GROUP PROGRAM MANAGER-PLANNING & DEVELOPMENT SERVICES

The County of San Diego is seeking a dynamic,independent, strategic, and innovative leader to fill aGroup Program Manager position in Planning &Development Services (PDS), which is part of theCounty’s Land Use & Environment Group. Thisunclassified management position will be responsiblefor assisting the Chief, Departmental Services inproviding leadership and oversight over functions andactivities of the Advance Planning Division.

THE POSITION

THE IDEAL CANDIDATE

The ideal candidate thrives in a fast-paced, high profile and demanding environment; hasdepth and breadth of experience in the disciplines of strategic planning, projectmanagement, concept development, and performance measurement. The ideal candidatewill possess excellent written and verbal communication skills.

The ideal candidate will also possess a professional history that demonstrates the followingleadership competencies and attributes:

• Knowledge of laws, ordinances, and regulations related to planning and land use, suchas CEQA and NEPA; and how these laws affect departmental operations;

• Stays current on industry best practices and successful implementation:• Anticipates and prepares for opportunities not obvious to others to improve the status

quo;• Commits self and others to improve performance and reach challenging goals; and• Thinks strategically and anticipates future consequences and trends while applying

knowledge appropriately.

The Advance Planning Division is focused on crafting and implementing development andconservation strategies to protect the health and natural environment and makecommunities more attractive and sustainable, economically stronger, and more diversethrough long-range planning programs within the County’s unincorporated areas.

PLANNING & DEVELOPMENT SERVICESPlanning & Development Services (PDS) is responsible for recommending how and whereour communities will grow through programs such as the County’s General Plan andcommunity plans. PDS reviews development applications in the unincorporated County toensure they are properly designed and safely constructed. Other services include codecompliance to ensure public health and safety, as well as hosting the County’s sustainabilityefforts. PDS has six divisions: Advance Planning, Project Planning, Land Development,Building Services, Code Compliance, and Support Services. PDS’s Fiscal Year 20-21Recommended Budget is $46.9 million and a total of 232 employees. For additionalinformation on this department, please visit PDS.

PDS has received numerous awards from external organizations including:

• NACo – “CEQA Training for Community Members and Stakeholders” in the category ofCivic Education and Public Information (2020)

• NACo – “Accessory Dwelling Unit Incentive Program” in the category of Community andEconomic Development (2020)

• NACo – “Borrego Valley Groundwater Sustainability Plan” in the category of Communityand Economic Development (2020)

• NACo - “Electric Vehicle Roadmap” in the category of County Resiliency: Infrastructure,Energy and Sustainability (2020)

THE DEPARTMENT

Some of the exciting programs the Advance Planning team works on include ClimateAction Plan (CAP) implementation, Housing Affordability Program, Multiple SpeciesConservation Program (MSCP), Sustainable Groundwater Management Act Programs(SGMA), Community Plan Updates and Land Development Code Updates.

The selected candidate for Group Program Manager will be responsible for:

• Assisting the Chief in managing and overseeing the functions of the AdvancePlanning Division and representing the Chief and PDS during meetings with electedofficials, executives, and community members.

• Directing, organizing, and coordinating multi-disciplinary teams in carrying out avariety of planning functions and providing full supervision, direction, guidance, andmentorship to a team of professional staff.

• Formulating and administering policy and procedures in a wide variety of areas.

• Supporting department-wide performance management and improvements; andperforming high level project management functions, including overseeing scope,budget, schedule, and quality assurance.

APPLICANTS MUST POSSESS THE FOLLOWING:Qualifying candidates will possess a bachelor’s degree from an accredited U.S. college oruniversity, or a certified foreign studies equivalency, AND, three (3) years of experience thatdemonstrates the ability to perform the essential functions of the classification; OR, acombination of experience and/or education as stated above.

Note: A master’s degree or higher degree may substitute for a total of one (1) year. In orderfor education to substitute for work experience as indicated above, college level courseworkmust demonstrate progress toward a degree and may be substituted on a year-for-yearbasis.

Desirable Qualifications: At least two years of experience managing professional staffengaged in the preparation and review of complex planning, land use, and environmentalprojects and programs in a public or private planning agency, company, ororganization.

COMPENSATION

The anticipated hiring range is $115,000 - $120,000 annually.
