Introduction

Girl Scouting would not exist without dedicated adults to help guide and mentor girls as they develop into our leaders of tomorrow. Recognizing adults in the movement is a way to acknowledge the service provided and to share the dedication, creativity, and exceptional performance. Recognition can be informal or formal; it can recognize direct service to girls, direct service to leaders, or indirect (behind-the-scenes) support. Recogni-tion can range from a simple expression of appreciation (e.g., a sincere “Thank You” for a job well done) to awards that are nationally recognized using a formal review process.

Informal recognitions serve as day-to-day ways to say “thank you”. These can be on a one-to-one ba-sis or as a “call out” from a group to an individual or group. Informal recognitions may include tangible expressions of gratitude (e.g., a thank you note, a certificate, a small memento that serves as a remind-er of the activity, a feature in a local newspaper). In-formal recognitions also include the awarding of na-tional and council developed pins and other tokens of acknowledgement of specific milestones or positions (e.g., the Girl Scout Membership Pin, Volunteer Posi-tion Bar, Membership Numeral Guards, and Years of Service Pins).

Formal recognitions and awards fall into two groups—ones developed by Girl Scouts of the USA (GSUSA) and ones locally developed by Girl Scouts of Historic Georgia (GSHG).

All nationally developed recognitions and awards require that recipients are adult members of GSUSA. These awards and recognitions are available across all councils in GSUSA. Most of the national awards require review by a council committee, and the higher awards must be approved by the council Board of Di-rectors.

Recognitions and awards developed within the Girl Scouts of Historic Georgia are only available in this council. These tend to for more specific types of ser-vice activities, and most of these are reviewed by a

council committee. Formal recognitions identify individuals who have

been members or provided service over specified periods of time or have completed specific training courses.. Formal awards recognize adults who have “performed beyond the expectations of the position”.

This booklet is designed to provide descriptions, consistent expectations, and the process (including the documentation needed) for awarding adult recog-nitions and awards in Girl Scouts of Historic Georgia.

All awards reviewed by a council committee and recognitions for 20 or more years of service are pre-sented at a council event. Recognitions for shorter periods of time and awards reviewed in the Service Areas are presented by the Service Areas.

The Award Nomination Process For Awards Reviewed by the Council Recognitions Committee

Identify a potential candidate for an award..

Awards are designed to recognize individuals and teams who have gone above an beyond the criteria for the position. Note: Typically, nominations are made without the knowledge of the individual being nominated.

Determine if the candidate meets the general eligibility requirements. [if not, stop]

Unless an award specifically states otherwise, candidates for all National and Council awards must meet the following criteria to be eligible for consideration: Currently registered adult member of Girl Scouts of the USA Active with Girl Scouts of Historic Georgia Have a completed background check on file at GSHG (where required for

the position) Not flagged by GSHG (e.g., owes no council debt) A good and positive role model Trained or has equivalent experience for the position held Meets expectations of the position description and gives service above and

beyond what is expected for that position

Determine the award that is most closely aligned with the exceptional service that the candidate has performed

For guidance, use the descriptions provided in the Awards and Recognitions at a Glance (pp. 5 - 7) and the tables (pp. 8 - 9) for comparing awards. Once you have selected the award, go to the specific information about that award in the National (or Council) Level Awards and Recognitions Sections of the booklet to obtain the details and the forms needed to submit a nomination.

Determine if the candidate meets the service require-ments that are specific to that award. [If not, see if other awards or

recognitions would be appropriate.]

The detailed information about the award will provide more specific information about the expectations for service associated with that award (National awards on pp. N - 2 to N -19 and Council awards on pp. C - 2 to C - 25); the number of endorsements that must accompany the nomination; and the nomination form and expected layout for endorsements.

Form a team (the sponsor/nominator and the individuals who will complete endorse-ments) to assemble the nomi-nation packet. [Individuals completing endorsements

should not be related to the nominee.]

The sponsor will be the key point of contact for the nomination and will com-municate with the individuals completing endorsements. (The sponsor can also be one of the individuals completing an endorsement.) Although the team can (and should) communicate about the nomination and the content of the endorse-ments, each letter should be from the knowledge (and heart) of the person com-pleting the endorsement. Responses to the items required for endorsements should provide specific, detailed support for the service performed and the measures that indicate the successfulness of the activity (Examples are includ-ed with the “Checklist for a Successful Nomination” on p. 10). Neither the nomi-nee’s name nor the name of the individual(s) completing the endorsement should appear on the actual endorsement. The review process is designed to provide “blind” reviews—i.e., the Council Recognitions Committee does not know the name of the nominee nor the individuals providing the endorsements.

