The bulk of the Partnership’s time, energy, and focus is guided by the five-year plan of work. The current plan, which covers the years 2014 - 2018, is known as Partnering for the Future II and has been a great success. More than 80 investors pledged over $2 million to support the goals and strategies defined in the plan, and many of the aggressive goals have been fully realized.

As an organization, we are now in the process of assembling the next five-year plan. There are many things to be done, and although expectations of the organization have increased, it must be selective in its plan of work - focusing resources on those areas which produce both a positive economic value and tangible results.

So what might be considered in the next five-year plan?

Naturally, economic growth will be the feature of the plan. Supporting the expansion efforts of existing companies, the recruitment of new jobs and capital to the region, and the development of real estate for industrial purposes will all be major areas of focus. Beyond that, however, I’d like to suggest a couple of additional topical areas that could be worthy of including in the next plan:

Neighborhood Redevelopment - We have a number of neighborhoods within our community in desperate need of redevelopment. There are few cures for generational poverty and lifestyles built on criminal activity. However, we will not achieve our long-term objectives as a community without addressing the glaring needs of our neighborhoods. Many groups are working on the societal challenges, but they need help in turning around the quality of the housing stock, and that is a role in which the Partnership could provide leadership.

Talent Attraction - Census estimates continue to project our population trend downward. With more than 1,000 open jobs in Southeast Iowa at any given point in time, this must have our attention. Significant efforts have been made to retrain and motivate existing residents for current jobs. This effort alone is insufficient, and there must be an aggressive strategy to attract talent to the community. It will help our economic base as well as our population trend.

Endowment Growth - This is a very generous community, and the evidence for that can be seen in virtually any community building with donor walls of fame. In particular, the business community is very generous in supporting the never-ending requests for donations. That said, many of the community challenges of the future will need long-term, predictable sources of revenue, as the era of quick fixes is over. Government will never have enough resources to accomplish our community goals, and endowment funds can help provide the perpetual, stable funding streams needed.

The Community Foundation of Des Moines County is designed for that explicit purpose, and as word about the Foundation spreads, more and more donors will choose to leave lasting legacy gifts to the community through this powerful vehicle. The Partnership can provide organizational support to the Foundation to help its endowed fund balances grow rapidly.

Non-profit Alignment - Fewer residents, increased socioeconomic challenges, and the rise of elitism in exclusive youth programming has put a strain on a variety of non-profit organizations serving our region’s most vulnerable populations. Every non-profit serving Southeast Iowa is on the search for new resources, and I see a day in the not too distant future where consolidation will occur. While each group is important and serves a niche, there are not enough resources to go around.

While the Partnership cannot prevent this future reality, it can take a leadership role by convening the various non-profits and proactively supporting the alignment of resources to ensure maximum reach and budgetary efficiencies.

cON THE COVER Annual Dinner Award Winners

Annually, the Greater Burlington Partnership has the privilege of honoring numerous individuals, organizations, and businesses at the Annual Dinner. The awards are a tradition of the Chamber of Commerce that began in 1965 with the top honor of the Emmy Award.

1. It was with great pleasure that the 2017 Emmy Award was given to Milt and Laurie Paule for their continued years of community service. Milt and Laurie can be seen throughout the community volunteering, attending events and meetings, or networking at a Business After Hours. They both continue to be active in their church, service clubs, the Greater Burlington Partnership and regularly make visits to area nursing homes and hospitals to visit friends.

Additional award winners are selected through nominations in a variety of categories. Those winners include:

2. Chairman’s Award was awarded to Chief Doug Beaird, Burlington Police Department, for his work with the Chamber of Commerce Board of Directors.

3. Best Renovation was awarded to Frank Millard and Company.

4. Community Impact was awarded to Hound Town Days, Burlington Community School District.

5. Business Person of the Year was awarded to Jerry Courtney, Northwestern Mutual.

6. Project of the Year was awarded to Brockway Mechanical and Roofing for their new facility.

7. Young Professional of the Year was awarded to Brett Bessine, Two Rivers Bank and Trust.

Congratulations again to all award winners. Thank you for helping make this community a super place to live, work and play.

Myth: The Chamber of Commerce only focuses on Downtown Burlington.

Busted: The target audiences for the Chamber of Commerce are businesses that are located in or have business interests in Des Moines County. Under the umbrella of the Greater Burlington Partnership, one of the partner divisions is Downtown Partners, whose focus is Downtown Burlington. However, each division at the Greater Burlington Partnership is governed by their own Board of Directors, budget, and mission. The funding stream for the Chamber of Commerce is through membership investments and event and program sponsorships, while Downtown Partners receives funding by a combination of event and program sponsorships, the Self Supported Municipal Improvement District (SSMID) levy on downtown commercial property, an annual contribution from the City of Burlington, fundraising, and grants.

Myth: The Chamber of Commerce is all about ribbon cuttings and networking events.

Busted: Absolutely, the Chamber of Commerce does celebrate business successes through Ribbon Cuttings; why wouldn’t we want to celebrate? They also encourage business leaders to meet and convene together; however, there is so much more! The Chamber of Commerce provides ways to grow professionally through programs like Greater Burlington Leadership and Greater Burlington Young Professionals. There are also opportunities to advocate with elected officials on issues that are favorable to business and will develop the local economy. In addition, the Chamber of Commerce is a resource for business and community information, including the community calendar of events so you can stay up to date on everything there is to do in Greater Burlington.

Myth: The Chamber of Commerce is only about big business.

Busted: The organization is a member-driven organization with goals and strategies designed to improve the business climate, grow the economic pie, and enhance the community’s leadership capacity. Those interests are valuable to businesses regardless of size. In fact, businesses with fewer than five employees regularly represent between 50 - 60% of the Chamber of Commerce membership base. The Chamber of Commerce is a venue for diverse business and community interests to convene and pool resources to pursue common interests.

CVB ADVOCATING FOR TOURISMBIn January, the Convention & Visitors Bureau partnered with Grow Greater Burlington to speak with State of Iowa Elected Officials at the Travel Federation of Iowa Legislative Showcase.

The CVB will also travel to Washington D.C. in March to attend the U.S. Travel Association's Destination Capitol Hill with other Iowa tourism representatives. Please reach out to Chelsea Lerud before March 16 if you have a tourism related message you would like to communicate to our elected officials.

The tourism industry educates the public about the area’s quality of life amenities, which could encourage the next employee or business to move to our community. It is important for the CVB to constantly have this conversation with our elected officials to remind them that tourism is an important part of the state’s and nation’s economy.

DOWNTOWN Open 4 Business

Competition

With Main Street Iowa and the Iowa Economic Development Authority, Downtown Partners is working to boost local business development efforts. The Open 4 Business competition is a chance for entrepreneurs to try out their business ideas for downtown Burlington. Each of the state’s 54 Main Street organizations can submit one business to represent their program. The business must be for-profit and located within the Main Street district.

Downtown Partners will hear pitches from up to three local applicants, with the winner chosen for the semifinals in June for a chance at $8000. The five state finalists will present their ideas in a statewide contest in August for up to an additional $20,000 in funding.

To apply for the Open 4 Business competition, visit GreaterBurlington.com or contact Steve Frevert.
