Sembel Housing Project of 1994 which was a first of its kind in the post-independence Eritrea was a major achievement that alleviated the existed deficits of residential houses. That project housed a number of families. Next to that of Sembel Housing Project, two sequel housing projects such as Mai-Temenay Hosing Project carried out by Segen Construction Company and another housing project known as Space 2000 Housing Project played due role in alleviating the ever increasing demand of houses. The recent Asmara Housing Project of 2013 which would cover the construction of apartments, villas and shops in three areas of Asmara is expected to significantly lighten the overly increasing demand of houses.

The first three housing projects carried out in the period between 1994 and 1998 were indeed success stories in the country’s integrated

housing project. Thus, the entire Eritrean people have been eagerly awaiting for the launching of such like projects. The time has now ripen that Asmara Housing Projects is about to start recently. This project may not entirely solve the existing deficit of residential houses, but it would of course partially satisfy the ever heightening demand and it would become a promising start to open a venue for more such like projects to come.

The new housing project would give Asmara an added beauty and its horizons would be largely extended. More importantly, this project would give fresh and intensified enthusiasm to all nationals who always aspire to see an ever growing country. The uniformity maintained in the former housing projects was the very reason which contributed for the sustained Asmara’s beauty. Since the projects are integrated ones, they have uniformity and are by far different from the construction

initiatives taken at individual level. Hence, the yet to be constructed houses would become beautifying frames of the already beautiful city.

Apart from adding aesthetic beauty, the construction of the around 1,700 houses would house a number of families. Owing to such like development in the construction industry byers would have a better access to have their own residential houses and a better access to rental houses would be opened for a number of nationals.

According to the new plan, the construction of a total of 1,048 apartments, 376 residential houses and 256 for business ventures would get underway this year around Halibet Hospital, Space and Sembel. In this project, houses that range from 30 to 120 sq. meters and from 125 to 200 square meters respectively are expected to be constructed in the aforementioned areas of Asmara.

As the new housing project

Eagerly Awaited Project to Kick Off

covers a wide range of areal size, it would open a wide range access to potential buyers as per their budgetary capabilities. Accordingly, all nationals who have fulfilled their national service duties are legible to become beneficiaries of the new housing project.

A registration form (form 1) has been distributed to be filled by potential buyers. All applicants are expected to deposit 25% of the overall payment as per the chosen type of house. As per the newly launched notice, deposits can be made at the account in the headquarters of the Housing and Commerce Bank (Bahti-Meskerem Square) entitled “Asmara Housing Project 2013 EURO C/A # 124-5.” The remaining portions of the payments are due to be completed within two years and all transactions should be in EURO.

The new housing project notice has made it clear that any applicant who fails to deposit 25%

of the overall payment would be disqualified. Every potential buyer can obtain additional registration information and also download the relevant form from the website www.erhcb.com .

In the Asmara Housing Project 2013, apartments that range from 30 sq. meter to 120 sq. meter would be constructed in Sembel and in Space alike. Whereas, the apartments to be constructed in Halibet would be ranged from 90 sq. meter to 120 sq. meter. Besides the apartments, villas that range from 125 sq. meter to 200 sq. meter would also be constructed in Halibet, and Sembel. The housing project to be carried out in Sembel and Halibet would include shops. That of Space, however, would only include apartments. If a comparison is drawn from the lowest to the highest price, 18.007 Euro is the lowest and 113,006 Euro is the highest price of the overall coasts from all ranges.

The launching of Asmara Housing Project 2013 would make any person who knew Asmara before wonder if he or she is visiting the same destination. A number of diaspora Eritreans who used to spend their vacation time in hotels or rental houses would become owners of their own house. Nationals in the homeland who can afford to buy houses of their choices as per the ranges included in the new housing project would also become beneficiaries. Like its preceding housing projects, the Asmara Housing Project 2013 is expected to answer the long awaited demands of all nationals and it would also evoke increased excitement for more to come. Every success makes one crave for more and bigger accomplishment. Overview of the project in Space 2000

Giving precedence to national issues, considering individualism as ignorance and thereby serving the purpose of the people and the country is an esteemed political culture nurtured in a special historical chapter of Eritrea. By far, such culture depicts the prevalence of a civilized social structure. Evidently, the number of Eritreans who spent their entire life and those who gave up their young age for the good of the people and the nation is unimaginable. As a matter of fact, the rudiments who made the Eritrean war for independence a success are mainly, the love for the people and country, vision, steadfastness, heroism, as well as commitment.

