Elementary, and Brookhouse Elementary Schools PURPOSE: To request Board approval of staff recommendations respecting the boundary

The junior high schools of Ellenvale and Eric Graves Memorial were considered as the students from Portland Estates Elementary and Brookhouse Elementary schools are directed to Ellenvale Junior High School and the students from Bel Ayr Elementary School are directed to Eric Graves Memorial Junior High School. The committee held a follow up meeting on December 13, 2010 to review public input and to finalize its recommendation. Their final report is attached as Appendix A.

with the verbatim record of the public meeting held on December 6, 2010 have been provided to all Board members for their consideration.

• the proposed boundary for Brookhouse Elementary consist of the

existing geographical boundary effective September 2011; • students whose current neighbourhood school will change as a result

of the proposed 2011 boundary have the option to remain at their current school and follow the feeder system of that school or register at their neighbourhood school as per the proposed boundary;

• students who declare their intent during the registration process to remain at their current school will be classified as out-of-area students and will be accorded the rights and responsibilities of an out-of-area student as described in the board’s Creating School Populations Policy (B.003); and

• student transportation shall be in accordance with the board’s Student Transportation Policy (A.011).

Appendix A

The Boundary Review Committee Report for Portland Estates, Bel Ayr, and Brookhouse Elementary Schools

The Boundary Review Committee respectfully submits its Final Report to the Superintendent and to the communities of Portland Estates, Bel Ayr, and Brookhouse Elementary Schools. The members of the committee have devoted a significant amount of volunteer time to review the Board Motion of April 2005, the demographic data and enrolment data provided by the Halifax Regional School Board (HRSB) Operation Services utilizing the Baragar Software System, and the local knowledge provided by the school principals and community representatives. The committee also reviewed the regional planning context for these school communities as provided by a Planner and Development Officer from the Halifax Regional Municipality and the Halifax Regional School Board Planner. Procedures of the Committee

• The Committee followed the “Duties and Responsibilities of the Boundary Committee” as defined in Procedures 5.0 of the HRSB Creating School Populations Policy.

• When evaluating the scenarios and suggestions, the Boundary Review Committee referenced the board motion of April 2005 and the guiding criteria as defined under Procedures 6.0 of the HRSB Creating School Populations Policy.

Goals of the Boundary Review Committee as Determined by the HRSB

• To respond to the board motion of April 2005 • To ensure that the boundary can be clearly articulated through geography • To ensure that students would attend their neighbourhood school

Details of the Interim Boundary Proposal

• The proposed boundary for Portland Estates will consist of the existing geographical boundary plus Portland Hills. Students residing on the north side of Portland Street who currently attend Portland Estates will be directed to Brookhouse Elementary.

• The proposed boundary for Bel Ayr will be altered with the removal of streets from Portland Hills.

Additionally, the northern portion of Donegal Drive and Lodge Court will be re-directed to Caldwell Road Elementary.

• The proposed boundary for Brookhouse Elementary will consist of the existing geographical

boundary and the addition of students residing on the north side of Portland Street (Woodlawn area) who currently attend Portland Estates Elementary School.

Rationale for the Interim Boundary Proposal The Interim Boundary Proposal was recommended based on the following rationale: Board Motion of April 2005

• The motion includes the following statement that “Portland Estates Elementary School be capped for all students from the new phase 4 of the Portland Hills development. This capping means that although this area is assigned to Portland Estates Elementary, the students will be assigned to the designated school of Bel Ayr Elementary until the Board determines that there is room for them at Portland Estates Elementary.” There is now space available to have these students attend Portland Estates Elementary School.

6.1.1 Long Term Viability

• The Committee worked to find a solution that would be viable for at least the next 5 years.

6.1.2 Potential Enrolment Growth

• The overall school population has been declining and it is understood that with or without the Interim Boundary Proposal being implemented, the schools will be under capacity. However, with the Interim Boundary Proposal the enrolment will be as follows:

lunch in schools when determining capacity. Capacity for junior high schools is based on the number of classrooms with a capacity of 30 students per classroom allowing for specialty area such as leaning centres, music rooms, and labs. Functional Capacity is based on the number of teaching spaces which can have up to 30 students in grades 4-6 and 25 students in P-2. The capacities provided on this slide are based on design capacity and as such the functional capacity of each of the schools would be greater than that listed. More students can be accommodated than the number shown on the chart. These projections have been determined using the 2010 enrolments for students grades Primary to 8 and adding the potential primary enrolments for 2011. The potential primary numbers have been determined using the statistical information as provided by the Baragar demographic software. 6.1.4 Optimum Utilization of Facilities

• This proposal will ensure that the newest facility is not under utilized. This will result in a total population of 408 at Portland Estates for the first year 2011-2012, but that population will reduce after that.

• The other schools will be under capacity but they would be with or without the change in boundary.

6.1.6 Impact on Affected Students and Communities

• Some students would be redirected to their neighbourhood school, thus allowing the students to go to school in their neighbourhood.

• There would be a small number of students whose receiving junior high school would change.

6.1.7 Impact on Delivery of Programs

• Delivery of the Public School Program is maintained at all sites.

6.1.10 Student Transportation and Safety

• The Board’s Transportation Policy would be applied to all students. • Transportation in these school catchment areas is mainly courtesy bussing. Courtesy bussing is

determined on an annual basis and is not dependent on boundaries.

• Therefore, there will be minimal impact on student transportation and student safety. Other Considerations

• The boundary can be easily defined using the geography in the community.

• Families that were told they could attend Portland Estates once there was space will now be accommodated.

• The staffing at a school is determined by formula and is based on the total enrolment. Specialist and

support staffing (Learning Centre, Resource and Educational Program Assistants) are designated based on student needs at the site. This is done for every school on an annual basis.

