Bankers, Deemed Huge Success

Lake Charles-area community bankers gave away $20 in gas to each of the first 200 people at Valero Corner Store at 3302 Ernest Street, Lake Charles, LA 70601 part of a nationwide “Take Back Your Banking” effort last Wednesday. Many consumers feel that they have been taken hostage by the megabanks who charge account holders for depositing their money and continue to pass down more and more fees. The goal of “Take Back Your

Banking” is to raise awareness about mistreatment from the megabanks and to show consumers that there is a better way to bank. The Carter Foundation Offers Their Appreciation.

Angus Carter, CEO of the Carter Foundation honored those who continue to help with their weekend feeding program. KPLC TV and GumboMedia along with others received plaques and certificates from the

organization last Saturday afternoon at the Golden Arms Apartmentsr for their help with the program. According to Carter, this is the only program that feeds the underprivileged and shut-ins on weekends. While the organization is getting some help, Carter adds, ‘much more is needed”, as they feed 60 to 100 people every weekend. Twelve months a year Items needed are canned goods, chicken, beef, rice and beans, fresh fruits and vegetables, drinks, cake and bread mixes, volunteers and of course, money donations. In

addition to the food program, the Carter Foundation also provides Arts and Craft to those who want to take part in and they are also planning to start computer literacy course for those who are want to learn about the computer. If you have a working computer that you would like to donate to the Carter Foundation or if you find time to

(Lafayette) – Republican businessman Ed Roy is calling out former DNR Secretary and Jindal Lobbyist Scott Angelle for resigning his position in the middle of a life-threatening disaster and declared state of emergency, to run for office. Roy says that Angelle's actions leading up to the crisis show a 'shocking disregard' for the safety of the people of Louisiana. “Scott Angelle has once again demonstrated

that his personal political ambitions are more important to him than the lives and property of the people of Louisiana. Angelle’s failure of leadership in this disaster lies at the intersection of energy, the economy and the environment” said Ed Roy. “Angelle apparently knew about the structural problems with the salt dome as early as January of 2011, more than a year and a half ago. In that time, Angelle not only said and did nothing, he didn’t tell the local Sheriff and officials who are responsible for the lives of those people, what he knew about the potential problems. In a year that has brought us no shortage of stunningly backward statements from Republicans on issues affecting women's health, the GOP Senate nominee from Missouri may have just taken the cake. This morning, Rep. Todd Akin, explaining his opposition to abortion even in cases of rape, said that victims of "legitimate rape" don't get pregnant because "the female body has ways to try to shut that whole thing down." What exactly, Rep. Akin, is an "illegitimate" rape? And what are these unnamed "ways" women have of avoiding pregnancy after being (legitimately) raped? Now, Akin's choice of words isn't the real issue here. The real issue is a Republican party -- led by Mitt Romney and Paul Ryan -- whose policies on women and their health are dangerously wrong. I'm outraged at the Republicans trying to take women back to the dark ages -- if you agree, join me in taking a stand for women. Really, it's deeply concerning that Republicans continue to support legislation that is, quite

literally, dangerous for women. Mitt Romney famously says he would "get rid of" federal funding for Planned Parenthood if he had the chance. His running mate, Paul Ryan, was one of more than 200 Republican cosponsors of a piece of legislation that would have narrowed the definition of rape. Can you imagine -- the same Republican House that refuses to pass a jobs bill jumped at the opportunity to make life harder for victims of rape? And what do Romney and Ryan think of Akin's latest statement? They've been trying to distance themselves from it -- but Congressman Ryan has already partnered with Akin on a whole host of issues that restrict women's ability to make their own health care decisions. This kind of "leadership" is dangerously wrong for women -- and I can't sit by and watch as these out of touch Republicans like Mitt Romney, Paul Ryan, and Todd Akin continue to roll back women's rights. It's time for us to move forward -- not back -- on women's rights. Take a stand for women now.

