::: State Legislative Update :::

THE FLORIDA CHAMBER’S PLAN FOR SMARTER HEALTHCARE COVERAGE

From the desk of Mark Wilson, President & CEO of the Florida Chamber of Commerce

TheFloridaChamber’sPlanforSmarterHealthcareCoverageisacostefficient, sustainablehealthcaremodelthatprovidescoverage to the uninsured and eliminates the cost shift on Floridians. Our priority areas of focus include:

1. SMARTER COVERAGE: Reduce and eliminate the cost shift on Florida’s families and small businesses by address-ing the cost equation. By putting solutions in place that will reduce health care costs, and not simply alter the funding mechanisms, we can build on Florida’s quality of life and business friendly atmosphere by covering more of Florida’s uninsured. Additionally, personal accountability guidelines will reduce entitlements and increase a stronger commitment by all toward better health

2. HEALTHCARE DELIVERY SYSTEM AND MEDICAL PROFESSIONAL CAPACITY: Ensure Florida’s healthcare delivery system has the capacity to respond at a high level of quality and meet the needs of Floridians.

3. LAWSUIT ABUSE REFORM – A MAJOR COST DRIVER: When it comes to lawsuit abuse, billboard trial lawyers are exploiting Florida’s broken legal system and forcing families to pay approximately $3,400 in lawsuit abuse “taxes” each year. The Florida Chamber believes that to attract and retain the best medical professionals, we must improve on Florida’s bottom 10 legal climate and prevent meritless lawsuits and penalties that deter doctors from entering the medicalfield.

4. WORKERS’ COMPENSATION – A MAJOR COST DRIVER: Ensuring Florida’s workers’ comp system is fair and not inflatedbytrial lawyertacticsandotherunnecessarycostswillhelplowerthecostofdoingbusinessinFlorida.TheFlorida Chamber’s workers’ comp reforms have resulted in a 57 percent savings over the last 10 years. To keep rates low, the Florida Chamber supports:

5. HEALTHCARE FRAUD – A MAJOR COST DRIVER6. Eliminating healthcare fraud and abuse will lower total healthcare costs. The Florida Chamber supports innovative prac-

tices and technologies to combat the billions of dollars wasted each year in healthcare fraud and abuse.7. STEP THERAPY AND PRIOR AUTHORIZATION: The Florida Chamber opposes current legislation that would under-

mine the use of prior authorization and step therapy protocols in Florida. These policies were enacted to enable patients to receive safe and high-quality prescription drugs as well as control the usage and costs. Unless a smarter solution or a compromisepositioncanbereached, thefinancialimpactofsuchapolicywouldlikelydramaticallyincreasedrugcostswhich, in turn would be borne by employers and families in higher premiums.

8. MEDICAID MANAGED CARE: The Florida Chamber does not support efforts to undermine the tenets of the managed care model – including the so-called ‘any willing provider’ provision.

DeLand Loses True Legal Pioneer

DeLand attorney C. Allen Watts, a pioneering force in conservation and land use issues statewide, passed away after a brave fight against multiple system atrophy, surrounded by his loving family.

In 1986, Mr. Watts helped found 1000 Friends of Florida, a statewide land use planning group. The group advocates for developing sustainable communities and saving “special places” in the state, according to its mission statement.

He served as founding city attorney for the cities of DeBary, Deltona and Palm Coast and developed the charters of several Florida counties, as well as selflessly volunteering his time to numerous organizations in his community

including the DeLand Area Chamber of Commerce, the DeLand Rotary, and numerous legal and land use policy boards. The Watts family asks that all donations be made in his memory to St. Barnabas Episcopal Church in DeLand; Halifax Hospice of Volusia-Flagler in Port Orange; or the Multiple System Atrophy Research Fund, online at www.multiplesystematrophy.org/research

STETSON’S LIND, RYGH HONORED FOR SAND VOLLEYBALL BY ATLANTIC SUN

Stetson sand volleyball’s No. 2 pairing of senior Maren Rygh (Tonsberg, Norway) and sophomore Kristin Lind (Tierp, Sweden) have been named the Atlantic Sun Conference Pair of the Week, the league announced Wednesday. Rygh and Lind went a perfect 3-0 last week and helped lead Stetson to two wins over Florida Atlantic and ninth- ranked Florida International. The duo earned their first victory Friday against

FAU’s Gabrielle Dischler and Beth Shoaff, 21-8, 21-17. Later in the day, Rygh and Lind collected another two-set victory, defeating FIU’s Martyna Gluchowicz and Anna Budinska, 21-17, 22-20. On Saturday, the duo continued to shine as they defeated second-ranked Florida State’s No. 2 seed of Stephanie Pellitteri and Taylor Nyquist, 23-21, 25-23. The pair finished the weekend without dropping a set as they helped Stetson to a record of 2-1 overall and a No. 10/No. 11 ranking in the national polls. It is the third career Pair of the Week award for Rygh and the second for Lind. The Hatters will host Webber International in doubleheader at 2 p.m. Saturday.

Here are a couple of valuable points:

• Ourmissionistoestablishanopenlineofcommunicationwithbusinessesandtoserveas an ombudsman and advocate for business with city leadership.

• The priority is the business retention of existing companies and future businessdevelopment as a key initiative for long-range growth. Several key components of this program include reporting on projected company growth, discussing any related operational challenges with the city itself and identifying workforce issues that can be addressed by our partners at Career Source of Flagler/Volusia County.

• A number of amazing development projects have occurred as a result of a simpleretention visits. The catalyst for Frontier Communications’ IT department expansion was a report from a Chamber business retention specialist who stopped by their offices for a routine visit. This example is just one of many of stories of the program’s success, both in DeLand and Orange City.

• Other businesseshave receivedhelp in improving their import and export businessin partnership without friends at Volusia County, as well as securing new funding opportunities, locating vendors to partner with, and qualifying for programs run by Career Source to hire new employees without cost to the business.

• If you are in the gate way to DeLand or within Orange City limits and you’rereading this column, and have not had the opportunity to participate in a survey yet, please contact us at 386-734-4331 to schedule a business retention visit with [email protected] today.

We hope to visit your business soon! Sincerely the DeLand Area Chamber/Orange City Alliance President, Michelle “Missy” Chaves
