Great Basin College enriches people's lives by providing student-centered, post-secondary
education to rural Nevada. Educational, cultural, and related economic needs of the multi-
county service area are met through programs of university transfer, applied science and
technology, business and industry partnerships, developmental education, community
service, and student support services in conjunction with certificates and associate and
select baccalaureate degrees.

MISSION STATEMENT
In addition to the general mission of Great Basin College, the ABE/ESL Program has an
additional mission statement:
It is the mission of the ABE/ESL Program at Great Basin College to provide, within available
resources, Adult Basic Education/English as a Second Language programming to all
interested adult students within our four county service area regardless of race, gender,
religion, sexual preference, national origin, or handicap.
It is the mission of the ABE/ESL Program at Great Basin College to work cooperatively with
the State of Nevada Department of Education to ensure compliance with the state and
federal reporting, student educational gains, grant and budgetary requirements for
federally funded adult basic programming.
It is the mission of the ABE/ESL Program at Great Basin College to encourage all ABE/ESL
sites to work towards programs to provide “intensity and duration” for students; thus
providing students with the opportunity to make adequate progress in their educational
programs.

ABE/ESL COMMITMENT TO STUDENTS WITH DISABILITIES STATEMENT
The Adult Basic Education/English as a Second Language Department at Great Basin
College supports providing equal access for students with disabilities. We are available to

FAMILY EDUCATIONAL RIGHTS AND PRIVACY ACT
Each semester, GBC informs students of the Family Educational Rights and Privacy Act of
1974 (FERPA), as amended, in the Class Schedule and Catalog. This act was designated to
protect the privacy of educational records and to provide guidelines for the correction of
inaccurate or misleading data through informal and formal hearings. (This does not,
however, include challenging the fairness of a grade.) The law also provides the student
with the right to inspect and review all information in his/her educational record. The
Family Educational Rights and Privacy Act (FERPA) affords students certain rights with
respect to their education records. These rights include:
1. The right to inspect and review the student’s education records within 45 days of the
day the College receives a request for access. A student should submit to the registrar,
dean, head of the academic department, or other appropriate official, a written request
that identifies the records(s) the student wishes to inspect. The College official will make
arrangements for access and notify the student of the time and place where the records
may be inspected. If the records are not maintained by the College official to whom the
request was submitted, that official shall advise the student of the correct official to whom
the request should be addressed.
2. The right to request the amendment of the student’s education records that the student
believes are inaccurate, misleading, or otherwise in violation of the student’s privacy rights
under FERPA. A student who wishes to ask the College to amend a record should write the
College official responsible for the record, clearly identify the part of the record the
student wants changed, and specify why it should be changed. If the College decides not
to amend the record as requested, the College will notify the student in writing of the
decision and the student’s right to a hearing regarding the request for amendment.
Additional information regarding the hearing procedure will be provided to the student
when notified of the right to a hearing.
3. The right to provide written consent before the College discloses personally identifiable
information from the student’s education records, except to the extent that FERPA
authorizes disclosure without consent.
4. The right to file a complaint with the U.S. Department of Education concerning alleged
failures by the College to comply with the requirements of FERPA. The name and address

About the Great Basin College
The Adult Basic Education/English as a Second Language Program at Great Basin
College is supported by state and federal Adult Education and Family Literacy Act
(AEFLA) funds authorized under the Workforce Innovation and Opportunity Act
(WIOA).
The Program has six different sites located throughout the state of Nevada. These
locations include Elko, Lovelock, Owyhee, Pahrump, West Wendover and
Winnemucca. Programs at each site offer instruction in either Adult Basic
Education, English as a Second Language, or both, depending on the needs within
each community.
As a member of the ABE/ESL Department, you are an indispensable member of the
ABE/ESL team. We are all responsible for providing educational instruction for the
benefit of students and for helping with the administration of the program as a
whole. We look forward to working together for the betterment of our students and
the communities we serve.

The Great Basin College ABE/ESL Program operates on a fiscal year which runs from July 1st of
one year until June 30th of the next year. General registration is held two times per year for the
first month of each fall and spring semester. We allow students to register after general
registration at the majority of our sites. April 1st is the deadline each year for registering
students. NEW and RETURNING students are required to complete new registration forms each
new program year they attend.

