FOREWORD

The Digital Champion of each EU Member State undertakes initiatives to promote the benefits of the development and use of information and communication technologies and the acquisition of digital skills.

The Digital Championship is one of the actions that promotes the Digital Agenda of Europe carried under the auspices the Cyprus Digital Champion, Dr. Stelios Himonas, the Permanent Secretary of the Ministry of Energy, Commerce and Industry.

DIGITAL CHAMPIONSHIP PURPOSE

Design and Development of Innovative Digital Products and Services in accordance with the EU Digital Agenda’s actions.

Digital Championship is a digital innovation1 competition aiming to promote digital innovation, as well as to encourage innovation to pupils, students and SMEs. Projects submitted to the competition fall under one of following categories:

i. Using technology to solve social problems and / or improve citizens' quality of life (e.g. addressing social, cultural or environmental issues).

ii. Focusing on the design and development of innovative digital products and services that are in line with the priorities of the Digital Agenda2 (e.g. eCommerce, FinTech, e-Learning, Artificial Intelligence, Smart Cities, e-Governance, e-Health, etc.).

The competition also aims to promote new trends in the global industry, through special awards in specific categories of technologies which are not so widespread in Cyprus. The scope of the Digital Championship varies according to the category of participants, but a common parameter is the familiarization of the participants with the Digital Agenda and the development of an innovative model or functional prototype or digital product or service. The Digital Championship has three categories:

• K1. Entrepreneurship for Students of Secondary Education • K2. Entrepreneurship for Students of Tertiary Education • K3. Business Entrepreneurship

The goals of the Digital Championship are achieved by:

• providing specialized seminars to support the development of innovative models, prototypes, digital products or services (depending on the category that the project is submitted to); and

• awarding the distinguished proposals in each category.

In particular, the following are expected to be achieved for each category:

• K1. Entrepreneurship of Secondary Education Students should:

o learn about the action areas of the Digital Agenda, o develop an innovative model (mock-up prototype3) for a digital product/service

aligned with the Digital Agenda actions.

• K2 Entrepreneurship of Tertiary Education Young entrepreneurs should:

o learn about the action areas of the Digital Agenda, o develop an innovative functional prototype (working prototype4) for a digital

product/service aligned with the Digital Agenda actions.

• K3. Business Entrepreneurship Participants should:

o learn about the action areas of the Digital Agenda, o develop a complete, innovative digital product or service aligned with the Digital

Agenda actions, o submit a business plan, o promote the digital product or service on the market.

COMPETITION PRIZES AND AWARDS The Digital Championship competition includes both, prizes and awards for the three winners of each category. Furthermore, the competition provides commemorative plaques to eligible mentors as a token of appreciation. Finally, for categories K1 and K2, a commemorative flag is awarded to the school or University to which the majority of team members belong to. The prizes and awards per category are described below. K1. Entrepreneurship of Secondary Education

o First Prize ▪ €2,000, ▪ (if applicable) a commemorative plaque to the team mentor, ▪ (if applicable) a commemorative flag for the school to which the team

belongs, and ▪ selection of a scholarship per team member (up to three (3) scholarships

per team) from the list of available undergraduate scholarships. o Second Prize:

▪ €1,000, ▪ (if applicable) a commemorative plaque to the team mentor, ▪ (if applicable) a commemorative flag for the school to which the team

belongs, and ▪ selection of a scholarship per team member (up to three (3) scholarships

per team) from the list of available undergraduate scholarships. o Third prize:

▪ €500, ▪ (if applicable) a commemorative plaque to the team mentor, ▪ (if applicable) a commemorative flag for the school to which the team

belongs, and ▪ selection of a scholarship per team member (up to three (3) scholarships

per team) from the list of available undergraduate scholarships. Please note that winners will choose from the available scholarships in strict order of priority set by the order of their ranking and depending on availability of scholarships. K2. Entrepreneurship of Tertiary Education

o First Prize ▪ €3,000, ▪ (if applicable) a commemorative plaque to the team mentor, ▪ (if applicable) a commemorative flag for the university to which the team

€2,000 which shall be subject to the prior approval of the Digital Champion.