“Legitimate Rape" The Calcasieu Parish Human Services Department would like to notify the public that Federal allocation of funds for the Low Income Home Energy Assistance Program (LiHEAP) has been expended at this time. As a result, all appointments previously scheduled for the remainder of the month of August and beyond are being cancelled. Since the beginning of this federal fiscal year, Human Services has provided approximately $1.2 million dollars of LiHEAP assistance to 4,112 families in Calcasieu Parish. The Human Services Department anticipates that additional Federal funding for this program will be made available to the public in December. Once the program is reactivated, all individuals whose appointment was cancelled will

To bestow on them a crown of Beauty instead of Ashes (NIV Excerpts

of Isaiah 61:3)… As I read this scripture again another thought came to me. Ashes are the result of something being burned from fire. Fire destroys life and belongings. Fire eats everything in its path leaving nothing but ashes. Everything is completely gone, destroyed. Sin is much like fire. It leaves a path of destruction in our lives. Sin may give temporary pleasure but it eventually will take everything from you. Sin, if left to reign in your life, will eventually destroy and take from you your relationships, family, money, peace, joy, health, etc. Most importantly, sin will take from you a right relationship with God. If your life is in ashes because of sin God is able to turn that around. God is able to cause new growth to

come up under those ashes if you will trust Him. Though a forest fire may destroy everything in its path, the potential for life lays just under the surface of the ashes. It takes time, sun and rain but new life pushes past the ashes and soon a beautiful forest comes back to life. This is a beautiful picture of what God desires to do with the “fires and ashes” in your life. He wants new life and growth to come forth so that He can restore joy and hope in your life. He desires to take what the enemy has meant for evil and turn it for good. We must put our lives in His hands; we must trust Him and allow the circumstances of life to mold us into what He desires. We must not become bitter due to our circumstances because God has allowed our trials for a purpose. The purpose is to make us into what we ought to be; more like His Son Jesus Christ. He desires to give us a crown of beauty rather

than ashes. Our lives should reflect His perfect work in us. Ecclesiastes 3:11a says, “He hath made everything beautiful in His time.” How wonderful to know that God is working His will in your life if you allow Him into your life. How wonderful that when you give your life to Him it is reflected to a lost and dying world. We can be a light in this world; giving hope to those who have no hope. Let God have His way in your life and He will give unto you a “Crown of Beauty instead of Ashes.” What a beautiful and merciful God. He chose us and He keeps us in His sight. He will never relax His hold on us. He alone is our hope, our God and we should always praise Him.

the principal. I asked him if I could form a Boy Scout troop at

his school.Not only did he put the

thentire 6 grade boys into a troop, out of his pocket he paid the registration for every one of them. Ivory's contribution to the City of Lake Charles are many. He was a dedicated

educator for the Calcasieu Parish School system for thirty two years, serving as principal for Washington, and Marion High Schools and Reynaud Middle School for 8 years. He retired as an educator in 1994. An entrepreneur in every sense of the word, Ivory and his good friend, Jack Bailey started “B and B” Trucking. He also was owner of Toni's Enterprise. Ivory was also multi-talented. He repaired radios and televisions. He also was a licensed architect and drew blueprints for many homes in the Lake Charles Area. Beloney was President of the North Lake Charles Kiwanis Club and a member of the Calcasieu Area Executive Board of the Boy Scouts of America. For his dedication to youth he was awarded the Silver Beaver, District Award of Merit and the Whitney M. Young, Jr. awards by the Boy Scouts of America.Ivory drew up the plans for Carolyn Gardens that stands on the corner of Shattuck and O'brien street, and of course the plans for Sunlight Manor. Ivory Beloney is gone now. Even though dead, he still cast a long shadow. A strong believer in education, his motto was, “It's better to have a college education and not need it, than to need it and not have it”.That was his legacy. Zeke Rideaux

Last November 20 Lake Charles lost a giant of a man. Ivory J. Beloney, after a long and valiant battle, succumbed to an illness that he was unable to overcome. Although not very tall in statue, Ivory cast a benevolent shadow that was somewhat globular. Everyone he touched benefitted. He was kind and giving in every way. If he could help you, he would. At Washington High School he was a teacher of high caliber. Leon “The Bear” Larce recalled that William “Knobby” Kennedy, head football coach of the Washington Indians, approached him and said, “Leon, if you want to see a real teacher, follow me”.According to “The Bear”, Knobby led him down the hall to the industrial art shop where Ivory taught. Inside the classroom were twenty or so students quietly doing the work that Ivory expected of them.A bevy of former students give high praise to Ivory for what he taught and prepared them for. Among them were Horace Gradney, Jerry Broussard, Horace Allison and my brother, Willard Rideaux. Of course there were others, but the names just mentioned were the ones I can easily recall. Ivory never complained about unruly students. All it took from him was one admonitory glance. And if that didn't work, he would march them out of the classroom and tell them not to come back until they learn how to straighten up and fly right. When I was a District Executive for the Boy Scouts of America in the 1970's, I went to Reynaud Middle School where Ivory was

