Community Engagement
Officers participated in several community events held in the City during the month of
September. Events included a First Responders Appreciation Day at Culver’s, Railfest at City
Park, and Stillwater Festival in downtown.
Sgt. Richardson, Sgt. Smith, and other Area 4 officers attended a community meeting in the Victor
Mill Area.
Area 1
o Regency Apartment Project: There has been an increase in disturbance calls at the
apartments from last month. A total of eight disturbance calls occurred in the month of
September, whereas there were none in August. While taking a report at the apartments,
Officer Kimbler was told by the victim that there have been suspicious looking cars pulling
into the lot next to his apartment building. He said they hang out for a little while and then
move on. This normally occurs in the evening. This activity could be possible drug related
activity. While conducting extra patrol at the apartments, Officer Kimbler got out with a
suspicious vehicle. The driver, Michael Shell, was found to have a small amount of
marijuana in the car. The vehicle was the same Toyota Camry that the victim of the stolen
tag saw a few days earlier.
o Wade Hampton Businesses Project: The businesses located on Wade Hampton Blvd. in
Area 1 have had many issues with criminal activity ranging from trespassing and littering
to drug violations and stolen property. Area 1 Officers have worked to address these issues
in various ways. During the month of September, there were approximately eighteen
individuals placed on trespass at several businesses in the area. Several field interviews
were conducted with individuals found in the parking lot of Piedmont Plaza, Hobby Lobby,
QT, and Target. One armed robbery call was handled by officers at the Target shopping
center. A new LP officer has started at the Kohl’s department store and as a result, more
calls for service are coming in from that location.
o Traffic Enforcement Project: Area 1 Officers, with the help of the Traffic Unit, are going
to conduct a heavy traffic enforcement project on US 29 between Kohl’s and Target. The
goal of the traffic blitz is to deter criminal activity at the shopping centers. With the
increased presence in that area, we are hoping to reduce shoplifting cases. In addition, Area
1 Officers plan to use a “dummy car” at different times to assist with deterrence.
Area 2
o Northgate Manor Apartments Project: There were four individuals who live or formerly
lived in the complex that have each been identified as drug users and prolific offenders.
Each of the four subjects were arrested during September. Two of the subjects were

arrested for FTA warrants stemming from shoplifting arrests at Walmart. A third subject
was arrested for shoplifting enhancement at Walmart. The fourth subject was arrested for
Possession of Methamphetamine, PWID Marijuana, and Unlawful Neglect of a Child. This
subject stated she was there to sell drugs. Each of these subjects are responsible for
numerous property crimes that have occurred in Area 2. Their arrests will hopefully lower
the property crimes occurring in Area 2.
o Walmart Project: The calls for service at Walmart continued to increase for a third straight
month, and surpassed twenty in one month. September’s total is almost double the monthly
average of shoplifting cases for the year. Year to date shoplifting reports have increased
57%. The timeframe for these shoplifting incidents continues to trend towards dayshift
hours, and the timeframe of 1601-1700 stands out as the most frequent timeframe with
shoplifting incidents. Area 2 Officers will continue to conduct routine extra patrols of
Walmart, to include foot patrols inside of the store during these peak timeframes. Area 2
Officers will also continue to frequent the parking lot area while writing reports.
Area 3
o Pennsylvania Avenue: A residence that has had several arrests for drug violations
continues to be an area of concern. Officers responded to a drug overdose at this location
and K9 Officer Williams administered Narcan to an unresponsive subject that was not
breathing. Several pieces of drug paraphernalia were found in plain view. Greer City Codes
responded and condemned the house and the out building. A few days after the house was
condemned, Cpl. Compton responded to a complaint of people being on the property. One
of the subjects located on the property was found to have methamphetamine in her
possession.
o Kingz of Wingz Project: Delta shift officers assisted Narcotics, CID, SLED, Greer FD
and Greenville County with an operation involving an undercover SLED agent purchasing
alcohol after hours at this location. Once the violation occurred, Delta shift officers assisted
with securing the establishment and assisted SLED in searching for further violations.
Officers responded twice during the month to this location in reference to fights that took
place. One of the fights occurred at 0447 hours in the morning. A subject was located
covered in blood in the QT parking lot. The subject stated a fight broke out and the bouncer
pepper sprayed everyone. The second fight took place just before Kingz of Wingz closed.
As the fight moved into the parking lot, a subject tried to flee the scene and struck eight to
ten people with their vehicle. As a result of this incident, seven people were treated in the
ER at Greer Memorial.
o Beverly Apartments Project: In August, this location generated twenty-three calls for
service. As a result of the extra patrols that were
conducted at this location in September, the calls for
service were reduced to three. Officer Sarah Anderson
worked to get the inoperable streetlights and stairwell
lights fixed in this apartment complex. During the month,
all the lights were fixed and working. It is apparent that
by having the lighting issues corrected and the extra
patrols conducted, this was a successful project.

o Homeless Camp (Town Center Drive): Officer Sarah Anderson located a suspicious
vehicle in the rear parking lot of Fuddruckers. She also located a bicycle hidden in the
wood line behind the parking lot. Upon
investigating further, she located three tents down
an embankment. Officer Anderson made contact
with three subjects. They stated they had been
living in a makeshift homeless camp here in the
woods for a couple months, and that the vehicle
parked at Fuddruckers belonged to them. After the
discovery of this homeless camp, the subjects
living in the tents were involved in several calls for
service for disturbances. Sgt. Smith made contact with the property owners who gave us
written permission to place the subjects on trespass from the vacant property. The subjects
were located and placed on trespass notice. The vacant land no longer has the homeless
camp located on it.
Area 4
o Drummond Village Project: This project is still in the beginning phase. The first phase,
to make this project successful, is to develop a partnership with the community. Officer
Cooper and Alpha Team have spent numerous hours meeting with the children. Officer
Cooper has developed quite a rapport with the children and the kids there ask for him by
name. Alpha Shift has spent time at Drummond Village playing with the kids at the
location. On one of the days, officers helped pick up bottles and other items that were
located in the green space where the kids play.
o South Hwy 101 Project: Officers with Patrol, VICE, Community Outreach, CID, Traffic,
and K9 sections conducted an undercover prostitution sting at the Super 8 Motel. Five
subjects were arrested for prostitution. Each of the subjects who were arrested for
prostitution were driven to the location by a second person who remained in the vehicle
and waited outside. Officers are encouraged to look for vehicles with subjects sitting inside
them in the parking lot to deter this activity even further.
o Victor Mill Project: A review of the data shows that while we have put more pressure on
the other areas of the city, we are not doing enough to lower the criminal calls for service
and property crimes in the Victor Mill Area. There were very few traffic stops in the Victor
Mill Area this month. During the month of October, Area 4 Officers are going to need to
pay more attention to the Victor Mill Area. There is a need to conduct more traffic stops,
extra patrol more, and key in on prolific offenders.