Registration Checklist
Teachers, Site Administrators and Data Clerks will interview new and returning students to
obtain information needed on the student registration forms. It is important to complete all of
the information. By interviewing the student, you have an opportunity to meet with each
student on an individual basis. This helps the student feel comfortable and allows them to
convey what they hope to achieve from the program. Also, this is another opportunity to
reiterate the student’s responsibility in achieving their goals.

Guidelines for Registering Students
16-17 Years of Age
Students ages 16-17 require their parent/guardian’s signature and are required to furnish a
letter of excuse from compulsory public school attendance by the school district in which he/she
resides or by an entity authorized by state law, to be eligible to attend the program. See below
form, which must be given to and completed by an entity that is authorized by state law to
provide an excuse.

Once student registration forms are complete, make photocopies for your site’s records and mail
the original copies of Student Entry Record Form and the Student Contract and Informed
Consent Form to the Accountability Specialist at the Elko Administrative Office. If registering a
student 16-17 years of age, also send the Authorization for Excuse from Compulsory Public
School Attendance Form.

Student Orientation
All students must receive an orientation during the registration process. Student orientations
can be presented verbally one-on-one, or can be viewed on a PowerPoint presentation or other
means determined by the Site Administrator, with information specific to the site.
ALL ORIENTATIONS NEED TO INCLUDE THE FOLLOWING INFORMATION:
1. Program hours and days of operation.
2. Types of instruction available, such as ESL instruction, HiSET preparation, individual
tutoring, etc.
3. Stress the importance of students to commit to attending the program every week for as
many hours as possible to have a favorable opportunity of achieving their goals in a
reasonable time. STUDENTS LEARN BEST WHEN THEY ATTEND REGULARLY AND
OFTEN.
4. Explain that the program is federally funded, which enables the students to attend
without having to pay. However, to receive the federal funds, the program has to show
successful student learning gains. It is important for the students to make a commitment
to the program so the funding is not lost.
5. Explain the pre- and post-testing process:
The Pre-Test provides an accurate picture of the student’s skill level at the time of
program entry, and assists the instructor in developing an instructional plan by
identifying the student’s strengths and weaknesses.
The student MUST attend at least 60 hours of instruction and take a post-test after 60
hours of instruction to assess skills and measure learning gains. Educational progress
is measured by comparing scores on the pre-tests and post-tests.
6. Explain the importance of notifying the teacher(s) in advance, if the student will be
leaving the program. This will provide us with the opportunity to administer federally
required post-testing to show gains the student made while attending.

7. If a student is unwilling or unable to commit to an intensive period of study, suggest they
come back when they are better able to fit the program requirements into their schedule.
8. Explain the process of being dropped from the program for lack of attendance.

The ABE/ESL Program at Great Basin College uses TABE (Tests of Adult Basic Education) for
assessing students’ initial skills upon program entry and to measure learning progress after
attending 60 instructional hours. The Program uses two different TABE assessment systems:
TABE CLAS-E and TABE 11 & 12.
ESL students are to be assessed with TABE CLAS-E
ABE students are to be assessed with TABE 11 & 12
All students must be given a PRE-TEST during registration.
All students must be given a POST-TEST after obtaining 60 hours of instruction. If students
continue to attend after they have taken their first post-test, they must be given additional post-
tests after completing varying hours of instruction, depending on which assessment they took,
CLAS-E or 11 & 12. See Post-Test Intervals charts on page 32 for more information.
Pre-test and post-test information must be reported to the Accountability Specialist at the Elko
Administrative Office. This information must include, test number and level administered,
scaled score and test date. Pre-test information is reported via the Student Entry Record Form.
Post-test information is reported via email or the monthly attendance roster form. See page 35
for example.

1. ADMINISTER THE LOCATOR TEST PART 1, PAGES 1-9 ONLY:
The Locator Test is used to determine which levels pre- and post-tests are to be
administered. Provide students with a Locator Test Answer Sheet to record their answers.
Students have 15 minutes to complete the Locator Test. You may permit students to take
a few extra minutes to finish the test. See below examples of the Locator Test and
Answer Sheet.

have 25 minutes to complete Levels 1-4 pre- and post-tests.

