Why Telangana ?

Following its separation from Andhra Pradesh in June 2014, foreign firms

have been closely examining Telangana’s suitability as a destination for

foreign direct investment (FDI). With a population of 35,286,757 and a GDP

of $53.9 billion, there is ample room in India’s newest state for exceptional

growth.

Many foreign investors were apprehensive about the creation of

Telangana. These observers worried whether the state’s government would

be able to provide the political stability necessary for a favorable business

environment. However, a number of encouraging initiatives and policies have

been implemented to increase business activity and foreign interest in

Telangana.

Make in Telangana

The national government has sought to attract foreign manufacturers with the “Make in India” campaign. In

Telangana, the state government has attempted something similar with the “In Telangana-Innovate, Incubate,

Incorporate” campaign.

The state government passed the ‘Telangana State Industrial Project Approval and Self Certificate System’ (TS-

iPASS), which is meant to speed up processing of the business registration process. It replaces the existing Industrial

Single Window Clearance Act of 2002 to make Telangana appear more investor-friendly. In the local media, Telangana

Chief Minister K. Chandrasekhar Rao described the old law as a “single window with grills” and the new bill as a “single

window without grills”.

The new initiative will also create a state-wide investment facilitation board (T-SWIFT) to give provisional approvals

to mega industrial projects within 15 days of receiving self-certified applications. A mega project is defined as one that

has an investment of over Rs. 200 crore (US$32.2 million) and employs more than 1000 people. However, smaller

projects will need to be approved by a state committee and clearances will take 30 days.

Despite the longer wait times for small and medium-sized enterprises (SMEs), the state government has provided

incentives for investments into the state, including:

Special fund for IP registrations assistance;

Special fund for technology transfer and modernization to SMEs;

Access to adequate number of smaller plots in Industrial parks for SMEs.

The state government also intends to create a joint fund with industries and their associations to provide insurance

for domestic SMEs.

Another significant aspect of the TS-iPASS bill is that it will rationalize taxes with other neighboring states in order to

prevent tax evasion and smuggling of industrial products. This means that Telangana’s tax rates will be at least as low

as neighboring states.

New Industrial Corridors on the Horizon

The Telangana state government has announced plans to create several

industrial corridors in two phases. In the first phase, the aim is to create

Hyderabad-Warangal, Hyderabad-Nagpur, and Hyderabad-Bengaluru Industrial

Corridors. In the second, the aim is to create Hyderabad-Mancherial, Hyderabad-

Nalgonda and Hyderabad-Khammam Corridors. These will be modelled on Special

Investment Zones like the Delhi-Mumbai Industrial Corridor (DMIC).

These areas benefit from having significant amounts of government land that

can quickly be allocated to enterprises investing under the new TS-iPASS single

clearance system. This is particularly important because privately acquiring land is

very difficult for foreign companies in India: they must be leased or bought directly

from the government.

Hyderabad and Warangal to Attain Smart City Status

Union minister for urban development M Venkaiah Naidu has unveiled the

list of 100 cities selected under “Smart City” scheme over the next five years.

He also promised that Centre would spend around 3 lakh crore for

development of smart cities in the country for the selected cities.

According to the list released, 14 cities have been selected for development

as smart cities in Uttar Pradesh followed by 12 in Tamil Nadu, 7 in Madhya

Pradesh, 6 cities in Gujarat and Karnataka, 3 cities in Andhra Pradesh, 2 each

in Telangana and Bihar.

As per the list, 3 cities from Andhra Pradesh include Visakhapatnam,

Tirupati and Kakinada and 2 cities from Telangana State were Greater

Hyderabad and Greater Warangal. As per the central government, they have

already set aside Rs. 48,000 crores for the scheme and in frequent intervals

the money will be released in the next five years. Around 96,000 crores have

been estimated by the central government and the rest of the money Rs.

48,000 crores for the mission will be generated very soon by the state

government.

Dubai keen to develop Hyderabad as smart city.

The Telangana government is reportedly in talks

with Dubai Holding, the government-owned

company, to establish a Smart City in Hyderabad.

According to Times of India, Dubai Holding

representatives were taken around various

possible locations on Wednesday.

It said the company is currently involved in the

construction of Kochi Smart City in Kerala that is

expected to generate up to 90,000 jobs in the IT

sector and support services.

The paper reported tht Dubai Holding officials were invited to the city by IT minister KT Rama

Rao while chief minister K Chandrasekhar Rao is set to visit the Gulf this weekend to meet with

investors and to promote industrial and business investments in Telangana.

It added that UAE-based Lulu Group has already expressed interest to invest in Telangana

with plans to build a hyper-mall, fruit and meat processing centres.

The paper quoted Jayesh Ranjan, vice-chairman and managing director of the Telangana

Industrial Infrastructure Corporation, as saying the state government would study in detail the

Kochi Smart City plans to incorporate the best ideas and concepts into Hyderabad's Smart City

Telangana chief minister K Chandrasekhar Rao seems bent on making the youngest state in the country

a haven for industries. He has promised the best policies, a single window system for clearances, tax

concessions and land for industries “ to boost economic growth of the new state”.

Now that we have Stable Governments both at Centre and Telangana with Two able Leaders, here is a

The Government of Telangana State realizes that industrial development requires large-scale private sector

participation, with the government playing the role of a facilitator and a catalyst.

The Telangana government is bending over backwards to welcome industrial projects into the nascent state.

It launched a policy about a fortnight ago, called the Telangana State Industrial Policy and Self-Certification

System, that gives industries a “right to clearance”. All projects under this policy have the right to be

assessed within a month of application and any government official causing delays in the process is liable to

be penalised. Within just 10 days of announcing it, the government cleared 17 projects worth Rs 1,500 crore,

creating 4,000 jobs, it said.

While the Telangana government is thoroughly pleased with the idea, it has alarmed civil rights activists.

Under the new policy, the state has promised a single-window system by which a corporation will have to

submit a single application to get clearances from 17 government agencies. The Union government and

several state governments have made this promise many times over. Telangana, however, has also set up

very tight timelines for approvals. Mega projects with investments above Rs 200 crore will have to be

evaluated within 15 days and all other projects within 30 days.
