    At all times relevant to this Information:I . Defendant STEPHEN PATzuCK GRISHAM was a resident of Minnesota.2. The United States Department of Veterans Affairs administers financialprograms to support veterans of military service. For veterans deemed incompetent to

    manage their financial affairs, the Department of Veteran's Affairs will pay benefitsthrough guardians or fiduciaries appointed either by a state probate court or by theDepartment of Veteral's Affairs. The fiduciary must administer the funds consistent withDepartment of Veteran's Affairs regulations and for the benefit of the beneficiary.

    j3. From at least January 2012 until about December 2013, the defendantserved as a Department oJ Veteran's Affairs (VA) appointed fiduciary and as a court-appointed conservator of the estate of protected persons in Minnesota. As a VA fiduciary

    and as a court appointed conservator, the defendant was appointed tofinancial affairs of veterans, beneficiaries, and other individuals whoincompetent or were incapable of handling their financial affairs.

    4. Between January 2012 andDecember 2013, in the State and District ofMinnesota, the defendant,

    STEPHEN PATRICK GRISHAM,having been appointed as a fiduciary with responsibility to receive and manage moneyfor the benefit of beneficiaries designated incompetent under laws administered by theDepartment of Veteran's Affairs; did knowingly misappropriate and embezzle paymentsto beneficiaries coming into the defendant's control as service as a fiduciary, in violationof Title 38, United States Code, Section 6101.
