period is complete. These reports

and pictures provide us ongoing contact with you and your people, and the material to evaluate our partnership and to

interpret it to our church members. We would also like to receive copies of articles and publications (preferably

electronically) about your work. Please include authorization from the author for us to reproduce the article. And

remember to mention SDOP in articles.

We have enclosed a list of Presbyterian Churches in your area; we encourage you to be in contact with those churches to

share with them the work you are doing in the community and to thank them for their assistance in making it possible.

Presbyterian congregations, through their giving to the One Great Hour of Sharing, enable Self-Development of People to

enter into partnership with communities such as yours.

The Presbyterian Church (U.S.A.) requires documents be submitted to our office before the funds are released. There are

no exceptions to these requirements. The complete list of required documents is on our website

http://www.presbyterianmission.org/ministries/sdop/sdop-grant-information/#4. Once the funding begins, SDOP requires

that the above mentioned reports be received in a timely manner, reports (or correspondence explaining why the

information cannot be submitted) not received within 3 months of their due date could result in the grant being rescinded.

Report of the Treasurer CRE Russell Gladding

The required audit of the Savannah Presbytery financial records for 2013 is being completed this month. It will

be reported on at the May, 2015 Stated meeting. The financial condition of Savannah Presbytery at the end of

2014 is good and sound. The Financial Reports are attached in the Winter 2015 Stated Meeting Handbook.

The Balance Sheet at December 31, 2014 shows a solid Current Ratio with all bills and per capita paid. The

New Covenant Growth Fund balance reflects the early and final payment of $200,000 from the Immanuel

Korean Presbyterian Church in their purchase of the property of the former Hinesville Korean Presbyterian

Church.

The Profit and Loss Statement shows Unified Pledge income for the year at 98.2%. Please note that several

churches paid more than their pledged amount for the year. Twenty-one congregations paid 100% or more of

their pledges during 2014. We are grateful for this faithful stewardship to God in this part of Christ’s Church

called Savannah Presbytery.

Expenses for the year were at 98.3% of budget. This is due to the good work of our Teams and Committees in

managing their expenses. The Savannah Presbytery Council expenses show a over budget amount of

$15,631.29. The bulk of this was in two accounts. The overage in the Building Maintenance account was due

to the emergency replacement of the second HVAC unit and an unexpected roof leak on the rear of the office

building. Council Miscellaneous Expense was due to the Council’s commitment to assist one of our

congregations in paying the moving expenses for their new pastor.

We finished the year slightly in the red with an amount of -$328.62 of income less expenses.

The proposed Budget for 2015 is also attached in the Handbook. The expense budget increase from 2014

reflects the start up of Cross Roads, a new 1001 New Worshipping Community in the Brunswick community.

The Discipleship Renewal and Transformation Team requested at the October, 2014 Stated Meeting that funds

in the New Covenant Growth Fund, on a case by case basis, for the start up of NWCs be added to the list of new

church development projects and existing church renewal and transformation. This budget includes the use of

$32,000 from this fund for Cross Roads. This gives us a balanced budget assuming giving to unified giving

continues in the historic percentage amounts of the last several years in excess of 95% of budget in annual

giving.

As of this time we do not have all pledges in writing. The numbers you see on unified giving are a combination

of written pledges and verbal commitments. There are also churches that have not responded yet. However, the

trend of what we have leads us to believe, if recent history is a guide, that we can balance our budget. It is

encouraging to note that there are quite a few congregations that have made substantial increases to their

pledges. Many are also able to remain faithful at the same level of last year’s giving. This faithfulness helps

with a few congregations that are not able to give as much in 2015. Our connected church is a wonderful thing

and we see that played out here in our discernment of what we can do together.

For those other congregations that are cutting back because of differences with the PCUSA, or perhaps with me

of other staff at the presbytery office, I would remind you that holding back really only hurts your sisters and

brothers in Christ here in this presbytery of 41 congregations. It hurts things like New Worshiping

Communities, Leadership Development Conferences, School of the Laity, and Summer Camp for our youth. It

could have made the difference in having to cut Montreat Youth Conference, Youth connect funding, and

Triennium out of the budget in the past several years. Thankfully, faithful churches and individuals took these

projects on. What else might we do in mission efforts here and around the country and world if everyone

contributed a widow’s mite.

There is an opportunity for those who do not support through the Unified Giving to contribute to specific line

items in the budget. For those who might feel they want to help more, there is also that opportunity. This year

we will not include a special offering for the presbytery to balance the budget. Instead, we encourage you to

give to line item 4006 New Church Development Income. This line item can help limit the amount we take

from our reserves from the New Covenant Growth Fund and can go for the needs of our two New Worshipping

Communities for items and materials they may need in the coming year as their ministry evolves. You can also

contribute to any of the Education and Training Team’s programs, to the Mission Team, or the Discipleship

Renewal and Transformation Team. I urge you to join this community of faith, Savannah Presbytery, in these

efforts.

