The Constitution of the Socialist Republic of Vietnam (1992), the Education Law (1998), the
Political Report at IXth
Congress of the Vietnam Communist Party (2001) and the socio-
economic strategic plan for 2001 - 2010 have identified guiding view-points for the educationaldevelopment of our country. They are as follows:
3.1. Education is the foremost national policy
Education is the foundation and highly qualified human resources are one of the important
driving forces that accelerate the industrialization and modernization process which is the basicfactor for social development, rapid and sustainable economic growth.
3.2. To build up a popular, national, scientific, modern, socialist oriented education, based
on Marxism-Leninism and Ho Chi Minh''''s thoughts
To implement social equity in education, to create equal opportunities for everyone to pursue
learning. The State and the society should have mechanisms and policies for helping the poor in
learning and developing talents.
To educate Vietnamese who will be all-round developed, having morals, knowledge, health,
aesthetic sense, individual abilities developed; to train workers with professional skills, who aredynamic, creative, loyal to the ideal of national independence and socialism; having the ambition
to be a person of virtue, to make a living, have civil awareness, contribute to the cause of makingour people rich, our country strong, our society equal, democratic and civilized, while serving the
construction and defense of our Motherland.
3.3. Education development must be linked with the demands of socio-economic
development, scientific-technological progress and national defense and security, ensure the
rational structure of qualifications, careers, location; to increase the enrollment while ensuringquality and effectiveness of education and link the training with employment. Education should
follow the principle of learning coupled with practice, education linked to productive labour,theory connected to experience, and education in school combined with education in family and
in the society.
3.4. Education is the cause of the Party, the State and the whole Nation. To build up alearning society, to create conditions for everyone of all ages and all levels to pursue continuing
and life long learning, the State should play the key role in education development. To increasethe social participation; to encourage, mobilize and create conditions for entire society to take
part in education development.
The guiding idea of the Education Development Strategic Plan for period 2001-2010 is to
overcome the shortages in many aspects; to continue the innovation systematically andsynchronis-tically; to create the basis for significant enhancement of quality and effectiveness of
education; to actively serve industrialization, modernization and the prosperity of the country, to

make our country develop rapidly in a sustainable manner, to keep pace with other developedcountries in the region and on the world within a short time.