*Students who score above 588 are considered ABE students as they tested
too high for ESL. If your site uses TABE 11/12 assessments, then proceed
with testing the student with TABE 11/12. If your site does not use 11/12,
then refer the student to an Adult Education program within your
community.

1. BEGIN BY ASSESSING STUDENTS WITH THE LOCATOR TEST TO DETERMINE
WHICH LEVEL PRE- AND POST-TESTS ARE TO BE ADMINISTERED.
If your site offers HiSET instruction and a student is interested in earning their HiSET certificate
then administer both the Language and Math tests. If you only offer ESL instruction, then
administer just the Language test. DO NOT administer the Reading test to any students.
LOCATOR TEST TIMES
MATH TEST, PARTS 1 & 2: Pages 15 – 23. Test time total for parts 1 & 2: 30 minutes. (15
minutes each part)
LANGUAGE TEST: Pages 24 – 31. Test time: 25 minutes.
When the student is finished with the Locator test, score it using the answer key.

administering pre- and post-tests. For example, if you give a student 11 E as a Language pre-
test, you must give 12 E as the Language post-test. Every test has its own Answer Sheet.

TABE has updated the Maximum Allowable Testing Times. These times supersede the times
listed in the TABE Form 11/12 Test Administration Manual. See below chart for TABE required
test times:
*For each test, add 10 – 15 minutes for practice test items and reading directions.
3. SCORING THE TESTS
Once students are finished testing, you will need to score the tests using the answer keys.
TABE calls these LETTER KEYS.
Not all questions are worth 1 point as they were with TABE 9 & 10. With TABE 11 & 12,
most questions are worth 1 point, some are worth 1 – 2 points, and others are worth zero
points. The answer sheets that we have created for our program list how many points
each question is worth. See example of answer sheet on next page. Use the below
guidelines when scoring questions with more than one possible correct answers.

These columns tell you how many points each question is worth.

Once you have scored each test, add up how many total points total the student received. This
is the Raw Score. Next, use your TABE 11 & 12 Scoring Guides booklet (see image below) to
convert the Raw Score to a Scaled Score. See scoring guide for the Language Test, Level E on
next page.

and received a raw score of 19, then their scaled score is 446.

4. OUT OF RANGE SCORES
If a student scores “Out of Range”, this means they scored too low or too high.
When a student scores too low, the scoring guide Scaled Score will say “N/A” and the
NRS Level will say “O/R” which means Out of Range. This means the student must
be re-tested with the next, lower level test.
When a student scores too high, the scaled score will have a plus sign after it. This
means the student must be re-tested with the next, higher level test.

Post-Assessment Exception Form
If you have reason to believe a student will exit the program before attaining 60 instructional
hours, The Nevada Department of Education, Office of Adult Education has a Post-Assessment
Exception form for administering early post-testing. The form must be completed and
submitted to the Administrative Office.
ESL students who were pre-tested with CLAS-E and scored into ESL levels 1-6 can be
post-tested early if they have between 50-59 instructional hours.
ABE students who pre-tested with 11 & 12 and scored into ABE levels 1-4 can be post-
tested early if they have between 40-59 instructional hours.
ABE students who pre-tested with 11 & 12 and scored into ABE levels 5-6 can be post-
tested early if they have between 30-39 instructional hours.

Teachers are required to track and report student attendance hours. The following process is
used for tracking and reporting student hours:
Keep a Daily Sign-in Sheet in your classroom and have students sign in and out of class every
day they attend. See below sign-in sheet example.

The attendance hours from the sign-in sheets need to be transferred to an Excel spreadsheet
and submitted to the Accountability Specialist at the Elko Administrative office each month after
the last day of instruction. Rosters should be submitted no later than the 5th day of the next
month. See below example of attendance roster.
The monthly attendance roster form is also a good place to keep track of your students’ pre-test
and post-test information. See below example.