My friends as I wear the Treasurer’s hat of my calling I grieve when I hear some of the reasons for not giving.

But it gives me great joy to know so many who give freely and generously, responding in this part of their lives

called stewardship, not just of finances, but of their whole being. I thank God for each and every one of you.

ORDER OF THE DAY: A Litany of Celebration for the Ministry of

Commissioned Ruling Elder Danny Grace upon his Retirement and ending his Commission as

Pastor of First Presbyterian Church of Darien

Leader: In the name of Jesus Christ, we meet as a Presbytery to recognize the retirement of Danny Grace, and

in accordance with the constitution of the Presbyterian Church (USA) and the action of this Presbytery. We

count it a privilege to take this opportunity to express our appreciation of the faithful service which this servant

of Jesus Christ has rendered to the Church.

AFFIRMATION RESPONSES FROM THE PRESBYTERY COLLEAGUES

DECLARATION OF HONORABLE RETIREMENT

Leader: Beloved in Christ, in as much as God has brought you to years of Christian Maturity in the gospel

Ministry and you have now requested retirement, Savannah Presbytery, in granting your request, desires to

make public acknowledgement of our appreciation for your service to Christ’s Church.

Words of appreciation and best wishes have been directed to you across the years and in this meeting

today. It is my privilege as General Presbyter of this Presbytery to grant you retirement and to say for all of us:

Continue to go into the world in peace; have courage; hold on to what is good; return no one evil for evil;

NON-BINDING RECOMMENDATIONS ON THE PROPOSED AMENDMENTS TO THE

CONSTITUTION OF THE PRESBYTERIAN CHURCH (USA)

14-1 Confession of Belhar. Recommending a YES vote by a 6-0 vote of the PJC.

Rationale: The confession is a strong affirmation of our faith in the unity of the church which is

anchored in the love of Jesus Christ. It is the authentic experience of church in the struggle against

apartheid in South Africa, and the confession celebrates the joys of reconciliation and peace in the

pursuit of righteousness.

14-A. Renunciation of Jurisdiction. Recommending a NO vote by a 0-6 vote of the PJC.

Rationale: We agree that renouncing the jurisdiction of the church as the accused in the midst of a

disciplinary process is serious and should have consequences. However, does this proposed life-time

ban apply to the vocation of teaching elder or to the person even being a church member or participant

in a congregation? This seems to lock the door forever without any possibility of future discussion or

return.

14-B. Final Assessment. Recommending a YES vote by a 6-0 vote of the PJC.

Rationale: The language makes what is obvious even more clear. The new language reflects current

practices and enables the mission to be accomplished with greater flexibility and clarity.

14-B.2. Accommodations. Recommending a YES vote by a 6-0 vote of the PJC.

Rationale: The language achieves better clarity and requires the minutes to state reasons for waivers and

explanations for alternate evaluations.

14-C. Child Protection Policy. Recommending a YES vote by a 6-0 of the PJC.

Rationale: The inclusion of a child protection policy provides a practical and useful expression of best

practices that will help councils in implementing a safe environment for children and adults.

14-D. Minimum Composition of a Presbytery. Recommending a YES vote by a 6-0 vote of PJC.

Rationale: This language sustains the current practice concerning minimum composition of a presbytery

and then adds flexibility and oversight for making exceptions to the minimum requirement to enhance

mission.

14-E. Interreligious Stance. Not making a recommendation. PJC vote was a tie at 3-3.

Rationale: Half of us agreed with the Advisory Committee on the Constitution that the new language is

different words saying the same thing. Half of us liked the new language that the church of Jesus Christ

is a sign of God’s love for all humanity and all creation. You decide.

14-F. Marriage. Recommending a YES vote by a 6-0 vote of the PJC.

Rationale: This amendment does not say what must happen concerning same-gender marriage in the life

of the church, but it does say what may happen if Sessions agree to the use of the sanctuary for such

services and if teaching elders agree to officiate at such weddings. It does allow for marriage to be

between “two people, traditionally a man and a woman.” We understand that for people who consider

homosexual relations to be a violation of the Bible’s moral code of conduct, such a change is not

warranted. However, those who watch Jesus touch lepers and include all people in his love will want to

make sure that we are not furthering a religiously-sanctioned prejudice by withholding marriage from

same-gender brothers and sisters in Christ. The journey is not an easy one, but this amendment calls for

patience and for permission to continue the journey toward fairness for all people.

Report of the Presbytery Council TE Rev. Rick Douyliez, Moderator

For Information: The Savannah Presbytery held a retreat on Tybee Island on January 11 – 12, 2015. Our discussion centered

around our theme for the new year of Re – Understanding Evangelism and our need for being the Church. The

Discipleship Renewal and Transformation Team is working in leading this with our 1001 New Worshiping

Communities and congregational transformation as we week to be disciples. However there are many

opportunities for our other teams and committees to embrace this core of our calling by Jesus to spread the

Good News of Jesus.

