Program Directors and selecon teams have made certain that through a fair and transparent selecon process they have recruited those candidates whom they felt will have a posive impact on their programs, their paents and on the well-being of society. PGME has a newly-formed Entrada Working Group to help navigate the successful transion to Entrada. I would like to take this opportunity to thank all of the members of our PGME team for your hard work in support of our learners, our programs and all of our stakeholders.

Brrrr! It’s cold outside. Of course it is. It’s winter in Manitoba. That means it is

CaRMS match time for Residency Programs and for eager students. Program

Directors and selection teams have made certain that through a fair and

transparent selection process they have recruited those candidates whom they

felt will have a positive impact on their programs, their patients and on the

well-being of society.

January 1, 2019 marks a major change in medical licensing and registration with

the College of Physicians and Surgeons of Manitoba (CPSM). The new Regulated

Health Professions Act (RHPA) has re-defined the medical licensing and

registration requirements, structure and qualifications for practicing physicians

and for our postgraduate learners such as residents and clinical fellows. Although

it will take some time for all of us to adapt to the changes outlined in the RHPA,

the new licensing classification actually gives us at PGME a more clear under-

standing of the important components of licensing for residents and clinical

fellows.

Entrada, the new faculty-wide online curriculum management system is

ACCREDITATION

Continuing Forward In 2019

Accreditation work never ends. As they say, Accreditation is a continuous quality improvement process. There are several new developments in PGME for accreditation. The process towards implementation of the new CanERA Standards continues, the CanAMS is now active and available to the University of Manitoba and we have been working on a number of Faculty Development initiatives to enable all postgrad programs to have a successful transition to the new processes and ultimately a successful Accreditation Site Survey in Winter 2021.

CanERA Standards for Residency Programs

CanERA (Canadian Excellence in Residency Accreditation) Standards 2.0 took effect on July 1, 2018. Accreditation processes define that all program accreditation will be based on the Standards that were in place twelve months prior to the accreditation visit. This means that as of July 1, 2019 all program reviews will be conducted using the new standards. All Program Directors have previously been distributed copies of the new standards for their reference. You should be aware that there are the General Standards for Residency Programs AS WELL AS Specific Standards for each discipline. All programs will be measured against both documents. This is no different than the old “Blue” or “Red” book B Standards and the SSA (Specific Standards of Accreditation) documents of old.

CanAMS (Canadian Accreditation Management System) is now live and available to all Program Directors and Program Administrators. You should have by now received an email from either the Royal College or the College of Family Medicine with login information and instructions for the CanAMS. The website for the AMS System is www.canams.ca. There are training module available for using CanAMS available at www.canera.ca. These training tools are very helpful to increase your familiarity with the new standards and the AMS itself. Please make use of this resource it will prove to be time well spent.

PGME Accreditation Activities

The “mid-cycle” Internal Reviews have been completed. We are in the process of collating the strengths and weaknesses documented by the internal reviews to identify common issues and determine where future PGME accreditation efforts should be best directed. Overall, the internal reviews showed that the University of Manitoba postgraduate residency programs are very strong training programs. The ongoing effort, time and dedication of all program faculty, program directors, program administrators and residents are to be congratulated for maintaining a high standard of training future physicians of Manitoba. Congratulations!

Program Directors have recently received a new survey from PGME entitled, PGME Program Survey-Accreditation Preparation. This survey is meant to be a current state evaluation of your program. It is intended to be completed by Program Directors in collaboration with their Residency Program Committee. It is hoped that through the completion of this survey the programs will be able to identify areas in which their program is already meeting the new CanERA Standards and focus their efforts to make changes to meet those standards that are either new or need improvement. Completion of this survey should also help to make completion of the program profile on the CanAMS less onerous for programs.

Accreditation Podcasts are currently in development and should be available in the near future. This series of podcasts are focused on the new standards for programs and how programs can best prepare to meet the new accreditation standards. When available you can find them on the PGME Accreditation webpage.

PGME will be soon releasing a “Guidelines for Naming Program Files” to be used when uploading documents to the CanAMS. Having naming conventions used by all programs will make the accreditation visit in 2021 go much more smoothly. Look for this document to be distributed in the early spring.

PGME is proud to be hosting a World Café style information session for all Program Directors on March 12. One table at the World Café will focus on Accreditation and the new Standards. We look forward to seeing you there.