Another valued characteristic that emanated from this very is a committed and exemplary leadership. The essence of being a leader in the Eritrean context is serving the cause of the people and the country with extra efforts from the ordinary, but laying low humbly. The culture of leadership that w hold dear hear is a great resource that other countries and nations dream of. Evidently, the leaders in many parts of the world as we know are only chair leaders who embrace their seats; issue directives from their immoderate offices and then take back public opinions through their associates and in doing so reap off the peoples’ money. The culture of leadership in the Eritrean case however is another story. Starting from the head of state in Eritrea all the way to the bottom level live among their people in modest homes and travel to the farthest corner of the country to inspect with their own eyes the developmental undertakings as well as discuss issues with the local inhabitants. In doing so, the only reward they receive is the development of their own people; they don’t expect anything in return. But then again, egocentricity is considered ignorance in the Eritrean culture.

The miracles registered in struggle against colonialism and accomplishments made in the nation building activities are therefore associated with the values that herald the issue of the country and the people as well as the leadership that sprang from these very values. Our national history and the victories achieved over the years are therefore testimony as to how efficient the united culture of the people could be when bound by such values. The limited resource of the nation summed up with the unswerving leadership converted into unshakable might through unconditional love to the country had once made miracles in the struggle for independence. The achievements registered after independence with all the prevailed hostilities are also land marks earned through stanch organization and resolute leadership. In these few years of independence, Eritrea was able to get recognition for its multifaceted socio-economic growth at continental and international level; this indeed is also attributed to the commitment of the people and leadership.

The devoted and full-hearted leadership which was nurtured as a political culture during one juncture in the history of Eritrea is therefore an esteemed value which needs to be preserved more than any other natural resource; because it is insurance to a prospected future.

Commitment: Esteemed National Legacy

The Debre Bizen Monastery of the legendary Saint Abune Philipos is visited yearly by male pilgrims on August 11 according to the Gregorian calendar or 5th August according to the Julian or the Geez Calendar. This year being Sunday August 11, 2013 one would see male pilgrims as young as in their early teens and as old as in their late seventies trekking up towards the Monastery in that grueling journey. Octogenarians may also climb if they confidently believe that they are fit. Otherwise they will need a ride on a mule to take them up to the Monastery. This year it was amazing to see some octogenarians making it on foot, though walking slowly. Some eight centuries ago Abune Philipos has sanctioned that the sanctity of the Monastery would

be maintained, only, if no female pilgrim would ever dare to set foot at the Monastery. Ever since, the Debre Bizen Monastery has been the visiting place only for the male population. Female pilgrims utterly respect Abune Philipos’s orders. Very few of them will come in honor of the Debre Bizen religious festivities. However, they will reluctantly be obliged to stay at the Foot of the Monastery. They wait to hear the recount of the male pilgrims upon their return. They ask the male pilgrims to take on their behalf fairly small donations to the Monastery.

The Debre Bizen Monastery is located at the tip of an escarpment in the country’s topography. The road from Asmara to Nefasit, 25 Kilometers leading to the foot of the Debre Bizen Monastery, displays a breathtaking view where one would enjoy a gradual descent from 2400 meters above sea level to about 1670 meters. The road forming a hairpin bend seems to demand a good and responsible driving experience. The road was curved out through the mountains, all the way from Massawa, by the Italians at the turn of the last century. Most

would drive or cycle to Nefasit as early as 4:00 am. They will leave their vehicles in Nefasit and they start climbing the 825 meters arduous journey on foot. Some pilgrims would walk for tens of kilometers from far away towns and villages, in fulfillment of their vows they have made the year before The strenuous trekking up to the Debre Bizen Monastery would take a young man about 45 to 60 minutes. The old, some holding canes, will make it at the range of 85 to 190 minutes. The range of time may vary. Trekking for the young as well as for the old creates a friendly contest. For the rest it could be a covert competition. Some will even bet as who will pay for lunch or some drinks. It is quite enjoyable. In a way the journey would enable a pilgrim to test his physical fitness. “I thought I would easily make it” stated one pilgrim

