1. Attached herewith is No. 44 in the series of Periodic Reports by

the Supreme Allied Coxmf^^ier Europe to the Standing Group. This report

covers the months of January. February and March 1955-

2. During the period under re vie* SHAPE and the Major Subordinate

Commands have given priority to the initiation of the studies emanating

from the North Atlantic Council1S approval of MC 48 in December 1954, in

developing the 1956 Seventh Slice of the NATO Comaon Infrastructure

Prcgrasij and in planning for the future German contribution to Allied

Command Europe.

infomed the Major Subordinate ConanTs that the Military Conaittee had given their general approval to The Capabilities Plan ACE 1957 and in con-sequence they were free to discuss follow-up action on SGM-600-54 with MODs.

By SH 38609 of 8 Feb, the Major Subordinate Comands were given further instructions concerning the discussion of Capabilities Plans with »ÖD« with the object of ensuring that planning was proceeding on a practical level. Major Subordinate Coaaands were also authorized to distribute their Capabilities Plans to their subordinate NATO commands.

c. In accordance with SGM-62-55 of 27 Jen, SHAPE was represented at a Meeting of the Standing Group Staff and Suprane Commanders Stzff Officers held in Washington on 14 fab to discuss * directiv* on Capabilities planning. As a result of this Meeting a new draft directive, SGM-94 55, was issued on 16 Feb.

13. CHANCOM EDP1-56« 3y SHAPE/124/55 of 1 Mar, CHANCOM was informed that SHAPE agreed with the planning factors on which it was proposed to base CHANCOM EDP 1-56«

14. Exchange of EDPefe By AG 1220 PPO of 30 Mar. SHAPE referred to SGM-240-54 and the agreements reached at the planning coordination conference held at SACLANT Headquarters 8-10 Nov 54» and asked Major Subordinate Commands to forward their recommendations regarding the external distribution of their EDPs, and to say what plans of adjacent and other cc^n^nds they thsns^lvee required-

15« Alert Measures« a« On 24 Jan CINCSOUTH reported that- the negotiations concerning SACEUR1 s alert measures with the French authorities in Austria, as they affected French troops in Austria, had been concluded successfully«

b« By SHAPE/52/55 of 26 Jan, SHAPE informed the Standing Gioup that USCINCEDR had intimated that the US negotiators had recommended that the US authorities accept SACEURfS alert measures with the exception of the one measure dealing with the deployment of Assigned and Eanarked r ore et.

f # On 26 Mar the Danish MOD informed SACEUR and CINCNORTH as to his Goveraaent * s preliminary views concerning SACEtJRtS Alert Measures and gave hi« governments formal acceptance to a number of measures insofar as they affected the assigned Danish forces,

Action is being taken by SHAPE to consider the action required under the provisions of SG 129/4* So far only two nations, GREECE and ITALY, have given their official ratification to the negotiations on SHAPV70/54. TO this end, SACEtJR on 18 Mar dispatched letters to the Belgian, Canadian, Netherlands, French, Luxembourg, UK and US MODs asking for the official agreement of their governments to the alert measures already agreed by their negotiators.

By SHAPE/150/55 of 14 Mars the Offensive Mining Plans of ACE, as related to the military operations of the 1957 Capabili-ties Plan, were forwarded to the Standing Group in accordance with the request contained in STAND 815 of 8 Sep 54. In forwarding these plans, SHAPE again emphasized the need for the formation of a Mine Warfare Advisory Group to coordinate the overall NATO mine warfare effort.

17. Air Defense Directorate, a. By AG 1250/4 PPO of 7 Jan, SHAPE informed the Major Subordinate Commands that the Standing Group had approved the recommendations contained in para IO b af SHAPE/626/54, and that an Air Defense Directorate would be established in SHAPE on 1 rfcr.

b. By SH 38182 of 14 Jan, the Standing Group was given the details of the personnel requirements for the air defense organization to be set up in SHAPE under the Air Deputy.

c. The Air Defense Directorate was established at SHAPE under the Air Deputy on 1 Mar, under Air Commodore C. G. LOTT, RAF. The Directorate's responsibilities include, with the Air Defense Technical center at THE HAGUE, the planning and coordination of research and scientific information on al-L mattors relating to air defense within AOEi

d. Ry SH 39282 of 15 Mar, SHAPE informed the Standing Group, in reply to STAND 981 of 28 Jan, that it would be impracticable to submit a progress report on the coordination of air defense measures as early as April due to the fact that Air Defense Directorate at SHAPE was still in a formative stage.