Two recipients of National Urban League awards at our recent annual conference in New Orleans are emblematic of our “Occupy the Vote” campaign to protect the voting rights of millions of Americans this November. Attorney General Eric Holder has likened the sudden proliferation of voter ID laws to modern day “poll taxes,” and has made stopping voter suppression one of the Justice Department’s top priorities. And Louisiana’s first African American woman Supreme Court Justice, Bernette Joshua Johnson, who is the second longest serving judge on the Court and thus in line to be the next Chief Justice this February, is currently facing an unconstitutional effort to deny her that seat – a clear violation of the Voting Rights Act.

A Pennsylvania judge yesterday announced he would not block enforcement of the state’s recently-enacted restrictive voter ID law. We at the National Urban League are deeply disappointed by the decision to fast-track this burdensome law, that serves only to solve a problem that--by the state’s own admission-- does not exist. In court documents submitted during the hearings, the state stipulated that it knows of no incidents of voter impersonation and that it planned to present no evidence that it

occurs. We will not be deterred by these blatant efforts to suppress the votes and the voices of minorities and the poor, and through our Occupy the Vote campaign, we will be working to ensure that those who are eligible to vote have what they need to vote. We are encouraged by the ACLU of Pennsylvania’s announcement that it would appeal the ruling to the state Supreme Court. We urge the high court to overturn this egregious law.

Busted! Riveting Stories Of Tax Evasion And Fraud By An IRS Insider

The City of Lake Charles will host Retrospective by Francis Pavy at the 1911 Historic City Hall Arts & Cultural Center at 1001 Ryan Street. The nationally known artist be on hand to meet and greet during the opening reception on Friday, September 7 from 5:30-8 p.m. The exhibition will hang through November 10.

Retrospective consists of work in a variety of mediums: oil paintings, prints, drawings and constructions from a time frame starting from 1985 to the present, many works never having been shown before. The collection encompasses early iconic paintings to the latest work dealing with narrative, saturation of imagery and color. They all vibrate with life and musical rhythm. The abstract dimensions of the work are always profoundly grounded in Louisiana motifs and culture.

Francis Xavier Pavy was born in Lafayette on Mardi Gras day in 1954. He graduated from the University of Southwestern Louisiana in 1976 where he studied music, ceramics, animation, painting, printmaking and sculpture. He opened his Lafayette studio in 1981, where he went on to create a painting style that has made his iconic work

popular among collectors, such as singer songwriter Paul Simon, television producer Lorne Michaels, producer-actor Ron Howard, Jimmy Buffett, chef John Besh, swamp rock king Zachary Richard, Bob Dylan, Louisiana novelist-metaphysician Walker Percy, New Orleans Museum of Art, the Ogden Museum of Southern Art and the Morris Museum of Art in Augusta, Ga.

Pavy says, “My work stems from the narrative storytelling tradition. Common subjects for me are the folk-life and folklore of the local people juxtaposed against the fabric of everyday American life. I am particularly interested in music, musicians and the musical traditions of Louisiana and the South. Other subjects that I interpret are outdoor activities, southern mysticism and religion, Mardi Gras, myths, romance and personal experiences. A good part of my work deals with relationships, friendships, familial and intimate.”