o Second Prize: ▪ €1,500, ▪ (if applicable) a commemorative plaque to the team mentor, ▪ (if applicable) a commemorative flag for the university to which the team

belongs, and ▪ selection of a scholarship per team member (up to three (3) scholarships

per team) from the list of available postgraduate scholarships o Third prize:

▪ € 1,000, ▪ (if applicable) a commemorative plaque to the team mentor, ▪ (if applicable) a commemorative flag for the university to which the team

belongs, and ▪ selection of a scholarship per team member (up to three (3) scholarships

o First Prize ▪ €10,000, ▪ possibility of free participation in business support infrastructure (co-

working spaces, accelerators, incubators) depending on availability and ▪ The winning team will be required to use part of the prize money to

participate in a training / exhibition program abroad that focuses on entrepreneurship or any other program considered helpful in promoting or developing the team’s product/service. Evidence of such participation should be submitted to the Ministry of Energy, Commerce and Industry no later than January 2021.

o Second Prize: ▪ €5,000 and ▪ possibility of free participation in business support infrastructure (co-

working spaces, accelerators, incubators) depending on availability. o Third prize:

▪ €2,000 and ▪ possibility of free participation in business support infrastructure (co-

working spaces, accelerators, incubators) depending on availability.

SPECIAL PRIZES The Digital Champion may decide to award special prizes to submissions that will excel (from any category) in the following areas:

● €2,000 for the “Internationally Oriented Enterprise” to emphasize the international dimension of the Competition and the synergies created by other initiatives as well as the importance of internationalization.

● €2,000 for the best submission focusing on “Innovative Technologies for Society”.

● €2,000 for the best Proposal on “Social Entrepreneurship5”. Furthermore, the platinum sponsors of the competition in collaboration with the Organizing Committee, may award additional special prizes to selected categories. In the event that no submission falls under a category for the special prize, or if entries do not meet the competition's evaluation criteria to a sufficient extent (see the evaluation criteria in ANNEX III - Evaluation Criteria for PROJECT SUBMISSIONS), then the special prize is voided. It should be noted that in the event where a prize (either a prize in a specific category or a special prize) is not accepted by the winners, the Digital Champion has the right to award it to the participants next-in-line. The Digital Champion also retains the right to award the contestants in order of rank, if there are scholarships available. Prizes are personal, are not transferable and cannot be exchanged for money or other awards.

COMPETITION STAGES The Digital Championship is carried out in four stages as described in the following sections.

First Stage – Application for Mentorship/Team Up At the initial stage, interested parties can submit an application for mentorship or team up. In this case, interested parties are requested to submit a brief summary of their project. ANNEX I - Application for mentorship or team-up sets out the main points of the summary. The Organizing Committee assesses the submitted summaries and assigns mentors to each submission. In the case that an individual or a team applies for a team-up, the team-up coordinator will contact the applicant(s) and discuss potential collaborations with other applicant(s), in an effort to strengthen the team and project. Not submitting a brief summary during the first stage of the competition has no impact on potential submissions during the second and third stage of the competition (see Second Stage - Training Day and Third Stage - Project Submission), as the submission of the brief summary is optional. If no brief summary is submitted during the first stage, participants can submit their proposals during the third stage. In this case, no mentor will be assigned to the team.

Second Stage – Training Day Interested parties are invited to participate in a specially organized seminar, the “Digital Championship Training Day” and receive specialized support and guidance from academics, specialists and industry experts.

Third Stage – Project Submission Interested parties are required to submit their projects in one of the three categories of the competition. The main requirements of the submission are outlined in ANNEX II – PROJECT SUBMISSION Structure. The projects must be submitted under one of the Competition's categories:

Submissions are evaluated by the Evaluation Committee on the basis of the criteria set out in ANNEX III - Evaluation Criteria for PROJECT SUBMISSIONS and are ranked according to their scores. The submissions that receive a score below the threshold of 50/100 are excluded. Finally, the top 10 proposals per category progress to the fourth stage.