All of our Teams and Committees were challenged to look at what our Operations Manual says about their

particular functions. They were asked to refine and /or replace these to reflect how all of these go toward the

enabling of our 41 congregations to be the church and not get caught up in doing church work!

We hope to report back to you during this year on how this is occurring and hopefully be able to celebrate

together stories of our faith journeys within these particular contexts. We ask for your prayers and for your

helping to spread the good news to your congregations

Team & Committee Reports with Recommendations

Report of Committee on Ministry TE Rev. Kathi Parchem, Chair

For Information: 1. With the authorization of the Presbytery at our October meeting, the Committee appointed Teaching Elders

and Ruling Elders to serve on the Commission to install the Rev. Kathi Parchem as Pastor at the Frederica

Church.

2. The Committee approved the request of the Rev. Trip McKinnon and the First Church, Waycross, to dissolve

their relationship.

3. The Committee sustained their examination of the Rev. Trip McKinnon for his suitability to be presented as

a candidate to serve as Pastor of the Altama church. The Committee also reviewed the covenant and terms

of call and found them to be in order.

4. The Committee approved the request of CRE Danny Grace and the First Church, Darien, to dissolve their

relationship.

For Action: 1. The Committee recommends that the Presbytery empower the Committee on Ministry to appoint a

commission to install the Rev. Trip McKinnon as Pastor of the Altama Presbyterian Church.

2. The Committee recommends that the Presbytery empower the Committee on Ministry to appoint a

commission to install the Rev. Don Johnson as Pastor of the Butler Memorial Presbyterian Church.

Report on Education and Training Team TE Rev. Will Shelburne

Montreat Youth Camp: A Savannah Presbytery Group of 34 youth and 6 chaperones will be going to

The 2015 Youth Mission Trip will take place July 13-17. Two potential mission possibilities outside of the

Report of the Discipleship Renewal & Transformation TE Ed Ayers

The DRT Team (affectionately referred to as the “DIRT Team”) has been meeting to formulate our purpose and

focus our efforts in a new year with a new vision. While there are no formal recommendations or motions for

this meeting, we do have some exciting plans and involvement in disciple making and evangelistic renewal.

We are learning more of the strong ministry in Swainsboro, with their pastor, Rev. Ozeas Silva, at the Hispanic

Ministry Center. We will be working with Ozeas and that congregation in efforts to help them move into God’s

future for them. We are also blessed and excited about a new worshiping congregation in Brunswick. Rev.

Tripp McKinnon has become the pastor at the Altama Church. He is working half time at Altama and half time

guiding a new worshiping community in Brunswick (and beyond). We are blessed to be a part of these

ministries and to see God’s Spirit at work.

We are also looking forward to helping each and every congregation who is looking toward a renewed interest

and effort in being faithful disciples by discipling others and, as a blessed benefit, seeing God’s transformation

in multiple ways. If this sounds like something your congregation needs and would like to pursue, please let us

know. We would love to work together with you and God’s Spirit toward renewal.

Report on Presbyterian Women RE Molly McCarthy, Moderator

It was a raining night in Georgia, when the Savannah PW coordinating team arrived for our

Friday night dinner and meeting before the Annual Gathering on Saturday, January 24, 2015. We

enjoyed the having some members from Jesup church join us. It was a special dinner with Rev.

Pete Ullman and his family, Paul and Bobbie Scott and Justina Westberry, Moderator of Jesup

PW, along with seven members of the coordinating team plus, Charlotte Goff’s husband, Dick.

The food and fellowship made us forget it was a rainy night!

Saturday was a day that was windy and cloudy, but it did not stop the women gathering at Jesup Presbyterian

Church! From the pictures that showed up on personal Facebook pages it told the story of the day. During roll

call of churches, a flower placed in the PW cross remembering the women that we have lost in the last year. As

each name is said we remember the part these ladies had in our lives and our church. We thank God for letting

us know them.

Our speaker for the day was our own Savannah Presbytery seminary student, Kate Watkins. Kate was

wonderful with her message to us and showed us all that someday, a church is going to welcome her and love

her as much as we do.

Workshops went great and a big thank you to the ladies of St. Marys PC for stepping in at the last minute to fill

a spot with their Prayer Shawls! (We were sorry to hear that Georgia Homes couldn’t come because of the flu!)

Also, thank you to Sherri Bozardt from Thornwell Home for Children, Camille Gaffon from Villa International

and Molly McCarthy and helpers for Prayer Rings.

The ladies at Jesup out did themselves. From the wonderful lunch and beautiful place settings at each table to a

loaf of bread for everyone to take home! Thank you for hosting this event and for all your work for a very

special day.

As I reflect over the past year, I have been blessed by the Presbyterian Women in this Presbytery. From

worshiping in churches, attending circle meetings and greetings at events thru out this Presbytery. It’s great to

be a Presbyterian Woman!
