Graham Tuer—Welcome Message

Welcome to Hockey Regina’s Graham Tuer Bantam AA

challenge and another season of player development and fun.

This Tournament is a sure sign that the 2016 / 17 hockey

season is off and running. We are proud to once again

welcome twenty-nine teams from all across Western Canada.

The advantage of teams attending an early season

tournament is that players and coaches can assess their skill

levels and set goals in order to meet the challenges of the

new season. The start of the new season is a time of great

enthusiasm and optimism . My wish for all participants is

that this energy brings you great success.

We ask parents, teams and players to join together again this

season with the goal of sharing in the benefits that flow

from great sportsmanship.

Please enjoy your stay with us and ensure that all of the

teams and players receive your enthusiastic support

and respect.

On behalf of the board of Hockey Regina, I would like

to extend a warm welcome to all of the players,

coaching staff, and families who have come to play

in the Graham Tuer Bantam AA Challenge

Tournament. I sincerely hope that you enjoy your visit

to Regina and enjoy the hockey experience playing in

the Cooperators Centre which is hosting the

tournament.

Hockey Regina is extremely honoured in the

opportunity to have Mr. Tuer involved in minor hockey

and associated with the tournament. Mr. Tuers

dedication to hockey has provided him with Hockey

Canada’s highest honours receiving an Order of Merit

to his dedication to the game of hockey.

I would personally like to take this opportunity to

express my sincere appreciation to all of our

tournament volunteers and sponsors. Through

consistent hard work, and level of commitment, each

and every one of you have made a hockey

tournament a significant element of our personal

lives and provided a wonderful and strong sense of

social cohesion in our community.

I wish the best of luck to all participants with the hope

that the enjoyment of competition and the

understanding of the spirit of the Game encouraging

good sportsmanship towards the players, officials,

fans and coaches.

SANCTION: The Graham Tuer Tournament is sanctioned by Hockey

Canada and by SHA.

REGULATIONS: All Tournament games are played under Hockey Canada Minor

Rules and Graham Tuer Tournament Regulations.

1. Penalties

Minor: 2 minutes

Major: 5 minutes

Misconduct: 10 minutes

Major Penalty: Any player or team official incurring a major penalty shall

be assessed a Game Misconduct penalty. Game Misconduct: When the

penalty is assessed in the last 10 minutes of the game

(including overtime), an automatic 1 game suspension shall apply.

Match Penalty: Any player receiving a MATCH penalty will be suspended

as per the SHA Regulation 3.07.02. Minimum 2 game suspension.

Gross Misconduct: Minimum 2 game suspension

All Game/Gross Misconducts & Match penalties will be reviewed by the

Tournament Rules Committee, and additional suspensions may be

applied. Fighting: If a fight occurs, all players except the goaltender shall

immediately retire to the front of their respective bench or to a neutral area

designated by the Referee and shall remain there until the Referee calls them

back to resume play.

Goaltenders must not leave their crease unless directed by the Referee to do so.

Players on the bench (or team officials) shall not go on the ice during the fight/

altercation. Fighting is an automatic game suspension. If fighting occurs in the

last 10 minutes of the game it becomes a 2 game suspension.

Suspensions: If the player is suspended in league play they have to serve their

suspension first before participating in the tournament.

For example if player A was given a 1 game suspension in his last league

game prior to the tournament he could play after sitting out the first game

of the tournament. No player who is suspended in her/his regular league

can play in the Tournament until her/his suspension is lifted by their

regular league officials.

2. Rule Infractions

Score sheets will be constantly monitored and any team caught breaking

the rules will be penalized accordingly, without an appeal by the opposing coach.

There is a 7 goal maximum differential allowed.

FACE OFF LOCATION AFTER A PENALTY - When players are penalized at a stoppage of

play, so as to result in penalties to be placed on the penalty time clock to one team, the en-

suing face off shall be conducted at one of the two face off spots in the offending team's end

zone. There are only four exceptions :

a. When a penalty is assessed after the scoring of a goal. ( face off at centre ice )

b. When a penalty is assessed at the end or start of a period. ( face off at centre ice )

c. When the defending team is about to be penalized and the attacking players enter the at-

tacking zone beyond the outer edge of the end zone face off circle. " Must keep two men

back of face off circle on a scrum". ( face off in neutral zone )

d. When the team not being penalized ices the puck. ( face off in the

neutral zone outside the blueline of the team icing the puck )

Following a stoppage of play for an ICING infraction from the defensive zone, the offending

team is prohibited from making any player change until play has resumed. The team that is

in violation of this rule shall not be permitted to make any player

substitutions prior to the ensuing face off . Should the stoppage of play following an icing

infraction coincide with the offending team electing to utilize their team time out at this stop-

page of play, they are permitted to make player substitutions. A team shall be

permitted to make a player substitution to replace a goalkeeper who had been

substituted for an extra player, to replace an injured player/goalkeeper or when a

penalty has been assessed that effects their on ice strength. The determination of

players on the ice will be made when the puck leaves the offending player's stick in the de-

fensive zone. If a team persists in changing players after they have iced the puck and warned

by the

referee, the referee shall assess to the offending team, a bench minor.

