SANTA CLARA LAW, A LETTER FROM THE SBA PRESIDENT
Lila C. MilfordPRESIDENT, 2013-2014
Student Bar AssociationJ.D. Candidate, 2014Santa Clara University School of [email protected]
SCU Law,
First of all I want to congratulate the newly elected class representatives – Kendra Livingston (1L), Carlos Garcia (1L), Taylor Dann (1L), Shoshannah Spart (1L), Erica Sutter (1L – Alternate), Arthur Rothrock (1L – Alternate), Hugo Meza (2L), William McAdoo (2L), Kambri Keith (2L), Karla De La Torre (3L), and Sahar Amin (LLM)! Thank you for committing your time to the betterment of SCU Law and the representation of your student body. Welcome to the team!
On Monday the newly elected class representatives and SBA Executive Board will vote on the Finance Committee’s Budget Proposal. The minutes from the Winance committee are posted on the facebook page and have also been distributed to your SCU email accounts. Essentially, no change was made from last year’s disbursement policy, the only difference being that we all received an equal reduction with the exception of The Advocate. The Board of Governors meeting is open to everyone where you’re welcome to raise any issues or concerns with the proposal. The BOG meeting will be Monday 9/9 at 12pm in B238.
Once the Board of Governors has approved the budget allocation clubs will then have access to their funds through the reimbursement process. Caveat – your club must have submitted a SOBA form for the year (there are 7 clubs that did not) and you must have taken the club quiz and updated your club’s board information with Alisa in student services.
If you have any questions or concerns please feel free to contact me!
I hope you have a great week!
Sincerely,
Lila C. Milford

SANTA CLARA LAWMeeting Minutes
Minutes for theSBA Finance CommitteeBudget Allocation Proposal
Total Amount Allocated to Student Organizations2012-‐13: $86,000 [5% increase]2013-‐14: $77,400 [10% decrease] (up from the originally proposed $74,100)
SBA Constitutional Mandate for Division of FundsThe Advocate (student run newspaper) Article 9, §2 – the Executive Of2icers shall not allocate an amount less than that granted to The Advocate the previous year. à $10,000, the exact amount allocated to the Advocate the previous year.
The SBAArticle 10, §2 – The Executive Board shall be allocated 30% of the general funds available to the SBA for the administration of services, programs, and activities consistent with this Constitution and its by-‐laws.à $20,220, 30% of $67,400 ($77,400 less $10,000 to the Advocate)
Law Student Organizations70% of the amount available, less that set aside for The Advocate.à $47,180
Equitable Distribution of the Budget CutPercentage reduction: the amount available for last year less that available for this year. à -‐12%This was then applied to each amount granted to the organization for the entire year (Fall and Spring disbursements). All amounts were then rounded up to the nearest $50 increment.
Discretionary FundThe purpose of the slush fund is to keep funds available for organizations with the potential for growth. 10% of the total amount available to LSO = $4,750 but actually $3,500 because of rounding up for clubs. Clubs can petition for additional funds from this account at the Spring Finance Committee Meeting. Clubs with unused funds are also contacted and asked if they would be wiling to have their unused funds redistributed to petitioning clubs.
Individual Club Allocations*To receive funding you must have submitted a SOBA form, there are 7 clubs who did not submit a SOBA form this year. -‐ No Winancial penalty for SOBA forms submitted by the previous years board – only a change in the amount disbursed in the Fall and Spring semesters. If the objectives of the Constitution are not be met by an organization, the disbursement for the two semesters is 50/50 of the total. If all objectives are met by an organization the split of disbursement is 75/25 between the two semesters.Criteria for evaluating SOBA forms: Article 10, §1-‐ funding shall be allocated in order of priority of the following categories: (1) Career and Professional Development; (2) Community Service; (3) Diversity and Outreach; and (4) Social Events
Petitioning for Additional FundsYes – but only at the beginning of the Spring Semester.
Reimbursement Process1. Go to the SCU Law homepage: current students/ student organizations/ guide for student organizations/ business expense form2. Fill out the form and print it/ attach original receipts/ take to the Law Finance OfWice on the 2nd Floor of Heafy.3. The SBA Treasurer will then receive a notiWication for the Law Finance OfWice, approve/deny the expenditure and update the Treasurer’s
accounting spreadsheet for each Law Student Organization.4. At the end of the semester the account book information is aggregated and the Finance Committee and Treasurer look to see if all of the
SBA Constitutional Requirements are being met and use this in part to discuss disbursements for the Spring semester.