The sponsor collects all docu-ments (in electronic form) and submits them to the dedicated email address: [email protected]

Ideally, all of the documents needed for the nomination should be submitted as attachments to a single email addressed to the dedicated email address: [email protected]. Please use the name of the award in the Subject line for the email. If the nomination needs to be submitted in parts, please include the name of the nominee, the name of the sponsor/nominator, and the name of the award in the body of the email (and the name of the award in the Subject line for the email). The deadline for submissions is the 2nd Monday in February (by 11:59 pm). Failure to meet this deadline will result in the application being moved to the next review cycle (i.e., the next year).

The sponsor will be notified about the outcome once all reviews are complete.

For individuals and/or teams who are approved for an award, please encourage the individual to attend the awards ceremony where the presentation will be made. Note: Many times, individuals do not know that they have been nominat-ed nor selected—so the announcement at the ceremony comes as a surprise!

Note: The Council Recognitions Committee makes every effort to appropriately match an award with the candi-date’s performance. At times the award criteria, the letters of endorsement, and other information indicate that a different award is more appropriate for the candidate. Rather than deny the entire nomination, the committee will contact the sponsor and explain the change.

The Nomination Process for Awards and Recognitions Reviewed in Service Areas

Deadline for Submitting All Approved Individuals: 2nd Monday in February

Service Area Award Review

The only award that is reviewed within the Ser-vice Area for approval or denial is the Newcomer Award:

Newcomer—Troop Level Positions Newcomer—Service Area Level Positions

Each Service Area should have a process for identifying, nominating, and reviewing candidates for this award. The nomination and endorsement forms (included in this booklet) are for use by Ser-vice Area or Council level reviews. Each Service Area establishes a deadline and process for submitting these Newcomer Awards that is early enough for the Service Area to review the nominations and make decisions to approve or deny the nominations by the 2nd Monday in Feb-ruary. Each Service Area designates an individual to receive the award nominations and has the re-sponsibility to separate the nomination form and endorsement cover page from the rest of the packet and to review the endorsement letters to make sure that names of individuals are not in-cluded on the material being reviewed. If names are included, these need to be marked through prior to the peer review process. A Service Area committee of experienced volunteers then reviews the nominations and makes a decision about ap-proval or denial. The Service Area submits the Service Area Newcomer Award Order Form with names for the individuals approved for the New-comer Award to [email protected] by the 2nd Monday in February.

Service Area Recognitions Review

Collect Names of Eligible Recipients: Service Areas collect information for volunteers who are in line for the following recognitions: National Recognitions (5 year increments):

Numerical Guards Volunteer Service Award Pin Council Recognition: Daisy’s Leadership Pin

Place Orders: The Service Area Recognitions Order Form (available in the Appendix) is then submitted to [email protected] no later than the 2nd Monday in February. Recognize Recipients: Orders for Daisy’s Leadership Pin, Numeral Guards (for 5, 10, and 15 years) and Volunteer Service Award Pins (for 5, 10, and 15 years) are sent to the Service Area for presentation at a Ser-vice Area Event. Recognitions for at least 20 years are present-ed at a Council Awards event. The Trained Volunteer patch and rockers are available year around from the Council Shops. NOTE: Numeral Guards, Volunteer Service Award Pins, and Daisy’s Leadership Pin may also be ordered using the Self-Nominated Recognition Form in the Appendix.

Service Area Input for Awards to be Reviewed by

the Council Recognitions Committee

Individuals in each Service Area know the adult Girl Scouts in their area better than anyone else. Iden-tifying and nominating Service Area “stars” is a great way to say “thank you” to individuals or teams who have provided exceptional service to troops/groups, the Service Area, the Region, or the Council. Spend-ing some time at Service Area Meetings, talking with leaders and parents about the awards process, and following through with nominations will shine a light on these individuals and your Service Area. The deadline for nomination for submitting all Council Awards and all National Awards that are to be reviewed by the Council Recognitions Committee is the 2nd Monday in February. These nomination packets must be submitted by email to: [email protected] by the deadline. Newcomer (Troop or Service Area level) Awards that were approved must be submitted to the same email address by the same (2nd Monday in February) deadline.

The Process (Timeline)

Award nominations are for service that occurred prior to October 1 of the school year when the nominations are made. For example: Nominations submitted in February 2020 for the 2019/20 school year would be based on service performed prior to October 1, 2019.

Timing  Activity That Does Not Depend on Place of Review 

Fall 

Introduce the Adult Recognition process at Service Area Meetings and through other avenues that are appropriate. Announce the 2nd Monday in February as the deadline for submitting nominations for all awards and lists of all individuals to receive recogni-tions. Begin the process for identifying individuals who should be recognized and indi-viduals who will serve on review committees. 