Student Attendance Policy
Our program’s continued funding is dependent on positive student outcomes. These outcomes
are based on the following criteria:
Students must attend at least 60 instructional hours and take a TABE pre-test AND post-
test.
In order to make students aware of our policy of attending 60 hours and taking the required
pre- and post-tests, we have students sign the Student Contract and Informed Consent Form
during the registration process. Although this form is important and necessary, it unfortunately
does not prevent students from dropping out before attending enough hours or taking the post-
test. While many students follow through on this policy, there are many students each year
who do not follow through. As a result, a new attendance policy was instituted, beginning
program year 2014/2015.
During annual spring and fall registration periods, returning students’ assessment and
attendance history with our program will be reviewed prior to permitting students to attend
classes. If a returning student has previously broken the contract (Student Contract and
Informed Consent Form) by not attending 60 instructional hours and taking the pre- and post-
tests, the following rules will apply:
FIRST VIOLATION – FIRST WARNING WILL BE GIVEN
SECOND VIOLATION – SECOND WARNING WILL BE GIVEN
THIRD VIOLATION – THE STUDENT IS NOT PERMITTED TO ATTEND THE PROGRAM AGAIN
At the beginning of the Spring and Fall registration periods, teachers and staff members will be
provided with an Excel spreadsheet of students who have previously dropped out prior to
attending 60 hours and post-testing. Each semester, the spreadsheet will be updated.

Student Absence
Students are to be contacted by phone or letter after the following increments of absence:
1. First phone call or letter sent after two weeks of absence
2. Second phone call or letter sent after 30 days of absence
After 45 days of absence, the student’s file will be closed for the semester and the student will
not be permitted to attend until the following semester and they will have to re-register and re-
test.

Classroom Evaluation Procedures
At the end of each fall and spring semester, around December 1st and May 1st, students must
complete classroom evaluations to assess their class(es) and their teacher(s).
Once evaluations are completed for all classes at each site, they need to be mailed to the
Program Director.
The evaluations will be reviewed and scores will be averaged for each teacher. Then the
scores and student comments will be emailed to each teacher.
Please see the Classroom Evaluation forms on the next three pages. The first form is for
ESL students and the second is for ABE students.

Supply Ordering Procedures
All requests for instructional supplies or book requests must be submitted by completing either
the Instruction/Supply Requisition form or the Book/Periodical Request Form.
These forms are to be submitted for approval prior to orders being placed. All vendor orders are
placed by the Administrative Office personnel.
If an order must be placed by the Site Administrator or Lead Tutor due to an emergency, prior
authorization must be granted and a Departmental Purchase Order (DPO) must be obtained
through the Director. The DPO must be completed and signed prior to the order being placed
or items purchased.
All returns or exchanges are to be returned to the Administrative Office. The return or exchange
with the vendor will be processed by the administrative office personnel, NO EXCEPTIONS.
***Any staff member that purchases supplies or orders directly from vendors using personal
funds, will not be reimbursed. Please use the above procedures***

Instructional/Supply Requisition
To request classroom supplies, an Instructional/Supply Requisition form must be completed and
submitted to the Program Director for approval. A form may be obtained from the Director or
Accountability Specialist. All items are to be requested by the Site Administrator or Lead
Teacher, and submitted to the Program Director. See form on next page.

Due to the availability of funds, supplies disbursed may be different to the quantity requested. If
an item is not available at the time of the request, and it has been authorized, it will be ordered
and distributed at a later time. If a request is not in stock it could take up to 30 days to obtain.
Although items may be requested at any time, it is favorable if all requests are submitted at one
time by the last day of the month.
All items requested after May 15th, are not guaranteed to be purchased or be available in our
supply cabinet.

Book/Periodical Request
A book request form is to be used for all book orders and instructional material orders such as
cd’s and software. All book orders are placed by the Administrative Office for all Great Basin
College Adult Basic Education/English as a Second Language programs.
Please always check Amazon.com first to see if the materials you want to purchase are
available there.
The final date for book orders each year is May 1st. Any book requests received and approved
after May 1st are subject to availability of funds and may be processed after July 1st if funds are
no longer available in the current fiscal year.
The Book/Periodical Request form must be submitted fully completed and signed by the Site
Administrator or Lead Teacher to the Director for approval. Once the request has been
approved, the order will be placed. If a request is not submitted fully completed or correct, the
order request may be returned to the Site Administrator or Lead Teacher for correction or
clarification.
