SUPERINTENDENT REPORTS JTA President Nancy Lisicki introduced additional JTA Mini-grant recipients and noted that tonight’s presentations have a theme of sensory needs. Students must work together to problem solve and think critically to figure out how to get into the box. They will be starting tomorrow using Vietnam war clues from an article she has them reading. If they get into the box, they will get a free 100 quiz grade. Beth Brower, ELA AIS teacher at Knox, in collaboration with Becky Hart, math AIS teacher at Knox, used mini-grant funds to purchase chill chairs for a comfort corner for students. Chad Swanson, psychologist at Knox, reported that the Knox SBIT team used their mini-grant funds to create a calming corner in the guidance office, with different sensory items to destress kids in fight or flight mode and support their emotional functioning. Dr. Truckenmiller reported on the College in the High School program under which students are concurrently enrolled in college courses during high school and receive both high school and college credit. There have been many different partnerships in play over the years and many different models, so not everyone has been playing by the same rules. State Ed has put a panel in place and issued some revised guidance. Students must be billed for tuition unless they are taking courses as part of P-TECH. III. APPROVAL OF MINUTES

Motion by Mr. Beck seconded by Dr. Truckenmiller to approve the minutes of the Board of Education

meeting held on April 26, 2017.

IV. SUPERINTENDENT REPORTS JTA President Nancy Lisicki introduced additional JTA Mini-grant recipients and noted that tonight’s

presentations have a theme of sensory needs. Sara Lewis, director of special programs, explained that

sensory needs refers to various ways to help students manage sensitivities to sensory input in their

environments. Nadine Paul, 12:1:1 teacher at Warren Street used her mini-grant funds to purchase

supplies and, with the help of her mother, make blankets for students to wrap themselves in after

noticing they were trying to wrap themselves in bean bag chairs in the reading corner. Laura

Schuttenburg, eighth grade English teacher at Knox, used her mini-grant to purchase a Break-out Box,

which is like an “escape room” for the classroom. Students must work together to problem solve and

think critically to figure out how to get into the box. They will be starting tomorrow using Vietnam

war clues from an article she has them reading. If they get into the box, they will get a free 100 quiz

grade. Beth Brower, ELA AIS teacher at Knox, in collaboration with Becky Hart, math AIS teacher at

Knox, used mini-grant funds to purchase chill chairs for a comfort corner for students. Chad Swanson,

Dr. Truckenmiller reported on the College in the High School program under which students are

concurrently enrolled in college courses during high school and receive both high school and college

credit. There have been many different partnerships in play over the years and many different models,

so not everyone has been playing by the same rules. State Ed has put a panel in place and issued some

revised guidance. Students must be billed for tuition unless they are taking courses as part of P-TECH.

Johnstown currently offers 19 opportunities through FMCC and SUNY Albany. This past year 41 JHS

students participated in eight FMCC courses. The cost for a three credit course through FMCC works

out to $150 for classes delivered at JHS.

Dr. Kilburn advises that with regard to families who are not paying their lunch charges, but who haven’t

applied for free/reduced meals, the principals have a process to help reluctant families fill out forms.

Mrs. Sise distributed a chart with information about the charge process and alternate lunch offering at

Canajoharie, Oppenheim-Ephratah St. Johnsville, Northville and Fonda-Fultonville. Notes that Fort

Plain, Amsterdam and Gloversville are 100% free and don’t deal with this issue. Previously Johnstown

let three meals be charged, then served students the alternate lunch choice. Every other district serves

peanut butter; Johnstown is the only school that doesn’t. Suggests getting rid of the sun butter we use

as the kids don’t like it. Peanut butter is popular and can be obtained as a government donated food.

If PBJ became a standing alternate, it would not be obvious as many would already be eating it by

choice. Mrs. Sponnoble doesn’t want lunch shaming, feels this is a squabble over change. She would

like the business office to handle collecting lunch charges, not the teachers (it is the principals). Glebe

Principal Abbey North indicates that elementary children “vote” for their lunch in the morning and that

when they go through the lunch line and are handed PBJ instead of the pizza they voted for earlier, it

is obvious. Dr. Kilburn advises that she will take the issue to cabinet on Friday and have the

administrators come up with a procedure. The Board is okay with peanut butter coming back.