January 

Identify individuals in line for recognitions (Daisy’s Leadership Pin, Numeral Guards, and Volunteer Service Award Pins).   Complete all nomination packets for awards to be reviewed by the Service Area or the Council Recognitions Committee. Each packet will include a completed Nomination Form and the appropriate number of endorsements. 

2nd Monday in February

The Council Recognitions Committee reviews award nominations and (where appropri-ate) makes recommendations to the Board of Directors.

The Council Recognitions Committee forwards recommendations to the Council Board for awards needing their review.. The Council Board of Directors reviews recommendations for awards needing their ap-proval.  Sponsors for awards reviewed by the Council Review Committee are notified of the re-sults. 

May and

June

Adult Recognitions and Awards are presented at Council High Awards Ceremonies. Service Areas distribute Adult Awards and Recognitions at a Service Area events.

Adult Recognitions and Awards at a Glance (What they are and where they are presented)

Recognitions and Awards presented at Service Area events—These represent milestones of membership or accomplishments aligned with Council Awards that took place at the troop level or Service Area level.

Recognitions and Awards developed by Girl Scouts of Historic Georgia and presented at Council sponsored events. Other Girl Scout councils may not have awards similar to these or may have different names to recognize similar service.

Recognitions and Awards developed by Girl Scouts of the USA and presented at Council sponsored events—These represent longevity of service or service that goes beyond the expecta-tions for the position. Although recommended or approved by our Council Recognitions Committee (and where required approved by our Council Board of Directors), these recognitions and awards are recognized across the United States.

Awards and Recognitions Presented at Service Area Events

Newcomer Award (Troop or Service Area Volunteers) Recognizes volunteers who have served in a position “new to them” for at least one year but less than two years and fulfills the duties of that po-sition in an exceptional manner. [Council Award]

Membership Numeral Guards (5, 10, or 15 years) A membership numeral that recognizes the total years of registered mem-bership in any Girl Scout/Girl Guide organization at five-year intervals under 20. Years as a girl member plus years as an adult member are combined and counted toward this recognition. [National Recognition]

Volunteer Service Award Pins (5, 10, or 15 years) Recognizes an adult member registered with the Girl Scouts of the USA. for her years of active volunteer service at five-year intervals under 20 [National Recognition]

Daisy’s Leadership Pin Recognizes an adult volunteer registered and active with Girl Scouts of Historic Georgia who has served as a troop leader of co-leader for three complete years. [Council Recognition]

Additional Recognition Available Throughout the Year (as additional training is completed)

Trained Volunteer Patch

Recognizes volunteers who have completed GS101 with additional “rockers” that can be added as the volunteer completes additional training in New Leader Orientation, Grade-Level, First Aid, Outdoor Skills 101, Troop Travel, Service Area Team, and Archery [purchased through Council Shops]

Recognizes adult Girl Scouts who respect diversity and demonstrate in-clusive behavior while providing outstanding service related to one or more mission-delivery goals

Community Service Award (Individual or Team)

Recognizes a non-member, business, educational institution or other civic/community organization that has demonstrated outstanding service and support of Girl Scouting in the community and whose support impacted at least one Service Area

Courage, Confidence, and Character Award

Recognizes adult Girl Scouts who have demonstrated courage, confi-dence, and character in providing service to Girl Scouting while overcom-ing adversity or challenges

 

Mickey Hess Award (Individual or Team)

Recognizes an individual adult Girl Scout or a team that has been instrumen-tal in organizing or substantially increasing participation in Girl Scouting in an underserved area for at least three years

Newcomer Award (Regional or Council Volunteers)

Recognizes Girl Scout volunteers who have served in a position “new to them” for at least one year but less than two years and fulfills the duties of that position in an exceptional manner

Outdoor Enthusiast

Recognizes adult Girl Scouts who have provided exceptional service that furthers outdoor education for girl and adult Girl Scouts

Spirit Award

Recognizes adult Girl Scouts who have motivated and inspired others through their continuous positive attitude

Sustained Service Award

Recognizes Girl Scout volunteers who have continued to provide exem-plary service at the Service Area level or beyond for at least an additional three years after receiving the Appreciation Pin or the Honor Pin

The Appreciation Pin recognizes an individual’s exemplary service in support of delivering the Girl Scout Leadership Experience. This service, which has had measurable impact on at least half of a Service Area, helps the Service Area reach its mission-delivery goals. 