18. Air Defense Procedure, A. By AG 1250 PPO of 28 Jan, MODs and the Major Subordinate Commands were given revised air defense procédures, together with the basic principles qp which they were compiled, for use within ACE.

b. By AG I25I AD of 30 Mar, the Major Subordinate Commands were given cert ai 1 proposals regarding air alert procedures and asked to conment. Copies of these procedures were also provided to HDDs.

19. German Armed Forces, a. By SHAP /33/55 of 19 Jan, the Major Subordinate Commands were given the resume of discussions held with Dr. Speidel on 11 Jan when an outline plaxi for the bùild-up of the German forces was reviewed.

b. By SHAP /98/55 of 15 Feb, the Major Subordinate Ccnaminda were given outline details of the proposed German motorized infantry and armored divisions.

c. By AG 1231 PPO of 2 Mar, the Major Subordinate Ccnmands were given additional guidance on the development, of the Genan Aned Forces«

d. A meeting was held at SHAPE on 4 Mar with repre-sentatives from AIRCBfr and the German Federal Republic when the Milltazy Air Warning Net in Germany was discussed. The minutes of this meeting were circulated under AG 1273/2 AD of 15 Mar.

e„ By SH 39253 of 14 Mar, CINCENT was informed that the German representatives, at an informal meeting here in SHAPE on 10 Mar, were given COMAIRCBr1S views, approved by SHAPE for planning purposes, regarding the composition and distribution of the future German Air Force. The German representatives indicated general agreement with this concept and undertook to study the necessary readjustments required in their plan.

f . By AG 0955.23 OT of 23 Mar, SHAPE forwarded to CINCENT and CINCNORTH a draft memorandum concerning the future German Naval Forces. Commands were asked to comment.

B. Planning Conferences.

20. In accordance with the instructions contained in STAND 815 of 8 Sep 54, a Conference was held at SHAPE during the period 10-22 Jan to review the offensive sea mining plans of CINCAFMED and CINCNORTH. Qualified officers from the British Admiralty and the US Chief of Naval Operations gave assistance.

21. By SHAPE AG 2209 PPO of 24 Jan, SHAPE informed SACLANT that it agreed that the SHAPE/SACLANT Coordination Conferences should be held twice yearly. By SH 38284 of 20 Jan, SHAPE suggested that the second Coordination Conference be held at SHAPE in May. On 1 Feb SACLANT accepted this proposal and suggested that the f i m date and agenda î t h i s Meeting be arranged during April. By SH 38751 of 16 F^5 the lienor Subordinate Commands

were informed as to this Conference and were asked to suggest items for inclusion in the discussions«

22. A meeting was held at SHAPE between representatives of

CINCHAN and SHAPE on 25 Jan when matters of mutual planning interest were discussed. Among 1Uiese were the coordination of assumptions for EDPs, emergency planning factors in continental ports, and anti-submarine train-ing facilities in the North Sea Area. The minutes of this conference were circulated under AG 2920 PPO of 10 Feb.

23« The SHAPE Meteorological Coonittee met on 1-3 Mar. The principal topic for discussion was the formulation of a security policy for meteorological signal traffic.

24. A conference was held In SHAPE during the period 23-25 Mar when problems connected with the formation of Air Infonation Centers were discussed with representatives of the Major Subordinate Conaands and certain Air Formations. As a result of this meeting, a directive governing the formation and Aznetlon of these centers is under preparation in SHAPE.

C. Additicmal Planning Information.

25. DeHKllltarisation of the DODECANESE ISLANDS. By SH 38043 of 4 Jan, SHAPE, in reply to STAND 946 of 10 Dec 54, gave the Standing Group additional military argument as to why IEROS was essential as the main AKSAN bass for fast patrol boats.