Fourth Stage - Presentations Contestants who progressed to the fourth stage are invited to present their projects to the Evaluation Committee. Projects are evaluated on the basis of the criteria set out in the ANNEX III - Evaluation Criteria for PROJECT SUBMISSIONSSUBMISSION. Furthermore, each competition judge is entitled (but not required) to award 5 additional points for the “Wow Effect” to one project in each category s/he is a judge in. Judges may decide to award the foresaid 5 points based on the overall impression made during the presentation and are entitled to choose only one project per category they are judging to grant the additional points. Subsequently, the projects are ranked according to their final total score. The first 5 projects per category are judged using successive rounds where in each round one project is eliminated based on the votes of each member of the judging panel, until the winning projects for each category are selected.

BENEFICIARIES AND CONDITIONS FOR PARTICIPATION Beneficiaries Individuals or teams have the right to participate in the Competition provided that they belong in one of the following categories.

• K1. Entrepreneurship of Secondary Education Teams composed of students 12-18 years old (minimum of two (2) and a maximum of seven (7) students), enrolled in schools (Gymnasiums and Lyceums) recognized by the Ministry of Education, Culture, Sport and Youth and located within the territory of the Republic of Cyprus. Students are entitled to request counselling support from teachers.

• K2. Entrepreneurship of Tertiary Education Individuals or teams composed of students (maximum up to seven (7) students), enrolled in Universities or Institutions of Tertiary Education (Higher and Tertiary Education) recognized by the Ministry of Education, Culture, Sport and Youth and located within the territory of the Republic of Cyprus. PhD students and PhD candidates are excluded, since they fall under category K3.

• K3. Business Entrepreneurship Natural persons, teams or start-ups or newly established businesses and Small and Medium-sized6 enterprises7 (SMEs), registered with the Republic of Cyprus and with headquarters within the territory of the Republic of Cyprus. The teams should be composed of up to seven (7) persons.

Category Classification The classification of the project’s category abides by the following rules.

1. If a member of the team is not currently enrolled in a school or university then the project category is K3.

2. If a member of the team is a doctoral student, then the project category is K3. 3. If the above rules are not satisfied, and a member of the team enrolled in a university

then the project category is K2.

Non-Beneficiaries K3. Business Entrepreneurship: The following are not eligible to participate:

● Large Enterprises ● Applicants who have a final court conviction against them for deceit, fraud and/or other

offense, unless it has been three (3) years from the date of such conviction.

Participation Right Participation rights to the Digital Championship have all those described above as “Beneficiaries” that do not fall under any of the descriptions of “Non-Beneficiaries” and

● Will submit a project within the specified deadline, ● Will submit the necessary supporting documents within the specified deadline, and ● Each candidate may participate in the submission of a maximum of two projects.

PROJECT SUBMISSION Required Supporting Documents During the Project Submission deadline (Stage Three), the following documents must be submitted.

1. Consent of a parent or guardian (for each member of the team) stating that: 1.a. He / she agrees for the student to take part in the Competition, and 1.b. Accepts for the student to be photographed and / or videotaped for Competition promotion purposes.

2. Written student statement (for each member of the team) stating that: 2.a. The information included in the submission is complete, accurate and true, and is the product of their own work, without any other external assistance, and 2.b. He/she accepts the cross-referencing of the information stated in the submission form.

3. A photocopy of their Student Identity Card or Certification from the School Principal for each member of the team.

K2. Entrepreneurship of Tertiary Education

1. Declaration Statement stating that: 1.a. The information included in the submission is complete, accurate and true, and is the product of the participants’ own work, without any other external assistance; 1.b. He/she accepts the cross-referencing of the information stated in the submission form; and 1.c. He/she accepts to be photographed and / or videotaped for Competition promotion purposes.

2. A photocopy of their Student Identity Card or Certificate of Attendance from their Tertiary Education Institution or University, for each member of the team.

3. In the event that a student is under the age of 18 at the submission time then for any such student the documents required for category K1 paragraph 1.a and 1.b must also be presented.

K3. Business Entrepreneurship

1. Declaration Statement stating that: 1.a. The information included in the submission is complete, accurate and true, and is the product of the work of the startups or newly-established businesses or the participating team members, and that they have the ownership of the intellectual rights and they did not receive any external assistance; 1.b. They accept the cross-referencing of the information stated in the submission form; 1.c. They undertake to implement or complete the proposed digital product or service by the date of submission and final evaluation; and 1.d. They accept to be photographed and / or videotaped for Competition promotion purposes.