Honor Pin* Recognizes an individual’s exemplary service in support of delivering the Girl Scout Leadership Experience which has had measurable impact on at least one Service Area, allowing the council to reach and surpass its mission-delivery goals

President’s Award (Service Area Team)* OR President’s Award (Team other than Service Area)*

Recognizes teams or committees (Service Area Teams and/or Other Teams or Committees) whose exemplary service in support of delivering the Girl Scout Leadership Experience surpassed team goals and resulted in significant, meas-urable impact toward reaching the council’s overall goals

Council Awards Criteria & Features

1 The Team Leader and all other adults working with girls must be registered Girl Scouts. There may be adult team members who are not working with girls who are not registered Girl Scouts (e.g., Social Workers, Grant Writ-ers,…)2 The reviewing group and place presented depends on the new position. Troop and Service Area level “Newcomers” are evaluated by the Service Area Team and the awards are presented at a Service Area event. Individuals in new positions beyond the Service Area are reviewed by the Council Recognitions Committee and are presented at a Council event.

Checklist for a Successful Award Nomination

Selecting someone to nominate Confirm that the individual (or group) meets the eligibility criteria for a specific award Check the expectations for the position that the potential nominee holds and identify how the indi-

vidual (or group) exceeds these expectations for that position If there is a timeframe for the service (e.g., “completed one year of service” in the position or

“completed less than two years” in the position), clearly identify the timeframe of service for the nominee.

Identify someone to serve as the sponsor/nominator. This individual needs to: Complete the nomination form Recruit individuals to complete endorsements and provide the Cover Page with the list of items

that need to be completed for the endorsement Sponsor/nominator coordinates with individuals completing endorsements: Responds to questions from individuals completing endorsement forms Collects the completed endorsements (prior to the deadline for submission) Sponsor/nominator checks all materials for submission. Do they: Respond to each item identified to be covered on the endorsement? Provide specific, measurable justification for the quality of the service provided?

Examples:

Submit Nominations for Newcomer (Troop or Service Area) to the Service Area by the Service Ar-ea Deadline The Service Area committee makes decisions on these; and approves volunteers who meet the

criteria. The names of those approved must be submitted to [email protected] by the 2nd Monday in February. These are submitted on the Service Area Award Order Form in this booklet.

Sponsor/Nominator submits the nomination packet on time and to the correct location: Nominations for all others awards must be submitted to [email protected] by the 2nd

Monday in February. All material for a single nomination can be combined into a one electronic file; or multiple files for the same nomination can be attached to the same email. (e.g., one file with the nomination form, and one file for each endorsement where the cover page and the actual endorsement are included in the same electronic file.)

Respond to any questions from the Council Recognitions Committee. Be prepared for feedback on the nomination after the reviews are complete. For reviews that come back positive (i.e., the candidate is approved for the award), help

make sure that the candidate attends the ceremony where the award will be presented.. Reminder: The 2nd Monday in February is also the deadline for requesting Recognitions (same address)!

She started a new Cadette troop and provided amazing service as leader and inspired us all.

When the candidate’s daughter bridged to Cadettes, she formed a new Cadette troop where the membership grew to 40 girls. She recruited sev-eral parents and trained them in girl-led techniques. Under her leader-ship, they divided the troop into interest groups which included garden-ing, working with a Junior troop of girls using wheelchairs, canoeing, and camping. Girl Retention has increased to 95% for the past two years.

She took over the role of Service Area Product Sales Manager and did a wonderful job with both Fall prod-uct sales and the Cookie Sale.

In addition to serving as a troop leader, she took on the role of Service Area Product Sales Manager when the prior volunteer moved out of town. Once she was trained for the role, she created online training for all troop leaders and troop product sales volunteers. The Fall product sales in-crease by 25% over the prior year and she processed 17750 boxes of cookies with no errors, 100% participation in the Service Area, and in-creased cookie sales by 40% (even though membership remained ap-proximately the same).

Appreciation Pin Requires Approval of the Council Recognitions Committee and Board

The Appreciation Pin recognizes an individual’s exemplary service in support of delivering the Girl Scout Leadership Experience. This service, which has had measurable impact at least 1/2 of a Service Area, helps the Service Area reach its mission-delivery goals for that area. Criteria:

Nomination: An individual familiar with the service performed and willing to coordinate the submis-sion of the nomination and any follow-up questions submits a nomination form including a list of at least two individuals (or groups of individuals) that have agreed to provide endorsements. Endorsements: All endorsements need to be independently written by individuals who are not related to the nominee and provide specific accounts of the service provided by the candidate. Since a single indi-vidual may not have knowledge of all aspects of the service provided, the endorsements may be coordi-nated so that different perspectives are covered by each form. When this is the case, each endorsement should include a comment to notify the Council Recognitions Committee of this. Names of the nominee, sponsor/nominator, and endorsers must appear on the Endorsement cover page, and all names must be omitted from the actual endorsement. The Be a Sister to Every Girl Scout Award recognizes an adult Girl Scouts who respect diversity and demonstrates inclusive behavior while providing outstanding service in one of more mission-delivery goals. Criteria:

Nomination: An individual familiar with the service performed and willing to coordinate the submis-sion of the nomination and any follow-up questions submits a nomination form including a list of at least two individuals (or groups of individuals) that have agreed to provide endorsements. Endorsements: All endorsements need to be independently written by individuals who are not related to the nominee and provide specific accounts of the service provided by the candidate. Since a single indi-vidual may not have knowledge of all aspects of the service provided, the endorsements may be coordi-nated so that different perspectives are covered by each form. When this is the case, each endorsement should include a comment to notify the Council Recognitions Committee of this. Names of the nominee, sponsor/nominator, and endorsers must appear on the Endorsement cover page, and all names must be omitted from the actual endorsement. Newcomer Award Council Recognitions Committee Approval Needed for Beyond the Service Area

The Newcomer Award recognizes volunteers who have served in a position new to them for at least one year but less than two years and fulfills the duties of that position in an exceptional manner. [NOTE: This award may be earned multiple times—each for work in a different (and new) position to the individual.] Criteria:

Nomination: An individual familiar with the service performed and willing to coordinate the submis-sion of the nomination and any follow-up questions submits a nomination form including a list of at least one individual (or group) for a troop level nominee or at least two individuals (or groups of individuals) for Service Area, Regional, or Council level nominees. Endorsements: All endorsements need to be independently written by individuals who are not related to the nominee and provide specific accounts of the service provided by the candidate. Since a single indi-vidual may not have knowledge of all aspects of the service provided, the endorsements may be coordi-nated so that different perspectives are covered by each form. Sustained Service Award Requires Approval of the Council Recognitions Committee

The Sustained Service Award recognizes a Girl Scout volunteers who have continued to provide exempla-ry service at the Service Area level or beyond for at least an additional three years after receiving the Ap-preciation or Honor Pin. Criteria:

Nomination: An individual familiar with the service performed and willing to coordinate the submis-sion of the nomination and any follow-up questions submits a nomination form including a list of at least three individuals (or groups of individuals) that have agreed to provide endorsements. Endorsements: All endorsements need to be independently written by individuals who are not related to the nominee and provide specific accounts of the service provided by the candidate. Since a single indi-vidual may not have knowledge of all aspects of the service provided, the endorsements may be coordi-nated so that different perspectives are covered by each form. When this is the case, each endorsement should include a comment to notify the Council Recognitions Committee of this. Names of the nominee, sponsor/nominator, and endorsers must appear on the Endorsement cover page, and all names must be omitted from the actual endorsement. Submission: All nominations must be submitted to [email protected] by 11:59 pm on the 2nd Monday in February. Ideally, the nomination form and all of the endorsements will be attached to the same email. If this is not possible, the parts of the nomination packet may be attached to separate emails with the name of the award, the name of the sponsor/nominator, the name of the endorser, and the name of the individual being nominated in the body of the email. Approval: The Council Recognitions Committee reviews the nomination, accepts or denies the award, and notifies the individual coordinating the nomination. Daisy’s Leadership Pin Trained Volunteer Patch

Daisy’s Leadership Pin recognizes adult volun-teers who are registered and active with the Girl Scouts of Historic Georgia Council and have served as a troop leader or co-leader in Girl Scouts of Historic Georgia for three completed years. Criteria: The candidate: Must be a registered member of Girl Scouts of

the USA Has served three completed years as a troop

leader or co-leader in Girl Scouts of Historic Georgia. Years run from October 1 of one cal-endar year to September 30 of the next calen-dar year.

Frequently Asked Questions (FAQs)

General questions: What is the difference between a recogni-

tion and an award? Both terms refer to a method to recognize individuals for service provided. The term recognition is used when the pin, patch, or other insignia is provided to any person who has completed a specific amount of service or longevity of membership (i.e., anyone meeting an objective criteria can receive the recognition). Awards are a spe-cial form of recognition that include the “quality” of service performed in addition to the objective criteria. Awards are based on nominations from people familiar with the ser-vice that has been provided and demonstrate the respect that peers have for the nominee.

What timeframe of work is considered when individuals are reviewed for awards and recognitions? Awards presented in any school-year are based on service com-pleted by the end of the last “Girl Scout Year,” Since Girl Scout years run from October 1 through the following September 30, the ser-vice used to support any nomination or the earning of any recognition should be complet-ed before October 1 of the year preceding the nomination deadline. Service used to support nominations for awards can go back more than the last year, but should focus on the most recent service.

What is the different between a “National” and “Council” Recognition/Award? “National” is used to describe awards and recognitions developed by Girl Scouts of the USA. Although these may have slightly differ-ent descriptions from Council to Council, the basic framework is recognized across the na-tion. Membership in GSUSA is required for consideration for any “National” award or recognition. “Council” awards and recogni-tions are developed by individual councils and reflect the areas valued by that council.