26. Civil Defense; Btjr AG 1273 PPO of 7 Jan, the Major Subordinate Commands were Informed that the establishment of regional subcommittees for civilian defens», which had been proposed for the Northern and Southern Riropean Areas, had been postponed. CINCNOHrH and CINCSOUTH were asked, therefore, to coordinate civil defense directly with the national authorities in their areas.

27c Meteorology, a. 57 AG 9930 PPO of 10 Jan, SHAPE accepted the cooperation offered by the UK Air Ministry regarding the provision of meteorological forecasts for NATO exercises.

b. By AG 9930 PPO of 20 Jan, the French Authorities were given additional reasons as to why it was essential that a US Weather Forecasting unit be established at ORLY Airfield to support SACEUR1 s atomic strike force.

c. SHAPE was represented at the Meetings of the Standing Group Working Group on Weather Plans held in PARIS during the period 15-18 Mar, and also at the meetings of Standing Group Working Group on Weather Communications which followed during the period 21-24 Mar.

29. Air Support» By SH 38255 of 18 Jan, CINCSOUTH was asked to indicate how the tactical air support for the Allied forces in AUSTRIA would be provided. On 15 Mar CINCSOUTH informed SHAPE that support would be provided by 56 TAP, but adequate communications would not be available until FIVEATAF activated.

32. Violation of Air Space. 9y SH 38357 of 24 Jan, SHAPE asked the Major Subordinate Commanders to «asure that there was no possi-bility of misinterpreting instructions which might cause a violation of Swiss air space by military aircraft during exercises.

33. Troop-Carrying Aircraft. By SH 38392 of 25 Jan, CINCENT and CINCNORTH were asked their views regarding the allocation of a number of troop-carrying aircraft which might become available through MDAP sources.

By AG 6580 PPO of 6 Feb, SHAPE pointed out to the Standing Group that there was no system of visual recognition and identification for use between aircraft in flight which were not equipped to fire pyro-technic signals as described in ACP 156(AA). SHAPE recommeiided that ACP 1>6(AA) be revised so as to provide an alterna-tive system of emergency identification and recognition signals.

Air Space Ptiligations A, Hy SH 38607 of 8 Feb, SHAPE gave the Standing Group its comments on SG 23o7l of 11 Mar 54 > SGM-397-54 of 1 Jun 54 "Atlantic Ocean Air Traffic Control", and SGM-58-55 of 25 Jan "European Air Space Utilization." 47* SACEDR has formed a committee under the Air Deputy to consider the problem of the survival of the Allied Air Forces in Europe. The tentative dispersal policy given in AG 6l60/l PPO of 15 Nov 54 is being reconsidered in the light of the comments made by the Major Subordinate Coimands as well as the German contribution, infrastructure and economic considerations, and new equipment under development. Since the policy adopted by ACE in this question is likely to set a pattern for several years, SACEtJR has decided to defer issuing any final policy until the subject has been fully studied. In the meantime, guidance has been given in order to enable the 1956 Infrastructure Program to be evolved without prejudicing SACEtJR1S final position with respect to the deployment and dispersal of the Allied Air Forces.

b. At the conference held at SHAPE on 1 Feb to coordinate details for this exercise, the Air Deputy emphasized the Im-portance of this exercise. He asked that the planning staffs strive for realism and pointsd cut that the objectives of the exercise v$re to test and evaluate policies, procedures and tactics incident to the Implementa-tion of SACEURFS Atomic Strike Plan 1-54.

c. Bjy AG 1702 OT of 18 Mar SHAPE, in reply to SGK-37-55 of 17 Jan, informed the Standing Group that a major air defense exercise »CARTE BLANCHE" would be held in the Central European Area during the period 20-28 Jan. 65. Meteorological Exercise. By SH 38210 of 14 Jan, MODs and the Major Subordinate Conmands were given the outline details of the proposed meteorological communications exercise to be called METEX ONE. MODs were asked to «ay to what extent they vrcrc prepared to participate in this exercise.