It is sad that the parents and students of Calcasieu Parish will have to pay either by shipping their children from failing schools to high performing schools and other parents dealing with crowded schools because the Superintendent and Board-Members fail to lead on fixing the failing schools. The situation will continue to get worse because CPSB has 19-D-schools-2011, in which four (4) have been projected as "F" schools for 2012-(J.J. Johnson Elem., Reynaud Middle, Ray D. August 12, 2012To the Editor: The last couple of weeks has been one of disappointment and confusion for parents facing the start of the upcoming school year when they received letters from Calcasieu Parish School Board (CPSB) posted July 27, 2012, informing parent(s)/guardian(s) that: "In accordance with Louisiana's Public School Choice Policy, we are required to inform you that your child is enrolled at a public school that is projected to received a grade of "F", which is considered failing per our state's public school accountability system". It went on to say, "Because of this designation, your child is eligible to transfer to a higher performing school within the school district. If you elect to take advantage of this school transfer opportunity, transportation will be provided for your child". CPSB provided a selection of schools that parents could make choices from, then, it stated: "It is possible that your child will not be accepted into your first choice because enrollment is subject to availability. In the event that this occurs, your child will be placed at the highest ranked school where there is capacity". All information for transfer had to be completed AND RETURNED to the Calcasieu Parish School Board Office by Monday, August 6, 2012. "If transfer paperwork is completed after Monday, August 6, 2012, a transfer will not be granted".

CPSB form letter has been in the making for years. Low-performing schools have been an issue for over ten (10) years. The Superintendent and Board-Members choose not to acknowledge, or entertain policies, procedures or even develop a district plan to improve these failing schools. Matter of fact, CPSB's agendas were almost silent on the discussion of these "D" schools that eventually became "F"-schools. The Superintendent's reports and Board-Members acknowledged that they were doing great things, however, growing the capacity of students in the failing schools were not items for priority of discussion. Many spoke of God and being a Team Player, yet, there isn't any evidence that "God or Team Player" was a part of the decision-making process when providing opportunities for students in the failing schools, for example, "The Federal Literacy Grant recipient selection". Data suggested a different selection, however, CPSB's decision, in our opinion, was based solely on the fact that they control the "voting power" not on concrete school performance data information. I would like to cover two (2) items of the CPSB's letter. First item, the date posted on the letter, July 27, 2012, which was a Friday, we acknowledge that it is possible that the letter could have gone out that day . A parent would probably receive their letter no later than Tuesday or Wednesday, August 1, 2012. Because, there was not any communication from the

Superintendent or CPSB through the media or automated calls explaining the reason for the letters, parents were uninformed, confused didn't know what to do. They had to deal with the seriousness of making decisions that impacted the stability of their children. The process of uprooting children and sending them to another school isn't an easy task but the decision of allowing a child to continue his/her education in a "F"-school is just as profound. So, it is understandable that this would take several more days, however, according to the letter if the information is completed after Monday, August 6, 2012, a transfer will not be granted. The Superintendent and CPSB created this situation, then they penalized the parents for not getting the letter back to them within 3-working days. An article in the "Advocate" explained another process, which in the East Baton Rouge Parish where automated phone calls went out the weekend (August 3rd &4th) followed by a detailed letter mailed on August 9, 2012. Families have until August 24 to apply and will be notified of the schools their children can transfer to by August 31. They need to complete the transfer by Sept 14. Why CPSB could not have had a communication process as easy as this? Company Expanding Part Time Needed

WASHINGTON – U.S. Senator Mary L. Landrieu, D-La., chair of the Homeland Security Appropriations Subcommittee, today announced more than $1.2 million for Louisiana to alleviate homelessness and hunger through the Federal Emergency Management Agency’s (FEMA) Emergency Food and Shelter Program (EFSP). A total of $120 million for the EFSP was included in the fiscal year 2012 Homeland Security Appropriations bill, which Sen. Landrieu authored.

“In this time of economic uncertainty, these funds are desperately needed to combat homelessness and hunger,” Sen. Landrieu said. “Resources are stretched thin right now, and these funds will be a welcomed boost to organizations working hard to help families in Louisiana who have hit hard times.”

This funding will support social service agencies in cities and parishes across the state to help feed and shelter the hungry and homeless. EFSP funds are used across the country to supplement food, shelter, rent, mortgage and utility assistance programs for

people with non-disaster related emergencies.