“Council” awards and recognitions may in-clude some options for non-Girl Scouts to be honored. Many people see “National” awards/recognitions as more sought after be-cause they are recognized by Girl Scouts across the country. At the same time others see the “Council” awards/recognitions as something that they are prouder to have—e.g., Daisy’s Leadership Pin is only for Lead-ers and Co-Leaders in Girl Scouts of Historic Georgia—the birthplace of Juliette Gordon Low.

Who pays for the awards and recogni-tions? National and Council Awards and Volunteer Service Award Pins are paid for by the council; numeral guards are paid for by the individual or Service Area; and Trained Volunteer patches will vary (some rockers may be included in the cost of the training, and others may be purchased by individuals or Service Areas).

Questions related to process: Who can nominate someone? Anyone

with knowledge of the work done by the per-son or team can nominate (and coordinate the collection and submission of the materials for the packet).

What does “self-nominated” mean ? And, where are “self-nominations” appropriate? Self-nomination is the process of nominating yourself. Self-nomination is acceptable, and often the most reliable, for recognitions. Self-nominations are not appropriate for awards. And similarly, nominations and endorsers for awards should be individuals who are not re-lated to the nominee.

Awards require a “nomination packet”—

what is that? A nomination packet con-sists of a nomination form completed by the

sponsor/nominator and at least the required number of endorsements (documenting the service that is covered by the nomination). Ideally, all of this information is submitted at the same time.

What is the difference between a sponsor/

nominator and an endorser? The sponsor/nominator coordinates the nomination. This person is responsible for identifying individu-als who can provide first-hand information about the service provided by the candidate related to the requirements for the specific award. The people who provide this kind of information are called endorsers. The nomi-nator/sponsor may serve as one of the indi-viduals endorsing the candidate.

What makes a good endorsement? Good

endorsements are individually written, short, from the heart, and provide specific, timely examples (and where available data) to sup-port the results from the exceptional service. Good endorsements respond to all of the points identified in description of the award. Where there are multiple endorsers, they may coordinate what topics will be covered by each person (and note this in each endorse-ment). Good endorsements do NOT contain the name of the nominee(s) nor the name of the endorser.

How are award recipients chosen? With

the exception of the Newcomer Award for Troop level and Service Area level volunteers, nomination packets are submitted for review by the Council Recognitions Committee. The committee uses a blind review process for evaluating nominees focusing on applying the same expectations across all nominations for the same award. The Committee makes rec-ommendations to the Board of Directors for National awards that require board approval; and approves, denies, or recommends a dif-ferent award for ones not requiring board ap-proval. The Newcomer Award nominees at the Troop and Service Area level are re-viewed within the Service Area.

What is the Council Recognitions Commit-

tee? The Council Recognitions Committee is a group of volunteers from around the council who review candidates for National and Council awards. Prior to receiving nomi-nations for review, the submissions go through an administrative review to confirm that the individuals nominated meet the eligi-bility criteria. Then, this committee uses a blind review process—i.e., the members of

the committee do not see the nomination form nor the names of the candidates nor the names of the endorsers.

What does it mean to say that the review is

a "blind" review? A blind review is one where the reviewers do not know the identi-ties of the individuals nominated nor of the sponsor/nominator or endorsers.

Where/how are nominations submitted?

All lists of recipients for recognitions, all New-comers at the Troop and Service Area level, and all nominations for other awards are sub-mitted by the 2nd Monday in February via email to [email protected]

What if I don’t have email or the ability to

create an electronic document to submit? Please seek help from another person (e.g., someone else who is preparing a different document for the nomination packet, another volunteer in your Service Area, a friend or neighbor). Although typing nominations and endorsements are preferred, using a cell phone to snap a picture of a handwritten en-dorsement will create an electronic document that can be submitted. By submitting your ma-terials via email, you receive a time/date con-firmation that the message was sent and (by virtue of it not being returned) knowledge that it was received.

When is the deadline for nominations that

must be reviewed by the Council Recogni-tions Committee? The deadline for nomi-nations to be submitted to the dedicated email address is the 2nd Monday in February by 11:59 pm. The specific date of the deadline will vary from year to year, but will be the only Monday between February 8 and 14!

What happens if the submission is late?

Late submissions will roll over to the next year for review.

What if someone is nominated for more

than one award in the same year (or re-ceived more than one nomination for the same award in the same year)? Prior to sending nominations to the Council Recogni-tions Committee, part of the administrative review will include checking for these cases. If the same individual (or team) is nominat-ed for the same award in more than one nom-ination packet, all of these nominations will be presented to the Council Review Committee as a single review (and the committee will be informed that the support submitted came

from more than one group). If the same individual is nominated for more than one award in the same year, the service referenced in support of the nomina-tions needs to be for separate activities—no “double dipping.” If the support appears to use some of the same activities as support for the award, the two nominations will be pre-sented to the Council Recognitions Commit-tee with information to this committee that the two nominations are for the same individual. The committee will assess which award(s) is/are most appropriate for the documentation given. The possible outcomes are: neither is supported, one is supported, or there is enough information to separately support both.