66. Call-up of Reservists. By SH 38725 of 14 Feb, MODs were asked to give particulars of call-up of reservists and details of exercises for Earmarked formations during 1955.

GUYNgMER Cup, On 1 Feb the Chief of Staff of the French Air Force wrote to SACEUR and offered on behalf of his Government to present a cup, to be called the GUYNEMER Cup, for competition between f ighter squadrons of the NATO nations. On 10 Mar SACEUR replied and thanked the French Authorities for their kind o f f e r . He suggested that representatives of the French Air Ministry and SHAPE should meet and discuss the details for this competition,

X. Training Fac i l i t ies .

60. The shortage of training areas and f i r ing ranges is causing SACEUR and his Subordinate Commanders-in-Chief much concern. During 1954 this lack of f a c i l i t i e s 0 öerious e f fec t on the combat effectiveness of the assigned and earmarked forces, and unless drastic action can be taken i t wi l l have an even more serious e f fect when the requirements of the Geman forces are added to the present load.

69. Netherlands Training, a. On 28 Jan the Chief of the Netherlands General Staff brought the serious di iTicult ies that w e « being experienced to provide training areas for the Netherlands land forces to SACEUR's attention.

b. By AG 6102 OT of 5 Feb, SACEUR informed the Chief of the Netherlands General Staff that he viewed with concern any curtail-ment of training of the Netherlands forces and suggested that a senior SHAPE representative should visit THE HAGUE to discuss this problem with him prior to the SHAPE Training Conference scheduled for 15 Feb.

c. On 9 Mar, the Chief of the Netherlands General Staff informed SHAPE as to the arrangements that were being made for the training of the Netherlands Land Forces consequent upon SACEUR's repre-sentative's discussion at THE HAGUE with the Netherlands Military Authorities on 10 Feb.

On 7 Jan SHAPE and LANDCENT representatives discussed the question of the unification of the ELSENBORN and VOGELSANG Training Areas with the Belgian Military Authorities in BRUSSELS. The Belgian Military Authorities main-tained the view that both these training areas were required for the training of their national forces. Discussion on this problem continued throughout the period.

b. On 25 Jan, a meeting was held in SHAPE with repre-sentatives of LANDGEtfT and NORTHAG to discuss this training area and the provision of training areas for the Netherlands and Luxembourg reserve forces. It was agreed that NORTHAG was providing adequate, though not ideal, facilities for these reserve forces.

Bty SFI 39384 of 21 Ksr., the Canadian MOD and ClJïCUSAFE were informed that the facilities granted to the RCAF and USAFE for air weapons training in FRANCE and MOROCCO could only continue until such time as the NATO instal-lations became available. They were asked to state their estimated requirements for vacancies at the NATO installations.

By SH 39436 of 22 Mar, SHAPE recommended to the Standing Ohroup that the development of JJECBfGMANNU (Sardinia), ANDRAVIDA (Greece) and SOtENZiSA (Corsica) be proceeded with, provided the nations concerned confirmed that they would acfeept host nations1 responsibilities for the opération pf these installations. The Standing Group was advised that a fourth Installation would be required in late 1956 or early 1957 to meet the German air. force needs and those at a above.

c. SHAPE'S revised proposals for NATO Air Weapons Training Installations, as requested by 64/43 of 1 Sep 54, were forwarded to the Standing Group by AG 6102.3 of 2ft Mar. The French, Italian and Grssk MODs were asked to Inform SHAPE whether they would be prepared to accept "host nation* responsibilities.