in his late fifties, “but I find myself completely worn out” “I therefore have to start a regular jogging” he concluded. He further commented, “As the age progresses so also it seems as if the Debre Bizen Monastery is increasing in height. A young man in his late twenties, Hadgembes, as he told me his name is , was trekking for his first time. He did not believe that it was such an exhaustive journey. If it was not

for the moral support of his friend he could have been tempted to abort his trip. Another young man compared the trip to an incubator. If I were an egg, he metaphorically said, the heat created along this tiresome journey would have hatched me to become a chicken. By the time a pilgrim will reach at the tip of the entrance he will find himself soaked with sweat and thus dehydrated. The old would have to spend another 30 to 45 minutes relaxing before they continue their walk for about 300 to 400 meters to the actual site of the Holy place. Right after the arrival at the entrance pilgrims will rush to pose for a photo by the side of the Big Iron Cross. It will sure be a witness for their trekking along that difficult journey. Most of the pilgrims would have arrived at the monastery by 8:30 or 9:00 a.m. Others will still make it even after the completion of the religious festivities.

Asmarinos have visited the Debre Bizen three or four time, to say the least, in their life time.

Usually many of the male pilgrims’ have had trekked to the monastery of Debre Bizen on the eve, (that is August 10th) .Thus they

can celebrate through the overnight mass prayers and hymn of praise, accompanied by the mighty sound of drums and cymbals.

The sacred procession commenced at 09:00 a.m. It was colorfully celebrated. The monks would march around the church three times in a raw. The ritual basically is meant to escort the Ark of the Covenant, which harbors

a replica of the tablets of the Ten Commandments, carried on the head of a monk. The visiting pilgrims in their thousands have

also to follow the trails in reverence. The sacred Ark of the Covenant whilst wrapped under cover of an expensive carpet is displayed to the public only during the annual ritual. The inside of the Ark and the Tablets will never be exposed to the public. While in the procession it is customary that the Ark has to be under the shade of a large frame of an umbrella, only designed for the church, hoisted by another monk following closely behind. Such ritual is complemented by the monks melodious songs and rhythmic dances supported by beating of the big drums and their sounding cymbals, in praise of the Lord God. All traditional Orthodox Tewahdo churches are architecturally spherical. The celebrations of the Holy feast were held at an open space in the presence of all the visiting pilgrims. Initially the story of the life of Abune Philipos and his devotion to piety was recounted by a clergy. Later A benediction was given by the highest representative clergy of the Orthodox Church. The celebrations were colorful and inspirational.

“A human being comes to the planet earth as a visitor for a very specific number of years. Of all human visitors the innovators are still living in a paradise corner even after their late being. And it is quite sure that they were the once who were unsatisfied with what they see and touch in their nearby state of affairs. My struggle to understand is noth-ing but being dissatisfied with what I have, with what I feel, with what I experience cur-rently. What I have is what I was dissatis-fied before. And what I will become in the future is what I am dissatisfying right now.”_ Quoted from PART I, Last paragraph.

Coming to our nation Eritrea, what we had struggled for the 30 years of African longest and hardest war is what we were yawned to set free/get satisfied/to move freely/to feel ownership in our mother land. This dissat-isfaction represents the evil acts of enemy

quarters. We were dissatisfied by their do-ings. We struggled a lot day in and day out. At last we reap the result of our struggle which is freedom. Freedom is what it rep-resents satisfaction. The foils and the acts of the enemy quarters is what we felt dis-satisfied. Still, hungry mind continuous to achieve something in the future. Building an economically capable and sovereign nation state which is free from foreign dependency and confidently enjoying our own choices along our own pathways. Whatever you will expect superior in the future action is the result of feeling being dissatisfied now and what you feel gratified is what you were felt dissatisfied before.

For two decades I had deserved nothing because of unfair caring for my dissatisfac-tion. I have never played the music of my life. I have failed to orchestrate the inside melody of my inner core. Never my dissat-isfaction recognized what I had moved dur-

ing that time. I had never entertained/talked my guest mystics. Always rejected, always felt suspicious about it. I failed several times to play the living music for my host. Some-times I contemplate how unfruitful person I was because of my failure to embrace the entertainment of my dissatisfaction.