Can the same individual receive a recogni-

tion and an award in the same year?...or multiple recognitions in the same year? Short answer: Yes — Longer answer: Individuals and teams should be consid-ered for awards when the quality of service is aligned with the award criteria—regardless of whether the individual will be receiving a recognition in that year. Recognitions are available when a candi-date meets the objective criteria; therefore, it is possible for the same person to receive more than one recognition in the same year.

Is all of the service used to justify a nomi-

nation required to come from the most recently completed year? Unless the crite-ria specifically states that the service must be from a single year, justification may come from multiple years. In fact, some councils require service from multiple years for the broader national awards. Also, awards that call of “on-going” service, should include support that involves multiple years.

Questions Related to Both Recognitions and Awards: Do all recognitions and awards require

that the recipient is a Girl Scout? All Na-tional awards and recognitions and Council level Recognitions are limited to Girl Scout members. Most, but not all, Council awards are designed for Girl Scouts. The exceptions are the Community Service Award (a team award specifically designed to recognize non-members) and when the Mickey Hess award is considered for a team, team members who do not work directly with girls (e.g., Grant writ-

ers) are not required to be Girl Scout mem-bers.

Are recognitions and awards available for

both volunteers and staff? Unless a recognition or award specifically states that the individual must be a volunteer, then the award is open to volunteers and staff. Note: Most awards include a statement that the ser-vice provided must exceed the expectations for the position held. This will result in differ-ent expectations for individuals in different positions.

For recognitions and awards that require a

stated number of years of service, when is the earliest a person can be nominated? The Girl Scout year runs from October 1 through September 30 of the next year. Nom-inations for awards and presentation of recog-nitions is looking at service that was complet-ed by September 30 prior to the submission of nominations.

Consider three examples for the Newcomer Award for nominations submitted in February 2020 (where the time requirement of “at least one year but less than two years” would need to be focused on service prior to October 2019): 1) A Leader who started in that position at the start of Fall 2018 would have completed a year in the position by September 30, 2019 and would be eligible for consideration 2) A Leader who took over a troop in January 2018 when the prior leader moved away would have completed one year in the position in Janu-ary 2019 and by the end of September would have completed less than two years in the position would be eligible for nomination in February 2020. 3) A Leader who took over a troop in December 2018 when the prior leader moved away would not have completed a full year of service by the end of September 2019. Therefore, this individual would not be eligible for nomination for the Newcomer Award until February 2021. [Note: At the end of September 2020 (the cutoff for reviews in Spring 2021), this leader would have completed more than one year in the new position but would still be in her second year in the position.

specially limits the number of awards distribut-ed in a single year, the total number of awards presented will depend on the quality and quan-tity of nominations submitted. In a year where there is a “weak” pool of nominations, there will be relatively few, if any, awarded; in a year where there is a very “strong” pool of nomina-tions, there will be a higher proportion of awards approved. In two years where the quality of the pool of candidates is approxi-mately the same but the number of nomina-tions is quite different, fewer awards would be expected to be presented in the year with fewer applicants.

Is there a “ranking” of awards?

No, if you think of ranking as a required pro-gression where an individual must earn the awards in a specific order. The Thanks Badge II is the only award that specifies that another award must be received prior to nom-ination. In practice, there is a most common order for obtaining National awards. This order is based on an ever broadening geographic sphere of impact. From this perspective, the Volunteer of Excellence allows the service to be at a troop level or beyond. The Apprecia-tion Pin focuses on at least half of a Service Area and the goals for that Service Area. The Honor Pin requires service to at least one Service Area and outcomes that support council goals. The Thanks Badge and the Thanks Badge II both focus on ongoing ser-vice to the entire council or the entire Girl Scout movement. Although many people do progress from the smaller sphere of influence to the larger, the appropriate award will depend on the location(s) and impact from the excep-tional service being used to support the nomi-nation.

The nomination form for most awards

asks for a list of prior awards and dates. Where is this information found? At present, you can check with the Girl Scout of Historic Georgia staff member work-ing with your area. They can access a data-base with information about awards received from GSHG. Unfortunately, the current infor-

mation does not include awards received from other councils or prior to the realignment of councils that created GSHG. Individuals who earned National awards in other councils can provide this information to the staff member serving their area for addition to the database. We are working to create a web accessible list of awards that have been presented by GSHG and plan to add earlier awards from the legacy councils where they are available.