Canadian Pilot Training. 9y AG 1730 AD of 3 Feb, the Standing Group was informed that ths French Air Force had reduced its requirement for training spaces ixTCAlfAJfc and was now basing its recruiting plans on an annual training allocation <Jf 100 - 120 spaces. By SH 38123 of 11 Jan, SHAPE informed the French MOD that i t appreciated that some corrosion would occur when testing the BITBURG-ZWEIBHUCKEN pipeline with corrosion-inhibited water and confirmed that the French authorities were relieved from responsibility for any damage that might occur on condition that the water is promptly displaced with corrosion-inhibited jet fue l .

a. 11-14 Jan. A conference which was attended by rerv*««ontAtives from MODs SACLANT- CHANCOM- the Standing Grouo In te i l i -gence Committee and the Major Subordinate Commands, to discuss the Wartime Intelligence Plan ACE. A report on this conference was circu-lated under SHAPIî/30/55 of 28 Jan.

b. 25-29 Jan. Standing Group Intelligence Working Party met with SHAPE representatives to consider the proposed Wartime Counter-intelligence and Security Organization for ACE.

c. 3-5 Feb. A pol i t ical and economic conference with representatives from KODs to discuss changes in the Soviet war potential during 1954. The minutes of this conference were circulated undsr AG 2030/3/6 ID of 16 Mar.

d. 7-10 Feb. A logistics conference with repre-sentatives from MODs to consider the Soviet transportation and other logist ic capabilities. The minutes of this conference were circulated under SHAFE/133/55 of 12 Mar.

e. 15-17 Feb. An Arny intelligence conference, which was attended by repressntatives from the Major Subordinate Cosnands, to consider the Soviet and Satel l i te Orders of Battis, strategy, tactical doctrine and states of readiness. This conference reviewed the results of the conference held in Dec 54 with representatives from ITODs.

Intelligence Estimate 1955-1959» SHAPE was repre-sented at the meeting of the Standing Group ad hoc Intelligence Working Group which met in Washington during the period 28 Feb to 20 Mar with the object of producing an overall intelligence estimate to cover the period 1955-59 under the terms of reference laid down JLn SGM-772-54 of 10 Dec 54

110. Standard Target Dossier Format, By AG 3531/3-ID of 12 Jan, the MOD1S and the Major Subordinate Commands were informed that a standard type of Target Dossier had been accepted by SHAPE. SHAPE considered i t desirable that national staf fs should make their Target Dossiers to the same format.

111. Soviet and Satel l i te Craft. By AG 0940/l ID of 25 Jan MODs were asked to inform SHAPE of a l l sightings of Soviet and Satel l i te warships, auxiliaries and merchant ships.

Bj SH 38022 of 3 Jan, in reply to STAND 954 of 31 Dec 54, SHAPE emphasized to the Standing Group the urgent requirement for VLF coverage in the MEDITERRANEAN and BLACK SEA areas, and asked that the VLF station in TURRET be not deleted from the Sixth Slice Infrastructure Program. The Standing Group was informed that CINCAFMED would convene a conference to discuss this question.

As regards the BLACK SEA and MEDITERRANEAN areas, i t was agreed that a new station in ALGERIA would best meet the re-quirements but this might take some three years to construct. In the interim period it was agreed that it was essential to activate an existing trans-mitter for the control of submarines in the BLACK SEA. It was generally agreed that ANKARA was best able to fu l f i l l the requirements.

c. By SH 39231 of 12 Mar, Standing Group was informed of the conclusions of this Conference. New proposals would be submitted to the Standing Group after field strength trials had been concluded.

The French authorities requested that the funds provided in the Fourth Slice Program for the installation of the LOIRE chain be transferred and used for the renovation of the RHEIMS chain.

129. Meetings. a. The NATO Communications-Electronics Board held i t s second meeting in PARIS during the period 1-3 Feb. SHAPE representatives were present.

b. The 18th meeting of the SHAPE Communications-Electronics Board was held at Headquarters AFSOtfTH on 15 Feb. Among the items discussed were UHF conversion, VLF Broadcasts f o r Alert Warnings, and Orientation Courses for Staff Signal Off icers.

e. The 3rd meeting of the SHAPE Permanent Working Group on Communications Procedures and Call Signs was held at SHAPE during the period 15-16 Mar. Representatives from the Major Subordinate Commands attended, and amongst subjects discussed were the revision of Communication-Electronics Instructions, the status of the ICAO alphabet, and the distribution and implementation of non-cryptographic ACPs.

