Halebank Spring 2011 Bid Business Message from the Chair Hello and welcome again to every one on the Halebank Industrial Estate. How quick time flies.We have quite a considerable amount to report on what has been happening since our last meeting. Firstly, I would like to say a very big THANK YOU for the turnout at the February steering group meeting. It was well attended by several new faces and representatives of businesses on the estate, which makes the meeting more interesting for all who attend. However, it would have been nice to have seen more people at the steering group/AGM which was held in May. The new broadband system has been installed and the estate now has a new provider and greater internet service which was high on your list of priorities. This just goes to show that we can make a difference and we do listen to what you say about what you would like to happen on your estate. After several reports of a rat infestation within the estate, we brought in a specialist company to deal with the issue.As a result, this appears to have returned to a medium to low level problem. We are confident we are getting on top of this concern. A considerable number of you requested that we looked into the feasibility of having gas supplied to Pickerings Road.We need to know exactly how many would like this and whether, if it were available, you would use more gas as opposed to your current resources.We will continue to look into this option and let you know the outcome. We are also looking to introduce a free estate-wide recycling provision for paper, plastics, cans etc and therefore reduce costs to businesses in the process. Don’t forget - if you think there is anything we can do to improve Halebank Industrial Estate, then please get in touch to see if we can implement YOUR suggestions. Mersey Gateway Team continues to plan ahead Just prior to Christmas 2010, Halton Borough Council received confirmation that the Mersey Gateway Project had been granted planning approval. Since then the team at Mersey Gateway has been continuing to work with officials at the Department for Transport on agreeing the final funding arrangements and they have also conducted a Market Consultation Exercise ahead of the main project procurement programme commencing in the spring. As well as explaining key aspects of the project, the exercise allowed potential bidders to provide feedback and to raise any matters they considered important before procurement is formally launched. Many Halebank businesses are potential suppliers and can register interest on line at www.merseygateway.co.uk Cllr Rob Polhill, Leader of Halton Borough Council, said “There is still a lot more work to do before we begin construction, but this brings us a huge step closer to delivering much-needed new jobs and investment for Halton and the whole region.” An estimated 4,640 new jobs will be created through direct employment, regeneration activity and inward investment, with construction work alone expected to create around 470 permanent jobs on site. Other spin off benefits include plans to kick start a major 20 year regeneration programme for Halton, incorporating the improvement of regional transport links to encourage new and inward investment. The preferred route directly affects approximately 100 office and industrial premises along its path. Where relocation is necessary, the council is working with those businesses affected to locate suitable alternative premises. So far, over 100 directly affected landowners, leaseholders and tenants have been contacted to inform them of the plans for the project and the details of how it would affect them. This continues to be an ongoing process. The current timetable is: 2012 - Award contract to successful private sector partner 2012-2015 - Three year construction process 2015 - Bridge opens

Farewell to LeeonMost Halebank businesses will now be aware that the Business Parks Officer, Leeon Wong has now left HaltonBorough Council and moved to another job out of the area. During his time overseeing the Halebank BusinessImprovement District, Leeon was instrumental in setting up a number of initiatives to enhance the workingenvironment around the estate such as landscaping improvements and installation of grit bins and he also wasable to address individual business concerns resulting in an improved security provision and installation of thenew broadband system.

Tim Leather, Halton Borough Council’s Principal Business Development Officer said “Although we were sorry tolose Leeon, we wish him well in his new job. Candidates are currently being interviewed for Leeon’s post and itis hoped that a new Business Parks Officer will be in post shortly. New Halebank Initiatives 2010\11What’s Happening?

At the beginning of the financial year resident businesses were encouraged to put forward ideasfor new and innovative projects which will result in meaningful and lasting improvements to theestate. Those ideas form the basis of the work programme for the Business Parks Manager.

Broadly, the initiatives suggested by the business community fall into three categories:security, physical and environmental improvements, business support andimage improvements.

SecurityWhile recorded crime at Halebank has fallen dramatically since the inception of the BIDProgramme, improved business security remains a high priority for resident businesses. TheBusiness Parks Officer met with Cheshire Constabulary and Select Security Services to evaluate theeffectiveness of the current CCTV system and security provision across the estate and will bebringing forward a proposal for consideration, by the businesses, for an enhanced system.This will include:� An overhaul of the current CCTV system� Possible enhancements to the CCTV system to provide greater coverage across the estate� The introduction of additional alarm diallers. Alarm diallers provide an electronic link between

an individual security system and Select Security whenever there is a problem at a specific unit

Physical and Environmental ImprovementsThe BID Team has:

� Worked with the Council’s Open Spaces Team to ensure that the general state of landscapemaintenance around the estate is up to scratch

Runner Alan sprintsonto ExecutiveCommitteeRecently, a new member was elected to theHalebank Executive Committee. Alan Hockenhull,Sales Manager at Grundy Skip Hire Ltd, has filled oneof the two vacant posts. He has worked for GrundySkips for 12 years having previously held a variety ofjobs within the waste management sector. He hasalso been a professional footballer with ManchesterCity & Exeter City and is a keen triathlete and runner,taking part in a number of 10k’s and half and fullmarathons, enabling him to raise money for variouscharities. Next year, Alan plans to take part in his firstIronman race which consists of a 1 mile swim, a 50mile bike ride followed by a marathon to finish!

� Worked closely with Merseyside Coating Ltd and neighbouring businesses to address theproblem of dust which is an inevitable bi-product of MCL’s operation. A Council mechanicalroad sweeper now regularly cleans both Merseyside Coating’s premises and the adjacentroads resulting in a noticeable improvement in air quality in the area

� Been looking at an estate-wide recycling scheme. In order to keep costs to a minimum thescheme will probably involve the distribution of recycling bags to resident businesses whichwill be collected free of charge

Business Support and ImageImproving both the image and the trading environment across the estate is also a key element ofthe BID Programme. The BID Team have, therefore, worked with local companies to put in place aprogramme which best meets their development needs.

This involves:

� Renewing the estate wide group membership of Halton Chamber of Commerce and Enterprisewhich means that all Halebank business can take advantage of Chamber services, for example,Export Documentation.

� Putting in place a series of free training sessions for resident businesses covering areas suchas Health and Safety and Management Training (see article on page 2)

� Creating an estate-wide wireless broadband system. The infrastructure for the wirelessbroadband system is now in place. Companies wishing to connect to the broadband systemshould contact Diane Robinson (contact details on back page) who will put them in contactwith the service provider

A number of initiatives suggested by the business community were found to be either impractical orcost prohibitive. For example, the provision of a gas supply to certain parts of the estate was initiallyfound to be expensive, however an alternative proposal is being considered. The BID Team has,however, been instrumental in introducing traffic management measures to certain parts of theestate. For example, yellow lines on Foundry Lane and modification to the junction on the southwestern side of Pickering’s Road.

Halebank business spotlightPickerings Road based Assembler Data Cabling Ltd (Assembler DCI Ltd ) specialise in the installation of data, fibre and telephone cabling andcan also offer a wide range of other services. They can provide wireless networks, IP telephony, CCTV (digital), security products(environmental monitoring, door access etc) as well as installing total network solutions. These are all tested and warranted by their ownhighly skilled engineers. They also install, terminate and test a vast range of fibre optic cables.

Over the last fifteen years, the company has developed an enviable client list in industries as diverse as motor manufacturers, rail and thehealth sector. Director Janet Begg says ‘We make a point of understanding your business and how it operates. If you need advice, speak withone of our engineers because with all our experience we should have all the answers.’

Increasingly the company are focusing on the provision of security and environmental monitoring systems. For example, the MOBOTIXnetwork camera technology system is an inexpensive alternative to a security service. It can be operated around the clock and configured totrigger an event-based alarm. A single gate keeper, using this camera system, can have a clear view over all building entrances and use theintegrated intercom to talk to visitors or to open gates/barriers.

Training tails offDiane Robinson, Business Development Officer, reportsthat after a positive start, the latest attempts toorganise training for the local businesses have beenvery disappointing. Two courses, Fork Lift Truck(Novices) and First Aid, were cancelled due to there notbeing any take up by Halebank companies. A furthercourse, Health & Safety in the Workplace Level 2, hadlittle support from Halebank businesses. However,rather than cancel it, Diane arranged for the course tobe changed to Level 1 and opened it up to Astmoorfirms who quickly snapped up the places and werehappy to travel to Halebank for the training.

Diane says “There is future training later in the year soplease do take advantage of it. These are all coursesthat Halebank companies have requested and we runthem on the estate itself to allow as manyemployees as possible to attend”. Recyclingplansprogress

As mentioned in ‘Message from the Chair’ plansare progressing for an estate- wide recyclinginitiative and the Bid Team are in discussion withHalebank based company, Yield, based inPickerings Road.

The provision of boxes would be impractical asthey need to be ordered in vast quantities,however Yield would be happy to operate a bagsystem. By using a local firm, businesses cansave a considerable amount on their trade wastecollection and additionally, the carbon footprint ofHalebank’s waste will be significantly reduced.
