PUBLIC HEARING PROCEEDINGS
It is hereby informed that as per the Ministry of Environment and Forests & Climate Change, Government of
India, New Delhi vide its notification no. S.O. 1533(E) dated 14/09/2006 and its subsequent amendment S.O.
3067(E) dated 01/12/2009, Ministry of Environment, Forests and Climate Change, Government of India.
Public Hearing is arranged for M/s. ONGC Ltd. for development and production of Uber-2 well and Group
Gathering Station, at survey number 939, Village: Sarod, Ta. Jambusar, of Dist. Bharuch, covered under
schedule 1(b), category “A” as mentioned in their request application.
A copy of the draft Environment Impact Assessment Report and the Summary of Environment Impact
Assessment Report was sent to the following authorities or offices to make available the draft EIA report for
inspection to the public during normal office hours, till the Public Hearing is over.

Other concerned persons having plausible stake in environmental aspects were requested to send their
responses in writing to the concerned regulatory authorities.
The Public Hearing was held on 28/08/2018 at 11:00 hrs. at Kari Saheb hall, Bhata Khadaki, Village Sarod,
Taluka Jambusar & Dist. Bharuch, Gujarat.
An advertisement in English was published in “Times of India” and in Gujarati in “Gujarat Samachar” dated
24/07/2018.
Shri J.P. Asari (GAS), Additional District Magistrate and Project Administrator, Bharuch supervised and
presided over the entire public hearing process.
A statement showing participants present during the public hearing is enclosed as Annexure A.

As per the provision of notification no. S.O.1533 dated 14/09/2006 and subsequent amendment
S.O.3067 (E) dated 1st December 2009, Ministry of Environment, Forests and Climate Change,
Government of India. Public Hearing is arranged M/s. ONGC Ltd. development and production of
Uber-2 well and Group Gathering Station, survey number 939, Village: Sarod, Ta. Jambusar, of Dist.
Bharuch, covered under schedule 1(b), category “A” as mentioned in their request application. The
Public Hearing was held on The Public Hearing was held on 28/08/2018 at 11:00 hrs. at Kari Saheb
hall, Bhata Khadaki, Village Sarod, Taluka Jambusar & Dist. Bharuch, Gujarat, which is covered
under category A of above referred notification under the supervision of Shri J P Asari, Additional
District Collector and Project Administrator, Bharuch and chairman of public hearing committee.
Shri R R Vyas, Regional Officer and representative of Member Secretary, GPCB welcomed all
present to the Public Hearing. He outlined the various provisions of the notification and briefed about
the procedural details for conducting this public hearing and the advertisement published in local
daily newspaper. He announced that as per the notification only locally affected persons will be
allowed to make their representation in the public hearing while having plausible stake may submit
their representation in writing which would be included in proceedings, he made it clear that
committee is only responsible for preparation of proceedings of meeting covering all the concern
raised during public hearing.
He then opened the public hearing with the due permission of the Chairman, he then invited the
Project Proponent to start their presentation in Gujarati language.
Representative of ONGC presented information about company and the proposed project in detail
including technical information, Environmental Management System, Effects of the proposed project
on environment and control measures proposed and social responsibility of the industry in Gujarati
through power point presentation.
After the presentation, with due permission of the chair, the Regional Officer GPCB opened the forum
for representations; objections; or questions from the locally affected people.