It was one day I had united with my dissat-isfaction in which I felt like a duck that lives happily in river bank and crown down deep-ly. This was my source to nourish a blissful situation in my life, a source that blossom unseen presence to be seen, a source of a milestone that ideas blown up in to shapes, a source for my hands to sense the clarity of my ideas. I have started to point its beauty in to a mat openly.

Once I have realized my dissatisfaction as my home future, I have chosen to plant even deliberate tiny seed of dissatisfaction to de-vote in my every day livings. They are the factual passageway serving as a teacher for

myself. Once I have fully understood their essence I have tried to cultivate them into wider and farther capacities.

I am in no more discontent with my dis-content. As each ant is given its elegant belt at birth, after that everyone will assimilate as his daily lives, by the same token my discon-tent reminds me as a given song in my daily life. They have already grown up inside the sweetness of my presence. To my current mind it is not new thing, it is not a pain but it is a new visionary life which is supposed to be implemented in near future.

My dissatisfactions are wide listening sky with many candles to brighten. Always they need to be listened by the same vein if they got good listener person who is me they will brighten my surrounding areas. Many times they rise not to postpone till then. They are the sign for my joyous movement in the sum-mer’s time. They always sing, roar and wan-der. And they reach out to congratulate me

after my accomplishment. Have a meticulous look in your surround-

ing companies. They adapt continuous train-ing/inductions for their workers. They force to introduce new digitalized ways of work. They try to give good services for their cus-tomers. Why do you think that? Because they don’t satisfy with what they currently possess. To be competitive companies they should clean the path of their progress persis-tently. If not, they will fail to attract for their customers. All in all this is certainly because of their dissatisfaction they always polish their ways toward a better future tomorrow.

Currently, I am using my dissatisfaction to solve my problems successfully. In addi-tion to that, my dissatisfaction increases my knowledge for mediation, insight, intuition, inspiration and impression. Through all these means I don’t only make my problems get solve but also help to have a breakthrough for high awareness and getting to know a world in which I have never discovered be-fore. It is a key antidote to get my knowledge through experience and experiment, through learning and study.

My dissatisfaction up on my current life state affairs provides me to have a di-vine vision, nourishment for enrichment of my mind, concentration to visualization. Similarly it boosts my energy to follow my thoughts, thoughts to build future touchable bodies, rhythm thoughts to carry my mental fire to move rightly in a healthy mood. It is my dissatisfaction that makes my mind gets awake and simultaneously answers for the question that follows. Based up on precondi-tions, I can say it is my six supplementary organs as it makes my mind more creative to top up for strengthening of it.

Never let your dissatisfaction get disturbed because it is a positive alarm for persistent effort, for continuous watchfulness for a cer-tain hidden issues which is to be resolved and a strive for struggling toward the future. Enjoy getting to feel dissatisfied! It will give you a wing to develop for conscious thinking and will power that concentrates, focuses, and charges your thoughts in the ocean of durable thoughts.

I care my dissatisfaction in an illuminative way as it reminds me to train and educate myself, to transform in to digestible ways what I have heard so as to become responsive person, an alarm to expand my conscious-ness and foundations in lighting them. It is the science on impression and innovation in which it increases the purity of my inner motive, success, achievement, health, beauty and integrity of my life. Furthermore, being dissatisfied with what you have pushes once life to have a very close contact using hear-ing, touch, sight, taste, smell, and intuitively with the physical world.

Eventually let’s dissatisfaction sleeps in the minds of every one of us by building a home of brighten star inside, so as to awaken in to great cultures and civilization of our self, our society and our nation. Being dis-satisfied is a response to my immediate need and a cobalt asset to my growth!

The world is full of different kinds of people. Kinds that can not be categorized and indexed into a group since each and every one are so different form each other both in physical and personality mien. One is uniquely created and is special in one’s own way. So, yeah, the world is full of variety and incomparable people. Some are beautiful, some are ugly, some patient, some are aggressive, some humble, some arrogant, some polite and some are rude but still, the degree within one category is also so diverse that one can never resemble one. We all are so different from each other.