We built this country together, all of us. That American fabric of roads and bridges, Post offices and libraries, Internet etc. are what extend opportunities for all of us to thrive and to pave the road for other Americans to fully participate in our economy. We're all in this together. It takes a village. That is what the President believes and stated in a speech in Irwin, Pennsylvania on July 17, 2012 (“you didn't build that”). That phrase has been misrepresented in statements by Romney and a new campaign ad, along with numerous ads by Republican PACs. Some media outlets have presented what the President actually said in sections of that speech so that voters can judge for themselves, but the Romney campaign immediately created a misleading campaign ad that rearranged the President's words to convey a completely different message from the one he meant. A number of fact-checking papers and sites have pointed out

Romney's deceptions on this issue. This is what we've come to expect from the GOP candidate. Governor Romney's pattern of dishonesty jumped the shark last November with his first TV ad against the President. The ad presented the President's quote of the McCain campaign ('if we keep talking about the economy, we're going to lose') as if he were talking about himself. Here is the full quote: OBAMA: John McCain knows his economic theories don't work. That's why his campaign said that if we keep talking about the economy, we're going to lose. Voters should ask themselves, does the truth even matter? From the very beginning, this campaign's relationship to the truth has been shaky at best. We can expect this falsifying of the public record to continue for the rest of the campaign, but the public should not be fooled.

BATON ROUGE, LA - The State Bond Commission approved over $4 million in savings by refinancing existing public debt and $110 million for projects statewide at its August 16th meeting, according to State Treasurer John Kennedy.

"We saved the taxpayers $4 million by signing off on the refinancing of public debt in eight parishes, including over $2 million in Rapides Parish," said Treasurer Kennedy. "In addition, the Bond Commission gave approval for bonds to finance public safety projects in St. James, St. Mary and St. Tammany Parishes, as well as various infrastructure and capital improvement projects across the state."

Among the individual projects the Bond Commission approved are:

· Beauregard Parish, Hospital Service District No.2, $2 million in Certificates of Indebtedness, Series 2012, to construct and equip an intensive care unit addition.

· East Baton Rouge Parish, East Baton Rouge Redevelopment Authority, $360,000 Promissory Note: For Brownsfield Cleanup Revolving Loan Fund.

· East Baton Rouge Parish, Louisiana Community Development Authority, Episcopal High School of Baton Rouge Project, $10 million in Revenue and Refunding Bonds: To refinance existing debt and to construct, renovate, and equip campus buildings and facilities.

· Evangeline Parish, Waterworks District No.1, Ward 5, $50,000 in Certificates of Indebtedness: For improvements and extensions to the water system.

· Iberville Parish, Iberville Parish Council, $100,000 in Limited Tax Certificates: For the purchase of equipment, three maintenance trucks and a utility vehicle for the Recreation Department.

The Commission also approved over $5.9 million in savings for local governments by refinancing existing debts. Among the refinancings approved were:

· Calcasieu Parish, City of Westlake, $73,000 in savings.

· East Carroll Parish, East Carroll Parish School Board, $48,000 in savings.

· Lincoln Parish, Lincoln Parish School Board, Ruston School District No.

1, $755,000 in savings.

· Rapides Parish, City of Alexandria, $1,657,000 in savings.

· Rapides Parish, Rapides Parish School Board, Pineville School District No. 52, $151,480 in savings.

· Rapides Parish, Rapides Parish School Board, Rigolette School District No. 11, $216,000 in savings.

· St. Martin Parish, Recreation District No. 1, $35,000 in savings.

· St. Martin Parish, St. Martin Parish Council, Sales Tax District No.2, $145,000 in savings.

· St. Mary Parish, St. Mary Parish Council, $476,100 in savings.

· St. Mary Parish, St. Mary Parish, Recreation District No.5, $158,000 in savings.

· Tangipahoa Parish, Tangipahoa Parish School Board, School District No. 39A, $68,400 in savings.

· Webster Parish, Webster Parish School Board, Springhill School District No. 8, $355,815 in savings.

The Louisiana State Bond Commission meets monthly to review and approve applications from parishes, municipalities, special taxing districts, and other political subdivisions of the State requesting authority to incur debt.

