RECOGNITION IGNOU is a National University established by an Act of Parliament

in 1985 (Act No. 50 of 1985). IGNOU Degrees/ Diplomas/

Certificates are recognised by all the members of the Association of

Indian Universities (AIU) and are at par with Degrees/ Diplomas/

Certificates of all Indian Universities/ Deemed Universities/

Institutions vide UGC No. F. 1-8/92 (CPP) dated February 1992 &

The Indira Gandhi National Open University (IGNOU) was established in 1985

by an Act of Parliament, with a view to democratise education and improve

the quality of life of our people. IGNOU has now emerged as the largest

mega university in the democratic world. It is mandated to cover large

segments of population across the length and breadth of the country

particularly the disadvantaged groups of society engaged in various vocations

and professions. The primary emphasis is on innovation, flexibility and cost-

effectiveness. The University follows a learner-centric approach. It has

successfully adopted a policy of openness and flexibility in terms of relaxed

entry qualifications and provision for multiple entry and exit, pace, place of

study etc.

At present, IGNOU is offering 125 programmes and has over 1.4 million

students on its roll. The University operates through a strong network of 58

Regional Centres and 6 Sub-regional Centres. There are over 1400 Study

Centres across the country, which provide individualised support to the

learners. Most of these centres are equipped with the state-of-the-art video-

conferencing facility. The University produces high quality and rich content

courseware for its learners for which the IGNOU was conferred an Award of

Excellence by the Commonwealth of Learning (COL), Canada. It is a

University with a difference.

Objectives of the University

The University has the following major objectives:

• Promoting the educational well-being of the community;

• Democratising higher education by providing easy access to all

those who desire to improve their qualifications, skills and

competence by taking education to the door-steps of people living

even in remote areas;

• Offering need-based innovative academic programmes by giving

professional and vocational orientation to the course curriculum;

• Disseminating learning and knowledge through an innovative

multiple media teaching-learning system.

In addition, IGNOU also has the responsibility to promote and develop the

distance education system in India.

The School of Engineering and Technology has the responsibility of initiating academic, continuing and extension education programmes in the areas of engineering and technology. The School has developed several programmes aimed at increasing job potential and economic advantage to the learners. To fulfil its mandate, the School regularly interacts with employing agencies, professional bodies and industry so as to reflect educational and training needs of the targeted learner group in the curriculum. The school practices participative and collaborative strategy by inviting different industries. The instructional packages are designed and developed with the help of experts drawn from various institutions of acknowledged expertise: IITs, National Institutes of Technology (NITs), reputed Universities and Engineering Colleges and Industry. The School has forged alliances with the Ministry of Power, Construction Industry Development Council (CIDC), Directorate General of Shipping (DGS), Khadi and Village Industries Commission (KVIC), Footwear Design and Development Institute (FDDI), Hero Honda Motors Ltd. (HHML) etc. to design, develop and conduct tailor-made courses to meet the specific needs of respective employment sectors. The programmes launched by the School range from a vocational qualification certificate to the degree programmes in engineering and technology. The School has successfully launched its programmes at various levels in the areas of Civil Engineering (Construction Management and Water Resources Engineering), Mechanical Engineering (Computer Integrated Manufacturing), Power Distribution, Nautical Science, Art and Craft (Pottery) etc. Under our innovative mechanism of Competency based Vocational Qualification Programmes, the workers are trained and certified. These programmes are jointly designed, developed, implemented and monitored by our partnering industrial and institutional organisations.

The Advanced Certificate in Power Distribution Management has been developed by the School of Engineering and Technology, IGNOU in collaboration with the Ministry of Power, USAID-India and the Power Finance Corporation under the Distribution Reform Upgrades and Management (DRUM) Project for professionals employed in electrical power utilities or the electricity sector to upgrade their skills, enhance systemic efficiency and deliver quality power to the satisfaction of the beneficiaries.

Objectives The objectives of this programme are to:

• Disseminate information about the current developments and reforms in the power distribution sector,

• Generate awareness about the applications of emerging technologies and trends in the sector, and

• Educate personnel employed in the sector about various aspects of power distribution management.

Methods of Instruction The following methods will be used to impart instruction in this programme: a) Print material: Course materials in the form of printed booklets will be

sent by post.

b) Video-conferencing: Video-conferencing for the courses will be conducted for 120 hours in total, at video-conferencing centres spread all over the country. The schedule for video-conferencing will be communicated after the finalisation of admissions.

Attendance Requirement

Attendance in the video-conferencing sessions is compulsory.

Admission Schedule The programme duration is 6 months and it will be offered in the January and July cycles of IGNOU programmes from July, 2007 onwards. As a special case, the first batch would commence in November, 2006.

Assessment The assessment for each course will be carried out through term-end examinations held in June and December every year. The term-end examinations for the first batch will be held in June, 2007. The detailed assessment scheme will be communicated to the students enrolled for the programme.