આર. આર. વ્ર્ાસ, પ્રાિેવશક અવધકારી, ગજુરાત પ્રદૂષણ વનર્તં્રણ બોડા , ભરૂચ દ્વારા લોક સનુાવણીમા ં ઉપસ્સ્િત સૌને આવકાર્ાા અને ઇ.આઇ.એ. નોટીદિકેશન અંતગાત વવવવધ જોગવાઇઓ અને લોક સનુાવણી પ્રદક્રર્ા અંગે માદહતી આપી. તેમણે બોડા દ્વારા આ લોક સનુાવણીની બહોળી પ્રવસદ્ધિ માટે લેવારે્લ જુિા જુિા પગલા ંબાબતે સૌને માદહતગાર કર્ાા. તેઓએ સ્િાવનક િૈવનક વતામાન પત્રોમા ંજાહરે ખબર આપીને કરવામા ંઆવેલ જાહરેાત અંગે પણ માદહવત આપી. વધમુા ંતેઓએ જાહરેાત કરી કે સિર નોદટદિકેશનની જોગવાઇ અનસુાર સ્િાવનક અસરગ્રસ્ત લોકો જ આ સનુાવણીમા ં મૌલખક રજૂઆત કરી શકશે, જ્ર્ારે વ્ર્ાજબી હીત ધરાવતા અન્ર્ વ્ર્સ્તતઓ તેઓની રજૂઆત લેલખતમા ંકરી શકશે જેનો કાર્ાવાહી નોંધમા ં સમાવેશ કરવામા ંઆવશે. તેઓએ સ્પષ્ટતા કરી કે આ લોક સનુાવણી સવમવત, સનુાવણી િરમ્ર્ાન રજુ િરે્લ બાબતોને આવરી લઇને કાર્ાનોંધમા ંસમાવેશ કરવામા ંઆવશે.
ત્ર્ારબાિ તેમને અઘ્ર્ક્ષશ્રીની પરવાનગીિી લોક સનુાવણીનો પ્રારંભ કર્ો. તેઓએ પદરર્ોજનાકારને તેમની સલુચત પદરર્ોજના વવષે સ્િાવનક ભાષામા ંમાદહવત રજૂ કરવા જણાવેલ.

સારોિ ગામની મોટાભાગની જમીન મીઠાના અગરો અને સ્ટલલિંગ કં૫નીને આપેલ છે. આિી સારોિ ગામમા ં ગૌચરની જમીન ઢોરપાલન માટે પરુતી ના હોઇ સિર ઓએનજીસી કં૫ની સારોિ ગામની જેટલી જમીનનુ ં સપંાિન કરે તેટલી જમીનની વ્ર્વસ્િા ખરીિ કરીને
સ્ટલલિંગની જમીન છે. જર્ારે સવે ન.ં ૯૩૯ ગૌચરની જમીન છે. આ વસવાર્, અરજિારને માલલકી ઘોરણે કે અંગત ઘોરણે કોઇ મુજંવણ કે વાઘંો હોર્ તો સાત બારની નકલ તેમજ અન્ર્ જરૂરી િસ્તાવેજો સાિે LAQ વવભાગને મળે તો તેનુ ંવનરાકરણ લાવી શકાર્.
પાઇ૫લાઇન માટે કોઇ જમીન
સપંાિન કરવામા ં આવતી નિી. િકત ROU કરવામા ંઆવે છે. એકવાર જમીનમા ંપાઇ૫લાઇન નખંાઇ જાર્ ૫છી તેની ઉ૫ર પરુાણ કરી સિર જમીન િરીિી ઉ૫ર્ોગમા ંલઇ શકાર્.

સારોિ ગામ ખાતેના સલૂચત ૫દરર્ોજનાના સ્િળ નજીક સ્ટલલિંગ સેઝમા ં ઘણી કં૫નીઓ આવેલ છે, જેમા ંમખુ્ર્ત્વે પી.આઇ. કં૫ની દ્વારા પ્રદૂષણ્કુત ગેસ આકાશમા ં છોડવામા ંઆવે છે. જે જલિ અને દુગંઘ્કુત હોર્ છે. આિી જર્ારે સલૂચત ૫દરર્ોજનાિી નીકળતા ગેસને અવનવાર્ા સજંોગોમા ંવાતાવરણમા ંછોડવામા ં આવે અને તેની સાિે અન્ર્ કં૫નીનો પ્રદૂષણ્કુત ગેસ મળે તો તેવી ૫દરસ્સ્િતી માટે કં૫ની દ્વારા કોઇ અગમચેતીના ૫ગલા લેવામા ં આવેલ છે?
સલૂચત ૫દરર્ોજના િકી
નીકળતા બઘા જ ગેસ હાઇજેનીક છે તેમજ કુવામાિંી નીકળતા ગેસને બઘં પાઇ૫લાઇન મારિતે ગેસ ગેઘરીંગ સ્ટેશન ખાતે લઇ જવામા ં આવશે. કુવા પાસે ગેસનુ ં િલેરીંગ કરવામા ંઆવશે નહી. જે કોઇ૫ણ પ્રોસેસીંગની કામગીરી હશે તે ગેસ ગેઘરીંગ સ્ટેશન ખાતે કરવામા ંઆવશે.