As we are so physically various the same goes to our personality. The thing is that our physical appearances are inherited naturally but we make our own personality. I remember a wise saying that goes like this, ‘ initially we define our own habits but later our habits define us’. The qualities we want to incorporate in our own life as we gradually grow up indeed define us afterward. Later when we are old enough and start to interact more with the people outside our family out there in the world outside our backyard of our own home, those things we picked up along as we grow up will define who we are. They will be our labels to identify us when some people are talking about us.

Although there are a lot of things that can shape our characteristics as we add years to our stay in this life, I think it is up to us to pick up the characteristics that will define us later. And our habits and characteristics are our assets. Many people can handle all kinds of behaviors and personality but rudeness. This particular quality can not be tolerated even for a second. Is it I or rudeness has spread all over the town and the people? Hey! I am not claiming to be a saint here, but some people’s rudeness and impoliteness goes far beyond a mood swings or a cause. There are people who are twenty-four seven rude, with out having a cause or a reason to. We all have the tendency to be rude now and then according to situations or we might experience mood swings now and then or we might come across some individuals that trigger us to be rude. But some people are born rude and dwell the rest of their lives being rude.

But what is rudeness and what is politeness? Who defines what is to be polite and what is to be

considered rudeness? Keeping the clarity over the issue aside we can talk about some of the most rude things and saying that are universally regarded as impolite or rude. No one among us can hold his/her head high and object that spiting in front of people is not rude. Have you ever being shoved by someone and in the place of an apology to their behaviors, they look at you from head to toe daring you to say something or to complain about their wrongdoing. They challenge you with their eyes and you and I know that there will be no point in engaging in fight with such people. Not only is it silly but it will not bring you an apology you were looking for, and on the top of this you will get kicked by the most silliest person ever.

Nowadays polite responses and gestures are losing their applicability. And in the rare occasions you are polite, people will look at you like you are some kind of fool and they will make fun of you. I know this guy back in my school years who was so extremely polite and because of his considerate manners and his gentility, he used to be considered as the town fool. He used to be known as ‘the last English man standing’. Most of his friends confuse his politeness with foolishness. And some used to think that he is retarded, because any sane person would not be this much polite, unless he/she has a problem with their mentality.

The thing is that there are also some people who do not know what politeness means. I am not referring here to the kind of people who are naturally rude but to these who don’t know what the word polite stands for. You can’t expect these people to be polite without them having to figure out what it means. Even if they want it, how can they be polite with out grasping the meaning? I don’t know about you but I prefer rude people than people who don’t know the essence of politeness. Because in the sense of rudeness, there is knowledge of politeness but is totally ignored or is not applied due to so many different reasons. But in the case of a complete lack of acquaintance with the kernel of politeness, it might prove to be a little more than impossible. Imagine trying to install the very essence and meaning of politeness into someone’s qualities. So a

question arises here, can we blame such kind of people, people who are totally oblivious to the existence of a quality called politeness? Can we hold them responsible for their ignorance? They don’t know such kinds of things exist and as such they won’t apply it. But this is not a justification why some people will completely act as animals and forsake their human qualities that was installed on each and every of us in our conscious. Even if they were not taught to be polite and ensue manners around fellow human beings, they could have adopted it from their surroundings and incorporate it to their knowledge vocabulary. If not this, then at least they were supposed to give in to the lectures of their consciousness.

Once I encountered a bizarre situation when a boy was about to get into an entrance of a building but held back to let my friend and I pass. He flashed us his million dollar smile and said ‘ladies first”. Poor I thanked him innocently having no clue of the situation at hand. But my friend accepted his offer of letting us pass first but retorted back “dogs follow”. As stunned as I was, I asked her why on earth she would reply rudely when the guy was obviously trying to respect us. But as I understood it later, the boy didn’t have the slightest intention of respecting us. He just wanted to have a better view of us from behind. And my friend who knew his intention had to let him know that she has fathomed what he was up to and that he was not getting away with it. Frankly I would have slapped him had I known his plans. This is to say that some people try to be extra polite for all wrong reasons and hidden agenda. But there is no charge or fee that you pay for being polite. In fact it is a lot easier to live life in harmony and politeness to your fellow creations that the destiny has ordained you shall live with. But people seem to think that rudeness will get them far better than politeness when dwelling in this earth. That’s why politeness has become a rare quality in human beings. It is disappearing from the face of the earth slowly and gradually. One day we will wake up and see that it has been lost completely from our earth’s surface. Politeness then will be like the story of the dinosaurs we will tell our children or grand children about, the story of the greatest quality in human behavior saying, “once upon a time there was this quality mankind used to possess.

