fields viz. Indian Institute of Management (IIM),

Ahmedabad; Indian Institute of Technology

(IIT), Gandhinagar; Pandit Deendayal Petroleum

University (PDPU), Gujarat National Law University

(GNLU), Entrepreneurship Development Institute

of India (EDI), National Institute of Fashion

Technology (NIFT), National Institute of Design (NID) and

MICA etc.

The State has 49 universities and over 1,400 institutes of

higher education affiliated to these universities catering to

over 7 million students.

The Government of Gujarat intends to improve

VICE CHANCELLOR’S SESSION ON INCULCATING GLOBAL ACADEMIC LEADERSHIP

Warren Bennis and Hallum Movius acknowledges in The Chronicle of Higher Education (March 17, 2006) that universities have undergone “a sea change that makes it among the most difficult organisations in the world to lead”. The increasingly complex internal and external environment in which universities operate makes it necessary for persons holding senior administrative positions to be knowledgeable. Most persons assuming leadership responsibilities, while highly skilled in a discipline, are talented amateurs in leadership and management. Most have learned ‘on the job’, chairing departmental and senate committees, and holding other administrative responsibilities at the level of Dean and/or Vice-President.

While learning on the job plays an important role in contributing to the general preparedness of an individual to assume an administrative post that carries expectations for leadership, it is not enough. The current, complex and often contradictory expectations and demands of peers, the institution and the society today require that administrators possess both a more in-depth and a broader knowledge base than can be provided by learning on the job.

ICAI 2015 aims at discussing Global case studies with insights from Vice Chancellors around the globe on the processes, systems, structures and strategies needed for development of Academic Leadership in the Universities.

With the opening up of the Indian economy and increase in exports, improving the productivity of the workforce is a key challenge for many corporations and entities in India. Further, as the Indian economy grows, a large number of skilled persons will be required to sustain this growth. Current studies indicate that net enrolment in vocational courses in India is about 5.5 million per year compared to 90 million in China and 11.3 million in the United States (US). A mere 2 per cent of Indian workers are formally skilled. Significantly, the bulk of the labour force in India - about 93 per cent - who work in the unorganised sector are largely untouched by any kind of formal training. Gujarat has taken initiatives in developing capacity in Skill Development and making it more effective and aligned with industry requirements.

INTERNATIONAL EXPERIENCES OF HIGHER EDUCATION POLICY IMPLEMENTATION

Since early 20th century, there have been several high level commissions set up to provide policy orientation for the development of higher education in India. On the basis of the report of the Sadler Commission (1917–19), also referred to as the Calcutta University Commission, the Central Advisory Board of Education (CABE) was set up to define the general aims of educational policy and coordinate the work of various provinces and universities by guarding against needless duplication and overlapping in the provision of the more costly forms of education.After the economic reforms were undertaken in the early 1990s, their influence on development of higher education has been ignored. With the economic reforms of the 1990s, the private sector has come to occupy a central role in the economic development of the nation. There is a need for a holistic review of the instruments currently available for managing the higher education system. In this context, it is important to develop a new national policy framework for higher education in the current and emerging context.

ICAI 2015 aims at discussing the International cases studies of policy implementation mechanisms towards development of Higher Education Institutes which serve Equity, Excellence & Expansion requirements.
