PART B Project Title: School Transformation Project
Government High School & PU College KR Puram – Bangalore
Focusing on holistic Education, Menstrual hygiene management and skill development SDG 4
Project Summary
The Government of India launched the Right to Education Act (RTE) in April 2009. The Schedule to the RTE Act lays down
the norms and standards (including drinking water and sanitation) for a school building. A school building has to be an all-
weather building comprising of at least one classroom for every teacher, barrier free access separate toilets for boys and
girls, safe and adequate drinking water facility for all children, arrangements for securing the school building boundary
wall or green fencing, a kitchen for cooking mid-day meals, a playground, and teaching–learning materials
In keeping with Right to Education Act, the project will focus on a government high school and a PU College both situated in one campus, in KR Puram, Bangalore. Covering approximately 1500 students, mostly from the economically weaker section of the society. The school is in the highly congested area and covers mostly the children from the urbanized slums and colony.
Implementation of the project will centre on School Transformation. It is a concept focusing on creating good learning environment for students by providing support to school to improve quality of teaching in Science, Math’s and English. The schools also to be provided with a good viable science laboratory and a well equipped library managed by school staff duly supported by CHF,
Child Help Foundations’ School transformation project will also ensure schools provided with child friendly toilets with water supply, and hand washing facilities. It will also initiate Menstrual hygiene Management in school specially aimed at reaching out to Adolescent girls in managing issues related menstrual hygiene. Adolescent girls will also be taught to make cotton pads and safe disposal of sanitary pads along with behavioral change communication through hygiene education, and linking the same to home and community. This as per the requirements ofRTE

Context for Intervention ASER has come out with shocking report which has been endorsed by UNICEF that in India that more than half of
children and adolescents nationwide are not meeting minimum proficiency standards in reading and
mathematics. Refocused efforts are needed to improve the quality of education.
Disparities in education along the lines of gender, urban-rural /Tribal location and other dimensions still run
deep, and more investments in education infrastructure are required, particularly in government aided schools in
slums, rural and tribal pockets. The children from economically disadvantaged communities suffer multiple
disadvantages of economic, social, cultural and geographical nature. The populations continue to have one of the
lowest enrolments and retention rates as well as learning outcomes.
Context of the locality Krishna Raja Puram or K R Puram is one of the main market areas in the city. It is located 15 kilometers from
Bangalore City Railway Station on Old Madras Road (NH-4). It is very close to IT corridor of Whitefield Road and
Maratahalli. It is surrounded by Dooravani Nagar, Kuvempu Nagar, B Narayanapura, A Narayanapura and Pai
Layout. It is one of the fast-growing localities of Bangalore as ITPL is just 4kms away.
Migration into metros The area has a mix of all communities like the North Indians, Keralites, Tamilians and Reddys. The constituency is
home to some of the most backward sections of the society mainly due to lack of livelihood opportunities in the
rural areas of India has driven theses families to move to Bangalore it also has posh apartments and flats, given the
proximity to the Technology Park. Rural migrants live in overcrowded slums with poor hygiene and sanitation.
They experience many social problems and vulnerabilities associated with extreme urban poverty. Most of the
children in the government schools in KR Puram are from these migrant communities.
School context – KR Puram Bangalore
GOVT PU COLLEGE is an Intermediate/Junior College school. It is Co-educational institution. The medium of
instruction in GOVT PU COLLEGE is English. In the same complex is also Government high school which is again a
co-ed. The complex has a total strength of 1500 students.
It is unfortunate the government high school till date has not filled the vacancy for Chemistry, Biology, English and
Maths teachers and the students are left to fend for themselves in these subjects, the situation is alarming as one
can gauge the quality of education imparted in the school.
The Government PU College, K.R. Puram which is situated in the same campus does not have a properly functional
computer lab or equipments in their science laboratories. Practicals in science subjects have literally stopped, as
students do not have access to science laboratory.
The authorities of Government high school are demolishing a toilet area to construct twenty classrooms and hence
there is going to be less number of sanitation units for the students. Menstrual hygiene is another issue affecting
large number of adolescent girls manifested. The used sanitary pads are not properly disposed off as one can notice
existing toilets are clogged disposal of sanitary napkins in them.

There are no solar panels or water harvesting system installed in the school, despite the water shortage. The school
also lacks in sports facilities including a PT teacher. The school and college authorities do seem too interested in
promoting sports.
A majority of the youth passing out from high school and college do not have the specific skill sets required by
various sectors in the market. Also, the country has about 40% of children and youth dropping out by class 10. It
is found that the proportion of unemployment is the highest in the age group of 20-24 years and at least 83% of
the unemployed belong to the age group of 15-29 years both in rural and urban areas. Providing market aligned
livelihood/skill training to deprived youth will help them to find a decent job and to earn a sustainedlivelihood.
Some facts show the necessity and importance of Skilling the Indian Youth. India will become the world’s most
populous country by 2030. India is also set to become the largest contributor to the global workforce. Its (15-59
years) is likely to swell from to over 2019 to 2030. If India’s working-age population, its so-called demographic
dividend, is productively employed’
Poor learning outcome
Problem statement 1. Schooling without learning is a wasted opportunity. More than that, it is a great injustice: the children whom
society is failing most are the ones who most need a good education to succeed in life
2. Although they attend school, many leave without the skills for calculating the correct change from a transaction,
reading a doctor’s instructions, or interpreting a campaign promise—let alone building a fulfilling career or
educating their children. Learning outcomes are almost always much worse for the disadvantage frequenting
government schools
3. Accessibility to quality education is an issue in most government schools of the caused by various factors such
as availability of competent teachers, poor locality, resources availability and infrastructure.
This learning crisis is a moral crisis. When delivered well, education cures a host of societal ill.
