MINUTES OF THE PURCHASE COMMITTEE MEETING HELD ON 26.6.2012.

The meeting of Purchase Committee was held to consider and decide tender opened on 7.5.2012, regarding Fumigation service "ON PERFORMANCE BASIS", as

per working paper circulated vide notice of meeting dated 25.6.2012.

2 Opening the discussions, the Chairman welcomed the participants and apprised them that the Department, will procure 1.300 Million Tons wheat out of current crop-2012 against the target fixed by Government. The Department is also holding carry over wheat stocks of more than 150000 tons as such increasing total availability to 1.450 Million tons valuing to Rs 40.000 billion approximately. Currently due to bumper wheat crop in the country

and overall carry over wheat stocks coupled with the low open market rates. As such until the market forces allow release of wheat, it is expedient to take all the precautionary measures for the safety & security of the Government wheat stocks till their clearance from the godowns. The committee was apprised that the department does not have expertise for fumigating the wheat stocks to get fumigating work through technical personal for giving guarantee for security of inside & outside of stocks.

3 The Committee was informed that tender for fumigation of wheat stocks by providing all the required services as well as stores by firm itself "ON PERFORMANCE / RESULT

ORIENTED BASIS". Accordingly the tender was floated in accordance of SPPRA Rules, (Technical & Financial Proposals) the Technical Proposals, which was opened on 7.5.2012 in the presence of parties / firms. However, the said proposals have been forwarded under letter dated 8.5.2012 at Annexure-(i) to Director PARC/GSRL/GQTL, Karachi to accord necessary technical evaluation. Sofar financial proposals will remain in custody of the Food Department till the receipt of Technical Evaluation Report. However, the Technical Committee furnished evaluation report vide letter dated 6.6.2012 at Annexure-(ii) and the same were also placed before the committee for necessary' decisions. Simultaneously Dr. Mubarak Ahmed (Director PARC) have briefed the Committee about the existing system as well as the evaluation report.

The committee examined evaluation report and agreed with technically qualified for the fumigation of wheat stocks of the following parties / firms, as recommended by Technical Committee.So far Financial Proposals of qualified • • - '11 be o •ened by the Committee after seven days as per provision o = "4,1 ules.

In response to letter No. BA-III/Food/Fumigation/2011-12, Govt. of Sindh,

Food pepartment dated 25-05-2012 and inspection of technical capabilities of the

bidders.L_The technical evaluation committee is unanimously recommended that M/s.

Pakistan Fumigation Corporation, Karachi and M/s. Adeel Pesticide & Manufacturing

are technically qualified for the Fumigation of Wheat Stocks.

/ *technical committee visited the office of M/s. G K International, situated at

Rimpa Plaza, suite no.2, 5th floor and also warehouse at the 7th floor in the same

plaza at 11:30 a:m. Office was opened but warehouse was locked. Mr. Kashif of G K

International informed that due to murder of a business man market is closed today

(while the committee members observed that other shops & offices were opened) he