133. Demonstration of Equipaient. A demonstration of develop-ments in new Control and Reporting systems- attended by signal o f f i cers from many NATO nations and the Major Subordinate Commands, was held in the U.K. on 1 and 2 Mar.

134. UHF Conversion. By SH 39044 of 3 Mar9 SHAPE informed ODMAIRCEMT that completion of Phase 1 conversion on Belgian a ir f ie lds by the target date would not be met. COMAIRCENT was asked to watch the progress closely and render a l l possible assistance in order that the target date for Phase 2 might be met.

135- Coastal Radars, a. By SH 39280 of 15 Mar, CINCAFMED was informed that SHAPE agreed with his recommendations for three coastal radars at the straits of QTRANTO and two mine watching radars at the entrances to the B0SPH0RUS.

b. By SH 39470 of 24 Mar, the Standing Group was asked for permission to change the operational role of the proposed coastal radar at KORSOR, DENMARK, to a surface small vessel/low-flying aircraft reporting ro le . No additional funds or delay in construction were antici-pated.

136. TACAN. a. By AG 3155/3 SIG/EL of 17 Mar, MODs and the Major Subordinate Congnands were given the specifications for infra* structure TACAN stations.

b. By SH 39582 of 29 Mar, the Standing Group was asked for information regarding the estimated dates of avai labi l i ty of UHN-3 ground beacon and AHN-21 Airborne receiver equipments.

137. Call Sign and Address Group Bicryption. a. By SH 39374 of 19 Mar, SHAPE informed the Standing Group that i t was intended to use CSP I75O for Naval Exercises. The Standing Group was asked to give a policy regarding the use of variants during exercises.

b. By SH 39608 of 24 Mar, SHAPE asked the Standing Group for confirmation that authority to order cal l sign and address group encryption might be delegated to the Major Subordinate Commands.

138« Control and Warning Unit in 3IXATAF Area. By SH 39437 of 22 Mar, SHAPE pointed out to the Standing Group the serious e f f ec t of the lack of control and warning f ac i l i t i e s in the SIXATAF Area. Urgent action was being taken by SHAPE with the Greek and Turkish Authorities with a view to obtaining their agreement to furnish the required units and equipment. The Standing Group was informed that i t may be necessary, in view of the serious operational, and training implications, to make a temporary assignment to this area of a suitable unit from outside sources.

139. 1955 Budgets, a. The North Atlantic Council on 12 Jan approved the 1955 Budget estimates for Headquarters AFSOOTH, AIRSOUTH and COMSTRIKFORSOUTH.

b. The North Atlantic Council on 2 Mar approved the 1955 Budget estimates for Headquarters AFCENT.

140. Financing of War Headquarters Equipaient Requirements. The NATO Militaiy Budget Committee and SHAPE representatives met 22 Mar to resume discussions on the international financing of equipment require-ments for peace and war, fixed or mobile, Headquarters. No agreement was reached and the problem was referred to the Standing Group by the Military Budget Committee.

IX. PUBLIC INFORMAT ION.

141. Meeting with the Press. SACEUR was the guest of honor and principal speaker at the Annual Mc t-!r.g ar.d L u n e l l e o f the SHAPE Corx-eapondents neld on 15 Mar, SACEUR1 s speech covered four main phases of pr65cïit SHAPE thinking on overrent military problem?. These points were the future use of antiaircraft weapons, air defense planning, the organization of land forces and the West Gennan contribution.

142. Briefings, a. During the period under review 27 groups, numbering 1,601 people, visited SHAPE and were briefed by senior o f f i cers of the headquarters. 12 groups were personally addressed by SACEUR. The groups included ex-servicemen and reserve o f f i cers , directors of industries and business leaders, government o f f i c i a l s , press and radio editors, cul-tural and educational organizations, and students. Countries represented were France, United Kingdom and United Stat«*, Th^re was also one group il i V Ul South Africa.

b. In addition to these groups, 43 members of the Committee of National Defense of the Delgian Parliament, and 10 members of the French National Assembly visited SHAPE and were briefed by SACEUR and senior of f icers of the headquarters.