CORE CURRICULUM

As part of an on-going continuous improvement the PGME Education Advisory Committee (PGME-EDC) has been

busy reviewing the Core Curriculum and developing new courses to address important topics that impact all

Residents in training.

1. Resource stewardship is increasingly recognized as an important principal for us to teach and uphold. Core is

launching a fundamental lecture that will be delivered online starting July 2019 by Dr. A. Sokoro.

After the fundamental lecture is completed the resident will be engaged in undertaking a self-directed stewardship

project. This project will be small in scope and time commitment. Support for this will be provided by Core

Curriculum at PGME and Choose Wisely Manitoba.

As of July 2019, the course will be mandatory for all residents entering the R2 year.

All residents are advised to take the fundamentals course in R2. Family practice residents are advised to undertake

their project in R2 whereas all other residents are advised to undertake the project in their R4 or R5 year. Details

regarding the course and the project will be provided on the Core Curriculum website in the very near future.

2. CMPA has launched a resident symposium which aims to educate doctors regarding how to safely document,

delegate and consent. Also, the seminar aims to educate regarding how to respond to and cope with institutional

or legal complaints. This seminar was developed in response to an increase in medico-legal litigation an institutional

complaints in our profession.

As of July 2019, the symposium will be mandatory for all residents. The seminar is recommended to be taken at the

R1 or R2 level, however, it can be taken at any level.

CMPA has kindly offered to hold a seminar in Winnipeg on June 18, 2018 (prior to the official mandatory time

frame)This seminar will be of interest of all residents regardless of level of training. We ask for your cooperation in

supporting trainees who would like to attend this seminar. In particular, R1 should strongly consider attending June

18, 2018 as the seminar will be mandatory for their cohort and as stated, will only be offered once yearly.

Also, CMPA will be holding a seminar on the evening of June 17, 2018 directed at program directors to ensure the

information taught to residents can be supported/reinforced by faculty knowledge. Please save the date. Reminders

will follow.

3. Prescription Writing course has been deleted from the curriculum. This course has been offered by PGME for

many years. Less students were taking this course as they had learned that despite taking the course they faced a

rather onerous process to get prescription writing privileges. Moreover, the privileges are very limited and

cumbersome. In the past three years, 150 students took the course and only one resident moved onto applying for

privileges. The last seminar saw only three students register and thus the January 2018 seminar was cancelled.

In July 2019, a new course will be launched, Drug Prescribing Safety. It will be delivered by the College Registrar, Dr.

Ziomek and a representative from the Manitoba College of Pharmacists. There will be a fall and spring date for this

90 minute lecture. Drug Prescribing Safety will still teach residents regarding the privilege, responsibility and

process of script writing, however, the learning objective is broader. Namely, contemporary issues in prescription

writing such as opiate safety for the patient and physician will be emphasized.

As of July 2019 this course will be mandatory for all trainees who in their training or professional lives will be writing

prescriptions.

4. To address ongoing concerns with professionalism in the learning environment a PGME Professionalism

Curriculum Committee (PCC) was formed to develop a high quality curriculum content related to professionalism for

residents at the University of Manitoba. Specific sub-aims include; Increasing awareness of processes, resources and

responsibilities related to professionalism at the PGME level, working collaboratively with other stakeholders

(specific programs, student affairs, Office of Educational and Faculty Development, etc.) to develop, deliver and

evaluate this curriculum, fostering the development of resident knowledge, skills, attitudes, and behaviours as they

relate to professionalism and its competencies with an end goal to positively impact the learning environment and

culture of medical training at the University of Manitoba. We will continue to provide you updates on the

Professionalism Curriculum during it's development. It is anticipated that once this curriculum is developed it would

replace Professional Boundaries and Resident in the Learning Environment.

5. At PGME we understand that Indigenous Health Education is imperative. Soon we will have more and more

faculty having completed the Ongomiizwin online self-study program on Indigenous Health Safety. We look forward

to feedback from faculty as to how this educational material may be adapted so that it can be undertaken by your

trainees. Currently, it is a moderated course delivered over 10 weeks. We would like to tailor the scheduling to

meet your resident's needs.

6. In view of below average performance on the LMCC, Core Curriculum will be examining resources/course to

assist our trainees in preparing for this examination.

7. “Call night nightmares boot camp”. Dr. McColl is preparing a boot camp for R1 Emergency, Anaesthesia, Family

Practice and Surgery residents. We are aiming to launch this boot camp July 2019. Stay tuned for details.

