MAJOR FINDINGS

Surat based SRTEPC (2016-17) : Stopped to renew RCMC thosewho have no exports in previous / current year.

In the year 2017-18, SRTEPC started again to renew RCMCeven if there is no exports.

RCMC Main Line of business : Office of Jt. DGFT’s from Rajkot &Surat asks for main line of business RCMC, especially in case ofEPCG.

EPCG under Excise regime v/s. Under GST regime – Exporter

prefer No Obligation & No Cost of EPCG under GST

Drastic reduction in EPCG at Surat : As per the detail provided

by Jt. DGFT office, EPCG application reduced from around

25 to 2 per day after GST.

FIEO & Govt. of Gujarat

FIEO conducted RBSM & ‘Trade & Export Seminar’ jointly with Govt. of

Gujarat under Vibrant Gujarat 2019 during 19-21 Jan, 2019, wherein FIEO

conducted more than 800 B2B meetings.

FIEO conducted Export Awareness programme with local District Industries

Centres & CED for the development of MSME entrepreneur especially in tier

‘C’ cites like Navsari, Valsad, Bhavnagar, Veraval etc.

FIEO proposed to Indextb, Govt. of Gujarat to conduct a Capacity Building

programme on Exports for the new entrepreneurs in various locations of

Gujarat.

Get data bank / directories of various chambers / association & send themintroduction of FIEO

Meet regularly CHA’s who really guides small & medium exporter tocomplete export transaction right from getting the IEC code to issuance ofCOO.

Emphasize on organising Seminar / workshop in association with otherchamber / association which gives us opportunity to introduce FIEO to theirmembers.

Facilitate the member exporters & help them to solve issues with variousdepartments.

Liaison with Various Govt. depts. especially GST, Customs & DGFT.

EPCG IN EXICSE V/S GST REGIME

During Excise regime – Textile sector was not under taxation,

hence the manufacturer (particularly embroidery) used to import

machinery under EPCG scheme and get exemption from BCD,

CVD and other levies. Total saving was approx. 23% (BCD 5% +

CVD 18% The approx. cost of acquiring license was Rs. 27000

Under GST regime – Textile sector has come into taxation due to

which when the goods are sold to merchant exporter, they have to

raise the bill with 12/18%. In this scenario it is more convenient for

them to pay BCD (5%) and IGST (18%) as they can get IGST

credited to their ITC which is used for payment of IGST, CGST or

SGST during local transactions. Savings only 5%

Hence, Exporter prefer No Obligation & No Cost of EPCG