But with the course of time, this quality start to disappear from our world….” our children or the next generation will look at us in awe and ask us curious questions of the nature of politeness. We will continue on telling the story “people actually used to be polite to each other.” The children would reply in total excitement “wow”. Seeing their excitement we will try to give them vivid description of the lost treasures of politeness ‘you know what children, men used to respect women and they used to let women lead ahead saying ‘ladies first’ as a sign of respect.” The next generations will then applaud with awe and amazement wishing that they could have a peek of the world that had existed ahead of their birth.

You might think that I am exaggerating but seriously I am not. The way I see it politeness is declining with each passing day that one day we are going to need a treasure map to rediscover it. When you see old version movies or black and white movie, what do you observe about the way men used to treat women? Men used to stand up from their chairs whenever a girl passes by, they used to remove their hats and bow down in front of women as a part of their greetings. So you tell me, who in their mind will

In search of a treasure called politeness

do these aforementioned gestures now. With the course of time such practices have vanished from the face of the earth and in the rare time such things happen, every one is astonished. It will be the topic of discussion for days. They have faded away but we all seem to be all right with their disappearance and this is what makes me say that politeness is declining and will be lost one day.

And remember that whoever one is and wherever one is, one is always in the wrong if one is rude, there can’t be any form of excuse for rudeness. So treat everyone with politeness, even those who are rude to you - not because they are nice, but because you are. This helps you to score a great goal of humanity and civility on them. Some people might put you in real temptation evoking you to abandon your sense of good judgement and reply back in rudeness and some times you might feel like you have been followed by rudeness till you wonder that if rudeness has put a tracking device on you and is haunting you wherever you set your foot on but still put a smile in your face and swallow your pride because the test of good manners is to be patient with bad ones. This will make you the owner of the ever-declining treasure called politeness.

Facebook, the world’s largest social networking company, is planning to test a new mobile payment feature.

It will use payment details added by users to their Facebook account to automatically fill in forms when they make purchases on mobile applications.

Various companies have been looking to tap into mobile payments markets.

However, Facebook said the feature would not involve moving the payment processing away from an app’s current service provider.

“This product is simply to test how we can help our app partners provide a simpler commerce experience,” Facebook’s spokeswoman Tera Randall said in a statement.

She added that the firm has a “great relationship” with PayPal, one of the biggest processors of online payments.

Facebook has more than a billion members and half log in daily. Its popularity has seen it attract advertisers keen to tap into the potential consumer pool.

Scientists in the US have discovered a new animal living in the cloud forests of Colombia and Ecuador.

It has been named olinguito and is the first new species of carnivore to be identified in the Western hemisphere in 35 years.

It has taken more than a decade to identify the mammal, a discovery that scientists say is incredibly rare in the 21st Century.

The credit goes to a team from the Smithsonian Institution.

The Panama Canal authority has announced that it may impose a fine of up to a million dollars on a North Korean cargo ship seized at the canal in July on the suspicion of transporting illegal arms.

Panama Canal administrator Jorge Quijano threatened to impose the fine on Thursday while describing the alleged “illegal arms-trafficking” incident as a “very serious” incident, Latin American media outlets reported Thursday.

“It is a flagrant violation of safe passage through the Panama Canal and we have no tolerance for this kind of activity,” said Quijano as quoted in the press reports.

The reports, however, indicate that while Quijano asserted that the fine against North Korea may be “up to USD1 million,” the US-backed Panamanian officials are “still discussing” the actual size of the fine.

Authorities at Panama Canal boarded North Korea-flagged Chong Chon Gang cargo ship on July 10 as it entered the strategic waterway on the suspicion that it was carrying illicit drugs. However, they found that it was hauling 25 undeclared containers of military hardware covered with sacks of brown sugar from Cuba.