It's amazing to me the number of adults in our society who never read or who read materials that don't stimulate the mind. The major form of mental exercise in our society seems to be watching television and/or talking on cell phones. We have become a society of people who, without a calculator, have issues with deciphering one plus one. We have often heard it said that humans only use 10 percent of their brain. I'm not sure if that percentage is correct, however, research has shown that 80% of work is done by 20% of the people involved. Could it be those 20% are the readers, therefore, the leaders? The corporate executive of a company is paid more than the janitor. Why? The amount of mental activity involved is quite different. Many people have become mentally stagnant because of something or someone that might have negatively influenced or affected their past. There's one thing that I do know, we can't change the past, however, we can

change the way we view the past. Perhaps you didn't complete high school and/or had a parent or relative tell you that you would never amount to anything. Perhaps

your self worth or self esteem has been crushed because of some well meaning friend who said the wrong thing to you at the wrong time. Again, as it relates to the past, it has been said that insanity in the physical or natural realm is doing the same thing the same way and expecting different results.

That can also be true regarding the mental realm. Don't despair. Just know that all is well. It's a new day. As we age, our cognitive abilities decline, however, this does not necessarily have to be so. Cognitive abilities can actually be improved with mental exercise. We have, in many cases come to accept and even joke about “senior moments” (moments of forgetfulness). I encourage you to be careful what you say because the words that you speak gives that thing permission to exist in your

life. So would you now agree with me that we could all use a change of focus, a change of perspective so that we can feel God, and feel good about ourselves. Alright, let's get started. Romans 12: 2 (AMP) says, in part, “Be transformed (changed) by the (entire) renewal of your mind (by its new ideals and its new attitude.)” In other words, you don't have to expend a great amount of effort to have a wonderful life, however, you do have to learn to view things from a different perspective. You can perform any physical activity better when you feel good mentally. When you change the way you look at things you can literally change yourself, change your world, and the way you interact with the world around you. Your mind is like a garden that must be tended in order to truly be productive. If left unattended weeds will grow up in your garden and choke out whatever vegetables you have planted. The same holds true of the garden of your mind. If not tended, cultivated and exercised, seeds of doubt, lethargy, and indecision will take over the garden of your mind. So what can we do to take mind development to another dimension? Let's go back to Romans 12:2. The first word in that passage of scripture is (BE). Be is an action word, meaning you have the ability to take control and do something. Allow yourself to become mentally hungry for something different in your life. If

you want to be something that you've never been, do something you've never done, or, have something you've never had then you've got to think outside of the box. You can withstand and overcome stress, disappointments, failures and any kind of adversities when your mind is fed on a regular basis. The rewards of exercising the mind are increased physical energy. Mental exercises sharpen memory and can delay dementia. We are all typically people of habit. Try eliminating some habits and forming some new ones. Try putting your car keys in a different place each day for the next five days and remembering where you put them. Try remembering what page you stopped reading in your book without folding the page or using a book marker. Hand/eye coordination games, yoga, tai chi are all good forms of mental exercise. President Barack Obama says a GOP Senate candidate's comments on rape are "offensive." Obama said at a news conference Monday that comments by Missouri Congressman Todd Akin do not make sense. Obama said, "Rape is rape" and said the idea of distinguishing among types of rape "doesn't make sense to the American people and certainly doesn't make sense to me."

Akin, a six-term congressman, was asked in an interview on St. Louis television station KTVI if he would

support abortions for women who have been raped.

"It seems to me first of all from what I understand from doctors that's really rare," Akin said. "If it's a legitimate rape, the female body has ways to try to shut that whole thing down," Akin said of a rape victim's chances of becoming pregnant. Obama said the comments underscore why politicians — a majority of whom are men— should not make decisions on behalf of women.

Akin said in an interview Sunday that women's bodies can prevent pregnancies in "a legitimate rape" and that conception is rare in such cases. Akin, who is running to unseat Missouri's Democratic Sen. Claire McCaskill, apologized for his comments Monday and said he plans to stay in the Senate race.

Akin had said in an emailed statement Sunday that he "misspoke" during the interview, though the statement did not specify which points or comments.

"In reviewing my off-the-cuff

remarks, it's clear that I misspoke in this interview and it does not reflect the deep empathy I hold for the thousands of women who are raped and abused every year," Akin's statement said. Akin also said in the statement he believes "deeply in the protection of all life and I do not believe that harming another innocent victim is the right course of action."

The campaign of presumptive GOP presidential candidate Mitt Romney also delivered a swift rebuke.
