Greetings Wisconsin aviation community! As always, the focus of our partners at commercial and general aviation airports is ensuring that people and cargo are transported as safely as possible.

Safety is a primary theme at our airports. I am proud that the state’s 2019�–�2021 budget funded the preparation phase of Wisconsin’s Next Generation Air Transportation System (NextGen) initiative. Wisconsin Department of Transportation Bureau of Aeronautics sta� is inspecting airports to identify obstructed runway approaches. These approaches will be cleared to be compatible with NextGen’s requirements. The new technologies and airspace procedures that NextGen brings will improve safety and e� ciency for all air travelers.

Speaking of next generation, I have a challenge for you and your love for aviation. We need you to spark that passion in a young person. The industry needs more young people to consider a career in aviation. There is a wide range of needs and opportunities: from pilots to mechanics, ground crews to customer service, safety to security. As a lifetime educator, I know the positive impact a mentor can make. Consider giving someone their fi rst fl ight, fi rst aeronautical experience, and open up the world of aviation to them.

Aviation contributes to the economic health of this state. It generates billions of dollars in economic activity and supports tens of thousands

of jobs each year. As time and circumstances allow, I encourage you to take full advantage of the services o� ered at our airports and the attractions in nearby communities.

Pilots, aviation industry stakeholders and enthusiasts, we present to you the newly designed Wisconsin Aeronautical Chart.

The Wisconsin Department of Transportation Bureau of Aeronautics (BOA) gave careful consideration to every section of the chart. Their goal is to support safe and enjoyable fl ights to our state’s 123 public use airports.

Safety is a shared responsibility. The BOA works with airport owners, consultant engineers, the Federal Aviation Administration (FAA) and the construction industry to continually improve airport facilities. More than $88 million is invested annually in design, planning, real estate, equipment, and projects at commercial and general aviation airports across the state. Projects include pavement reconstruction and rehabilitation, facility construction, lighting, navigational aid improvements, and snow removal equipment purchases. Investments in our airport infrastructure are critical to Wisconsin’s safe aeronautical environment.

Your skills, knowledge and adherence to safety protocols are critical to safe fl ight. Make a commitment to attend a safety seminar. Schedule a refresh session with a fl ight instructor. Don’t take shortcuts. Don’t skip steps, use a checklist. Monitor the weather. We want you to enjoy all that fl ight in our great state has to o� er, and you can only do that if safety is a priority.

The Fly Wisconsin Airport Passport Program is an excellent opportunity to practice safety, while enjoying fl ight. Thanks to our partnership with the Wisconsin Airport Manager’s Association, pilots are rewarded for their visits to participating airports. DIRECTOR’S MESSAGEOur mission at the Wisconsin Department of

Transportation, Bureau of Aeronautics (BOA) is to provide leadership to maintain and develop a safe and efficient air transportation system. In addition, we focus on providing quality service to Wisconsin’s citizens who utilize the many diverse aviation services throughout the state.

Airport development and safety projects vary widely, from pavement reconstruction to obstruction removal to constructing facilities to purchasing snow removal equipment. In addition, our statewide aviation initiatives directly support important programs such as the Automated Weather Observation System, the Pavement Condition Evaluation Program, and the Airport Pavement Marking Program.

Aviation education and outreach is a statewide effort that is actively sponsored by the bureau. Pilot and aircraft maintenance safety courses, youth aviation education, unmanned aircraft systems (UAS) education, as well as airport security are only part of our commitment to engage with the Wisconsin aviation community.

The Fly Wisconsin Airport Passport program continues to promote safety and education by encouraging recreational flights to Wisconsin’s public use airports. It also supports general aviation airports, area businesses and tourism. The program is a collaboration between BOA and the Wisconsin Airport Management Association.

FLY WISCONSINAirport Passport ProgramThe Wisconsin Department of Transportation and the Wisconsin Airport Management Association have teamed up to launch the Fly Wisconsin Airport Passport Program. The program promotes safety and education by awarding pilots and passengers for visiting Wisconsin airports and aviation attractions, as well as attending FAA safety seminars.

How to participateRegister for the Fly Wisconsin Airport Passport Program by visiting our website wisconsindot.gov/flywi or mail in a registration card from a participating airport. Once you receive your passport booklet, start collecting airport stamps! Program rules and a list of stamp locations can also be found on our website.

RUNWAY INCURSIONSRunway incursions continue to be a complex and prevelant issue. Many factors lead up to a runway incursion, excursion or incident. Pilots can help lower the number of occurances by staying focused while the aircraft is moving, being familiar with the airport and current airport diagram, and checking NOTAMs often for construction, weather and other non-typical situations. Pilots must plan properly for all phases of flight and that includes understanding the airport environment. It is also equally important to fully understand and follow ATC clearances and instructions and know all airport signs and markings.

“Line Up and Wait” has replaced the “Position and Hold” instruction for taxiing onto a runway to await takeoff clearance.

Although flying is still one of the safest modes of transportation, we can all work together and find ways to prevent accidents. The leading cause of recent incidents and accidents has been loss of control during landing and takeoff. Wisconsin pilots have worked very hard to successfully improve our safety record, and many of them are actively participating in the FAA WINGS program by attending FAA Safety Seminars across our state.

WEATHERAll pilots know that weather is one of the greatest and most difficult safety risks to assess. It is important to stay proficient with weather knowledge, resources and assessment skills. Be sure to check NOTAMS often for runway / airport condition reports and closure information.
