    Getting Started

    Getting AA ready to import fair cash value from cama data.

    A sale in the previous year will allow the increase in taxable market value by 100% of the fair cash value sent from the cama system. So, if the code is set as above and the cama fair cash value is 210,000 then the AA taxable market value will be changed to 210,000. The UT cap code is the only cap code that uses the previous year. The other cap codes that deal with value require the current year.

    Parcel will get 100% of Fair Cash Value.

    1. Cap code is UT and

    2. Cap Status Date is previous year.

    The green question mark will display some additional help. It shows valid the cap codes.

    The help screen also shows what codes unlock a 5% or 3% cap code and allow 100% of the fair cash value to update the taxable market value.

    Creating a Data File from Cama Login to CAMA, then access the Menu dropdown, then select Year End Processing.

    Run the VALIF program from CAMA.

    Select the way you want to export values from CAMA.

    1. All Parcels: Creates a fair cash value file used to import to AA system. 2. Parcel Range: Send a range of parcel numbers to the fair cash value file used to import to AA system. 3. Batch File: Reads a file created by AA sysem. This option is used to extract your VI area.

    CAMA program will then create this report.

    Print FCV data file sent from CAMA system

    AA can also print the contents of the fair cash file created by the cama system. This helps verify the values that were sent from the cama system. The “current year” file created by the cama system is called kbmkt.val.

    This is the actual date and time the kbmkt.val file was created.

    This report prints a limited amount if parcels based on your selections. Check increase or decrease then enter the amount to test for. The green question mark will help determine how and what amount to enter in this field. The most helpful test is how many parcels will go down and by how much. So, check the decrease box then enter the value with the minus sign after the amount. To test for and print a list of parcels that will go down by 5,000 in market value or more then check the decrease by this

    amount box and enter 5000- in the box. Your list will look like above and only contain the parcels that went down by 5,000 or more.

    You must go back to the CAMA system and export the future year improvements.

    Cap Codes

    If you are rolling CAMA and using Future Year

    First export non future year values (5% increase, 3% increase, and Sales)

    The capped values, sales, parcel ranges. Basically you export cama and import to AA like normal. Get that all done.

    Then, work CAMA future year parcels. Please contact your OTC field representative for questions about using the future year in CAMA .

    Future year values are added to the AA market value. The AA import/update program can only be run ONE time. This example has a parcel of real estate that had a room added to the home and a new out building. Here is how the AA parcel looks before the import of future year CAMA. There does not have to be any changes to

    the AA record. No cap status or cap codes have to be entered before you import cama future year values.

    This date is updated when you run LCAMAHIS (analyzing fcv from cama) or

    MKTR2AA (updating with fcv from cama)

    This column is updated also The date and initials are updated when mktr2aa is run or the taxable mkt is changed manually.

    Follow the proper rules to add the room addition, and the miscellaneous out building to the cama future year files. When it comes time to import CAMA values in the spring you run 2 programs.

    1. Export CAMA future year values (see your OTC field rep). 2. Import CAMA future year values into the AA system.

    Import improvements into AA system This is what the AA improvement import program looks like. This screen has a yellow back ground. You must

    run the CAMA future year export program first. The CAMA export program and this AA import program are

    run once a year, between late January and April, after the Current year values are imported.

    It will produce two reports. The reports print a list of improvements imported to AA, and a list of errors.

    This is what the AA screen will look like after you import future year CAMA improvements into the AA system. New screen

    The AA program will also change the Values Changed Date. The AA program will also change any valid current sale cap code of UT to a TI to show there was a sale in the prior year that had a future year improvement applied and UI to CI to show future year improvement updates.

    Another new code is the SV or “special value”. It is used when the value from CAMA is a true value override. When you need to match a value due to a Board of Equalization decision, court ruling or special use property, you should use the value override screen and SV code. When you use SV you must also put the current year in the Status Date.

    The future year improvement market value is added to the improved market value. Land market value is not updated when using the cama future year program.

    The future year miscellaneous value is added to the AA miscellaneous market value. Mfg Home market value is updated if needed also. This parcel did not have any Mfg Home improvements.

    The AA import program enters a CI (cama future year improvement) in the cap code field, and the date the import program was run (current assessment year).

    If you are importing CAMA, not using future year,

    and are using CAMA Override screen for new improvements

    What if you are importing CAMA and not using future year. Well, you still need to go to CAMA and calculate the 3% or 5% increase then add the improvements to your total and use the value override feature in CAMA. We have a code for that and it’s CI for CAMA improvements.

    So, 5% of this parcel is 2,918. The improvements added were $15,000. So the value override record in CAMA will show the total of these values. If this is a homestead or AG parcel you will use 3% instead of 5%.

    The new CI code unlocks the parcel to allow for 100% of whatever CAMA value override wants the value to be. Another new code is the SV or “special value”. It is used when the value from CAMA is a true value override.     The market value in AA is changed to what came over from the CAMA value override record.

    A CI and the current assessment date must be entered before you run the cama export and AA import programs. The date must be during the current assessment year. That is, it must be the same year you are dumping values.

    Also, the tax levy file must not be open or used by anyone. The history work file reads the tax levy file and creates a tax levy work file.

    If this file is open, then the program will not be able to put the latest tax levy information it the work file.

    You must complete this form the first time you use it by putting any contact information, address, phone number, or other notes to the tax payer. Also, some counties don’t use address line 3. This form does not have address line 3 included in the printout. Please call if you need that line added to you mailing information.