COMPETENCY-BASED MEDICAL EDUCATION

Competence by Design Resources At this point, you are most likely aware of the Competence by Design (CBD) initiative - the RCPSC’s version of

Competency—Based Medical Education (CBME), an outcomes-based approach to the design, implementation,

assessment, and evaluation of medical education.

In the Max Rady College of Medicine, we have several programs in various stages of CBD implementation.

Wherever your department fits in the roll-out plan, from time to time, you may find yourself in need of CBD

ENTRADA

Implementation of Entrada in Postgraduate Medical Education is in full swing. In order to make the transition from Ventis to Entrada as smooth as possible, there are a few pieces of information the Entrada team would like to share with everyone.

Program Set-up - ongoing

Programs have been set up in Entrada with Program Directors and Program Assistants assigned

Continued development of Program content will occur on an ongoing basis with support of PD’s, PA’s, and the Entrada team

Rotation Scheduling – completion date of May 31, 2019

Rotations have started to be uploaded from Ventis to Entrada and draft schedules for the 2019/2020 Academic Year have been shared with some programs. This process is ongoing and we appreciate your patience while this occurs.

During the upload there may be special characters that will alter the formatting in Entrada. Program Assistants should go through their rotation listing to ensure names are correct and that data is not missing.

To access the rotation schedule, go through the following steps:

Login to Entrada and go to the Admin menu

Select “Clinical Experience” from the drop-down

Select “Rotation Schedule” under the Clinical Experience title There will be a rectangle that says “Manage My Drafts” on the right hand side of the screen, click on this and your draft should appear

We will review the rotation schedule feature at our upcoming training session, but we encourage you to go into the system and get a feel for how things work.

Assessment and Evaluation – completion goal of April 2019

on your project this is the perfect event for you.

The format of this event is much like speed dating. There will be multiple statisticians set up around the

room and ready to learn about your project and provide feedback and suggestions. This is your oppor-

tunity to see which statistician you connect with and who will be able to guide you through the statistics

in your project. Each statistician will bring their own unique background and approach to your project and

you will leave with numerous insights and suggestions to use moving forward. Following this evening, you

Medical Council of Canada Exam The MCCQE Part I will be offered up to five times annually

Starting in April 2019, the Medical Council of Canada will be delivering the Medical Council of Canada Qualifying Examination (MCCQE) Part I in Canada and internationally to over 500 sites in 80 countries, up to five times per year. Scheduling is now available on a continuous basis through their vendor, Prometric. Read more

MCCQE Part II standard-setting exercise

The Medical Council of Canada Qualifying Examination (MCCQE) Part II held in late October 2018 was based on a new examination Blueprint. Following the first session of the new exam, a full and detailed standard-setting exercise was conducted in December 2018. Read more

The Medical Council of Canada are gearing up to launch our first ever full-length Medical Council of Canada Qualifying Examination (MCCQE) Part I Preparatory Examination (PE), which is intended to replicate the exam experience. Read more

Eligibility changes to the NAC Examination

The MCC changes to its examination program in 2018 and 2019 reflect the reality of medical practice and the current healthcare needs of Canadians. As part of this transition, the National Assessment Collaboration (NAC) Examination eligibility criteria have changed to provide candidates with more flexibility and enhanced access to the examination. College of Physicians and Surgeons of Manitoba

In 2009, the Manitoba Government passed a new, umbrella piece of legislation designed to streamline how all regulated health professions in Manitoba are governed. Prior to this, every regulated health profession, including doctors and nurses etc., had their own legislation and set of regulations under which they operated. Modernizing all legislation and regulations had become a difficult task. Manitoba doctors will be among the first professions to move under the umbrella of the new, Regulated Health Professions Act (RHPA), which took effect January 1, 2019.

NEW for 2019 the RHPA will:

1. promote the ability of members to respond to changes in practice environments, advances in technology and other emerging issues;

2. work in consultation with the minister towards achieving access for the people of Manitoba to adequate numbers of qualified and competent physicians

3. develop, establish and maintain programs that provide information about medicine, and that assist persons in exercising their rights under the legislation;

4. promote and enhance the college's relations with its members, other colleges, key stakeholders and the public, promote inter-professional collaboration with other colleges;

Changes from the Manitoba Medical Act to the Regulated Health Professions Act (RHPA) impacts the type of membership PGME trainees qualify for, the supervision required for training and the scope of practice included in the training pro-gram. We recommend PGME programs review and the new RHPA so they are aware of the changes and potential impacts.