The Public Meeting

• The public meeting was held on December 6, 2010. There was a large turnout (approximately 200) at the meeting. There were 16 submissions and approximately 18 others who spoke during the open question period following the presentation. In addition, several people left written submissions with the facilitator.

• Emails were received and a petition was also tabled at the Committee meeting.

• The overwhelming concern was the impact on current students and families who would be affected by

the interim boundary proposal. Deliberations Following the Public Meeting After reviewing the public submissions, the petition, and the verbatim notes, the Committee discussed:

• the appropriateness of the Interim Boundary Proposal, • the concern of parents whose children will be affected by the proposed change in boundary, • the submission by one person of an alternate boundary solution.

The committee was in agreement that the interim boundary proposal presented at the December 6 public meeting be forwarded to the superintendent and that the committee make a recommendation to the superintendent to support the concern of parents whose children will be affected by the proposed change in boundary. Final Recommendation The Boundary Review Committee recommends that:

• the proposed boundary for Portland Estates consist of the existing geographical boundary plus Portland Hills.

• the proposed boundary for Bel Ayr be altered with the removal of streets from Portland Hills.

Additionally, the northern portion of Donegal Drive and Lodge Court be re-directed to Caldwell Road Elementary.

• the proposed boundary for Brookhouse Elementary consist of the existing geographical boundary.

• all students whose current neighbourhood school will change as a result of the proposed 2011

boundary have the option to remain at their current school and follow the feeder system of that school or register at their neighbourhood school as per the proposed boundary.

• in addition, the younger siblings of these affected students should also be given the option to enroll in

the same elementary school, provided the older sibling is still in attendance at that school, until the start of the 2016-2017 school year.

FREQUENTLY ASKED QUESTIONS BY PARENTS AND GUARDIANS

Q: Why are we having a boundary review? A: When the last boundary reviewed occurred in 2005, it was to be a temporary solution to overcrowding at Portland Estates Elementary. The Board motion at the time indicated that once there was room at Portland Estates the students from Portland Hills would be accommodated at Portland Estates Elementary. Q: When will this new boundary go into effect? A: When an Interim Proposal receives the approval of the governing Board, the new boundaries will be in effect for the following September. Q: Registration for primary begins February 1, 2011. What if this proposal is not approved by that date? A: Parents will register their child for primary at their neighbourhood school within their current boundary. If the decision is rendered by the Board to accept the Interim Proposal, thus changing the boundaries as recommended in the proposal, prior to February 1 the parents affected will then register their child at the new school. If the decision is after that date, the schools will forward the registrations to the appropriate school. Q: My child has been accepted as an Out of Area student. Will my child be affected by this change? A. No. Once a student is accepted as an out-of-area student, that student is considered part of the population of that school. Q: Will the students who currently attend a school be grandfathered at that school if they wish to remain at the school? A: No. There are no sibling rights or grandfather clause in this Interim Boundary Proposal. The committee’s role is to determine the appropriate boundary. You can follow the procedures for request to register your child at a school other than your neighbourhood school as outlined in a question below. Q: I have a child in Grade 7 at Eric Graves. I live in Portland Hills. Can my children attend Eric Graves Memorial in September 2011? A: There is no grandfather clause in this Interim Boundary Proposal. You must register your children at the neighbourhood school. If the Interim Boundary Proposal is approved, you would register your children in Ellenvale for September 2011. You can follow the procedures for request to register your child(ren) at a school other than your neighbourhood school as outlined in the question below. Q: I have a child in Bel Ayr. I live in Portland Hills. Can my children attend Bel Ayr in September 2011? A: There is no grandfather clause in this Interim Boundary Proposal. You can follow the procedures for request to register your child(ren) at a school other than your neighbourhood school as outlined in the question below. Q: I have a child in Portland Estates Elementary and attend there due to sibling rights from the last boundary review. Will my child be able to stay at Portland Estates? A: There is no grandfather clause in this Interim Boundary Proposal. You must register your children at the neighbourhood school. If the Interim Boundary Proposal is approved, you would register your children in Brookhouse for September 2011. You can follow the procedures for request to register your child(ren) at a school other than your neighbourhood school as outlined in the question below. Q: Are there options for students to remain at their current school, if my child is affected by the change in boundaries? A: You can follow the procedures for request to register your child(ren) at a school other than your neighbourhood school as outlined in the question below. Q: How can I register my child at a school other than my neighbourhood school? A: You can apply under board policy B.003: Creating School Populations, to place your child at a school outside your neighbourhood. To do that, you must:

• Pick up an Out-of-Area request form from the principal at your neighbourhood school • Fill out this form and have it signed by your neighbourhood school principal. • Give the signed form to the principal at the school you want your child to attend. • Applications may be received by a school on or after April 1st • All applications must be processed on June 30 of the year of the transfer.

The receiving school principal makes the decision based on student enrollment, the makeup of the receiving class and available school resources.

If your child is accepted at another school, you are responsible for their transportation to and from school. For more information, read policy B.003: Creating School Populations – (Procedures – Section 14.0.) found at http://www.hrsb.ns.ca/files/downloads/pdf/board/policy/sectionb/b.003-creating-school-populations.pdf

Q: Who do I contact if I’m concerned about my child’s transition to the new school? A: You should contact your child’s current principal, and/or the principal at your child’s new school, for direction and support. Principals for the receiving schools have been part of the boundary review committee and will work with all families to make them feel welcome in their new school. Q: I did not make a presentation at the Public Meeting, how can I get information to the Board? A: You can submit a written submission to the Boundary Review Committee by contacting Jill McGillicuddy – [email protected] or 464-2000 ext. 2277 on or before December 10, 2010. The Committee will consider the information before completing their final report and submitting it to the Board.