Can someone earn the same award more

than once? Most awards can only be earned one time. The exceptions are: New-comer (for different positions); Volunteer of Excellence (once for work with girls and once for work with adults); and any team award (for different service).

Are all awards for individuals? No, the

President’s Award is specifically for a team—not for an individual. The Community Service Award and the Mickey Hess Award are both available for individuals or for teams.

Questions Specifically Related to Recognitions: How are recipients due to receive recogni-

tions identified? The most common meth-od used to identify individuals who are due for a recognition is through “self-nomination.” This usually takes place in the Service Areas where they are able to submit a single order for all recognitions.

If you are not part of a Service Area or

your Service Area does not have an active volunteer team, how can you get a recog-nition that you have earned? In this case, individuals can submit their information for the numeral guards, Volunteer Service Awards, and Daisy’s Leadership Pin to the same email as nominations for awards by the 2nd Monday in February ([email protected]). Rockers for the Trained Volunteer Patch are available through the council stores.

Glossary of Terms

Award—A form of recognition that includes evaluation of objective (usually longevity or position) require-ments and evaluation of how the quality service goes beyond the expectations for the position and a review of the outcomes from the service

Blind Review—a way of evaluating nominations in such a way that the reviewer does not know the names of the individuals being reviewed nor who sub-mitted the nomination materials.

Council Award or Recognition—An award or recog-nition developed in Girl Scouts of Historic Georgia and only available to adults providing service in this coun-cil. Other councils may have similar awards with dif-ferent names and different requirements; or may have awards that recognize different aspects of adult ser-vice.

Certification (of Training)— Some activities require specific training from a recognized source. The result of successful completion the training is that the individ-ual is considered certified. For example, someone who completes a Red Cross CPR course is “certified “ in CPR for a set length of time. In many activities, ad-ditional training is needed to be certified to teach and certify others (It is one thing to know a skill; but know-ing how to teach others that same skill.is different) In some cases, (equivalent) experience might substitute for formal certification (e.g., an Army Ranger Camp Repelling Instructor would be consider to have suffi-cient training to teach repelling.)

Council Recognition Committee—A group of experi-enced volunteers from across the council that reviews nominations for awards. This committee makes deci-sions related to Council Awards and the Volunteer of Excellence and makes recommendations to the Board of Directors related to the other National Awards,

Criteria for Assessment—The specific aspects of service that are to be addressed by the endorsements for an award. These reflect the areas where the award looks for exceptional performance or leadership char-acteristics.

Direct service (or Partnering directly with girls)—communicating and interacting with girls to involve them in Girl Scouting.

Eligibility Requirements—Objective criteria that must be met in order to be considered for any award. If these requirements are not met, the nomination will not be reviewed.

Endorsement—An endorsement contains the re-sponses to specific expectations for nominees for awards. An endorsement may be in the form of re-sponses to the items listed in the instructions for that award or in the form of a letter that includes infor-mation that covers the items listed. The diagram be-low provides a generic summary of the types of infor-mation that are needed.

Indirect service (or supporting service to girls and adults)—assisting adults (either in preparation for them to work with girls [e.g., training] or in support of their work directly with girls [e.g., Service Team Mem-bers])

Measurable impact—Evidence that the service was successful. Examples: Specific feedback from those involved; retention of bridging girls increased from __% to __%; outside recognition (e.g., news outlets).

Mission-delivery goals—goals related to Member-ship Development/Community Cultivation, Volunteer Development (Training), Program, Leadership and Gov-ernance, Fund Development, and Council Support Ser-vice (such as IT, Customer Service, Merchandising, Marketing and Communication)

National Award or Recognition—An award or recog-nition that was developed by Girl Scout of the USA and is recognized by all council in GSUSA.

Nomination Packet—The completed nomination form along with the completed endorsement cover pages and accompanying endorsements for a candidate for an award.

Partnering directly with girls—communicating and interacting with girls to involve them in Girl Scouting (also referred to as “direct service”)

Process—a clearly defined set of steps to get from start to end of task (e.g., the process for selecting re-cipients for awards is described on pages 2 and 3 of this booklet)

Recognition—a way of acknowledging longevity of service or completion of an activity (such as training); based on objective criteria

Self-Nominate—an individual submitting their own name for consideration.

Supporting service to girls and adults—assisting adults (either in preparation for them to work with girls [e.g., training] or in support of their work directly with girls [e.g., Service Team Members]) (also referred to as “indirect service”)

Year (of service/membership)—the Girl Scout year runs from October 1 through September 30 of the fol-lowing year. For recognitions and awards that require a certain number of years in a position, these are counted in terms of the number of complete Girl Scout years in the position. Look at the FAQ on page A-2 in the right column for an example.