Dr. Kilburn announces that the Council of Churches will be providing 30 days of bag lunches for

studtents at the bandshell on Main Street over the summer, Monday through Thursday. They would

like to get Friday covered by someone else. The district will provide portable signage. The backpack

program supported by the JTA will also continue over the summer; food has been ordered from the

Regional Food Bank and will be housed by the local food bank. A letter will be sent out asking faculty,

staff and district families to help support the effort if they can. During the school year kids from high

needs families can also pick up food items on Fridays to tide families over– it is done discreetly.

Dr. Kilburn reports that demo is continuing at the high school with regard to the capital project and

abatement is being done during second shift. Dave Wood is meeting with teachers about packing up.

Special Ed will be moving to Jansen for the summer. There will be additional communication in June

regarding which buildings will be accessible over the summer.

V. COMMITTEE REPORTS

Mrs. Mraz reports that the Facilities Committee met on May 4 & May 17. They have been working on

choosing color tiles for exterior areas in the front and back of JHS. Recommending three shades of

purple: Morning Glory, Brave Purple, and Forget-Me-Not, together with a judicious sprinkling of Auric

Gold. The pool area hallways and doorways will be getting a little pop of color – can use tile or paint.

Paint would obviously be cheaper, although a special kind would need to be used due to humidity.

Panel drawings are available for people to take a look at; need approval from Board so architect can

move ahead. The committee also heard a suggestion for a marquee to be placed on the front of JHS.

This is not part of the current plans or project – it is a topic to be discussed. The committee has also

been reviewing our facilities use form and reached out to other schools to see what they do. The

business office will develop a revised form, that includes costs, to be reviewed at the next committee

meeting on June 15 at 5:15 p.m. in the JHS small café. The last item they discussed was that there

should be no parking in Sir Bills Circle – it is a safety hazard. New signage has been ordered and will

be installed and as of May 29 the no parking rule will be enforced.

The Extra-curricular Committee will meet at 6:15 p.m. on June 15 in the JHS small café.

IX. BOARD OF EDUCATION DISCUSSION

President Zajicek notes that the Board received self-evaluation results in their packet. Everyone

participated and thank you for that. Notes that there are some areas that need to be strengthened.

President Zajicek indicates that next month’s agenda will contain a resolution for new public comment

guidelines to become effective July 1, 2017. The blurb to be read will be a little friendlier and a time

limit will be followed to keep things moving along.

President Zajicek distributes invitations to the 2017 School Museum Opening on Saturday, June 3. It

first opened in 2002 and is important to the community. Stop in on Saturday mornings over the summer

to take a look around.

President Zajicek offers kudos to the JTA for another successful Evening for Education on May 16.

Lots of families came out to attend during the vote.

Mr. Beck notes that boys baseball will be playing here tomorrow at 4 p.m. in quarter-finals against

Broadalbin-Perth.

Mrs. Clizbe adds that girls lacrosse will play at Knox tomorrow at 4:15 p.m. against Cohoes.

X. COMMENTS FROM THE PUBLIC ON AGENDA & NON-AGENDA ITEMS

Dick Baker refers to the earlier report about other schools being 100% free lunch and wonders how

close Johnstown is. Mrs. Sise notes that it is not based on free/reduced applications, it has to do with

direct certification public assistance being at 51%. Johnstown is not close.

Dick Baker doesn’t think the new board policy on talking is necessary; says the president has a gavel

and can stop conversation at any time.

Dick Baker says the problem with people parking in the circle at JHS has been going on for 52 years

and while the signs are a great idea it will not stop until cars are towed.

Dick Baker said he read an article in the newspaper about the gym roof being expanded. Notes there

used to be acoustical tiles that were taken down and now are being added back. Questions who pays

for the art room courtyard and if it is aidable. Feels the architects love to spend money and makes

reference to oak stairs put in the press box at Knox years ago. Dr. Kilburn advises that safety,

accessibility and maintenance are the themes of this project. No, not all aspects of the project are aided

– we don’t hold classes in the parking lots, but we still have to maintain them. She notes that what was

okay in Knox in 1928 is not okay today – we have to serve the needs of a wide variety of people. The

Board has really looked at the issues and building, maintaining creating safe and accessible spaces in

schools is much different than in a home.

JTA President Nancy Lisicki indicates that during the Evening for Education she was approached by

the family that runs the Fulton County Salvation Army and they offered to help with the summer lunch

program – she will send the information to Dr. Kilburn, perhaps can help to fill in the missing gap on

Fridays.

JTA President Nancy Lisicki notes that tonight is a fantastic night for newly tenured teachers and

teaching assistants. Thanks the Board and Administration for supporting the district’s mentoring

program – it contributes to teacher success – looks forward to more collaboration