કં૫ની દ્વારા ઘણા સામાજીક કાર્ો કરવામા ંઆવેલ છે તેમજ સીએસઆર િંડમાિંી ભરૂચ જીલ્લામા ં રૂા.૧૭ કરોડ ના કામો કરવામા ંઆવેલ છે. તો સારોિ ગામના વવકાસ માટે વઘ ુકામ કરે તેમજ વઘ ુરૂવપર્ાની િાળવણી કરે.
ઓએનજીસી દ્વારા િર વષે પોતાના સીએસઆર િડંમાિંી રૂવપર્ા િાળવવામા ં આવે જ છે. રૂા.૮ લાખ સારોિ સાવાજવનક હાઇસ્કુલ માટે િાળવેલ છે તેમજ આર.ઓ. પ્લાન્ટ ૫ણ સ્િા૫વામા ંઆવેલ છે. આ ઉ૫રાતં હાલની બીજી કોઇ રોડ, અન્ર્ ઇન્રાસ્રકચર, શાળાને લગતી જરૂરીર્ાત હોર્ તો તે માટેની અરજી જરૂરી િસ્તાવેજો

VECL નુ ંસચંાલન જીઆઇડીસી હસ્તક હોઇ, જીપીસીબી તરિિી ઉચ્ચ સ્તરેિી જીઆઇડીસીને નોદટસ ૫ણ પાઠવેલ છે. આ પ્રશ્ન અન્વરે્ VECL ચેનલના ઘણા ભાગમા ં પાઇ૫લાઇન દ્વારા પાણીનુ ં વહન કરવામા ં આવી રહલે છે. હવે બાકી રહલેા ભાગમા ંપાણી ચેનલમા ં ન વહતેા પાઇ૫લાઇનમા ં વહ ે તે માટેના િોલોઅ૫ના ંપ્રર્ત્નો ચાલ ુછે.

2. Project Description ONGC proposes conversion of one exploratory well to Developmental well, depth of 4501 meters in the mining leases of the NELP-VI block CB-ONN-2004/3(UBER) block. Conversion/Expansion of Exploratory Well to Development Well: In the old exploration project covered under exploratory environment clearance, no. J-11011/390/2007-IA.II(I), dt. 14.11.2008drilling operations were completed, and in one of the well (Uber-2) sufficient indications of hydrocarbons were noticed while drilling. Field development of UBER is planned with only existing well i.e. Uber-2 which produced gas and condensate during initial testing in exploratory phase. Expected peak production from the field is 40,000 m3/d of gas and 21 m3/d of condensate. Well fluid from UBER-2, would be routed to GGS, Jambusar, through pipeline for processing of well fluid.

3. Description of the Baseline Study The study area comprises of the 01 Block with a Block Area of 10.78 km2. The existing/ baseline environmental set-up of the proposed operational Area has been studied during the months of March to May, 2018 i.e. Pre Monsoon Season as described in following sub-headings. Geology & Topography Bharuch district is flat level plain except for small hilly tract in the eastern part covering the talukas of Jhagadiya and valia where elevation ranges between 200 m to 400 m above msl in remaining areas altitude varies between 5 m to 100 m above msl. Seismic Consideration According to seismic-zoning map of India [IS 1893: 2002], the study region falls in Zone III of the seismic zones of India.
Climate and Meteorology The period from March to May is one of the continuous increase in temperature. May is generally the hottest month with a mean daily maximum temperature of about 41.70 and mean daily minimum of about 26.20. The weather is intensely hot in summer and on some days the day temperature reach upto 450. About 93 percent of the annual rainfall in the region is received during the southwest monsoon months i.e. June to September.

