RECOMMENDING AWARD OF CONTRACT FOR THE PROCUREMENT OF PUBLICATION OF

GPPB RESOLUTION NO. 05-2020 IN NEWSPAPER

WHEREAS, on 28 February 2020, Executive Director (ED) Rowena Candice M. Ruiz, as Head of Procuring Entity (HoPE), approved the 1st Update of the 2020 Annual Procurement Plan (APP) of the Government Procurement Policy Board - Technical Support Office (GPPB-TSO) upon favorable recommendation of the Bids and Awards Committee (BAC);

WHEREAS, the updated APP contains the project entitled “Publication of

Resolution, Circular and GPPB Issuances” which includes the procurement of Publication of GPPB Resolution No. 05-2020 in Newspaper with a total Approved Budget for the Contract of Fifty-One Thousand Seven Hundred Ten Pesos and 40/100 (PhP51,710.40);

WHEREAS, on 20 March 2020, the End-User Unit submitted its request for the

procurement of the above-mentioned GPPB Issuance for publication and its Market Study identifying the probable newspaper publishers;

WHEREAS, a copy of the Market Study is attached as Annex “A”;

WHEREAS, the GPPB Resolution No. 05-2020 must be published by a newspaper of nationwide circulation to attain the immediate widest possible dissemination of information;

WHEREAS, the Market Study determined that the Philippine Daily Inquirer, Inc. (PDI) is one of the top widely read broadsheets in the Philippines with nationwide circulation;

WHEREAS, it is likewise ascertained that it would be more advantageous for the

government to negotiate with PDI by resorting to Negotiated Procurement (Scientific, Scholarly or Artistic Work, Exclusive Technology and Media Services) under Section 53.6 of the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (R.A.) No. 9184;

WHEREAS, on even date, the BAC initiated the procurement activity by having

its Secretariat send the Request for Quotation (RFQ) to the PDI; WHEREAS, before the lapse of deadline for the submission of quotation at 6:00

p.m. on 20 March 2020, the PDI submitted its quotation; WHEREAS, upon careful review and evaluation of the Technical Working Group

(TWG) on the legal, technical and financial requirements of the project, the TWG recommended that the project be awarded to the PDI in accordance with Section 53.6

of the 2016 Revised IRR of R.A. No. 9184 and the Consolidated Guidelines for the Alternative Methods of Procurement;

WHEREAS, a copy of the TWG Evaluation Report dated 20 March 2020 is

attached as Annex “B”;

NOW, THEREFORE, WE, the Members of the BIDS AND AWARDS COMMITTEE, by

virtue of the powers vested on US by law, hereby resolve to recommend to the HoPE, for her consideration and approval, the award of contract to the Philippine Daily Inquirer, Inc. for the publication of GPPB Resolution No. 05-2020 in the amount of Fifty-One Thousand Seven Hundred Ten Pesos and 40/100 (PhP51,710.40).

This resolution shall take effect immediately.

2.0 SUBMISSION OF PRICE QUOTATIONS AND PRELIMINARY EVALUATION

Based on the Cost-Benefit Analysis prepared by the End-User unit, it has been determined that Philippine Daily Inquirer (The Philippine Daily Inquirer, Inc.) can undertake the project at hand at the most advantageous terms to the government. Thus, on 20 March 2020, the BAC Secretariat sent Philippine Daily Inquirer (The Philippine Daily Inquirer, Inc.) Request for Quotation (RFQ) No. 11-2020 to solicit an offer from said publication company. Before the lapse of the deadline for the submission of quotation at 6:00 PM on 20 March 2020, Philippine Daily Inquirer (The Philippine Daily Inquirer, Inc.) submitted its quotation.