Following the discovery, Panamanian authorities further charged the ship’s captain and its 35 crew members with “attempts against Panama’s security” and “illegally transporting undeclared military equipment.”

After the seizure, Havana and Pyongyang both disclosed that the ship was carrying outdated weaponry for repairs in North Korea and shipment back to Cuba as part of a legitimate contract that

The Vilnius Court of Appeals ordered the extradition of 47-year-old Dmitry Ustinov to the United States on Wednesday, over

allegations of money laundering and moving items illegal for export from the US to Russia.

The court said the decision cannot be appealed and that Ustinov must be handed over to American officials within 10 days.

Ustinov faces criminal charges that could send him to prison for up to 20 years, after he admitted to buying night-vision goggles - which are not restricted in Russia - for resale in his shop in Moscow.

Russia has demanded that Ustinov not be extradited to the United States, where its law enforcement agencies are accused of routinely getting Russians detained under false pretexts in third-party countries.

“We do not intend to accept this lawlessness in relation to our citizens, who have become victims of this specific form of American ‘justice’. We hope that Washington will think about the consequences of its actions,” said Konstantin Dolgov, the Russian Foreign Ministry’s envoy on human rights and legal matter.

The extradition comes amid heightened tension between Russia and the US, after Moscow agreed to grant temporary asylum for one year to the former CIA contractor Edward Snowden.

The 30-year-old NSA leaker is wanted in the United States, where he faces charges of espionage and theft of government property.

In June, Snowden revealed his identity as the principal source behind leaked top secret US government spying programs, under which the NSA and the Federal Bureau of Investigation (FBI) are eavesdropping on millions of American and European phone records and the Internet data from major Internet companies such as Facebook, Yahoo, Google, Apple, and Microsoft.

According to Cuban Foreign Ministry officials, the North Korean freighter was carrying two anti-aircraft missile complexes, nine missile parts and spares, two Mig-21s and 15 engines for the aircraft, all of which were manufactured in the mid-20th century.

Meanwhile, a group of experts from the UN Security Council committee that monitors sanctions against North Korea has reportedly arrived in Panama to determine whether the cargo vessel has violated a UN arms embargo against Pyongyang over its nuclear and ballistic missile programs.

report, it generated advertising revenue of $1.6bn (£1bn) in the April to June quarter this year.

Analysts said that if the site does eventually launch the payment feature it will help it track how many of its users actually purchased items from partner applications.

“Facebook does not want to remain just a platform for brand promotion and lead generation, but it wants to become the place where ecommerce deals actually happen,” Manoj Menon, managing director of consulting firm Frost & Sullivan told the BBC.

“This feature will help them demonstrate to the advertisers the effectiveness of its platform in driving revenue. It is a fantastic move by Facebook,” he added.

However, some analysts were sceptical if users would trust a social networking site with their financial information.

“Consumers want safe, seamless and convenient mobile payments and there are a growing number of competitors that consumers trust more, such as PayPal, Visa (V.me) and others,’ said Denee Carrington, an analyst with Forrester Research.

Kristofer Helgen uncovered some bones and animal skins in storage at a museum in Chicago.

“It stopped me in my tracks,” he told BBC News. “The skins were a rich red colour and when I looked at the skulls I didn’t recognise the anatomy. It was different to any similar animal I’d seen, and right away I thought it could be a species new to science.”

Dr Helgen is curator of mammals at the National Museum of Natural History in Washington DC, which houses the largest mammal

collection in the world.

More than 6 0 0 , 0 0 0 s p e c i m e n s are flat-packed in trays to save space, their bones picked clean by specially

bred beetles and stored in boxes alongside their skins.

Many were collected more than a century ago and were often mislabelled or not properly identified. But recent advances in technology have enabled scientists to extract DNA from even the oldest remains.

The 35cm-long (14in) olinguito is the latest addition to the animal family that includes racoons. By comparing DNA samples with the

other five known species, Dr Helgen was able to confirm his discovery.

Scientists have catalogued only a fraction of the planet’s lifeforms. New species of insects, parasitic worms, bacteria and viruses are discovered on a regular basis, but new mammals are rare.

“This reminds us that the world is not yet explored and the age of discovery is far from over,” says Dr Helgen. “The olinguito makes us think - what else is out there?”