CHAPTER-1 INTRODUCTION
1.1. Introduction This chapter provides background information of the project, brief description and objectives of the project, description of the area, scope, methodology and organization of the study. 1.2. About Oil and Natural Gas Corporation Limited Founded on August 14th, 1956, as Oil and Natural Gas Commission (ONGC) and converted to Corporation in 1992, ONGC is the largest Indian public sector company. It is also the second largest Indian company in terms of net profit and the third largest Indian company by market capitalization. ONGC has been conferred the Maharatna status by the Central Government on 16th November 2010. ONGC is engaged in hydrocarbon exploration and production activities. Major functions of ONGC are to plan, promote, organize and implement programs for exploration, development of petroleum resources and the production. It is involved in exploring and exploiting hydrocarbons in about 26 sedimentary basins of India. 1.3. Proposed Project Objectives ONGC has been playing an important role to meet the energy requirements of the country. The increase in demand of petroleum products has put a lot of pressure on ONGC for further exploration and production of hydrocarbons. The proposed one development well UBER-II is located in NELP-VI block CB-ONN-2004/3 (UBER) and covered under Jambusar district of Gujarat State. The salient features of the proposed project are given in Table 1.1. No Eco sensitive zone or reserved forest land lies within 10 km area of the proposed project. The block area is shown in Map 1.1. The block detail is given in Table 1.2.

1.4. Proposed Project ONGC proposes conversion of one exploratory well to Developmental well, depth of 4501 meters in the mining leases of the NELP-VI block CB-ONN-2004/3(UBER) block. 1.4.1. Conversion/Expansion of Exploratory Well to Development Well: In the old exploration project covered under exploratory environment clearance, no. J-11011/390/2007-IA.II(I), dt. 14.11.2008 drilling operations were completed, and in one of the well (Uber-2) sufficient indications of hydrocarbons were noticed while drilling. Field development of UBER is planned with only existing well i.e. Uber-2 which produced gas and condensate during initial testing in exploratory phase. Expected peak production from the field is 40,000 m3/d of gas and 21 m3/d of condensate. Well fluid from UBER-2, would be routed to GGS, Jambusar, through pipeline for processing of well fluid.

1.12. Status & Stage of Regulatory Framework As per the Schedule attached to the EIA Notification 2006, as amended till date, the proposed project is covered under Project or Activity, 1(b), namely Offshore and Onshore Oil and Gas Exploration, Development and Production. Such activities are also listed as Category-A under the said Notification, requiring prior Environment Clearance (EC) from the Impact Assessment Authority (IAA), i.e. the Ministry of Environment, Forests & Climate Change (MoEF&CC), New Delhi. 1.12.1. The Consultant Corporate HSE, ONGC, New Delhi, which is a Quality Council of India (QCI), National Accreditation Board for Education and Training (NABET) Accredited Consultant Organization vide certificate no NABET/EIA/1518/RA 0054 and is qualified to prepare EIA reports for Project / Activity 1(b) (Onshore Oil and Gas Exploration, Development and Production only), and undertaken the EIA studies of the (Project Name)the beginning of EIA report. 1.13. Project Chronology
MoEFCC has granted the Standard ToR vide letter No.No.IA-J-11011/227/2017-IA-II(I) dated 22.03.2018. The ToR letter is attached as Annexure 1.
Thereafter, Environment group of Corporate HSE, ONGC being QCI/NABET accredited has done EIA studies and prepared the report.
The baseline study was conducted during Pre Monsoon Season March-May 2018 in accordance with the ToR issued by MoEFCC and presented the preliminary study findings in this draft report released for the purpose of public consultation as per the EIA Notification.