2. Certificate of registration of the company or in case the applicants are natural persons a copy of the Identity Card of each team member

3. Certification by the Independent Certified Auditors that the enterprise is an SME. (Not applicable to teams consisting of natural persons).

How to Submit Proposals All submissions must be made electronically at https://www.judgify.me/DigitalChampionship201920. If the required Supporting Documents File is not submitted on the project submission day, then it may be sent electronically by the next working day, which is considered as the final submission date. Projects will only progress to the next stage only if the supporting documents are validated. It is noted that after the expiry of the submission deadlines (project and supporting documents), any changes or supplements to the submitted documents (e.g. replacement of data, information or evidence) will not be accepted. RIGHTS - AMENDMENTS The Digital Champion reserves the right to either cancel the Digital Championship, or amend the conditions thereof, or change the dates if such action is deemed necessary. Any changes will be published in the press as well as on the Digital Championship Website. In such a case, the Digital Champion shall not be liable for any compensation to the participants. The English version of the Call is provided for information purposes only. Only the Greek version of the Call is legally binding and shall prevail in case of any discrepancies.

CONFIDENTIALITY PERSONAL DATA – PUBLICITY All submissions will be confidential in both stages of the Digital Championship. The members of the Organizing Committee and the Evaluation Committee will sign a private confidentiality agreement according to which they will keep all information of the projects that will be disclosed to them as confidential. The Digital Champion shall create a personal data archive containing the personal data of all participants, solely for the purposes of the Digital Championship. Those participating in the Digital Championship accept the use of their personal data for such purposes and agree to receive information regarding the Digital Championship. Participants in the Digital Championship are not entitled to use the names or logos of the organizers of the Competition. The conditions of participation in the Digital Championship have been posted on the website of the Digital Champion: http://www.digital-championship.org/. Participants in the Digital Championship agree and grant the Digital Champion the right to promote the Competition by selectively publishing information about submitted projects.

EVALUATION COMMITTEE The Digital Championship Evaluation Committee consists of representatives from the academic and industry communities. There is an Evaluation Committee appointed for each category of the competition, which consists of three (3) members. Each submission is rated by 3 members, who declare responsibly that they have no attachments to the project (or team members) under evaluation. Upon the completion of the evaluation, the Evaluation Committee of each category delivers the results and project ranking to the Organizing Committee and the Digital Champion. The scores are not published, but participants can be informed and receive feedback on their submissions, following the announcement of the results.

ANNEX IV – EXAMPLE OF MOCKUP PROTOTYPE Problem - What is the problem you are trying to solve? The problem reflects a market gap relevant to the lack of infrastructure for the recycling of cooking oils and their use in biofuel production. Further, many vulnerable groups (e.g. elder, immigrants, rural residents, unemployed) do not have access to affordable (heating) fuel, especially during the winter period. Proposed Solution – What is your solution to the problem? The proposed solution is based on the creation of a new (virtual) business that will coordinate an existing network of partners for the efficient collection of cooking oils, which can be processed for the production of biofuels. The produced biofuels will then be distributed to vulnerable groups.

Innovation - How is your solution different/more innovative compared to existing solutions? The innovation behind the solution is the creation of a (unique to Cyprus) integrated system for collecting cooking oils, recycling and distribution in the form of biofuels. Market - What is your target audience? Two categories of targeted groups: a) People with recycling and environmental sensitivities, b) Vulnerable social groups (e.g. the elderly, the unemployed, rural residents, immigrants) seeking low cost heating fuels. Impact - What is the social and/or economic impact of your project? The idea will help enhance Cypriots’ environmental culture, especially their norms relevant to the recycling of materials, which affect negatively our water resources. It will also help improve the quality of life of vulnerable groups. An economic impact involves national savings in: water management & purification, and financial support towards vulnerable groups. Feasibility - What are the resources and support/cooperations required to develop your solution? The resources that will be needed for the implementation of the idea are mainly financial (to cover mainly operational costs and salaries), human, as well as software systems for the management of the system of collection - production – dissemination. Cooperations, which will be pursued include: a) a cooking oil collection company; b) a biofuel processing / production plant, which is specialised in the processing of cooking oils; and c) biofuel distributors, who will assist in making the end product available to the targeted vulnerable groups.
