5. Background monitoring

5.1 General

Background environmental monitoring that provides a baseline against which to compare any ecological changes that may arise is available from GWRC records of state of the environmentmonitoring and from NIWA national monitoring programmes.

Fish numbers have been monitored by Fish and Game since 1999.

5.2 River flow

Flow in the Hutt River is continuously monitored at Kaitoke and Birchville by NIWA, and at Te Marua and Taita by the GWRC Environment Division. This work is carried out in accordance with relevant national standards regarding accuracy etc.

5.3 River water quality

A programme of water quality monitoring is run by the Environment Division of GWRC. Historically four sites, Te Marua (site FB22), Birchville (site FB23), Manor Park Site FB 24) and upstream of Melling (site FB 25) were monitored, but current monitoring is limited to sites at Te Marua, Manor Park and Boulcott (site RS 22).

Parameters monitored include temperature, ammoniacal nitrogen, filamentous periphyton cover, WQI grade, MCI grade and SQMCI grade.

5.4 Water use

GWW monitors the use of water on a daily basis. Water supplied from each treatment plant and delivered to each of the 47 points of supply is monitored. This information is converted into gross daily use per head on a city by city basis using the latest Statistics NZ population figures, averaged over the June/June reporting year.

5.5 Proposed additional monitoring

A Monitoring Plan has been prepared which covers water quality, macroinvertebrates and periphytons.

5.6 Low flow monitoring

Additional monitoring is to be undertaken in response to low flows. The detail of this is set out in the Monitoring Plan.

6. Actions to be taken under low flow conditions

6.1 General

The intent of the actions set out Appendix 1 of this plan is to maintain the flow at Birchville above 2,700 L/sec for as long as is practicable, given the need to provide an adequate supply of water to the people in the region and the uncertainties of the climate. The matrix contained in Appendix 1 sets out trigger points, a range of system management actions and a range of monitoring requirements. It also refers to a series of communication, education, water use limitation and enforcement actions set out in the GWW Summer Water Demand Management Plan contained in Appendix 2.

6.2 Trigger points

Trigger points are established directly in terms of the river flow measured at Kaitoke weir and Birchville and the duration for which these flows are below the various threshold values. GWW will use telemetered real time information from the river gauging station at Birchville and the control system at Kaitoke to enable actions to be initiated at the nominated trigger points.

The initial trigger point is set at a flow less than 3,500 L/sec for more than five consecutive days at Birchville or the flow downstream of Kaitoke Weir less than 620 L/sec for more than five consecutive days.

The level 3 trigger of flow is less than 2,700 for more than twenty days or less than 2,000 L/sec for more than five consecutive days at Birchville or flow downstream of Kaitoke Weir less than 620 L/sec for more than thirty consecutive days. This is based approximately on a flow which maintains 75% of the MALF habitat (2,040 L/sec) at Birchville. Statistically this flow occurs for less than 4% of the time.

The level 5 trigger of flow less than 1,600 L/sec for more than twenty consecutive days, or less than 1,300 L/sec for more than five consecutive days at Birchville or flow downstream of Kaitoke Weir less than 620 L/sec for more than sixty consecutive days. This based on maintaining 50% of MALF habitat (1,260 L/sec) at Birchville and meeting the minimum flow of 1200 L/sec at Birchville as specified in the Regional Water Plan. Statistically this flow occurs for less than 1% of the time.

Note: these flows have been derived by Dr Henry Hudson, see Appendix 3.

More intensive demand management, system management and monitoring actions will be introduced as the flow drops as shown in Appendices 1 and 2. and as set out in the draft Monitoring Plan.

6.3 Demand management actions

Actions aimed at reducing the use of water are set out in Appendix 2.

Implementing actions such as formally notifying bylaws, policing watering restrictions and bringing prosecutions against offenders will require the cooperation of the Territorial Authorities listed in

section 2.2. Bylaws in place in each of the four cities are essentially the same. Copies of the current city garden watering bylaws are contained in Appendix 4. Note that Wellington City Council has a Customer Charter rather than a bylaw. The charter includes watering restrictions similar to those of the other cities, but Wellington City Council would use the Local Government Act provisions to enforce compliance if necessary. Appendix 5 is a letter from Capacity Infrastructure Services which confirms in the first paragraph on page 2 that the TAs represented by Capacity will take action under their bylaws in accordance with the trigger levels in the HRLFMP if necessary. (note that other suggestions contained in this letter have been taken note of and changes made to align the HRFPMP with the Water Restriction Trigger Matrix)

6.4 System management actions

Actions aimed at reducing reliance on the Kaitoke source of water are listed in Appendix 1. However the practicability of implementing these actions depends on aspects such as the availability of water from other sources, compliance with resource consents applicable to other sources and the need to conserve water stored in the Stuart Macaskill Lakes and the Waiwhetu Aquifer to cater for worsening drought conditions should they occur later in summer.

6.5 Monitoring

The Monitoring Plan (Appendix 7 to the consent condition variation application) sets out monitoring requirements in respect of low flows. Monitoring actions are linked to the trigger levels in Appendix 1.

7. Reporting

An annual report will be prepared by GWW.

The report will contain the following;Summary of water useage and sources

Summary of river hydrology

Water quality results (pH, temperature and dissolved oxygen)

Macroinvertebrate survey results

Periphyton monitoring results

Cynobacteria monitoring results

The report will cover the period 1st July to 30th

The report will be completed by 30 September each year and copies provided to all the principal stakeholders listed in section 3.1.

8. Review

If any one of the principal stakeholders is unhappy with the outcomes described in the annual reportthen they have the right to call a meeting of all principal stakeholders to discuss these outcomes and to suggest changes to the HRLFMP which might mitigate the impacts of low flows in the future.GWW may also seek a review of the HRLFMP on its own volition.

Wellington City Council

The following watering restrictions are in effect throughout the year, in the area served by Wellington City Council: Watering restrictions

Year-round restrictions on the use of sprinklers and garden hoses apply, to manage the demand for water

Unattended watering

Watering is permitted between 6am and 8am or 7pm and 9pm on alternate days. Properties with odd-numbered street addresses can be watered on odd days of the month - those with even-numbered street addresses on even days of the month

Watering by hand

A hand held hose may be used at any time, provided that water is not being used wastefully.

A watering can may be used to water at any time

Variations

Variations to Wellington City Council's watering restrictions may be introduced in times of drought, high demand and extreme circumstances. Variations will be notified through local media

Upper Hutt City CouncilGarden watering restrictionsGarden watering restrictions apply all year round in the area served by Upper Hutt City Council's reticulated supply. The following restrictions apply:

A single garden watering system, or sprinkler, or soaker hose, or an unattended hose, may be in use at each premise in the morning between 6am and 8am, and in the evening between 7pm and 9pm.

Premises with even numbers can water on Wednesdays, Fridays and Sundays. Premises with odd numbers can water on Tuesdays, Thursdays and Saturdays. Watering with unattended devices is not allowed on Mondays.

Each garden watering system, sprinkler, soaker hose, or unattended hose must be in the care of a responsible person. Only one of the above garden watering systems can be used at a time in your garden.

It is an offence under the City's bylaws to use the water supply improperly or to an unreasonable extent or in a wasteful manner.

Upper Hutt City Council may introduce additional garden watering restrictions at any time, depending on available water supplies, and residents will be advised accordingly.

Using garden watering systems, sprinklers and hoses has the potential to waste a lot of water if used too frequently or turned on and forgotten about. It is for this reason that the above restrictions apply.