Note: No overtime in Round Robin play. All tied

Points will be awarded in the Round Robin as follows:

Win - 2 Points Tie - 1 Point Loss - 0 Points

In the case of a tie for first place in a Pool at the conclusion of the Round

Robin, the Pool standings will be determined as follows:

* the winner of the game between the two tied teams; or

* If that game ended in a tie, the team with the better Round Robin record

of goals for and against (goals for minus goals against, divided by goals

or plus goals against - highest fraction wins); or

* if again there is a tie; the team that scores the first goal in the game between the two tied

teams.

In the event of a tie for first place between three (or more) teams,

Pool standings will be determined by:

* the best Round Robin records of goals for and against as per (2) above; and

* If a tie still exists, then the provisions of sections (1) and (3) above, in that order, will be

applied.

6. Wildcard Teams

Two (2) wildcard teams will be selected to advance with the top six (6) Pool

Winners into quarter-final play.

These wildcard teams will be the (2) second place teams in Pool standings with

the best records, determined by:

* total number of points;

* if a tie exists, the team that (a) defeated or (b) tied their Pool winner,

in that order;

* if a tie still exists, goals for and against as per (2) above; and

* if a tie still exists, the team that scored the earliest goal in;

o their game against the Pool winner; and

o the next highest ranking team in their Pool and so on, in that order.

An advancing wildcard team shall not be drawn against its Pool winner in

quarterfinals or semi-finals play therefore wildcard/pool positions in the

quarter-final or semi-final draw will be adjusted by the Tournament committee

to avoid this situation. The Tournament

Committee will rotate the Wildcard Teams to achieve this and this will be done

at the discretion of the Tournament Committee.

7. Game Time

Playoff s (Quarter- Semi Finals and Finals): All games shall consist of three (3)

twenty (20) minute stop ti me periods. There will be an ice clean prior to each

game and at the end of the second period. Where there is no maintenance

scheduled

between periods, teams will change ends and start the next period. There will

only be a 5 minute warm-up prior to the start of the game. Pucks are provided.

If at any time during the game there is a 5 goal differential between the teams

the clock will continue to run, penalties called during this time shall be 3 min-

utes in length. Once the goal differential is less than 5 the clock will stop at all

whistles. Teams will be allowed one thirty (30) second time out which will be

taken at any time during the game (regulation or overtime). Only one time out

will be allowed per one stoppage of play.

Overtime: Overtime in the playoff s and finals will be sudden death (first goal

wins). The teams will change ends and play 5 minute stop time 4 on 4 until the

first goal is scored, if after 5 minutes of stop time no goal is scored the teams

will play 3 on 3 until the tie is broken. When a penalty is called in 3 on 3 OT the

penalized team will send the player to the penalty box and continue with 3 play-

ers and the non-off ending team will add a player resulting in a 4 on 3 player

situation. When a penalty is called in 4 on 4 OT the off ending team will send

the player to he penlty box resulting in a 4 on 3 player situation.

8. Teams

Each team shall consist of not more than 19 players (17 skaters and two

goaltenders). All personal on the bench must be recorded on the game sheet.

9. Game MVP

At the end of each game, one game MVPs will be selected from each team. Game

MVPs will be selected by each teams own coach. Teams will line up on their blue

lines at the conclusion of each game for Player of the Game awards.

10. Dressing Rooms

Only players, team officials named on the team roster, and Tournament officials

will be permitted in dressing rooms and the dressing room area. Team Managers

must report to Tournament officials at the arena where the game is scheduled, one

hour prior to game time.

11. Game Report

The game sheets are to be completed by both teams twenty (20) minutes prior to

game time. Players not playing in any game must be deleted from all pre-printed

sheets of the game report.

12. Team Colours

Home team will wear light color uniforms and the visiting team will wear dark

colored uniforms. Sweater changes, if necessary, will be decided by the

Tournament

13. Home/Visiting Team

Home/visiting teams are pre-determined for Round Robin play. For the playoff

round, the home team will be decided by Tournament Officials based on their

seeding from round robin play. All wildcard teams will be visitors.
