    Dear Mr. Ambassador:

    June 6, 1970

Thank you for your gracious letter of May 25 concerning the United Nations celebration at the National Presbyterian Church and Center on June 26. We have sent a letter of invitation to Dr. Luis Manuel Debayle.

We are so sorry you will be unable to attend the celebration here, but feel sure the anniversary ctlebration in San Francisco will be most inspiring. Would you be kind enough to designate some member of your Embassy to represent you? We would be happy to send him an invitation to the dinner here.

Thank you for your help in this.

    Yours most cordially,

I deeply appreciate your kind letter of May 21, inviting me to the celebration on the occasion of the 25th Anniversary of the signing of the United Nations Charter to be held on June 26 as one of the dedicatory events of the new National Presbyterian Church and Center.

I sincerely hope to have the opportunity to enjoy your gracious hos-pitality on some other occasion.

In connection with your desire to contact Dr. Mariano Argllello and Dr. Luis Manuel Debayle, as co-signers of the United Nations Charter, it is most unfortunate that Dr. Mariano Argllello passed away just a few weeks ago. Mr. Lowell R. Ditzen, Director The National Presbyterian Center 4125, Nebraska Avenue, N.W. Washington, D.C.

    Dear Mr. DI tzen,

I was away from Rio for over a month and my mail was not forwarded. That accounts for this tardy acknowledgment of your courteous letter and for my long de.layed thanks tor your kind invitation to the Dinner party on the 25th. anniversary of the signing of th~ United Nations Charter.

Nothing would please me so much as to be present at the National PresbyterIan Center on that occasion, had I been able to. leave Brazil at that time.

I feel sincerely sQrry to be thus deprived of pleasure of encountering again Governor ,Stassen, whom remember well, and some other of the former Delegates to San FranCisco Conference, who might have attended to your

    the I the call.

It would have been a fine occasion to compare notes with them~after so many years. I trust that I would net be the only one to praise the United Nations for the good work it has accomplished in the SOCial, economic and the cultural fields referred to in the Charter.

I doubt though whether I could find amongst the former Delegates anyone holding an optimistiC view concerning the political activities of the Organization. It cannot be blamed though if its unceasing efforts to bring peace and security between states have in most cases come to nothing. The blame should be laid rather on some of . the-member states" which are-notoriously bent inundel"1tlining the Uni ted Nations action whenever and wherever there is a chance to acheive peace and stability.

For the present we can see no prospects of blotting out the margin of mistrust that divides the world in tw oups. If ~there is a tide in the affairs of men", we must await confidently until the Hflood that leads on to fortune": will bring peace and freedom to mankind.