The aim was to set baselines in order to monitor and identify trends after the commissioning of the project. Emphasis has been placed on presence of rare, endemic, migratory and threatened species, if any present in the study area. Desktop literature review was conducted to identify the representative spectrum of threatened species, population and ecological communities as listed by IUCN, ZSI, BSI and in Indian wild Life Protection act, 1972. 3.6.4. Aquatic Ecosystem of the study area The samples for qualitative and quantitative analysis of planktons were collected from the sub surface layer at knee depth. Water samples were filtered through plankton net of 20µ mesh size. The filtered samples were concentrated by using the centrifuge. By
light microscope the quantitative analysis was carried out for phytoplankton and Zooplankton. The Biological and aquatic sampling locations are shown in Fig. 3.7.

Listing of the endangered, threatened and endemic species of flora in a locality and drawing the attention to the occurrence of such species, would aid in creating awareness amongst the local people as a whole to protect such species from extinction, and to take necessary measures for their conservation. These type of floristic study is an inventory for such purpose and hence a necessity. The dominant tree species, herbs, shrubs, climbers and major crops, were documented during the baseline study. 3.6.9. Trees The dominant trees in the study area were,Mangifera indica (Keri), Azadirachta indica (Limbado), Salvadora persica (Piludo), Salvadora oleoides (Piludi), Pithecellobium dulce(Gorasmli) and Acacia nilotica (Bavalal)which are generally planted as the road side plantation or along the agriculture fields for shades. 51 species of trees belong to 23 families are enumerated from the study area.

advertisement of the same was published in newspaper. This land is Gauchar land (M/s. Oil and natural gas
corporation limited has shown this land as s. no, 938 A 2/938/P2 and 938/P 5 in newspaper) and mentioned as
waste land. Map has not been given and we villagers are not able to check the land acquisition portion but the
agreement or opinion with Sarod gram panchayat has not been made for the above said land acquisition which is
necessary because this waste land was demanded by the poor farmers and workers of the sarod village for
plantation to Sahakari mandala Sarod and gram panchayat has not agreed upon saying the Gauchar land is very
less in this area and it cannot be given and application was rejected by District collector moreover settling
company has encroached the land of this Gauchar land and sarod village gram panchayat has spent Rs 58,800/-
for land measurement and as on date the work is under process to remove the encroachment. So this Gauchar
land is very important for villagers and we are against the land acquisition by the company.
Entire waste land of sarod village is given for salt pan and sterling company so very less Gauchar land is
available for animals and which is a subject of worry for ranchers. So the land which will be acquired by
M/s. Oil and Natural Gas Corporation Limited shall be given to sarod village panchayat for Gauchar land
and kindly note that it is a high demand of all under signed villager.
2. Sterling SEZ and other chemical companies are already present in the land of sarod village where M/s. oil and
natural gas corporation limited Ankleshwar is planning to put up the well and group gathering station and the
mainly the P. I company is releasing the polluted gas in the ambient air which has odour and harmful and odour
has spread up to sarod village. If this group gathering station will release the gas in case of high quantity of gas
found in the region then this gas will mix with the gas released by P I company to ambient air which may be
harmful for any living organism and environment. So is M/s. ONGC, Ankleshwar has suggested any precautionary
measures? We demand for the assurance in case of damage to human being and agricultural crop.
We applicants are welcoming the M/s. oil and natural gas corporation limited but with the assurance of immediate safety
measure for human being, animals and environment.

Subject: following object on scheduled public hearing of Gas sub-station of ONGC on dated
28.08.2018 at S. No. 938, 939 at Jambusar
Respected Sir,
As mentioned in above subject public hearing has been arranged today in Sarod village and we want
to represent the following objection.
1. 6.20 acre land has been acquired in s. no. 938 without proper land acquisition by gram
panchayat and the land acquisition amount has not been given to gram panchayat. Kindly
pay the land acquisition amount before proceeding further.
2. Agreement has not prepared with sarod gram panchayat for construction of Natural sub-
station at sarod village
3. Project will require the employee at the time of operation phase. 20 to 30% compulsory
Employment shall be given to local unemployed youngsters and agreement of the same shall
be prepared with gram panchayat
We do not have any objection if all above point will be considered in the public hearing
