Executive summary Extent of graffiti in the Bayside area is

not perceived as worse than elsewhere

While 1 in 6 residents surveyed agreed that

graffiti was a big issue for Bayside and 1 in

5 agreed that there was ‘a lot of graffiti’ in

the area, only 3% felt that it was worse

than other areas.

While not a major issue, when prompted

2 in 5 residents expressed some level of

concern

Over half of all residents were not really or

at all concerned about graffiti (57%).

However, 23% expressed at least

moderate concern over graffiti in the

Bayside area, with a further 20%

somewhat concerned, suggesting that this

area warrants further investigation as

currently being undertaken by Council.

Graffiti is generally seen as a consistent

issue

Most residents felt that the level of graffiti in

Bayside had not changed over the past

year (63%).

Council is currently seen as being a responsible party for

graffiti removal on both private and public property

Satisfaction with Council’s response to graffiti is currently at good

levels (67%) and similar to satisfaction with its response to other

issues (63%). Where satisfaction with Council response was low,

this was due to perceived slow or lack of action, which may be

linked to perceptions of Council’s responsibilities in this area.

Most commonly, Council is seen as responsible for removal of

graffiti from public property (89%) and street signs (79%). Between

38% and 51% also believe that Council is responsible for removal of

graffiti from bus shelters, signage, power poles and signal boxes,

while approximately 20% believe Council to be responsible for

graffiti removal from private property and railway infrastructure.

2 in 5 residents had noticed graffiti in the past week

39% of residents had noticed graffiti in the Council area in the past

week, most commonly on private homes or fences (28%), or shops

and businesses (25%).

However, very few are reporting, either to Council or other

authorities

Graffiti had a low level of reporting, either to Council or other

authorities (3% each). This was mostly due to not having any issues

to report (82%), rather than apathy (11%). It should be noted that

4% of residents surveyed did not report to Council because they felt

nothing would be done – more than the proportion that actually

made a report – once again reinforcing the need for Council’s

communication of its responsibilities in this area.

Recommendations

• Private residential and business property were most

cited as the areas where graffiti was seen, hence

consideration could be given to prioritise assistance to

these owners

• Where satisfaction was low with Council response, this

was due to perceived slow or lack of action. This may be

improved by:

o Managing expectations of response times, which

may help improve satisfaction in this area (where

Council is responsible)

o Improving awareness of responsibility for graffiti

removal and Council’s role

• However, Council should remain helpful even where it is

not their responsibility: ensuring customer service staff

are assisting with redirecting residents to the appropriate

authority for reporting, or providing a list of expert

contacts for graffiti removal, both of which may help

residents to feel more supported on this issue.

• As follow-up actions, Council could also consider:

o Undertaking education to improve awareness around

how to report graffiti; while not a major reason for

non-reporting, awareness was only at 54%

o Creation of a directory for appropriate authorities to

contact or expert assistance re graffiti removal, that

can be accessed online or via printed copies at

Council offices

Residents would like to see Council do more,

although suggestions for action were

generally outside of Council’s current

responsibility

1 in 3 residents surveyed agreed that Council

should do more about graffiti. 33% also felt that

Council should be responsible for graffiti removal

from private property.

Increasing penalties was the most commonly

suggested action that residents would like to see

from Council (19%). Other top suggestions were

to increase cameras (12%) and increase the

presence of police or other security officers

(12%). These suggestions were generally for

actions that would require law enforcement co-

operation, which are not necessarily within

Council’s role.

Most residents were not aware of initiatives that

other councils have implemented in regard to this

matter, but 6% did suggest street or graffiti art

programs, which could potentially be

accommodated within the Council’s role.

Background & objectives

Background

Graffiti is a visible issue and can negatively impact

the community’s views of an area. Bayside City

Council has many high quality buildings and

landscapes which means that, even with a relatively

low occurrence, graffiti is a very visible issue for the

area.

As a result, there are highly engaged community

members who are passionate about addressing this

issue.

Bayside City Council sought community engagement

as part of the development of a Graffiti Management

plan to provide direct input into decision making for

actions and priorities.

newfocus was commissioned to undertake

community research with the general population of

Bayside City Council to give insights into the broader

community perceptions on graffiti.

Objectives

The research sought to identify the scope of perceptions

of graffiti as a problem in the Bayside Community.

The specific objectives from quantitative surveying were:

» Measure perceptions of how significant an issue

graffiti is in the wider community by gauging:

o Current reporting habits, satisfaction with

response and inhibitors to reporting

o Level of concern over graffiti

o Perceptions of prevalence of graffiti in the

area

o Consideration of increase or decrease in

graffiti over time

» Attention to where graffiti occurs to identify priority

areas

» Identify awareness of responsibility for graffiti

removal (including awareness of reporting

channels)

» Determine desired actions from Council to reduce

graffiti

Sample

Telephone surveying was conducted between the

30th of July and the 7th of August 2018 by 10

interviewers. The interviews each took an average of

9 minutes to complete.

This research was conducted in compliance with

ISO:20252.

sample of the population now compared to if you had results for every single

member of the population. Calculation of the level of accuracy is based on the

size of the population that your sample is drawn from. The level of accuracy

increases as the size of the sample approaches the size of the population. For

example, for a sample of 400 if the level of accuracy at one point in time is

quoted at ±4.91% for the population aged over 60, this means that the

measurement of items in the study accurately represents the measurement of

these same items in the population, within a range of ±4.91%.

» Generally, those satisfied reported that this was due to

prompt graffiti removal

» For those neutral or dissatisfied, they reported that this

was as a result of lack of action, or graffiti removal

taking too long

Graffiti is not a top issue for reporting to Council. Increasing

satisfaction with Council’s response may require a

combination of improved response times (where Council is

responsible for removal) and managing expectations or

redirecting as necessary.

Low levels of reporting graffiti was mostly due to not having an issue to report,

rather than apathy or lack of awareness of appropriate reporting channels.

While many are not aware of how to report graffiti, this is not a key reason for

lack of reporting, suggesting education around this does not urgently require

attention from Council, however there is the opportunity to review

communications about how to report or consider introduction of reporting apps.

While many residents are concerned about graffiti, most do not think it

is a major issue for Bayside, but 1 in 3 would still like more action Key findings – attitudes towards graffiti in Bayside

» Top reasons for concern regarded that it was unsightly and

» For those who were unconcerned, this was mostly due to

the feeling that there was little graffiti in the area or it was

not a high priority issue

Most residents do not think that graffiti is more of a problem in

Bayside than other areas. However, there is some level of

concern of the issue and even more residents who feel

Council should be doing more to reduce graffiti. Visible action

on graffiti is therefore necessary for Council to engage in.

increase awareness of responsibility in this area and redirect to

correct sources. Private property is a priority area for education

on this due to it being where graffiti is most noticeable.

Additional follow-up educational opportunities exist around

responsibility for signage, power poles and signal boxes.

Future Council action should also consider improved ways to

assist property owners, as a large minority think this should be

Council’s jurisdiction.
